Implementation Opinions on Accelerating the Construction of the “1+6+N” Modern Industrial System

(2026–2030)

These Implementation Opinions are formulated to strengthen the foundation of the real economy, foster new-quality productive forces, and accelerate the construction of the “1+6+N” modern industrial system.

I. Objectives and Tasks

Focusing on the key directions of intelligentization, greening, and convergence, we will concentrate efforts on implementing six major initiatives: cluster capacity enhancement, enterprise excellence cultivation, innovation breakthroughs, digital transformation empowerment, green transition, and open cooperation. These efforts will drive the improvement of quality and efficiency in traditional industries, foster the growth and expansion of emerging industries, establish a solid foundation for future industries, and accelerate the construction of a “1+6+N” modern industrial system with Yichun’s distinctive characteristics. Specifically, “1” refers to strengthening the leading industry of new energy and new materials;“6” refers to expanding the six distinctive regional flagship industries: green and circular economy, biopharmaceuticals, building materials, electronic information, advanced equipment, and modern light industry (including metal furniture, textiles, footwear, and apparel, green food, fireworks and firecrackers, and bamboo and wood processing);“N” refers to the forward-looking development of “N” new future industry sectors, such as new energy storage, biomanufacturing, embodied intelligence, and new materials derived from rare metals.By 2030, the city aims to maintain an average annual growth rate of approximately 7% in industrial value-added for enterprises above designated size, with operating revenue exceeding 650 billion yuan, and the share of high-tech manufacturing value-added in total industrial value-added for enterprises above designated size rising to about 28%;We will establish 1–2 new provincial-level advanced manufacturing clusters and cultivate 2–3 provincial-level pilot zones for future industries.
