A management responsibility

Two fishing port management

New non-native fishing vessels coming to the district for berthing shall be examined and approved by the District Agricultural Administrative Law Enforcement Team and the number of new vessels shall be strictly controlled.

Article 11 The local fishing boats are still under the management of the local streets, and the streets and law enforcement departments will conduct safety inspections of fishing boats at least once a quarter at the port of call for the transfer of fishing boats. Transfer to the port of fishing boat production must be reported to the District Agricultural Administrative Law Enforcement Team, and comply with the management of the port of call.

Fishing vessels must choose a port of regular operation or the port of domicile of the vessel owner (operator) as a fixed port of call, and report it to the street of the place where they are anchored, the district agricultural administrative law enforcement team, and the Coastal Safety and Security Brigade for record.

Article 12 in the contracted waters to engage in aquaculture activities of units or individuals, must hold the contract, certificate of right to use the sea area, aquaculture license and other related materials to the Social Welfare Administration for registration and licensing. No registration and licensing procedures and non-region of the culture of fishing boats engaged in sea farming, guarding and other production and business activities, the law enforcement agencies will be dealt with according to the "three no" vessels.

Article 13 Non-native fishing vessels docking in the region must comply with the regulations of the region. Article 15: Fishing vessels are required to report their entry and exit from ports in accordance with regulations. Before entering or leaving the port, in addition to reporting in the APP system of "Fishing Port Pass" at the place of ship's registry, it is necessary to hold the ship's documents, crew certificates, insurance policies and so on to register for the entry and exit report at the management station of the fishing port where the fishing vessel is moored, and the vessel will be allowed to go out to sea for operation only after being inspected and verified.

Article 16: Fishing vessels operating at sea must comply with the conditions of navigation and observe the system of formation production. They should be equipped with full crews and safety equipment for life-saving, fire-fighting, communication and navigation according to the regulations, display the light and number according to the regulations, and abide by the rules of marine traffic and the management regulations on fishery safety.

Article 17 Fishing vessels are prohibited from operating in excess of wind level, navigation area, overloading and overcrowding; anchoring and operating in harbor pools, anchorages and channel waters; entering sensitive waters for operation, illegal cross-boundary fishing and engaging in illegal and criminal activities such as smuggling, stowaway, poaching, etc.; and engaging in activities that change the nature and use of operation, such as carrying passengers for tourism, angling and transportation. Article 19 Owners and actual operators of fishing vessels must be fully manned with duty crews in accordance with the regulations, and must apply for fishery safety liability insurance for the crew in full, sign Labor Contracts in accordance with the law, and do a good job in daily safety education and training and management. The number of crew members shall not exceed the number authorized by the ship inspection certificate. Shall not employ the personnel who have not obtained the corresponding grade position certificate of duty crew and ordinary crew certificate to operate on board the ship. Article 21 The owner and actual operator of a fishing vessel shall, before March 30 and August 30 of each year, go to the management station of the port of call with the crew certificate to apply for the registration of crew information. If the registration is not done, the Agricultural Law Enforcement Team shall issue a notice of suspension and prohibit the operation at sea.

V Law Enforcement and Supervision
