Second The pilot demonstration base referred to in this approach refers to the industry's advantageous scientific and educational resources or enterprise research platform as the basis for the construction or operation of the legal unit, the gathering of pilot facilities and equipment, with professional resources, the results of the research and development results of the second amplification of the pilot and maturation of the research and development, and then for the large-scale production of the enterprise to provide a mature, applicable, complete sets of technology results of the transformation service entity. It is an important platform to support and lead the development of industrial innovation and accelerate the industrialization of scientific and technological achievements.
The pilot demonstration base has the basic features of complete infrastructure, safe and standardized management, clear operation mode, remarkable service performance and outstanding demonstration effect.
Article 3 Encouragement of various types of parks, colleges and universities, research and development institutions, industry-leading enterprises relying on high-quality scientific and technological innovation resources, the construction of general or industrial pilot demonstration bases for the community to provide pilot services. Support key laboratories above the provincial level, technology innovation centers, new R&D institutions, innovation and entrepreneurship community and technology transfer service institutions and other science and technology innovation platforms to jointly build pilot demonstration bases with leading enterprises.
Article 4 Provincial Science and Technology Department is responsible for the provincial pilot demonstration base identified for the record. Municipal science and technology departments are responsible for the location of the provincial pilot demonstration base declaration, daily services and other work. Pilot demonstration base construction or operation of legal entities in accordance with the principle of territorial management, the strict implementation of safety, environmental protection, confidentiality and other main responsibilities.
Chapter II filing conditions and procedures
Article 5 Declare the filing of the pilot demonstration base shall have the following conditions:
(a) the main body of the filing or relying on the unit should be an independent legal personality, shall be registered in the province and the normal operation of the full two years, did not occur in the judiciary, the administrative authorities determined that the serious violations of law and breach of trust behavior. The pilot demonstration base shall implement independent accounting of financial income and expenditure.
(B) has the necessary pilot test equipment, site conditions. With process validation, scale-up production, product testing necessary fixed sites; with the industry's necessary general measuring and testing instruments and conventional laboratory equipment, the industry to undertake comprehensive intermediate testing of the necessary specialized equipment and ancillary facilities, the original value of the equipment should not be less than 10 million yuan.
(C) with the core service capacity to adapt to the talent team. Talent team structure is reasonable, there should be strong R & D capabilities in this field, high technical level, engineering practice experience in engineering technology leader, with the organization to develop scientific and reasonable pilot maturation program, process protocols, and the ability to control the quality of production of the fixed R & D team.
(D) have the necessary safety, environmental protection facilities and equipment. In line with national and provincial safety, environmental protection requirements, in the past two years, no major safety, quality accidents or serious environmental violations; production environment and process hardware and software in line with national and provincial standards.
(E) standardized internal management, efficient operation mechanism. There are clear procedures for undertaking external services and charges, and the service behavior can be strictly regulated in accordance with the requirements of the competent industry departments; there are relevant measures and systems to protect the intellectual property rights and trade secrets of the pilot products in the pilot demonstration base.
(6) The results of the transformation service performance is remarkable. Focusing on strategic emerging industries, the province's "top ten" industries to carry out pilot maturation and industrialization services, the demonstration and leading role is outstanding; all kinds of innovation subjects to provide open pilot services, pilot service income in the past two years, in principle, not less than 2 million yuan.
Article 6 The pilot demonstration base applying for filing shall provide the following materials:
(1) Application for filing of pilot demonstration base for transformation of scientific and technological achievements in Shandong Province;
(2) business license of the pilot base or the relying unit, management system, conditions of the place, list of equipments and talent team and other certificates;
(3) safety and security certificate approved by the departments of ecology, environment, emergency management and other departments of the place where the base is located.
(c) the ecological environment, emergency management and other departments of the location of the pilot base recognized by the safety assessment, environmental assessment report;
(d) the pilot service contract and the amount of pilot business to the amount of relevant materials to promote the transfer of results.
Article 7 Pilot demonstration bases for the record in principle once a year, the municipal science and technology departments in accordance with the requirements of the notice of the Provincial Department of Science and Technology is responsible for organizing the declaration of the region.
Article VIII The municipal science and technology departments are responsible for the authenticity of the application materials, completeness and standardization of the initial verification, and in accordance with this approach to recommend the best.
Article IX Provincial Department of Science and Technology is responsible for the formal review of the application materials, and organize experts or commission a third-party agency to assess the demonstration and on-site verification, to put forward the list of pilot demonstration bases to be filed.
Article 10 Provincial Science and Technology Department of the pilot demonstration bases to be filed on the list of publicity for five working days, the publicity period expired and no objections to be included in the record management.
Chapter III Supervision and Management
Article XI of the Provincial Department of Science and Technology into the record management of the pilot demonstration base for annual performance evaluation. The evaluation results are divided into "excellent", "good", "qualified", "unqualified" four levels.
Article XII The municipal science and technology departments in accordance with the Science and Technology Department of the annual performance evaluation notice, the organization of the region into the record management of the pilot demonstration base to fill in the evaluation materials, and the authenticity of the evaluation materials issued by the audit opinion. The evaluation materials mainly include:
(1) annual self-assessment report of pilot demonstration bases for transformation of scientific and technological achievements;
(2) supporting materials for the performance of management and operation, pilot services, etc.
(3) audit opinion of the competent department of science and technology of each city on the authenticity of the evaluation materials.
Article XIII The Provincial Science and Technology Department of the organization of experts or third-party agencies commissioned to review the evaluation materials, if necessary, on-site verification, to determine the performance evaluation opinions.
Article XIV The performance evaluation results for the excellent grade of the pilot demonstration base, after the form of subsidies to be awarded support; evaluation results for the unqualified, the implementation of the deadline for rectification, rectification period of one year. After the rectification is still unqualified or do not cooperate with the rectification, withdraw the record qualification.
Article XV Included in the record management of the pilot demonstration base in the following circumstances, the withdrawal of the record qualification, and according to the relevant provisions of the inclusion of scientific research and trustworthy behavior:
(a) due to mismanagement leading to serious service quality accidents, safety accidents, or environmental protection accidents;
(b) there are false materials or data provided by the serious breach of trust;
(c) without reason not to provide the necessary support for the implementation of the evaluation results. p>(c) Fail to participate in the annual performance evaluation without any reason, or fail to pass the performance evaluation for 2 consecutive years;
(d) No longer have the ability to carry out pilot services to the outside world.
If the qualification for filing is revoked due to the reasons listed in (a), (b) and (c), it shall not apply for filing again within two years from the date of revocation.
Chapter IV Support Policies
Article 16 Provincial Science and Technology Department will be included in the record of the pilot demonstration base in accordance with the provincial science and technology innovation platform for management. Municipalities should take the pilot demonstration base as an important hand to promote the transformation of the region's achievements, combined with its construction and operation needs, in terms of funding, land, scientific research, talent and other aspects to give the necessary policy support.
Article XVII Provincial Science and Technology Department will be included in the pilot demonstration base of science and technology innovation development funds to support the scope, according to the results of the annual performance evaluation on merit to be awarded.
Article 18 Each region may refer to these measures to formulate corresponding policies to support the construction and development of pilot demonstration bases.
Chapter V Supplementary Provisions
Article 19 This approach is responsible for the interpretation of the Provincial Science and Technology Department.
Article 20 These measures shall come into force on January 14, 2022, and shall be valid until January 14, 2024.
