A national-level economic and technological development zone established in 1992 with the approval of the State Council, it is located in Bayuquan District, Yingkou City, with a planned area of 98 square kilometers. It serves as a major port-based industrial base in Northeast China. The zone focuses on developing industries such as steel metallurgy, equipment manufacturing, port logistics, and cross-border e-commerce, with the goal of building a “Northeast Asia logistics hub.”It is home to leading enterprises such as the Ansteel Bayuquan Base, Zhongwang Aluminum, Minmetals Group, and JD.com’s Asia No. 1 Warehouse.The Shenhai Expressway and the Harbin-Dalian High-Speed Railway both feature stations in Bayuquan, while Yingkou Port serves as a national main hub port, operating 36 domestic and international shipping routes. By 2025, the park aims to achieve a total industrial output value exceeding 210 billion yuan, with the steel industry cluster alone surpassing 120 billion yuan in output value and port throughput reaching 420 million tons.The park is a National Demonstration Zone for Innovation in Import Trade Promotion and the core development area of the Yingkou Zone within the Liaoning Free Trade Zone. It is supported by facilities such as the Yingkou Comprehensive Bonded Zone, a university science and technology park, an international community, and a Grade A tertiary hospital. It offers preferential policies including bonded processing trade benefits, local corporate income tax retention incentives, and individual income tax subsidies for talent.
