The Central Liaoning Economic Development Zone is a provincial-level development zone established with the approval of the Liaoning Provincial People’s Government. Officially launched in June 2007, it serves as a pioneering region and a pivotal hub where the “two major national strategies”—the development and opening-up of the Liaoning Coastal Economic Belt and the Shenyang Economic Zone—overlap and interact. Through integrated development with the Shenyang Comprehensive Bonded Zone, the zone leverages the competitive industries of the Tiexi National Economic and Technological Development Zone and the Sino-German Industrial Park to establish a vital link connecting Shenyang, the central city of Northeast China, with both maritime and land-based economic corridors.The Liaozhong Economic Development Zone is a key functional node of the “Belt and Road” Initiative, integrating land, air, and sea port functions. It serves as a pivotal hub connecting the Liaoning Coastal Economic Belt with the hinterland of Northeast China, and is a crucial node in the development of the South-Central Liaoning Urban Cluster and the Shenyang-Dalian Development Axis. Strategically located at the center of the Shenyang-West Industrial Corridor—the Shenyang-Yingkou Coastal Highway—it is close to the seaport (70 km from Yingkou Port),close to the airport (65 km from Shenyang Taoxian International Airport), and close to the metropolitan area (45 km from Shenyang). Its one-hour economic zone covers eight major heavy industrial cities, including Anshan, Panjin, Liaoyang, Fushun, and Yingkou, backed by the metropolitan area and strategically positioned at the forefront of the coastal region.The Beijing-Harbin, Benliang-Liaoyang, and Dengliang-Liaoyang expressways intersect at a crossroads in Central Liaoning, while the Qin-Shen Railway and the Shenyang Western Coastal Freight Line form a comprehensive transportation network integrating road, rail, sea, and air transport. The Economic Development Zone covers an area of 120 square kilometers, comprising one main zone, four auxiliary zones, and six industrial parks.The main zone, known as the Liaozhong Economic Development Zone Industrial New City, is situated on both sides of Industrial Avenue. It has a planned area of 35 square kilometers, with 9.94 square kilometers already developed. The four auxiliary zones are: the Shenyang Comprehensive Bonded Zone, located within the Coastal Economic Zone with a planned area of 4.2 square kilometers; the Agricultural Products Deep Processing Zone, located in Manduhu Town with a planned area of 3 square kilometers;the Energy Conservation and Environmental Protection Industry Zone, adjacent to the Shenyang Sino-German Industrial Park, with a planned area of 3 square kilometers; and the Pump and Valve Industry Zone, located in Yangshigang Town, with a planned area of 3 square kilometers. The six industrial parks are: the Commercial Vehicle and Parts Industrial Park, the Equipment Manufacturing and Supporting Industries Park, the Agricultural Products Deep Processing Industrial Park, the Energy Conservation and Environmental Protection Industry Parks A and B, the Coastal Commerce and Logistics Industrial Park, and the Bonded Warehousing and Processing Industrial Park.The park has ample industrial land and has established a "four vertical and thirteen horizontal" urban road network. All infrastructure—including road access, water supply, electricity, drainage, district heating, telecommunications, natural gas, and land grading—has been fully implemented, meeting the "seven utilities and one land grading" standard.
