Chapter II  Cultivation goals, methods and conditions

Article  According to the different stages of development of innovative enterprises on Changxing Island, cultivate intellectual property advantage according to the intellectual property rights of growing enterprises, advantageous enterprises from low to high level of cultivation. Until 2025, the region basically reached the following goals:

- -Basically formed 30 intellectual property awareness, complete system, standardized management, growth characteristics are obvious, good prospects for development of intellectual property growth enterprises.

--The basic formation of 10 intellectual property awareness, intellectual property strategy development features distinctive, flexible use of intellectual property system, intellectual property comprehensive management capabilities and high level, the main products of the enterprise to form intellectual property advantages, with strong market competitiveness and the right to speak of intellectual property advantage-oriented enterprises.

Article 3  Cultivation Methods

(a) Cultivation of enterprises in the library

The basic conditions for enterprises to enter the library: effective invention patent ownership of 1 or utility model patents, design patents, more than 10 pieces of high-tech enterprises. For enterprises that do not meet the above conditions, but belong to the leading talent enterprises, high-growth innovation enterprises, set up R & D institutions above the scale of the enterprise, or recognized by the municipal level and above the speciality of the new "small giants" enterprises, gazelle enterprises, unicorn enterprises, can enter the library of cultivation.

(B) Intellectual Property Growth Enterprises

The enterprises with more than two effective invention patents, and through the intellectual property standard certification or standard performance evaluation, set up a specialized intellectual property management institutions, equipped with the appropriate intellectual property specialized management personnel, patent navigation analysis, intellectual property information utilization, the products and services in a timely manner for the protection of trademark registration, and the relevant guidance indicators to complete the task well into the database. (C) intellectual property advantage enterprises must also meet the following conditions

1. pilot demonstration enterprises of intellectual property rights at all levels, high-tech enterprises or provincial enterprise technology centers relying on the enterprise;

2. with a clear strategy for the development of intellectual property rights, as well as sound intellectual property rights management system, incentives, training mechanisms; set up a main person in charge of intellectual property management institutions, with full-time management personnel. 6. Intellectual property rights on the enhancement of the economic benefits of enterprises is obvious, in the last three years of the enterprise independent intellectual property rights of the enterprise's products and services accounted for more than 50% of the total revenue, the enterprise More than 50% of the total revenue of the enterprise, the economic efficiency of the enterprise in the region in the top five in the same industry;

7. Establishment of intellectual property protection and early warning mechanism, can better protect their intellectual property rights, the declaration of the year before the three years of administrative or judicial procedures recognized no infringement of intellectual property rights.

Chapter III Contents and Standards of Funding

Article  Establishment of special funds for rewarding enterprises with superior intellectual property rights in Changxingdao Economic and Technological Development Zone, the special funds come from the district financial allocations from the District Market Supervision Administration (Intellectual Property Office) and the District Finance and Financial Services Bureau jointly managed.

Article V  Intellectual Property Growth Enterprises

(a) the Intellectual Property cultivation enterprises in the database, in line with the conditions of intellectual property advantageous enterprises of intellectual property growth enterprises, assessed by the review of no more than five per year, each given 20,000 yuan of funding;

(b) the intellectual property rights to the introduction of shares in the way of Changxing Island, and intellectual property rights to carry out the core business of the newly registered investment enterprises, and the intellectual property rights to develop the core business of the enterprise. Article 6  Intellectual Property Advantageous Enterprises

Intellectual Property Advantageous Enterprises that meet the following conditions are given additional incentives:

(a) Encourage enterprises to declare national and provincial intellectual property advantageous and demonstration enterprises. A one-time funding of 10,000 yuan will be given to enterprises approved as Liaoning Provincial Intellectual Property Demonstration Pilot Enterprises, and a one-time funding of 50,000 yuan will be given to enterprises approved as State-level Intellectual Property Demonstration Pilot Enterprises;

(b) For key pillar industries such as petrochemicals, equipment manufacturing, and biomedicine in the area to carry out enterprise navigation and industry navigation, a subsidy will be given to them according to 10% of the actual business expenditure on navigation, with the maximum amount not exceeding 10,000 yuan. The maximum amount is not more than 50,000 yuan;

(C) Comprehensive evaluation of high-value intellectual property portfolios of enterprises, and give awards on the basis of merit. By the Municipal Intellectual Property Office as a high-value intellectual property portfolio or high-value intellectual property cultivation demonstration center in the enjoyment of the city of Dalian to give the enterprise incentives at the same time, the district to give another 50,000 yuan of funding;

(d) support for enterprises to participate in the National and Provincial Patent Award and the city of Intellectual Property Innovation Project Declaration and Selection, in the enjoyment of the city of Dalian City of the different levels of awards at the same time, the district according to the different awards for the national, provincial and municipal Different awards were given 30,000 yuan, 20,000 yuan, 10,000 yuan of funding;

Article VII  Auxiliary Policies

(a) in the Changxing Island Economic and Technological Development Zone to organize intellectual property-related business training universities, research institutions and intellectual property service institutions in the region to participate in the meeting of more than 30 companies, each time to give 2,000 yuan of funding for each unit of the total cumulative funding of up to 10,000 yuan a year;

(b) in the assessment of the year, a subsidy of RMB 30,000 yuan will be given to the cultivation unit of national intellectual property service brand organization and intellectual property service brand organization registered in the district and newly awarded; a subsidy of RMB 20,000 yuan will be given to the cultivation unit of provincial intellectual property service brand organization and intellectual property service brand organization;

(c) for the branch offices set up in the district recognized by the Municipal Intellectual Property Office and awarded with the subsidies (c) For foreign high-end intellectual property service organizations recognized and funded by the Municipal Intellectual Property Office to set up branches in our region, a one-time subsidy of 100,000 yuan will be given; for foreign high-end intellectual property service organizations that set up headquarters in our region, a one-time subsidy of 500,000 yuan will be given.

Chapter IV Project Management Process

Article 8  Project Declaration and Recommendation

The applicant unit or individual is included in the blacklist of bad faith, the year does not enjoy special funding.

Article IX  Project Audit

District Market Supervision Administration (Intellectual Property Office) is responsible for organizing the project audit, according to the different types of projects, you can take the expert review, financial audit, etc., the results of the audit should be promptly announced to the community.

The national, provincial and municipal qualifications and give a fixed amount of funding, after the application, audit, publicity, the District Market Supervision Administration (Intellectual Property Office) to the District Finance Bureau to apply for the allocation of funds.

Chapter V  By-laws
