Second Article This method applies to the management, implementation and use of funds of the project of Shandong Provincial Science and Technology Department (hereinafter referred to as the provincial science and technology department) under the supervision of the supervision, inspection, evaluation and accountability and other supervisory work.

Chapter II Supervision Responsibilities

Article 6 The Provincial Department of Science and Technology is the leading department of project supervision, and its main supervisory duties include:

(3) supervising the normality and scientificity of the whole process of project management;

Article VIII The relevant provincial departments (units), municipal science and technology bureaus and central units in Lu as the competent departments of the project, the main supervisory duties include:

(1) to formulate and implement the annual supervisory work plan, in accordance with the deployment of the Provincial Science and Technology Department to participate in the supervision of the project;

(2) in accordance with the requirements of Article 6 (6) of the project units and their implementation of the daily management and supervision of the project. (iii) participate in the performance assessment and evaluation of the relevant projects;

(v) cooperate with the Provincial Science and Technology Department in the verification of the problems in the implementation of projects;

(vi) cooperate with the provincial Science and Technology Department in the verification of problems in the implementation of projects; and

(f) carry out other related supervision work in accordance with laws and regulations.

Article IX Project management professional organizations in accordance with the Provincial Science and Technology Department entrusted agreement to carry out the supervision and management of the relevant projects, strengthen the corporate governance structure, internal management and staff training management.

Article 10 As the main body of project implementation, the main supervisory responsibilities of the project undertaking unit include:

(1) Establishing and improving the unit's internal management system and supervisory and control mechanism;

(2) Carrying out day-to-day management and supervision of the implementation of the project and the use of funds;

(3) Carrying out the publicity and training of scientific researchers in compliance with the rules and discipline and carrying out supervision on scientific research staff's compliance and discipline and scientific research integrity. (d) To actively cooperate with the Provincial Department of Science and Technology, the competent department of the project, and the professional organization of the project management to carry out the relevant project supervision work.

Chapter III Supervision and Implementation

Article 11 The main body of supervision shall, in accordance with its responsibilities, formulate an annual supervision work plan, specifying the object of supervision, content, time, mode, implementation of the main body and the results of the requirements, etc. The Provincial Science and Technology Department shall strengthen the supervision of the main body of supervision, including the supervision and implementation of the project. Article 15 The main body of supervision shall verify the authenticity and completeness of important issues and clues found in the supervision.

Article 16 Relying on the Shandong Provincial Science and Technology Cloud Platform to carry out project supervision, promote project supervision and project management implementation, scientific research and integrity of the effective convergence, to realize the supervision of the whole process of "trace" management, and strengthen the supervision and inspection information sharing and mutual recognition.

Article XVII of the establishment of public participation in the supervision mechanism. Chapter IV Application of Results

Article 21 of the Provincial Department of Science and Technology shall take the lead in establishing a mechanism for sharing and mutual recognition of supervisory information, and promote the implementation of supervision between the main supervisory body to share and remit supervisory data, supervise the results of the mutual recognition of the mutual use of supervisory clues transferred to the interoperability of supervision, and the realization of scientific and technological activities of violations of the joint disciplinary action.

Article 22 The irregularities found in the supervision shall be dealt with in accordance with the relevant provisions of the state and Shandong Province on the handling of scientific and technological research irregularities and the management of scientific and technological research integrity.

Article 23 The Provincial Department of Science and Technology shall optimize project management and resource allocation and strengthen the construction of scientific research integrity based on the supervision results and the rectification of relevant responsible subjects.

Chapter V Supplementary Provisions

Article 24 Supervision of scientific and technological management activities such as innovation platform projects, scientific and technological talent projects, and scientific and technological awards can be carried out with reference to the present measures.

Article 25 These Measures shall be interpreted by the Provincial Department of Science and Technology.

Article 26 These Measures shall come into force on November 9, 2021, and shall be valid until November 8, 2026.
