The Sino-German (Shenyang) High-End Equipment Manufacturing Industrial Park is located in Tiexi District, Shenyang. Tiexi District is situated in the southwestern part of Shenyang and comprises two major areas: the urban district and the Shenyang Economic and Technological Development Zone. Covering an area of 488 square kilometers with a permanent population of 1.17 million, the district achieved a regional GDP of 100.27 billion yuan and a total industrial output value of 302.6 billion yuan for enterprises above designated size in 2014. It is an industrial zone dominated by the equipment manufacturing sector.Tiexi has a solid foundation for opening up and cooperating with Germany. In 2012, it was jointly designated as a “Sino-German Enterprise Cooperation Base” by the Ministry of Commerce and the German Federal Ministry for Economic Affairs and Technology, and in 2014, it became a member unit of the Sino-German Economic Advisory Council.The region is home to nearly 30 German automotive, machinery, electrical, and retail enterprises, including BMW, ZF, SEW, BASF, Heraeus, and Metro. Among these, the construction of the BMW Shenyang Tiexi Plant has become a model and exemplar of Sino-German cooperation.
