Original Title: Notice from the Shandong Provincial Department of Industry and Information Technology on Issuing the "Implementation Plan for Cultivating Advanced Manufacturing Clusters and Establishing Pilot Zones and Demonstration Zones for High-Quality Development in Manufacturing (2021–2025)"

I. Guiding Principles and Objectives

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will anchor our efforts in the new stage of development, implement the new development philosophy, serve and integrate into the new development paradigm, promote high-quality development in the manufacturing sector, resolutely phase out outdated growth drivers, and resolutely transform and upgrade traditional growth drivers,resolutely foster and strengthen new growth drivers, promote the advancement of the industrial foundation and the modernization of industrial chains, build a modern industrial system, and create advanced manufacturing clusters characterized by large scale, optimal layout and structure, strong innovation capabilities, high-quality development, and close regional collaboration, while establishing replicable and scalable pilot zones and demonstration areas for high-quality manufacturing development.By 2025, we aim to establish at least 6 nationally recognized advanced manufacturing clusters with international competitiveness and at least 10 provincial-level advanced manufacturing clusters leading in national competitiveness; create at least 3 national-level pilot zones and demonstration areas for high-quality manufacturing development; accelerate the construction of advanced manufacturing bases with strong core competitiveness and global influence; and make Shandong’s contribution to building a manufacturing powerhouse.

II. Key Tasks

(1) Accelerate the Cultivation of Advanced Manufacturing Clusters

Guided by principles such as geographical proximity, distinct advantages in specific manufacturing sectors within a region, alignment with national and provincial priority development directions, and strong regional or cross-regional organizational capabilities, we will dynamically identify advanced manufacturing clusters prioritized for cultivation across the province, with a focus on promoting organizational capacity building through cluster development. We will support eligible cities in applying, either individually or jointly, to participate in the national competition for advanced manufacturing clusters.We encourage other key enterprises with strong capabilities but located in non-adjacent regions to participate in the development of advanced manufacturing clusters and share in supportive policies. In the initial phase, we will prioritize the cultivation of the following clusters; adjustments will be made as appropriate based on evolving circumstances.

1. Qingdao Rail Transit Equipment Industry Cluster (National Level). With the Qingdao Rail Transit Equipment Industry Association serving as the primary promoter of cluster development, centered on Qingdao City, and relying on the Qingdao Rail Transit Industry Demonstration Zone, this cluster focuses on leading enterprises in the rail transit equipment sector such as CRRC Sifang Co., Ltd., CRRC Sifang Co., Ltd., and Sifang Bombardier. Supported by the National High-Speed Train Technology Innovation Center, the National Engineering Laboratory for High-Speed Train System Integration, the High-Speed Maglev Train Test Center,the High-Speed Maglev Prototyping Center, and the Qingdao Rail Industry Accelerator as its pillars. The cluster will prioritize the development of next-generation rolling stock, including high-speed China Standard EMUs, a series of China Standard metro trains, and high-speed maglev vehicles, aiming to establish itself as a global source of cutting-edge emerging rail transit technologies, an internationally recognized leader in rail transit technical standards, and a world-leading hub for industrial innovation resources.This initiative will drive the development of supporting equipment, facilities, materials, and components in cities such as Jinan, Yantai, Dongying, Jining, Binzhou, and Zaozhuang, fostering a Qingdao rail transit equipment industrial cluster with global influence.

2. Qingdao Smart Home Appliance Industry Cluster (National Level). With the Qingdao Digital Home Industry and Application Promotion Association serving as the primary driver of cluster development, supported by the National Innovation Center for High-End Intelligent Home Appliances, and led by leading enterprises such as Haier, Hisense, and Aokema, the cluster will implement projects focused on refining the industrial chain, upgrading smart manufacturing, developing innovative products, building an industrial system, and promoting the application of the Kaos Industrial Internet. It will establish public service platforms for product testing,technological innovation, and ecological services, promote the design and development of smart and green products, build smart and green industrial and supply chains, construct smart and green factories, establish a smart home appliance industry alliance, and develop new types of networked, intelligent, and energy-efficient smart home appliances. This initiative will radiate and drive the development of smart audio equipment in Weifang, consumer electronics in Yantai, and small home appliances in Jinan, fostering a Qingdao smart home appliance industrial cluster that is high-end, intelligent, and eco-friendly and ranks among the world’s leading clusters.

3. High-End Chemical and New Materials Industry Cluster. With the Shandong Industrial Technology Research Institute serving as the primary driver of cluster development, centered in Yantai City, and focusing on Weifang, Zibo, Dongying, and Binzhou, the cluster will rely on enterprises such as Wanhua Chemical and Taihe New Materials in Yantai, Xinhecheng and Hongrun New Materials in Weifang, Qilu Petrochemical and Dongyue Fluorosilicon in Zibo,Lihua Yi and Haike New Energy Materials in Dongying, and Guansen Polymer Materials in Binzhou;fluorosilicon materials, high-end polyolefins, engineering plastics, and high-performance rubber. We will develop modern chemical new materials and products such as functional membrane materials, electronic chemicals, new energy battery materials, high-performance resins, high-performance synthetic rubber, and high-performance fibers, as well as brands in polyurethane materials and fluorosilicon materials and products.Leveraging the comprehensive advantages of being the “leading chemical industry province,” the region will drive coordinated development in areas such as Qingdao, Weihai, Rizhao, and Jinan, fostering a high-end chemical new materials industrial cluster with global influence.

