Park Overview
The Ruijin Economic Development Zone was established in May 2002,It was approved as a provincial-level economic development zone in April 2012 and as a national-level economic and technological development zone in November 2013. With a total planned area of 25 square kilometers and a developed area of 13 square kilometers, it is a national-level green industrial park, a provincial model zone for harmonious labor relations, a provincial demonstration zone for the integration of informatization and industrialization, a provincial wire and cable industry cluster, a provincial pilot zone for circular economy transformation, and one of Ganzhou’s second batch of municipal-level “mass entrepreneurship and innovation” demonstration bases.In recent years, Ruijin Economic Development Zone has seized the major strategic opportunities presented by the revitalization and development of the Southern Jiangxi Soviet Area. By vigorously implementing the Industrial Doubling and Upgrading Initiative, the zone has continuously improved its functions, established comprehensive infrastructure, strengthened its innovation capabilities, and significantly enhanced its overall benefits.Platform functions have been continuously improved. In accordance with the “Nine Utilities and One Leveling” requirements, the Development Zone has vigorously advanced the construction of basic and supporting facilities—including water supply, sewage, stormwater, electricity, telecommunications, gas, roads, fire protection, flood control, and sanitation—to enhance project carrying capacity. It has constructed 800,000 square meters of standard factory buildings, with an additional 2 million square meters nearing completion.Four 35kV and higher-voltage substations and one industrial wastewater treatment plant with a daily processing capacity of 15,000 tons have been completed. A total of 271.25 kilometers of power lines and 67.5 kilometers of sewage pipelines have been laid. The park features educational facilities such as the Economic Development Zone Kindergarten, Economic Development Zone Primary School, Shazhouba Middle School, and the Staff Activity Center. Technology-driven empowerment continues to strengthen.Focusing on the “1+3+N” industrial sub-sectors, the park is fully advancing technology-driven upgrades, implementing a tiered cultivation program for small and medium-sized enterprises, fostering innovation entities, and continuously improving public service platforms. The park is home to 32 high-tech enterprises and 26 specialized, refined, distinctive, and innovative enterprises.11 science and technology innovation platforms at the provincial level or above, including 3 provincial-level enterprise technology centers, 3 provincial-level engineering technology research centers, 1 provincial-level technology innovation center, 3 provincial-level engineering research centers, and 1 provincial-level postdoctoral innovation practice base; 7 science and technology innovation carriers at the provincial level or above, including 1 national-level maker space, 1 national-level "Star Innovation Space," 1 provincial-level mass entrepreneurship and innovation demonstration base, 1 provincial-level maker space, and 3 provincial-level science and technology enterprise incubators;2 Nanchang University doctoral workstations; 8 Ganzhou municipal-level technology innovation centers; 3 Ganzhou municipal-level enterprise technology centers; and 5 Ganzhou municipal-level mass entrepreneurship and innovation demonstration bases. The region boasts superior geographical and transportation advantages. In recent years, we have proactively integrated into the development of the Guangdong-Hong Kong-Macao Greater Bay Area, the Belt and Road Initiative, and the Yangtze River Economic Belt, actively striving to accelerate the construction of major channels for opening up to the outside world. National Highways 323,206, and 319 intersect in Ruijin’s urban area, while the Xiamen-Chengdu and Jingzhou-Guangzhou expressways traverse the region. The Ganzhou-Ruijin-Xiamen high-speed rail line has been launched and connects with the Changgan High-Speed Railway. Construction of Ruijin Airport and the Ruixingyu Expressway Corridor is accelerating, and the Ruimei Railway is set to commence construction, rapidly forming a multi-modal transportation hub encompassing road, rail, and air networks.Upon completion of the Changfu-Rui High-Speed Railway, the Rui-Mei Railway, and the Chongqing-Changde-Xiamen Passenger Dedicated Line, Ruijin will be directly integrated into the 3-hour transportation circle of the Guangdong-Hong Kong-Macao Greater Bay Area and the West Coast Economic Zone.The 4C-class Ruijin Civil Airport is scheduled to open this year, capable of handling major aircraft types such as the Airbus A320 and Boeing B737. The first batch of routes will connect to major cities including Beijing, Shanghai, Guangzhou, Xi’an, and Nanjing.The Ruijin International Land Port has been integrated into the customs clearance system of the Ganzhou International Land Port. It has launched rail-sea intermodal freight trains to Xiamen Port, Shenzhen Yantian Port, Guangzhou Nansha Port, and Ningbo-Zhoushan Port. Through the China-Europe freight trains, it has directly established cargo exchange with European countries, achieving “inbound freight arriving at the port at the same price as coastal ports, outbound freight departing at the same price as coastal ports, and customs clearance with the same efficiency as coastal ports,”Freight costs are 25% lower than those of land transport. Support for key resources has been significantly strengthened. Ruijin currently has a labor force of 240,000, with over 1 million workers in the surrounding areas. Ruijin Secondary Vocational School, a key vocational institution in Jiangxi Province, supplies enterprises with more than 2,100 skilled technicians annually in fields such as CNC machining, computer science, and laser processing. The Higher Vocational and Technical College currently under construction will provide even stronger talent support for Ruijin’s industrial development.The park houses more than 40 financial institutions and the Ruixingyu Industrial Development Fund, with an initial scale of 500 million yuan. Among them, Everbright Village Bank is an independent legal entity with direct credit approval authority and the ability to independently develop financial products.The park is equipped with one 500-kilovolt and one 220-kilovolt substation; the National West-East Gas Pipeline Phase III directly supplies gas to Ruijin. Labor, water, and electricity costs are lower compared to cities in the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Economic Belt, and the West Coast Economic Zone. Industrial gas prices are as low as 3.9 yuan per cubic meter,industrial water at 1.5 yuan per ton, and industrial wastewater treatment at 1.91 yuan per ton (currently, no charges are levied on industrial enterprises); the electricity rate for large-scale industrial use is 0.7 yuan per kilowatt-hour, with a 50% surcharge during peak hours and a 50% discount during off-peak hours.Rental rates for steel-structured factory buildings in the park are 9.5 yuan per square meter per month, while dormitory and office buildings are 8.5 yuan per square meter per month. Tenants of leased properties pay a monthly property management fee of 0.7 yuan per square meter to the Municipal Industrial Investment Property Management Company based on the actual leased area. The business environment continues to improve.Multiple business-friendly policies are stacked. In addition to benefiting from the 15% corporate income tax rate under the Western Development Initiative, the park enjoys a "submit-and-review, approve-and-issue" green channel policy for enterprises in nationally designated impoverished counties seeking to go public.Adhering to the principle of “handling matters within the zone,” a dedicated approval service window for the Economic Development Zone has been established at the Ruijin Municipal Government Service Center. The zone implements a “single-seal approval system” and has established and improved an “Internet Plus Government Services” platform, having preliminarily constructed a “two-end, one-WeChat” platform system.The park has established a corporate service mechanism where enterprise and departmental officials are paired and assigned to specific companies. Following a model led by leadership, coordinated by departments, and implemented by assigned officials, this ensures that every manufacturing enterprise within the zone has a designated official providing liaison and support services, addressing and coordinating various issues to ensure they are resolved promptly.
