To earnestly implement the “Guiding Opinions on Accelerating the Cultivation and Development of High-Quality Manufacturing Enterprises” (MIIT Joint Document [2021] No. 70) issued by the Ministry of Industry and Information Technology and five other ministries, to promote the sustained growth, optimization, and expansion of high-quality manufacturing enterprises in our province, to enhance the modernization of industrial and supply chains, and to foster high-quality development of the province’s manufacturing sector, the following implementation opinions are hereby put forward.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. With the theme of promoting high-quality enterprise development, we will accelerate the cultivation and development of high-quality enterprises represented by specialized, refined, distinctive, and innovative “Little Giant” enterprises, manufacturing single-champion enterprises, and industrial chain leading enterprises (hereinafter referred to as “Little Giant” enterprises, single-champion enterprises, and leading enterprises). We will leverage the role of high-quality enterprises as trailblazers andand vanguard, we will coordinate efforts to advance the upgrading of industrial foundations and the modernization of industrial chains, further cultivate a sound industrial ecosystem, and propel the construction of a manufacturing powerhouse province to new heights.
(2) Basic Principles
1. Market-led, policy-guided. Fully leverage the decisive role of the market in resource allocation while better utilizing the government’s role. Accelerate the improvement of mechanisms where “factors follow key projects and policies are tailored to the industrial ecosystem.” Take the deepening of “streamlining administration, delegating power, and improving government services” as a breakthrough point to stimulate the vitality of market entities, innovate institutional mechanisms, and create a first-class development environment.
2. Quality First, Efficiency Priority. We will establish and improve a high-quality standards system, vigorously develop advanced manufacturing, promote the sustained growth, optimization, and expansion of enterprises, increase the proportion of advanced production capacity, enhance global competitiveness and ecological leadership, consolidate and elevate our global standing, drive the modernization of industrial and supply chains, and advance the manufacturing sector toward the mid-to-high end of the value chain.
3. Innovation-led, Coordinated Development. Adhere to the innovation-driven development strategy, deeply promote source innovation, technological innovation, and industrial innovation, intensify efforts to overcome bottlenecks in critical core technologies, and build an innovation ecosystem that closely integrates science and technology, education, and industry. Deploy innovation chains around industrial chains and arrange industrial chains around innovation chains to accelerate the enhancement of industrial foundational capabilities and the modernization of industrial chains.
4. Leading Enterprises Driving Development and Optimizing the Ecosystem. Strengthen the tiered cultivation of high-quality enterprises; leverage the role of leading enterprises in maintaining the security and stability of industrial chains, as well as in guiding and shaping the direction of innovation within these chains, to drive an overall improvement in the quality and efficiency of industrial chains. Enhance the innovation capabilities and specialization levels of small, medium, and micro enterprises; elevate the innovation, manufacturing, and service capabilities of the entire industry; and build an industrial ecosystem where large, medium, and small enterprises collaborate on innovation, share resources, and develop in an integrated manner.
(3) Main Objectives
Focusing on key industries and sectors, and targeting key industrial chains, we will select a group of outstanding enterprises with the capability and ambition to lead industrial chain development for cultivation and enhancement. We will guide “Specialized, Refined, Unique, and Innovative” (SRUI) SMEs to grow into “Little Giant” enterprises leading the domestic market; guide “Little Giants” and other enterprises to become single-champion enterprises leading the international market; and guide large enterprise groups to develop into leading enterprises with ecosystem dominance and international competitiveness.By 2025, we aim to cultivate 1,500 provincial-level or higher “Specialized, Refined, Unique, and Innovative” manufacturing enterprises, 600 “Little Giant” enterprises, 400 “Single-Champion” enterprises, and approximately 150 leading enterprises, thereby establishing a tiered cultivation framework for high-quality enterprises.
