The Taipingwan Cooperation and Innovation Zone is a key development zone jointly established by China Merchants Group in collaboration with Liaoning Province and Dalian City, operating under a unique model of joint central-local government and government-enterprise cooperation. Guided by the overarching principles of “innovation-driven development, dual circulation, collaboration among central state-owned enterprises, and the revitalization of Northeast China,” the zone aims to become a comprehensive pilot base for the transformation, upgrading, and innovative development of China’s state-owned enterprises, as well as a demonstration zone for the innovative development of the dual-circulation economy.The Dalian Taipingwan Cooperation and Innovation Zone actively implements the national key strategies of “carbon peaking and carbon neutrality,” and aims to become a national pioneer zone for green, low-carbon, and high-quality development, as well as a new frontier for the Northeast’s opening-up.