4. Jinan Metropolitan Area Biopharmaceutical Industry Cluster. With the Jinan Association for Innovation and Development of the Biopharmaceutical Industry serving as the primary driver of cluster development, and centered on Jinan City with a focus on Zibo, Dezhou, Liaocheng, Dongying, Tai’an, and Binzhou, we will build a biopharmaceutical industrial chain cooperation network led by leading enterprises such as Qilu Pharmaceutical, Taibang Biotech, Frontier Biotech, and Tiandong Pharmaceutical. This network will be supported by a cooperation network for high-end chemical active pharmaceutical ingredients (APIs) and finished dosage forms, anchored by key enterprises including Ante Pharmaceutical, Xinhua Pharmaceutical,Ruiyang Pharmaceutical, Xinfu Pharmaceutical, Luning Pharmaceutical, Daohe Pharmaceutical, Jincheng Pharmaceutical, and Qidu Pharmaceutical; a high-end chemical API and finished dosage form industrial chain cooperation network supported by enterprises such as Hongjitang, Dong’e Ejiao, Phoenix Pharmaceutical, Xianhe Pharmaceutical,Rongchang Pharmaceutical (Zibo), and other enterprises as key players; a vaccine industry chain collaboration network represented by Qilu Animal Health and Yidu Biotechnology; and a biopharmaceutical packaging and raw/auxiliary materials industry chain supported by enterprises such as Shandong Pharmaceutical Glass, Lino Special Glass, Yellow River Pharmaceutical Packaging, Yongju Medical, and Qianhui Biotechnology.This initiative will drive the development of marine biopharmaceuticals in Qingdao, biopharmaceutical intermediates, chemical APIs, chemical formulations, and pharmaceutical packaging materials in Jining and Weifang, biopharmaceuticals and marine medicine in Yantai, and Chinese herbal medicines, herbal slices, and proprietary Chinese medicines in Linyi and Heze, thereby fostering a biopharmaceutical industrial cluster in the Jinan metropolitan area with global influence.

5. Jinan Artificial Intelligence Technology Innovation and Industrial Integration Cluster. With the Shandong Aerospace AI Security Chip Research Institute serving as the primary driver of cluster development, and centered on Jinan City, the cluster will utilize the “Nation’s Third National AI Innovation and Application Pilot Zone” and the"New Generation Artificial Intelligence Innovation and Development Pilot Zone," supported by China Calculation Valley and Jinan AI Island. By leveraging the leadership of enterprises such as Inspur, the synergy of related companies, and the innovative R&D capabilities of research institutions including Shandong University, the Shandong Industrial Technology Research Institute, and the Shandong Xinsong Industrial Software Research Institute, this cluster will promote the development of "modern competitive industrial clusters + artificial intelligence," radiating and driving the development of related smart products in Qingdao,and Weifang’s development of smart audio and other industries, and foster the formation of a globally influential Jinan AI technology innovation and industrial integration cluster.

6. Smart Agricultural Machinery Equipment Industry Cluster.With the Shandong Academy of Agricultural Machinery Sciences serving as the primary driver of cluster development, centered on Weifang City and focusing on Rizhao, Linyi, Jining, Liaocheng, and Dongying, the cluster will rely on entities such as Weichai Lovol Heavy Industry in Weifang, Shandong Wuzheng Group in Rizhao, Huasheng Zhongtian and Yongjia Power in Linyi, Shandong Jindafeng Machinery in Jining, Shandong Shifeng Group in Liaocheng,and Shandong Zhongke Ding Intelligent Technology in Dongying (Shandong Yellow River Delta Agricultural High-Tech Zone), to develop high-end agricultural machinery products such as intelligent high-horsepower tractors, high-speed precision seeders, large land preparation machines,intelligent cotton harvesters, smart power machinery, smart tillage and planting machinery, smart field management and plant protection machinery, and smart combine harvesters. We will implement projects such as the intelligent transformation and upgrading of agricultural machinery enterprises and the construction of industrial technology infrastructure platforms to foster an advanced manufacturing cluster for smart agricultural machinery with global influence.

7. CNC Machine Tool Industry Cluster. With the Shandong Machine Tool and General Machinery Industry Association serving as the primary promoter of cluster development, and centered on Jinan City, the cluster focuses on Qingdao, Yantai, Dezhou, Liaocheng, Tai’an, Jining, and Zaozhuang. Key enterprises include Jinan Second Machine Tool Group, Jinan First Machine Tool Factory, Jinan Fourth Machine Tool Factory, and Bond Laser Co., Ltd. in Jinan; Shandong Weituo CNC Machine Tool Co., Ltd. and Shandong Weida Heavy Industry Co., Ltd. in Zaozhuang;Shandong Lunan Machine Tool in Zaozhuang; Citizen (China) Precision Machinery in Zibo; Bot Precision Engineering and Tide Precision Machine Tool in Jining; Tai’an Hualu Forging in Tai’an;and Dezhou Zhuoer Casting in Dezhou, to expand and strengthen the production of five-axis gantry boring and milling machining centers, five-axis turning and milling composite machining centers, and intelligent high-end CNC machine tools. This will enhance the industry’s scale and networked collaboration capabilities, fostering the development of an advanced manufacturing cluster for high-end CNC machine tools with global influence.