II. Key Tasks
(1) Establish a tiered cultivation database for high-quality enterprises. Focusing on key industries in our province that possess a strong industrial foundation, distinct comparative advantages, and significant development potential, we will identify a group of promising and motivated enterprises for inclusion in the database. The primary focus will be on cultivating a cohort of “Little Giant” enterprises characterized by outstanding core businesses, meticulous production management, unique process technologies, strong innovation capabilities, rapid growth rates, and substantial development potential;Prioritize the cultivation of a group of “single-champion” enterprises that have long specialized in a specific segment of the industrial chain or a particular product, mastered key core technologies, and hold a strong market position and significant market share in either end products or intermediate products; prioritize the cultivation of a group of industrial chain “pioneer” enterprises with ecosystem leadership capabilities, strong comprehensive strength, and significant influence in the domestic market for their relevant businesses. (2) Enhance the independent innovation capabilities of high-quality enterprises. Support high-quality enterprises in leading or participating in the construction of innovation platforms such as manufacturing innovation centers, technology innovation centers, and key laboratories, and in implementing major projects for the research and development and industrialization of critical technologies. Address gaps and weaknesses in industrial chains by organizing and implementing projects to consolidate and strengthen the foundations of industrial chains. Encourage leading enterprises to actively take the lead in tackling challenges, organize upstream and downstream enterprises in the industrial chain to collaborate on research and development, and concentrate efforts on overcoming "bottleneck" issues in the industry.Encourage enterprises to form innovation consortia, intensify collaborative innovation efforts, and step up research and demonstration applications of key core technologies, products, and equipment in fields such as basic components, basic electronic components, basic software, basic materials, basic processes, high-end instruments and equipment, integrated circuits, and cybersecurity. Implement the innovation voucher policy to promote the joint construction and sharing of large-scale instrumentation resources among universities, research institutes, and high-quality enterprises, and accelerate the development of production application demonstration platforms and public service platforms for industrial technology infrastructure.Improve the regular industry-academia-research coordination mechanism for key industrial chains, strengthen integrated development among high-quality enterprises, provincial universities, and R&D institutions, and promote collaborative innovation among industry, academia, and research. (3) Enhance the Modernization of Enterprise Management. Guided by the new development philosophy, we will thoroughly implement the special campaign to upgrade enterprise management systems, encourage organizational management reforms, strengthen total quality management, optimize resource allocation and intensive management, improve risk prevention and control, innovate production and operation models, and enhance total factor productivity. We will regularly identify and promote outstanding achievements in enterprise management innovation, demonstrate and disseminate advanced management experiences and methodologies, and conduct benchmarking and improvement activities in key industries.Promote the spirit of entrepreneurship and craftsmanship, strengthen corporate integrity, and support high-quality enterprises in applying for recognition as Shandong’s Top 100 Enterprises and Outstanding Entrepreneurs. Intensify efforts to build corporate social responsibility, and enhance risk prevention and value creation capabilities. Guide enterprises to prioritize corporate culture development to improve employee cohesion, creativity, and social recognition. (4) Enhance the Modernization of Industrial and Supply Chains. Fully leverage the pivotal role of high-quality enterprises in strengthening the autonomy and controllability of industrial and supply chains. Optimize and improve the working mechanism for the “chain leader system” in key manufacturing industrial chains, and coordinate efforts to consolidate foundations, leverage strengths, address weaknesses, and reinforce vulnerable areas, thereby effectively enhancing the stability and competitiveness of industrial and supply chains.Organize leading enterprises to conduct comprehensive reviews of industrial and supply chains. Encourage high-quality enterprises to integrate industrial resources through mergers and acquisitions, capital operations, and strategic partnerships—centered on their core businesses and the upstream and downstream segments of their industrial chains—to enhance the competitiveness and risk-resilience of industrial chains. Actively establish demonstration cities and enterprises for supply chain innovation and application, and cultivate a group of model enterprises for modern manufacturing supply chains.Promote the concentration of provincial state-owned capital in key industries and sectors vital to national security and the lifeline of the national economy, and accelerate the deployment of resources in critical segments and mid-to-high-end sectors of the manufacturing industry. Guide willing “single-champion” enterprises and leading enterprises to facilitate the orderly relocation of related industries to central, western, and northeastern regions, thereby promoting coordinated regional development. (5) Guide high-quality enterprises toward high-end, intelligent, and green development. Benchmarking against world-class enterprises, accelerate the integrated development of advanced manufacturing and modern services; implement the “10,000 Technical Upgrades, 10,000 Enterprise Transformations” initiative on a rolling basis; deepen the Shandong Century-Old Brand Cultivation Project; advance the “Shandong Manufacturing • Online Across the World” special campaign; enhance the influence of the “Shandong Manufacturing” brand; and improve supply capabilities in the mid-to-high-end segments.Accelerate the R&D and promotion of a batch of high-level smart manufacturing equipment; cultivate and establish a group of smart factories (digital workshops) with strong示范 and leading roles and significant comprehensive benefits; create a group of benchmark enterprises in smart manufacturing; explore and form a set of new smart manufacturing models with obvious results that are replicable and scalable; and elevate the level of smart manufacturing and its application capabilities. Deepen