A national-level high-tech industrial development zone, established in 1991 with the approval of the State Council, is located in Ganjingzi District, Dalian, with a planned area of 153 square kilometers. The zone focuses on developing industries such as software and information technology, integrated circuits, artificial intelligence, and biopharmaceuticals, aiming to build the core area of “China’s Software City.” It is home to leading enterprises including Neusoft Group, Huaxin Computer, Intel Dalian, Pfizer, and Tencent’s Dalian R&D Center.Huangpu Road and the Ring Expressway run through the park, and the extension of Metro Line 1 provides direct access. By 2025, the park aims to achieve total operating revenue exceeding 280 billion yuan, with software business revenue surpassing 160 billion yuan. It is projected to host 1,100 high-tech enterprises, including 41 national-level "Specialized, Refined, Unique, and Innovative" (SRUI) "Little Giant" enterprises.The park serves as a National Digital Service Export Base and the Science and Technology Innovation Hub for the Dalian Area of the Liaoning Free Trade Zone. It features supporting facilities such as the Dalian University of Technology Science and Technology Park, talent apartments, international schools, and top-tier hospitals. It benefits from tax incentives for high-tech enterprises, additional R&D tax deductions, and the combined advantages of Free Trade Zone policies.