8. High-End Medical Devices and Pharmaceutical Equipment Industrial Cluster. With the Shandong Provincial Pharmaceutical Industry Association serving as the primary promoter of cluster development, and centered on Zibo City, the cluster will focus on Qingdao, Jinan, Weifang,Yantai, Weihai, Rizhao, Zaozhuang, Jining, and Tai’an as key nodes. Relying on manufacturing enterprises such as Xinhua Medical and Lanfan Medical in Zibo, Weigao Group in Weihai, and Zhenghai Bio and Yantai Hongyuan Oxygen Industry in Yantai, as well as relevant innovation chain enterprises in Qingdao and supply chain enterprises in Weifang, we will accelerate the development of industrial chains for medical imaging equipment,biomedical materials, in vitro diagnostics, and health promotion and rehabilitation care devices; build Shandong pharmaceutical brands in orthopedic materials, medical implants, high-value medical consumables, disinfection and sterilization equipment, and radiation therapy equipment; and foster a globally influential industrial cluster for high-end medical devices and pharmaceutical equipment.

9. Offshore Engineering Equipment and Shipbuilding Industry Cluster. With the Shandong Shipbuilding Industry Association serving as the primary promoter of cluster development, this initiative will center on Yantai City, with Qingdao, Weihai, and Dongying as key focal points. It will radiate outward to drive the development of marine power equipment in Weifang and Zibo, and the development of supporting equipment and materials industries in Jinan, Weifang, Tai’an, Dezhou, and Binzhou.Relying on key enterprises such as Yantai CIMC Raffles, Qingdao Haixi Heavy Machinery, Offshore Oil Engineering (Qingdao), Qingdao Beihai Shipbuilding Heavy Industry,Shandong CRRC Wind Power, and Dongying Petroleum Equipment, the Association implements projects such as the design and engineering application of intelligent processing platforms for offshore engineering equipment, offshore clean energy equipment, offshore wind power equipment and key components, and deep-sea marine aquaculture farms. It aims to expand and strengthen the development of seventh-generation ultra-deepwater drilling platforms, semi-submersible production support platforms, and multi-functional marine aquaculture platforms, thereby building an advanced manufacturing cluster for offshore engineering equipment and ships with global influence.

10. Binzhou Lightweight Aluminum New Materials Industrial Cluster. With the Binzhou Aluminum Industry Association serving as the primary driver of cluster development, centered on Binzhou’s “World Aluminum Valley,” and supported by Shandong Weiqiao, the cluster will leverage the construction of the “One City, Two Institutes” model—comprising the Bohai Science and Technology Innovation City, the Bohai Advanced Technology Research Institute, and the Weiqiao-CAS Research Institute—as its engine. It will focus on the lightweight, intelligent, and high-end development of aluminum materials, prioritizing the R&D and production of automotive components,complete vehicle manufacturing, rail transit, and aluminum-based new materials. It will deepen global strategic cooperation, accelerate the development of lightweight aluminum new materials and components for aerospace, shipbuilding, and offshore engineering sectors, promote industry-academia-research collaboration, and drive the development of aluminum deep-processing industries in cities such as Yantai and Weifang, thereby building a Binzhou Lightweight Aluminum New Materials Industrial Cluster with global influence.

11. Weifang Clean Energy Power Equipment Industrial Cluster. With the Weifang Hualu Energy Testing Technology Center serving as the primary driver of cluster development, centered on Weifang City, led by enterprises such as Weichai Lovol Heavy Industry and Haomao, supported by enterprises including Haoxin Group, Shengrui Transmission, Kangyue Technology, and Fuyuan Turbocharger, and grounded in a supporting ecosystem of related enterprises, the cluster will use equipment R&D and design,mechanical manufacturing, process development, testing and inspection, and intellectual property as connecting links; with intelligent, green, and safe development as the direction; aiming at the global forefront; consolidating and enhancing the scale, supporting, and first-mover advantages of gasoline and diesel internal combustion engines; developing new energy power equipment such as hydrogen, electromagnetic, air, and wind energy; building an “International Power City”; and fostering a globally influential Weifang clean energy power equipment advanced manufacturing cluster.

12. Coal-Based Fine Chemicals Industry Cluster. With the Shandong Provincial Association for the Promotion of High-End Chemical Industry Development serving as the primary driver of cluster development, and centered on Jining City with a focus on Zaozhuang, Dezhou, Liaocheng, and Heze, the cluster will rely on enterprises such as Huaru Hengsheng in Dezhou, Lunan Chemical in Zaozhuang, Luxi Chemical in Liaocheng, and Shandong Rongxin Group in Jining. Utilizing raw materials such as coal-derived synthesis gas and coal tar,to develop coal-based fine chemical industry chains such as high-efficiency utilization of coal gas (hydrogen), deep processing of coal tar, and refining of crude benzene. This initiative aims to establish a coal-based chemical industry system centered on coal-based oxygen-containing chemicals, coal-based chemical intermediates, and coal-based chemical new materials, driving the coordinated development of related industries in surrounding regions and fostering an advanced manufacturing cluster in coal-based fine chemicals with global influence.