the implementation of the manufacturing digital transformation initiative to create a group of benchmark enterprises and model projects for manufacturing digital transformation.We will accelerate the construction of a series of public service platforms for digital transformation, implement the “10,000 Digital Specialists” service initiative, actively expand typical application scenarios for the Industrial Internet, deepen the “Individual, Ten, Hundred” platform cultivation project, and build the Shandong Peninsula Industrial Internet Demonstration Zone to high standards.Vigorously develop green products, extensively build green factories, and continuously establish green industrial parks. Encourage high-quality enterprises to establish green supply chain management systems and set benchmarks for resource conservation. Support participation in the implementation of the Industrial Low-Carbon Action and Green Manufacturing Project, and play a leading and exemplary role in achieving the carbon peak and carbon neutrality goals. Enhance industrial design capabilities, strengthen the construction of industrial design platforms, and strengthen and optimize the Shandong Provincial Industrial Design Research Institute. (6) Foster an ecosystem for the integrated development of large, medium, and small enterprises. Establish platforms and mechanisms for the integrated development of enterprises of all sizes. Support leading enterprises in fulfilling their role as “chain leaders” within industrial chains by opening up resources to upstream and downstream enterprises. Through industry associations, industrial alliances, and other channels, facilitate the integration of highly relevant and synergistic small and medium-sized enterprises into industrial chains, supply chains, and innovation chains in areas such as technological breakthroughs, product support, brand channels, and financial integration.Encourage SMEs to strengthen collaborative innovation and supporting partnerships with high-quality enterprises, continuously facilitate industrial and market circulation, and promote the formation of a modern industrial system characterized by higher efficiency and lower costs. (7) Enhance the level of openness and cooperation among high-quality enterprises. Encourage leading enterprises and “single-champion” enterprises to actively engage in cross-border mergers and acquisitions, establish R&D and design centers globally, optimize production networks and supply chain systems, and effectively connect with and utilize global resources. With a focus on jointly building the “Belt and Road,” construct regional industrial chain communities to better integrate into global industrial and supply chains.Fully leverage the advantages of geographical proximity, industrial complementarity, and cultural affinity with Japan and South Korea to promote comprehensive, broad-based, and multi-level industrial cooperation between advanced manufacturing and modern service industries. Support provincial enterprises in actively integrating into international industrial, supply, and innovation chains, and encourage foreign enterprises and research institutions to establish global R&D centers in Shandong. III. Support Measures
(1) Improve financial and fiscal policies. Coordinate various national and provincial special fiscal funds to provide key support to high-quality enterprises. Deepen the implementation of insurance compensation for the first sets of equipment and components, the first batches of new materials, and the first versions of high-end software; implement policies such as tax exemptions for imported equipment and additional deductions for research and development expenses.We will vigorously implement the enterprise financial advisor system, expand financial guidance to cover more high-quality enterprises, and provide intensive support to enterprises facing financing difficulties through a task-completion management system. We will support eligible high-quality enterprises in raising capital through initial public offerings (IPOs) and bond financing instruments. We will encourage banking institutions to increase credit support, provide high-quality and efficient financial services, and promote the integration of investment and loans, investment and insurance, investment and guarantees, and investment and investment.Fully leverage the guiding role of the province’s New and Old Growth Drivers Transformation Fund to attract more social capital to support the accelerated development of high-quality enterprises. (2) Strengthen the Supply of Resources and Factors of Production. Improve the mechanism of “allocating factors of production to projects,” comprehensively enhance the quality of factor supply, and promote the concentration of various resources—including land, energy consumption, pollutant emissions, and water resources—toward key projects of high-quality enterprises, thereby creating favorable conditions for their accelerated development. (3) Strengthen support for high-end talent. Support the recruitment of high-end talent, implement the reward system for cutting-edge technical talent in key industrial chains, and actively build training bases for advanced manufacturing. Continue to implement initiatives to enhance the quality of entrepreneurs and cultivate professional managers, strengthen training for enterprise management personnel, implement fiscal incentive policies for entrepreneurs, and recognize and reward the heads of eligible high-quality enterprises.Encourage enterprises to leverage innovation platforms such as enterprise technology centers, technology innovation centers, engineering laboratories, engineering centers, and key laboratories to attract high-level expert teams and highly skilled professionals. (4) Implement Targeted Matching Services. Further strengthen service awareness; establish tiered databases for cultivating high-quality enterprises; have enterprises draft the “Action Plan for Building High-Quality Enterprises,” while local governments simultaneously formulate the “Support Plan for XX Enterprise to Build a High-Quality Enterprise” on a “one enterprise, one policy” basis; establish an “Enterprise Express Lane” system to promptly understand enterprise needs, guide the effective use of business-friendly policies, and coordinate solutions to issues such as land, labor, and energy.Organize industry associations, chambers of commerce, and other entities to identify enterprise needs and provide specialized services such as information consulting, product promotion, talent training, and intellectual property support. Intensify publicity efforts, compile and publish case studies of enterprises, promote exemplary local practices, facilitate experience-sharing sessions, organize the “Shandong High-Quality Enterprises Tour” campaign, and establish the “High-Quality Enterprises” brand.
