The work of the blockage, pain points, difficult points, adhere to the problem-oriented, target-oriented thinking, greater efforts to break the barriers, to go to the trouble of harsh, excellent service, to create a modernized and strong capital of the new era of the requirements of the first-class business environment to match.

Second, the work objectives

By optimizing the foreign-invested enterprises to move within the city, to open up the information barriers between the registration authorities of the place where the enterprises are moving in and the registration authorities of the place where the enterprises are moving out, and to cancel the link of the files originally mentioned by the enterprises to and from the transfer of the files, and instead to take the initiative of docking by the registration authorities within the city to complete the handover of the management of the electronic files and book files, and the enterprises can complete the moving out and the moving in of the registration affairs by submitting the application only once.

Three, the main content

(a) the scope of application

applicable to the city's foreign-invested companies, unincorporated enterprises, partnerships, and the branches of the foregoing enterprises; foreign (regional) enterprises within the city's permanent representative offices across the region to change the domicile (place of business).

(B) simplify the process

1. Enterprise application: enterprises according to the demand for address change, to the enterprise to move in or out of the place of registration authority to submit the application for relocation, the submission of materials for the "enterprise to move in (move out) application for transfer of files" (Attachment 1).

2. Registration authorities:

Enterprises applying to the registration authorities in the place of relocation, the registration authorities in the place of relocation will accept the registration, and through the "Foreign Enterprises Intra-City Relocation" workgroup will send the photos of the "Notification Letter of Notification of Relocation of Foreign Invested Enterprises into the Registration" to the registration authorities in the place of relocation, and send out the paper version within two working days. Send the paper version within two working days. Upon receipt of the notification letter of file transfer transmitted by the moving-in authority, the registration authority in the place of relocation shall process the registration of the enterprise's relocation through the integrated business platform and the enterprise file management platform, and at the same time mail the enterprise's paper file to the registration authority in the place of relocation. Upon receipt of the enterprise file, the registration authority in the place of relocation can register the change of the residence (business premises) of the enterprise.

If the enterprise applies to the registration authority in the place of relocation, the registration authority in the place of relocation will handle the registration of the enterprise's relocation through the integrated business platform and the enterprise file management platform, and at the same time mail the enterprise's written file and application for relocation to the registration authority in the place of relocation, and remind the enterprise of this through the work group of "relocation of foreign-funded enterprises in the city". The registration authority in the place of relocation shall receive the application in a timely manner. After receiving the enterprise, the registration authority in the place of relocation will mail the paper version of the "Notification Letter of Registration of Foreign Invested Enterprises Relocating to the Place of Registration" to the registration authority in the place of relocation within two working days, and the change of the enterprise's domicile (place of business) can be registered after the receipt of the enterprise's book-type file.

Registration authorities should do a good job of registering the relocation of enterprises, and establish the "Foreign Invested Enterprises Relocation Registration Ledger" (refer to Attachment 2), and make a detailed registration of information related to the relocation of enterprises.

The registration authority in the place of relocation shall mail the written file to the registration authority in the place of relocation within two working days after the registration of relocation. The registration authority in the place of moving out shall ensure the completeness and quality of the enterprise files mailed, and the registration authority in the place of moving in shall check the book-type files carefully after receiving them, and if there are deficiencies or other related problems, they shall be raised in time and resolved seriously.