13. Information Technology Application and Innovation Industrial Cluster. With the Shandong Information Industry Association serving as the primary promoter of cluster development, centered on Jinan City and focusing on Qingdao, Zibo, Weifang, Yantai, and Weihai, the cluster will rely on leading enterprises and industrial parks in sectors such as servers, complete systems, security software, middleware, peripheral equipment, and databases to drive the innovative application of domestically produced, compatible, and substitute products and foster industrial aggregation and development.Focusing on key segments of the innovation and application of next-generation information technology, we will promote the extension, supplementation, and strengthening of industrial chains. We will develop products such as semiconductor materials, information security systems, foundational software, core chips, and electronic chemicals; increase the market share of domestically developed IT innovation products, foundational software, and information security solutions; build a hub for the IT innovation industry; and cultivate an advanced manufacturing cluster for information technology innovation and application with global influence.

14. Computer Peripherals and Smart Terminal Industry Cluster. With the Shandong Electronics Society serving as the primary promoter of cluster development, centered in Weihai, and led by key enterprises such as HP, Lenovo Imaging (Shandong), and New Beiyang, while supported by companies like Beiyang Electric and Hong Kong Yihe, this cluster will develop high-tech products including A4 laser printers, 3D printers, A3 smart multifunction devices,specialized printer/scanner products, multifunction devices, self-service equipment, visitor management kiosks, smart parcel lockers, and new retail terminals. We will achieve breakthroughs in key core technologies and components—such as high-speed monochrome laser printer engines based on self-developed SoC controllers—and drive the development of related industries in surrounding regions. Our goal is to build an advanced manufacturing cluster for computer peripherals and smart terminal devices that boasts the world’s highest technical standards, the most comprehensive supporting ecosystem, and the strongest competitiveness.

15. Dezhou High-End Sports Equipment Industrial Cluster. With the Shandong Hardware and Weighing Instruments Association serving as the primary promoter of cluster development, and centered on Dezhou City with a focus on Leling City, Ningjin County, and Qingyun County, the cluster will leverage the advantages of being a “National Sports Industry Base,” “National Sports Industry Demonstration Base,” “China Fitness Equipment Industry Base,” and"National Manufacturing Single-Champion Demonstration Enterprise," to build a global competitive sports equipment supply base led by Taishan Sports in Leling City, a production base for track and field and venue equipment represented by Century Star in Qingyun County, and a fitness equipment industrial base represented by Maibaohu in Ningjin County. The cluster will develop sports equipment for competitive sports, commercial fitness, track and field, as well as innovative modular swimming pools and winter sports, fostering the formation of a globally influential Dezhou High-End Sports Equipment Advanced Manufacturing Cluster.

16. Dongying High-End Petroleum Equipment Industry Cluster. With the Dongying Petroleum Equipment Industry Association serving as the primary driver of cluster development, centered on Dongying City, supported by the National Engineering Research Center for Oil Production Equipment, and led by leading enterprises such as Kerui Group, Gaoyuan Company, and Shengji Company, while relying on key enterprises including Weifei Marine Equipment, Weima Equipment, Yongli Precision Engineering, Sanhe Petroleum, and Wanbang Petroleum Equipment, the cluster will develop high-tech products such as automated drilling rigs,rotary steering systems, long-stroke belt-driven pumping units, automated workover rigs, and subsea Christmas tree systems. This initiative aims to enhance the core competitiveness of drilling and completion equipment, oil production equipment, and offshore oil equipment; overcome a number of “bottleneck” technologies; promote the development of the industrial chain; and drive the growth of related industries in regions such as Qingdao and Yantai, thereby fostering a Dongying high-end petroleum equipment industrial cluster with global influence.

17. Energy-Efficient and New Energy Vehicle Industry Cluster. With the Jinan Association of Robotics and High-End Equipment Industry serving as the primary driver of cluster development, and centered on Jinan and Zibo, with a focus on regions such as Liaocheng, Weifang, Yantai, and Binzhou, the cluster will be led by enterprises including China National Heavy Duty Truck Group, Shandong Haochi,Geely, BYD, and Zhongtong Bus as leading enterprises, and aiming to build a world-class production and R&D base for a full range of commercial vehicles. The cluster will focus on automotive energy efficiency, electrification, intelligence, connectivity, and sharing, guiding enterprises toward energy conservation and environmental protection, as well as product energy diversification, networked applications, and lightweight design and materials.Centering on the development of vehicle and supporting systems, we will intensify efforts to attract investment and talent along the industrial chain, enhance the innovation capacity of the energy-efficient and new energy vehicle industry, build brands in this sector, and improve the quality and efficiency of cluster development. Our goal is to create an advanced manufacturing cluster for new energy and intelligent connected vehicles with international influence, featuring energy-efficient vehicles as the mainstay and new energy vehicles and intelligent connected vehicles as key priorities.

18. Advanced Manufacturing Cluster for High-End Steel. With the Shandong Provincial Iron and Steel Industry Association (currently in preparation) serving as the primary promoter of cluster development, and centered on Rizhao, Linyi, Jinan, and Tai’an—with Qingdao and Weifang as key areas—this cluster will be led by leading enterprises such as Shandong Iron and Steel (SIS) Rizhao Company and Rizhao Iron and Steel Group. Supported by innovation service platforms including the Rizhao National Carbon Structural Steel Quality Inspection Center, the Shandong Iron and Steel Group Steel Research Institute,and the Rizhao Iron and Steel Research Institute, and relying on the steel industrial parks in Donggang District and Lanshan District of Rizhao City and Junan County of Linyi City, to develop upstream steel support services, deep processing of steel products, high-end equipment manufacturing, automotive components,new steel materials, circular economy, and steel trade and logistics. We will establish a product system centered on third-generation automotive steel sheets, eco-friendly home appliance steel sheets, hot-rolled ultra-thin strips, high-grade non-oriented silicon steel, high-strength shipbuilding plates, H-beams, high-quality special steel bars and wires, and stainless steel. This initiative aims to create a core and leading zone for the transformation and upgrading of the steel industry, forming a high-end advanced steel manufacturing cluster with world-class competitiveness.

