A national-level economic and technological development zone, established in 2013 with the approval of the State Council, is located in the Liaodong Bay New Area of Panjin City. With a planned area of 86 square kilometers, it serves as a key petrochemical industrial base within the Liaoning Coastal Economic Belt. The zone focuses on developing industries such as new petrochemical materials, fine chemicals, marine engineering equipment, and port logistics. It is home to leading enterprises including Northern Huajin, Baolai Group, Huadian Heavy Industry, and Zhonglan Petrochemical.The Danshi Expressway and the port access railway provide direct access to Liaobin Port, which has an annual throughput capacity exceeding 100 million tons. By 2025, the park aims to achieve a total industrial output value of over 138 billion yuan, with the petrochemical industry cluster exceeding 92 billion yuan and the fine chemicals sector reaching 26 billion yuan. The park is a National Demonstration Base for New Industrialization and a Collaborative Zone of the Liaoning Free Trade Zone.Supporting facilities include the Panjin Comprehensive Bonded Zone, talent apartments, a Grade A tertiary hospital, and the Coastal New City. The park benefits from special policy support under the National Economic and Technological Development Zone initiative, the Northeast Revitalization Strategy, and the Green, Low-Carbon, and Circular Development Program.
