In order to deeply implement the innovation-driven development strategy, further strengthen the main body of enterprise innovation, focus on improving the technological innovation ability of enterprises, cultivate and grow the eagle, gazelle, unicorn enterprise groups, accelerate the construction of new high-growth scientific and technological enterprise development echelon, cultivate and strengthen the new kinetic energy of high-quality development, in accordance with the "Dalian City, a gazelle a Unicorn a leading enterprise gradient cultivation project implementation program" requirements, combined with the actual development of the new area of this policy.

Objects of support

1. The enterprises supported by this policy include: Eagles, Gazelles, Seed Unicorns, Potential Unicorns, and Unicorn enterprises.

2. Supported enterprises must also meet the following conditions:

(1) Established, registered, and registered with independent legal personality with independent R & D investment and R & D activities in Jinpu New District.

(2) In accordance with the "Guidelines for the Construction of New Innovative Main Bodies in Liaoning Province" (LiaoKeFa [2019] No. 3), "Evaluation Methods for Eagle, Gazelle, and Unicorn Enterprises in Liaoning Province (for Trial Implementation)" (LiaoKeFa [2020] No. 45), and "Implementation Plan for the Gradient Cultivation Project of Dalian's Eagle, Gazelle, and Unicorn Enterprises, and Leader Enterprises" (Dazhengban Project Implementation Program" (Dazhengbanfa [2022] No. 28) and other documents, through the Provincial Department of Science and Technology for the record as Liaoning Provincial Eagle Enterprises, Gazelle Enterprises, Seed Unicorn Enterprises, Potential Unicorn Enterprises and Unicorn Enterprises.

II. Supporting Policies

1. Rewards for enterprises' filing. For the first time to obtain the provincial record of eagle enterprises, a one-time 5,000 yuan filing subsidies. For gazelle enterprises, seed unicorn enterprises, potential unicorn enterprises and unicorn enterprises that get the provincial record for the first time, they will be given a one-time reward of 200,000 yuan, 200,000 yuan, 200,000 yuan and 2 million yuan respectively.

2. Reward the economic contribution of enterprises. For gazelles and unicorns (including potential and seed) enterprises in the new zone whose district-level economic contribution reached RMB 2 million or more in the previous year and whose district-level economic contribution has increased by one time or more in the current year, they will be given a one-time award of RMB 200,000 yuan. Those who have already received the enterprise record award in the current year are no longer eligible for this award.

3. Rent subsidy. For gazelles and unicorns (including potential and seed) enterprises, if they rent buildings and factories in the new district for office, R&D and production purposes, they will be given rent subsidies for three years at 30% of the actual area used by them, and the cumulative subsidy will not exceed 1 million yuan.

4. Subsidies for enterprises to purchase houses. For gazelles and unicorns (including potential and seed) enterprises, if they buy buildings and factories in the new district for office, R&D and production purposes, they will be given a one-time subsidy of 10% of the transaction price of the purchase contract, and the maximum subsidy for the purchase of a building will not exceed 1 million yuan.

5. Giving support to enterprise financing. Encourage gazelles and unicorns (including potential and seed) to broaden their financing channels, and if they obtain venture capital and bank credit in the same year, they will be given a one-time reward of 5% of the investment and 2% of the loan amount, with the maximum amount of reward not exceeding 1 million yuan and 500,000 yuan respectively.

6. Give enterprises R & D incentives. Implementation of gazelle enterprises, unicorn (including potential and seed) enterprise R & D investment subsidy policy, according to the amount of R & D expenditure in the enterprise in the income tax return has enjoyed the R & D expenditure pre-tax deduction policy, in accordance with the Dalian municipal support funds for the 1:1 matching reward

7. Giving financial support to enterprise R & D projects. Support. For gazelles and unicorns (including potential and seed) enterprises to participate in the Dalian City, the "list of commanders" science and technology projects, science and technology major special projects, key science and technology R & D program projects, the city and municipal level "joint attack" form to give financial support. Among them: necklace project and science and technology major special 1:1 according to municipal funds to give supporting support, the maximum amount of support for a single project district not more than 10 million yuan; key core technology projects and key scientific and technological research and development program projects, according to municipal funds to give supporting support for 20%, the maximum amount of support for a single project district not more than 400,000 yuan.

8. encourage Enterprises to build major innovation platforms. For gazelle enterprises, unicorn (including potential and seed) enterprises in the new area of the new science and technology innovation platform (including key laboratories, technology innovation centers, clinical medical research centers, etc.), and get the national, provincial and municipal record, respectively, to give its lead unit (relying on the unit) of 2 million yuan, 500,000 yuan, 200,000 yuan one-time incentive.

9. Encourage enterprises to carry out substantial industry-university research cooperation. Encourage gazelles and unicorns (including potential and seed) enterprises in line with the development direction of strategic emerging industries to transform or apply the scientific and technological innovation achievements of domestic and foreign universities, research institutes, and subsidize the transferee enterprises with 10% of the amount of the technological transaction, with a maximum of 200,000 yuan, which is only enjoyed by each enterprise once a year.

10. Giving incentives to senior management personnel. The maximum reward for the chairman (or general manager) of the recognized unicorn, potential unicorn, seed unicorn and gazelle enterprises is 1 million yuan, 200,000 yuan, 200,000 yuan, 200,000 yuan respectively.

11. Support for enterprise innovation and development. Support gazelles and unicorns (including potential and seed) enterprises to cooperate with domestic and foreign high-level professional institutions, and subsidize 50% of the actual costs incurred in strategic planning, business model design, organizational structure optimization, job performance improvement, investment and M&A consulting, intelligent transformation, etc., up to 100,000 yuan.

12. Supporting enterprises to participate in dual-creation activities. Support gazelles and unicorns (including potential and seed) enterprises to participate in meetings and activities such as results docking and technology exchanges, and subsidize them at 50% of the exhibition expenses (booth fee and travel expenses), with a maximum subsidy of 50,000 yuan per unit per time and 100,000 yuan per year. Support gazelle enterprises and unicorn (including potential and seed) enterprises to host and undertake industry summit forums, and subsidize them according to 50% of the actual expenses incurred, with a maximum of 500,000 yuan. For projects with significant international and domestic impact, support will be provided on a case-by-case basis.

This policy is effective from October 24, 2022, for 2 years.