19. Fashion Textile and Apparel Industry Cluster. With the Shandong Provincial Textile and Apparel Industry Association serving as the primary promoter of cluster development, this initiative centers on Qingdao City and focuses on cities such as Yantai, Weihai, Zibo, Weifang, Binzhou, Dongying, Tai’an, Dezhou, Jining, Liaocheng, and Jinan. It utilizes Qingdao’s Jimo District (China’s Textile Capital and China’s Children’s Apparel Capital),Haiyang City in Yantai (China’s Knitwear Capital), Wendeng District in Weihai (China’s Handicraft Home Textiles Capital), and Binzhou City (National Textile Industry Base City, China’s Rope and Net Capital) as key hubs; and supported by leading enterprises such as Jifa Group in Qingdao, Nanshan Zhishang and Shulang Apparel in Yantai, Dishang Group in Weihai, Lutai Textile in Zibo, Weiqiao Textile and Yuyue Home Textiles in Binzhou,Sanyang Textile in Dongying, Shandong Kangpingna Group in Tai’an, and Ruyi Group in Jining, among others; leveraging research and innovation platforms such as Shandong University, Qingdao University, and Qingdao University of Science and Technology; and developing the full textile and apparel industrial chain—including spinning, weaving, printing and dyeing, woolen textiles, knitting, apparel, home textiles, industrial textiles, chemical fibers, and textile machinery—to foster an advanced manufacturing cluster for fashion textiles and apparel with global influence.

20. Advanced Manufacturing Cluster for High-End Meat Products. With the Shandong Meat Association serving as the primary promoter of cluster development, this initiative centers on Weifang City and focuses on Yantai, Qingdao, Linyi, Jining, Binzhou, Dezhou, and Liaocheng. It utilizes Weifang City (China’s Base for Meat and Processed Meat Products, China’s Base for Meat Processing Machinery),Yantai (China Poultry Meat Export Base), Linyi (China Live Hog Slaughtering and Meat Product Processing Base), and Binzhou (Yangxin County, China Beef Cattle Slaughtering and Beef Product Processing Base) as key hubs. Key enterprises include Zhucheng Foreign Trade, Delisi Group, Huabao Co., Ltd., Huifa Group, and Shandong Jiasibo in Weifang; Xiwang Group, Chunxue Co., Ltd.,Ronghua Group, Shandong Longda, Shandong Xiantan, and Yantai Fuzu; in Linyi City: Jinluo Group, Shandong Kaijia, Shandong Huirong, and Linyi Xinshengyuan; and in Binzhou City: Hong’an Group and Shandong Yiliyuan. Supported by innovation platforms such as the China Comprehensive Meat Research Center, Ocean University of China, and Shandong Agricultural University, the initiative aims to establish a national-level high-end meat food R&D and innovation technology center,a public service platform for high-quality meat processing, a demonstration center for high-end intelligent and green transformation, a global networked collaborative innovation service center, a research and innovation center for food machinery and packaging, a demonstration center for cold-chain logistics and distribution, and demonstration projects for domestic and international circulation of meat products. We will build a full industrial chain featuring intelligent slaughtering, green processing, smart cold storage, digital logistics, collaborative R&D, and global cooperation, fostering the development of an advanced manufacturing cluster for high-end meat and high-quality meat products with global influence.

(2) Establishing Pilot Zones and Demonstration Areas for High-Quality Manufacturing Development

Support eligible cities in actively aligning with national major strategies, major projects, key initiatives, and significant events in accordance with the deployment requirements of the Ministry of Industry and Information Technology (MIIT), leveraging their respective strengths to explore the establishment of national-level pilot zones and demonstration areas for high-quality manufacturing development. Implement dynamic management of these initiatives, organizing eligible projects in batches to participate in the national-level pilot zone and demonstration area creation activities. Following applications from relevant cities, the first batch of pilot zones and demonstration areas for high-quality manufacturing development has been selected:

1. Jinan Yellow River Basin Pilot Zone for High-Quality Manufacturing Development. Support Jinan City in implementing the deployment requirements for the ecological protection and high-quality development of the Yellow River, seizing major strategic opportunities, and taking the promotion of high-quality development in advanced manufacturing, strategic emerging industries, and high-end cutting-edge emerging industries as the main focus. With smart manufacturing and “AI+” as the primary directions, accelerate the scaled development of industrial chains and clusters to build a trillion-yuan advanced manufacturing cluster with core competitiveness, and take the lead in establishing a high-ground for high-quality development of advanced manufacturing in the Yellow River Basin.By 2025, the main business revenue from advanced manufacturing will account for more than 70% of the total revenue of industrial enterprises above designated size. The level of transformation and upgrading toward high-end, intelligent, and cluster-based manufacturing will be significantly enhanced. The initiative aims to explore and establish a new model for the high-quality development of advanced manufacturing in the Yellow River Basin and to establish a national-level pilot zone for high-quality manufacturing development in the Yellow River Basin.

