Chapter 1 General Rules
Article 1 In order to build a good science and technology entrepreneurship ecosystem, to create a win-win business environment, to support the rapid growth of science and technology-based SMEs, to fully promote the construction of the National Innovation Demonstration Zone. Article II Weihai Torch Hi-Tech Industrial Development Zone Hi-Tech Entrepreneurship Service Center (hereinafter referred to as the Entrepreneurship Center) is responsible for the incubation of the resident enterprises, management and services.
Article 3 Weihai Torch Hi-Tech Industrial Development Zone Bureau of Science and Technology, as the competent authority for the management of the incubator, has the right and responsibility to lead and supervise the management of the operation of the Center.
Chapter II Entry of Enterprises
Article 4 The science and technology-based enterprises and the tax-registered enterprises and the enterprises that have been registered for industrial and commercial activities in Weihai Torch Hi-Tech Industrial Development Zone shall be entitled to the leadership, supervision and management rights and responsibilities of the Center. Technology-based enterprises and intermediary service organizations required for enterprise services may apply for admission to the incubation carriers managed by the Pioneering Center. left;">(b) The registered capital is not less than RMB 1 million;
(c) Enterprises newly registered or established within the High-Tech Zone within 24 months or enterprises relocated from outside the Zone.
Article 5 University students, international students, doctors, university teachers, high-level talents above the provincial level who founded or participated in the founding of science and technology-based enterprises and foreign innovative enterprises are given priority.
(1) College students' enterprises refer to the science and technology enterprises founded or participated in by college students and graduate students who are studying in colleges and universities or have graduated not more than two years ago, and the legal representative of the enterprises is assumed by the college students who started the business.
(2) Enterprises of foreign students and doctors refer to science and technology enterprises founded or participated by foreign students and doctors, and the contribution of foreign students and doctors is not less than 30% of the registered capital.
(3) Enterprises of university teachers refer to science and technology enterprises founded or participated by university teachers.
(4) High-level talent enterprises above the provincial level, refers to high-level talent above the provincial level alone founded or participated in the founding of science and technology-based enterprises, high-level talent contribution of not less than 30% of the registered capital.
(e) foreign innovative enterprises, refers to the foreign investors founded solely by foreign investors, Chinese-foreign joint venture or the introduction of foreign advanced technology founded science and technology enterprises.
Article 6 For science and technology enterprises that meet the conditions for admission but temporarily cannot be admitted due to objective reasons, they can take the mode of registration but not admission to establish incubation relationship with the Center and enjoy the same services as the enterprises admitted.
Article 7 Enterprises to be stationed shall apply to the Center and submit the following information:
(a) application form for stationing;
(ii) Project feasibility report;
(iii) Articles of Incorporation;
(iv) Business License;
( (E) Legal representative's biography and shareholder identification.
Article 8 Priority for the enterprises to be settled also need to provide the appropriate supporting materials.
Article IX Venture Center is responsible for reviewing the information and reviewing the projects of the enterprises.
Article 10 Enterprises shall sign an incubation agreement and a lease contract of houses (sites) with the Venture Center.
Chapter III Incubation Management
Article XI Organization of Incubated Enterprises Actively participate in all kinds of innovation competition and entrepreneurship training and counseling activities.
Article 12 Incubatees shall strictly abide by the management system of the Center.
Article 13 The Center shall regulate the statistics of the incubatees according to the requirements of the Torch Center of the Ministry of Science and Technology and other departments at all levels, and the incubatees shall provide true and complete statistical data in a timely manner, and submit the annual report of the business situation to the Center.
Article XIV The incubatees and intermediary service organizations in the office and business premises in the specified area and period of time to give support for housing rent reduction.
(a) incubatees office and business premises within 100 square meters of the first three years of rent-free, 100 square meters to 300 square meters part of the first three years of 50% charge.
(2) The first four years of the office and business premises for university students within 100 square meters are exempted from rent, and the first four years of the part from 100 square meters to 300 square meters are charged at 50%.
(3) Enterprises of international students, doctors, college teachers, and high-level talents above the provincial level are exempted from rent for the first three years for office and business premises up to 500 square meters, and 50% of the rent will be charged for the next three years.
(d) For foreign innovation projects, the rent for office and business premises within 500 square meters will be exempted for the first year, and 50% will be charged from the second to the fifth year.
(e) For public technology service platforms, the rent for office and business premises within 1,000 square meters will be exempted for the first three years, and 50% will be charged from the fourth year onwards.
(6) Resident intermediary service organizations, office and business premises within 300 square meters of the first three years free of rent, the fourth year from 50%.
(vii) Technology transfer organizations and training and counseling institutions are exempted from rent.
(viii) The housing rent for key projects of the Management Committee shall be implemented according to the minutes of the relevant meetings of the Management Committee, leaders' instructions and contracts.
(ix) Incubatees that have been awarded (recognized as) the following titles (honors) will be given corresponding preferences on the premise of enjoying the original rent policy:
1. Newly recognized as high-tech enterprises within 300 square meters One year's rent is exempted.
2. If the enterprise is recognized as a high-level talent above the provincial level, the rent will be exempted for two years within 500 square meters.
(j) Provide free living housing of not less than 80 square meters for international students and high-level talents above the provincial level during the incubation period, and the free period will not exceed three years in principle.
Chapter IV Graduation and Exit of Incubated Enterprises
Article XV Incubation The time limit for enterprises to be incubated shall not exceed 48 months in principle. For enterprises in the technology fields of biomedicine, modern agriculture and integrated circuits, the incubation time limit shall not exceed 60 months.
Article 16 The graduated enterprises shall have at least one of the following conditions:
(a) recognized as a high-tech enterprise;
(ii) have received more than 5 million yuan of angel investment or venture capital investment;
(iii) have a cumulative business revenue of more than 10 million yuan for two consecutive years;
(iv) have been merged, acquired, or listed or listed on domestic and foreign capital markets. capital market listing, listing.
Article XVII For enterprises that meet the graduation requirements, if there are special circumstances that do not allow them to move out, they can be appropriately extended after consultation.
Article 18 The graduated enterprises shall submit annual financial statements to the Venture Center in accordance with the requirements of the Torch Center of the Ministry of Science and Technology, and provide timely and complete statistical data.
Article 19 Venture Center shall formulate evaluation methods for incubatees, conduct regular assessment and evaluation of resident enterprises, and establish an exit mechanism for enterprises. Incubated enterprises with one of the following conditions, the entrepreneurship center will terminate the contract with them, dissolve the incubation relationship, and move out within a limited period:
(a) violating relevant state laws and regulations and engaging in illegal activities;
(b) falsifying and (ii) engaging in production and business activities unrelated to the content of the application;
(iii) not having actual business activities for 6 months;
(iv) violating the safety production and other related management systems of the Pioneer Center and refusing to correct the situation;
(e) unauthorized transfer of tenancy rights, change of use of housing and other unauthorized use of housing in accordance with the contract;
(f) failure to pay the relevant fees in accordance with the provisions;

(vii) After five years of incubation, the annual sales revenue is less than 2 million yuan.
Chapter V Attachment Rules
Article XX These Measures The Weihai Torch High-Tech Industrial Development Zone Science and Technology Bureau is responsible for the interpretation.
Article 21 These Measures shall be implemented on January 1, 2020 and shall be valid for five years.
