A national-level new area approved by the State Council in 2014, it is located in the eastern part of Dalian City with a planned area of approximately 2,299 square kilometers, making it the only national-level new area in Northeast China. By 2024, its regional GDP is projected to exceed 380 billion yuan, and the total industrial output value of enterprises above designated size is expected to surpass 800 billion yuan.
Its leading industries include high-end equipment manufacturing, next-generation information technology, biopharmaceuticals, new energy vehicles, and aerotropolis development, attracting leading enterprises such as Intel, Volkswagen Transmission, Pfizer, FAW Jiefang, and the Dalian Aviation Industrial Park.
The area boasts a well-developed transportation network, with Dalian Jinzhou Station and Pulandian West Station (Dan-Da Express Railway) as well as Dalian Metro Lines 3 and 13 running through the region. Dalian Zhoushuizi International Airport, Dalian New Airport (under construction), Dayawan Port, and Dalian Port are all within a 30-minute commute.
The industrial layout is centered on the “One Axis, Two Belts, Three Cores” framework: the Jinpu Science and Technology Innovation Axis, the Coastal High-End Manufacturing Belt, and the Mountainous Ecological and Cultural Tourism Belt. Key development areas include the Jinzhou Advanced Manufacturing Park, the Puwan Equipment Park, the Xiaoyaowan International Business District, the Bonded Zone, and the Aerotropolis Industrial Park.
In terms of infrastructure, over 50 industrial parks have been established, with more than 20 million square meters of standardized factory space. Supporting services include a Grade A tertiary hospital (the Jinpu Campus of the First Affiliated Hospital of Dalian Medical University), international schools, talent apartments, and technology business incubators.
