I. Support policies and application process
(I) Support policies.
1. Support for unified operation. 3. Promote investment in buildings. Characteristic industrial buildings, reserve characteristic industrial buildings every new 1 annual major economic contribution of 3 million yuan, 6 million yuan, 10 million yuan of the dominant industry legal person enterprise, respectively, to give the main body of the building operation of 100,000 yuan, 200,000 yuan, 500,000 yuan one-time incentive, the annual major economic contribution of the year or the next year of the main economic contribution of the settlement calculation.

The legal person enterprise of the leading industry leases the office building in the characteristic industry building and the reserve characteristic industry building for more than 3 years, and the area reaches 500 square meters, the subsidy will be given by RMB 10,000 yuan per 100 square meters, and the subsidy will not be more than the main economic contribution of the enterprise to the city in the year (subject to the effective year of the leasing contract), and the maximum subsidy for a single enterprise will be 200,000 yuan. For the above subsidies, enterprises can choose on their own, but shall not be repeated.
5. Provide precise support. Promote "one building, one industry" or "multiple buildings, one industry", the implementation of "one industry, one policy" for key industries on merit. Under the same conditions, priority support for characteristic industrial buildings, reserve characteristic industrial buildings leading industry corporate enterprises and their projects to declare the national, provincial and municipal honors or special funds.
6. Sound service mechanism. Build characteristic industrial buildings, reserve characteristic industrial buildings operating body and the city's investment promotion system, the competent departments of industry communication and docking channels, to provide investment docking, business guidance and other services.
(2) Application process.
1. Building operating body combing the previous year or the year in line with the list of incentives, subsidies, and relevant supporting materials, submitted to the districts and counties (including towns and streets in charge of the functional areas, the same below) development and reform departments.
2. The development and reform departments of each district and county will conduct the preliminary examination and submit the official documents to the Municipal Development and Reform Commission.
3. The Municipal Development and Reform Commission, together with the relevant municipal departments, will review the list submitted by the districts and counties and confirm the list of rewarding enterprises. The incentive funds will be issued by the districts and counties, and the financial burden of the city and districts and counties will be borne by the ratio of 11.
II. Recognition of Specialty Industrial Buildings
(I) Recognition Criteria. Characteristic industrial buildings should have the following conditions:
1. There is a clear operating body, and the operating body has not been included in the list of objects of joint disciplinary action for breach of trust.
2. Building area of 20,000 square meters (excluding hotels, shopping malls, supermarkets, apartment area and underground parking facilities area), in principle, mainly detached.
3. There is a distinct industrial orientation and positioning, need to specify a leading industry, the leading industry does not exceed the "National Economic Industry Classification" (GB/T 4754-2017) 51-90 industry categories in the two associated industry categories.
4. The number of legal enterprises of the leading industry in the building with industrial and commercial registration and tax registration reaches 5, the proportion of the use area reaches 50% (or the use area reaches 20,000 square meters), and the total amount of the main economic contribution of the previous year reaches 10 million yuan.
5. There is a perfect construction program for buildings of special industries (template attached).
If the criteria of Article 4 are not met, but some legal person enterprises of the leading industries have already settled or intend to settle in the building, the building can be recognized as a reserve featured industrial building on the basis of merit.
(2) Recognition procedures.
1. The main body of the building operation to the district and county development and reform departments to submit declaration materials (characteristics of industrial buildings construction program).
2. District and county development and reform departments, in conjunction with the relevant departments in accordance with the conditions and requirements for the identification of the preliminary examination, the formation of recommendations to the official documents submitted to the Municipal Development and Reform Commission.
3. The Municipal Development and Reform Commission organizes relevant experts to carry out material review and on-site verification to form a list of featured industrial buildings to be recognized and reserve featured industrial buildings, and make public announcements on the website of the Municipal Development and Reform Commission to the society (the public announcement period is 5 working days).
4. If there is no objection upon the expiration of the public notice period, the Municipal Development and Reform Commission will award the title of "Jinan Featured Industrial Buildings" or "Jinan Reserve Featured Industrial Buildings".
C. Other Matters
(1) The development and reform departments of districts and counties are responsible for the day-to-day management, supervision and inspection of the featured industrial buildings in their respective regions, and will report the operation of the featured industrial buildings to the Municipal Development and Reform Commission on a regular basis.
(2) If a featured industrial building fails to meet the standards due to a change in the business scope of the resident enterprise or relocation, it will be given a six-month rectification period, and if it still fails to meet the standards after the expiration of the rectification period, it will be withdrawn from the title of "Jinan Featured Industrial Building". If a reserve industrial building fails to meet the standards for industrial buildings with special characteristics within two natural years, the title of "Jinan Reserve Industrial Building with Special Characteristics" will be revoked.
(3) When applying for policy support, the featured industrial buildings and reserve featured industrial buildings that are not recognized in the current year shall be reassessed and approved. The same subject, the same matter, according to the principle of not repeating the principle of enjoying the municipal policies.
