The Liaoning Xinmin Economic Development Zone has established an industrial layout centered on a health industry hub—focused on pharmaceuticals, food, and pulp and paper—alongside three major industrial parks: the Chemical Industry Park, the Pulp and Paper Park, and the Electromechanical and Metallurgical Park. Located in the western suburbs of Shenyang, the zone lies along the Shenyang-Fushun inter-city corridor within the Shenyang Economic Zone. Situated 60 kilometers from downtown Shenyang, it benefits from the unique geographical advantage of being adjacent to its parent city, Shenyang.
The pharmaceutical industry cluster in the Xinmin Economic Development Zone is one of the twenty key industrial clusters designated by the Shenyang Municipal Government. In 2008, it was honored as one of the “Top 100 Competitive County-Level Industrial Clusters in China” and was recognized by the Shenyang Municipal Science and Technology Bureau as a “Shenyang High-Tech Industrial Cluster Pilot Unit.”Currently, the industrial cluster comprises 35 pharmaceutical enterprises, including Beijing Shuanghe Pharmaceutical, Shenzhen Sanjiu Pharmaceutical, Xiu Zheng Pharmaceutical, Shenyang Oasis Pharmaceutical, and Shenyang Dongxin Pharmaceutical. Among these, 14 companies, such as Shenyang Dongxin Pharmaceutical, have obtained national GMP certification and are in production. The cluster offers over 1,000 product varieties, covering multiple fields including biopharmaceuticals, modern traditional Chinese medicine, health supplements, active pharmaceutical ingredients (APIs), and veterinary drugs.In June 2009, the Economic Development Zone’s pharmaceutical industry cluster was designated as the core development zone for Shenyang’s pharmaceutical industry and simultaneously designated as the Northeast (Shenyang) Industrial Development Base of the China Pharmaceutical Biotechnology Association. In December 2009, the Nine Dragons Paper project, with a total investment of $1.5 billion, was established in the Economic Development Zone; currently, construction has begun on projects such as the office building at the Shenyang base.