2. Qingdao Pilot Zone for the Deep Integration of “Two Industrializations and Two Industries.”Support Qingdao in building and developing the National (Shandong Peninsula) Industrial Internet Development Demonstration Zone. Establish an industrial internet platform system featuring “one leading platform and multiple specialized platforms,” promote the open application of use cases, improve new-type information infrastructure, accelerate the construction of digital industrial parks, and expedite the digital, networked, and intelligent transformation and upgrading of manufacturing. Coordinate the development of smart manufacturing and service-oriented manufacturing, and explore new pathways and models for the “integration of informatization and industrialization” between next-generation information technology and advanced manufacturing, as well as the “integration of two industries” between advanced manufacturing and modern services.and establish a national-level Pilot Zone for the Deep Integration of "Two Integrations and Two Sectors."

3. Weifang Pilot Zone for High-Quality Development of Manufacturing. Support Weifang City in implementing key projects such as “Advanced Power + Transportation Equipment,” “Modern Chemical Industry + New Materials,” “Electronic Information + Smart Cities,” “Smart Agricultural Machinery + Unmanned Farms,” and “Food Processing + Rural Revitalization,” and build specialized industrial parks such as Weichai International Suppliers, High-End Chemical Industry, Unmanned Farm Demonstration, Smart Agricultural Machinery Manufacturing, and Haomao Suppliers.Leverage the leading role of flagship enterprises such as Weichai Power, Weichai Lovol, Goertek, Furi Home Textiles, Haomao Technology, and Delis to guide the development of enterprises like Haoxin, Shengrui, Gongda, and Sansa. Build industrial chain ecosystems, innovation ecosystems, smart ecosystems, service ecosystems, green ecosystems, and policy ecosystems; explore new approaches to establishing a manufacturing ecosystem system; and establish a national-level pilot zone for high-quality manufacturing development.

4. Jining Pilot Zone for Advanced Manufacturing Innovation to Drive the Transformation of Resource-Based Cities.Support Jining City in leveraging the industrial foundation advantages of a resource-based city to accelerate the construction of advanced manufacturing bases in construction machinery, coal-based chemicals, biotechnology, new textile materials, automotive parts, distinctive optoelectronic industries, and electronic information. Relying on these industrial bases, cultivate a group of “specialized, refined, distinctive, and innovative” small giants, single-champions, and gazelle enterprises; promote the high-end, intelligent, and green transformation and upgrading of manufacturing; and foster “231” industrial clusters—including high-end equipment, high-end chemicals,next-generation information technology, new energy, new materials, and pharmaceuticals, expand industrial chains, streamline supply chains, strengthen innovation chains, optimize financial chains, and extend value chains. This will accelerate the advancement of manufacturing toward the mid-to-high end of the value chain, explore new models for transforming “resource-based cities” into “manufacturing and innovation-driven cities,” and establish a national-level pilot zone for advanced manufacturing innovation to lead the transformation of resource-based cities.

5. Zibo Demonstration Zone for the Transformation and Upgrading of Traditional Industries.Support Zibo City in focusing on the transformation, upgrading, and high-quality development of traditional industries, and promote technological upgrades toward high-end, intelligent, and green manufacturing. Centered on “optimizing existing capacity” and “expanding new capacity,” implement the “Five Optimizations” initiative to empower traditional industries. Utilize networked, digital, and intelligent upgrades to help advantageous traditional industries—such as green chemicals, machinery manufacturing, new building materials, and specialty textiles—raise their “level,” increase their “depth,” and extend their “reach.”Implement the “Four Strong” Industry Ascension Plan—covering new materials, new pharmaceuticals, intelligent equipment, and electronic information—to build industrial chains for fluorine-silicon materials, new energy vehicles, MEMS, and the internet, achieving coordinated development through chain extension and clustering.We will cultivate and expand the economic scale and strength of emerging industries such as industrial internet, smart connected vehicles, and artificial intelligence, foster new economic growth points, and build a modern industrial system that supports diversity while excelling in both quality and efficiency. We will establish the “Centuries of Heritage, Zibo Smart Manufacturing” brand and create a national-level demonstration zone for the transformation and upgrading of traditional competitive industries.

6. Yantai Industrial Foundation Capacity Enhancement Demonstration Zone. Support Yantai City in focusing on key areas such as basic components and parts, basic software, basic materials, basic processes, and industrial technology foundations to strengthen industrial foundation capacity and play a leading and exemplary role in innovation.In the field of industrial technology foundations, efforts will focus on building world-class green petrochemical industrial bases, advanced structural materials industrial bases, nationally renowned high-end equipment manufacturing bases, major domestic consumer electronics manufacturing bases, and national-level offshore engineering equipment manufacturing clusters. This will drive the research, development, and promotion of foundational technologies to solidify the industrial technology foundation. In the field of basic components and parts, development will center on advanced manufacturing sectors such as automobiles, offshore engineering equipment, and ships, with a focus on developing basic unit components that feature advanced functionality and are seamlessly integrated with finished product manufacturing and end-user products;In the field of basic materials, we will drive the upgrading of foundational materials such as Nanshan Aluminum’s aerospace aluminum profiles, Wanhua Group’s MDI and HDI, Dongfang Lantian Titanium Technology’s titanium alloys, and Taihe New Materials’ aramid fibers; in the field of basic processes, we will build an internationally renowned city for industrial design and promote the innovative upgrading of basic process design for machinery, robotics, smart terminals, and electronic products;In the field of foundational software, leverage industrial internet platforms such as Tencent Cloud, Huawei (Yantai) Artificial Intelligence Innovation Center, JD Smart Cloud, Orange Cloud, and Bohu Tong to strengthen the promotion and application of software technologies; cultivate a group of “Industrial Brains” in sectors including petrochemicals, aviation, aerospace, high-end equipment, advanced gold processing, and biopharmaceuticals; and establish a national-level demonstration zone for enhancing industrial foundational capabilities.

III. Implementation Pathways

(1) Accelerate the tiered cultivation of enterprises to promote the establishment, extension, and strengthening of industrial chains, thereby enhancing the division of labor and collaborative capabilities within clusters. Focusing on cluster industrial chains, we will foster a group of leading enterprises with the capacity to drive industrial chains, dominate ecosystems, and possess core competitiveness, as well as cultivate a cohort of “specialized, refined, distinctive, and innovative” small and medium-sized enterprises (SMEs) that specialize in niche markets, focus on their core businesses, demonstrate outstanding innovation capabilities, and possess significant growth potential.Promote enterprise mergers, reorganizations, and strategic cooperation along the industrial chain. Support leading enterprises in driving SMEs to participate in areas such as joint technological R&D, product collaboration and supply chain integration, joint brand development, and financial support and guarantees through the formation of industrial alliances. This will achieve integrated development among large, medium, and small enterprises within the industrial chain and coordinated development through industrial alliances, thereby promoting the expansion and strengthening of the cluster and significantly enhancing the scale, strength, and agglomeration effects of the industrial cluster.

(2) Accelerate the restructuring of the industrial foundation, promote the integration and aggregation of innovation factors, and enhance the joint innovation capacity of clusters. Focus on areas such as basic components and parts, basic software, basic materials, basic processes, and industrial technology foundations. Through mechanisms such as “open challenges,” implement a series of projects targeting foundational, core, and generic technologies.Support capable enterprises and research institutes in forming innovation consortia to build shared innovation platforms for the cluster that integrate technology R&D, talent aggregation, technology transfer, and industrial chain development. Promote the application of first-of-a-kind high-end equipment, first-batch new materials, and first-version high-end software to foster the coordinated development of complete systems and the industrial infrastructure system. Align the innovation chain with the industrial and supply chains to significantly enhance the cluster’s joint innovation capabilities and core competitiveness while advancing the upgrading of industrial foundations and the modernization of industrial chains.

(3) Accelerate enterprise transformation and upgrading, promote intelligent and green development, and enhance the cluster’s capacity for quality improvement and efficiency gains. Focus on “high-energy-consumption and high-emission” industries to accelerate the phasing out of outdated production capacity and strictly control the blind expansion of such projects. Focus on traditional competitive industries to promote the application of next-generation information technology equipment, advance the automation, digitization, networking, and intelligent transformation of enterprises, and build a number of digital workshops, smart factories, and intelligent industrial parks.Focusing on the goals of carbon peaking and carbon neutrality, we will promote the application of advanced, applicable green, low-carbon, and environmentally friendly technologies and equipment, and build a number of green factories and eco-industrial parks. We will promote the deep integration of advanced manufacturing with modern services, develop production-oriented services such as scientific and technological R&D, industrial design, and metrology and testing, and promote advanced manufacturing and service models such as mass-customization, digital design, standardized prototyping, flexible manufacturing, brand-oriented operations, and online exhibition and sales, thereby fostering the high-quality development of industrial clusters.

(4) Accelerate the digital empowerment of enterprises, promote the construction of new infrastructure, and enhance the cluster’s networked collaboration capabilities. Focus on key areas of digital industrialization and industrial digitization; advance the construction of new infrastructure such as big data, cloud computing, the Industrial Internet, the Internet of Things (IoT), 5G technology, and blockchain; and build cross-regional and cross-sectoral networked platforms for information exchange and technical collaboration within the cluster. Aim to promote data sharing, data openness, and public information services among cluster enterprises, and develop a fully functional industrial big data platform tailored to the cluster.Strengthen the construction of secondary nodes for industrial internet identifier resolution; promote the digital transformation of cluster enterprises through measures such as cloud service voucher subsidies; support the renovation of internal networks and the upgrading of external networks within cluster enterprises; and build a networked collaborative development ecosystem centered on “Industrial Internet + Smart Manufacturing” and “Modern Advantageous Industrial Clusters + Artificial Intelligence.”

(5) Accelerate the opening-up of industrial clusters to serve and integrate into the new development paradigm, and enhance their capacity for win-win cooperation. Focus on the coordinated development of advantageous industries such as the “One Cluster, Two Hubs, Three Circles” initiative, and promote the integrated development of industrial clusters and urban agglomerations. Support eligible regions in aligning with national regional development strategies to strive for designation as national-level pilot zones or demonstration zones for high-quality manufacturing development.Support geographically adjacent and industrially related regions in jointly cultivating provincial or national-level advanced manufacturing clusters. Support relevant regions in strengthening industrial cooperation with key cities in the Yellow River Basin, as well as key areas in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. Actively participate in the “Belt and Road” Initiative, deepen regional cooperation among China, Japan, and South Korea, elevate the level of cooperation with Europe and the United States, and integrate global industrial, supply, and innovation chains to promote the open development of clusters on a broader scale and at a higher level.

(6) Accelerate organizational reforms within clusters, strengthen cluster development promotion organizations, and enhance professional service capabilities.Select a group of non-governmental, non-profit, independent legal entities—such as industry associations, research institutes, and new-type R&D institutions—that have industry-wide influence to serve as cluster development promotion organizations. Leverage their comprehensive strengths in science and technology, talent, industry self-regulation, and coordination services to help the industrial clusters they serve establish a solid industrial foundation, networked collaboration, and technological innovation capabilities, thereby enhancing the levels of factor aggregation, open cooperation, and organizational support.Support cluster development promotion organizations in actively assisting the central cities and relevant cities where the clusters are located to apply for and participate in the national-level advanced manufacturing cluster competition; strengthen their own capacity building; implement public entity projects for the clusters; establish public service platforms for the clusters; carry out public services for the clusters; and improve the level of cluster development promotion and comprehensive services.

IV. Support Measures

(1) Strengthen Organizational Leadership. Leverage the role of the Provincial Leading Group for Building a Manufacturing Powerhouse to establish and improve a cross-sectoral and cross-regional mechanism for fostering advanced manufacturing clusters. This mechanism should be led by the central city where the cluster is located, supported by relevant cities, spearheaded by cluster development promotion organizations, and involve key enterprises. Guide relevant regions to establish and improve working mechanisms for creating national-level pilot zones and demonstration zones for high-quality manufacturing development. Establish and improve a “chain leader system” for advancing work, characterized by leadership from anchor enterprises, collaboration among industrial chain alliances, integration of industry, academia, and research, and shared use of factors and resources.

(2) Strengthen Project Development. Relying on cluster development promotion organizations, promote the implementation of projects such as the construction of public infrastructure, the development of public service platforms, the organization of public service activities, and the capacity building of the promotion organizations themselves. Relying on leading enterprises and core supporting enterprises within advanced manufacturing clusters and national-level pilot zones and demonstration zones for high-quality manufacturing development, advance major projects such as enhancing industrial foundational capabilities, industrial transformation and upgrading, collaborative technological innovation, and building, supplementing, extending, and strengthening industrial chains.Establish a database of major projects and implement dynamic management to provide effective support for the cultivation of advanced manufacturing clusters and the establishment of pilot zones and demonstration areas for high-quality manufacturing development.

(3) Strengthen the supply of key resources. Implement the mechanism of “allocating resources to projects,” deepen various forms of resource supply-demand matching, and free up more capacity for high-quality development—including energy consumption, pollutant emissions, and land—to support the cultivation of advanced manufacturing clusters and the establishment of pilot zones and demonstration areas for high-quality manufacturing development.Strengthen the environmental supervision system centered on pollution discharge permits and optimize trading mechanisms for pollution discharge rights, energy consumption rights, water use rights, and carbon emission rights. Deepen the reform of the “output per mu” evaluation system and implement differentiated allocation of resources and factors based on evaluation results. Encourage financial institutions to develop green finance, financial leasing, and medium- to long-term loans, and support eligible advanced manufacturing clusters in conducting “financial management” pilot programs.

(4) Strengthen Talent Development. Support relevant regions and institutions in establishing high-level think tanks and professional talent pools to facilitate the cultivation of advanced manufacturing clusters and the creation of pilot zones and demonstration areas for high-quality manufacturing development. Establish a provincial association for enterprise technological transformation, build a team of technological transformation service providers, form an alliance of such providers, promote their entry into industrial parks, and provide specialized collaborative services.Support leading enterprises and supporting enterprises in collaborating with relevant research institutes to jointly build talent internship and training bases; promote school-enterprise cooperation to cultivate highly skilled talent; leverage social training institutions to advance corporate transformation training; and build high-quality teams of entrepreneurs, skilled workers, and managers that align with the high-end, intelligent, and green development of the industry.

(5) Strengthen Policy Support. Coordinate the allocation of development funds to provide matching grants and subsidies to cluster development promotion organizations that win national-level advanced manufacturing cluster competitions, as well as to regions that successfully establish national-level pilot zones and demonstration zones for high-quality manufacturing development. Provide subsidies to cluster development promotion organizations included in the provincial advanced manufacturing cluster cultivation plan that demonstrate outstanding performance in their cultivation efforts. Encourage central cities hosting advanced manufacturing clusters to allocate special funds to strengthen cooperation with high-end think tanks and cluster development promotion organizations through means such as purchasing services.Encourage regions establishing pilot zones and demonstration zones for high-quality manufacturing development to allocate special funds to ensure the timely, high-quality, and full completion of their establishment objectives. Implement policies such as special loans for technological transformation, equipment subsidies, and equity investment to promote the transformation and upgrading of relevant industries.

(6) Optimize the Development Environment. Deepen reforms to streamline administration, delegate power, and improve government services; promote “double-random, one-public” supervision; and establish a mechanism for in-process and post-event supervision that is clear in terms of rights and responsibilities, fair and impartial, and simple and efficient. Implement the “Internet Plus Government Services” model to enhance the efficiency of government services.Strengthen monitoring, analysis, and early warning of economic operations to ensure the supply of production factors. Seize the strategic window of opportunity presented by the profound adjustments in global industrial and supply chains to build a high-quality industrial ecosystem characterized by stronger leadership from leading enterprises, tighter coordination and integration, greater concentration of innovation and entrepreneurship resources, and a more rational regional layout. Vigorously publicize exemplary practices and experiences to foster a strong atmosphere conducive to accelerating the high-quality development of the manufacturing sector.
