Original Title: Implementation Opinions of the General Office of the People’s Government of Jiangxi Province on Improving the Quality of Traditional Chinese Medicine and Promoting the High-Quality Development of the Traditional Chinese Medicine Industry

To implement the spirit of General Secretary Xi Jinping’s important speeches delivered during his inspection tour of Jiangxi and his important expositions on traditional Chinese medicine (TCM) work, to carry out the “Opinions of the General Office of the State Council on Improving the Quality of Traditional Chinese Medicines and Promoting the High-Quality Development of the TCM Industry” (State Council General Office Document [2025] No. 11), to effectively advance the industrialization component of the National Comprehensive Reform Demonstration Zone for Traditional Chinese Medicine, to improve our province’s modern TCM industrial system, and to promote the development of Jiangxi as a leading province in TCM, the following implementation opinions are formulated with the approval of the Provincial Government.

I. Strengthening the Protection and Utilization of Traditional Chinese Medicine Resources

(1) Promoting the Sustainable Development of Traditional Chinese Medicine Resources. Intensify efforts to protect traditional Chinese medicine resources. Strictly protect wild animals and plants in accordance with laws and regulations, and strengthen in situ and ex situ conservation of medicinal wild animal and plant species. Actively advance the preservation, selection, breeding, domestication, and cultivation of traditional Chinese medicine resources; encourage research and development of propagation, biomimetic, and substitution technologies for rare traditional Chinese medicine resources; and promote the rational development and utilization of traditional Chinese medicine resources in our province.(Responsibility lies with the Provincial Bureau of Traditional Chinese Medicine, the Provincial Department of Industry and Information Technology, the Provincial Department of Agriculture and Rural Affairs, the Provincial Forestry Bureau, the Provincial Drug Administration, and other relevant departments, as well as the people’s governments of all prefecture-level cities and the Ganjiang New Area Administrative Committee, in accordance with their respective duties. Hereinafter, “responsible units” shall include the people’s governments of all prefecture-level cities and the Ganjiang New Area Administrative Committee, and these will not be listed separately.)

(2) Strengthen statistical monitoring of traditional Chinese medicine resources. Conduct surveys and collect statistics on the traditional Chinese medicine industry within the jurisdiction. Optimize the monitoring and statistical mechanism for traditional Chinese medicine resources, and promote high-quality interconnectivity between the Jiangxi Provincial Technical Service Center for Quality Monitoring of Traditional Chinese Medicine Raw Materials and the provincial-level traditional Chinese medicine trading platform. Improve the provincial-level quality management system for traditional Chinese medicine production, giving priority to ensuring the traceability and controllability of the quality of key traditional Chinese medicine sources. Promote dynamic traceability for more than 20 key varieties of traditional Chinese medicine.Strengthen data exchange and sharing among departments including Traditional Chinese Medicine, Agriculture and Rural Affairs, Forestry, Industry and Information Technology, Commerce, and Statistics, and enhance information analysis, application, and early warning systems. II. Enhancing the Development Level of the Chinese Herbal Medicine Industry

(3) Promote the development of a modern Chinese herbal medicine seed industry. Strengthen the protection of Chinese herbal medicine germplasm resources within the province, focusing on the collection of germplasm resources and the breeding of high-quality varieties for authentic Jiangxi-produced medicinal herbs. Establish 3 provincial-level regional high-quality seed breeding bases or germplasm resource repositories, and set up 1–2 conservation nurseries to preserve more than 300 species of Chinese herbal medicine resources.Accelerate innovation in medicinal herb resources and the breeding of new varieties; strengthen the development of standards for medicinal herb seeds and seedlings; increase the promotion of propagation technologies and the application of high-quality varieties; and enhance support, guidance, standardization, and certification for seed and seedling demonstration bases. (IV) Enhance Ecological Cultivation and Aquaculture of Medicinal Herbs. Focusing on the “Ten Gan Herbs” and “Ten Gan Edible Herbs,” continue to implement the Good Agricultural Practices (GAP) for Medicinal Herbs. Centered on models such as contract farming and customized medicinal herb gardens, promote ecological cultivation and aquaculture, wild plant nurturing, and semi-wild cultivation techniques for medicinal herbs. Advance the registration of pesticides for medicinal crops, encourage the research, development, and promotion of agricultural machinery suitable for medicinal herb production, and promote large-scale, standardized cultivation of medicinal herbs.Establish approximately 100 customized medicinal herb gardens and strive to build more than 10 Good Agricultural Practice (GAP) cultivation (farming) bases for medicinal herbs, further strengthening the three major medicinal herb production areas: authentic medicinal herbs in Central Jiangxi, specialty medicinal herbs in Eastern Jiangxi, and medicinal and edible herbs around Poyang Lake. (5) Strengthen the coordinated development of the circulation and reserve system for Chinese herbal medicines. Promote the construction of a number of on-site processing bases, encourage the establishment of on-site warehouses, support the upgrading of warehousing and logistics systems, and effectively reduce intermediate links in the distribution chain. Explore the establishment of Chinese herbal medicine reserve warehouses and implement a “surplus storage and deficit supplementation” policy to stabilize market supply.Support the construction of a modern TCM trade and exhibition center within the China (Nanchang) TCM Science and Innovation City, organize the Zhangshu Herbal Medicine and Pharmaceutical Trade Fair to high standards, and intensify efforts to develop TCM herbal material trading markets. Promote the establishment of third-party testing institutions in the Ganjiang New Area, Zhangshu, Nancheng, and other locations, strengthen quality supervision of TCM herbal materials sold both online and offline, and resolutely investigate and punish violations such as adulteration and passing off counterfeit products as genuine.Improve the price supervision mechanism for Chinese herbal medicines and strictly crack down on illegal activities such as price gouging in accordance with the law. III. Accelerate the Improvement of Quality and Efficiency in Traditional Chinese Medicine Manufacturing

(6) Optimize the industrial structure and layout. Focusing on the “One City, One Capital, Multiple Parks” industrial layout, we will continue to advance the construction of the China (Nanchang) Traditional Chinese Medicine Science and Innovation City, the Zhangshu “China Medicine Capital” revitalization project, and the Nancheng “Jianchang School” Traditional Chinese Medicine revitalization and development project, while accelerating the development of traditional Chinese medicine industrial clusters in Yuanzhou, Xiaolan, Zhanggong, and other areas. We will expedite the cultivation of traditional Chinese medicine enterprises for listing and encourage resource integration through strategic mergers, acquisitions, and reorganizations.Establish and improve a tiered cultivation mechanism for small and medium-sized enterprises (SMEs), supporting the development of technology-based SMEs, specialized, refined, distinctive, and innovative SMEs, “Little Giant” enterprises, manufacturing single-champions, “unicorn” enterprises, and “gazelle” enterprises. (7) Promote Quality Improvement in Traditional Chinese Medicine Manufacturing. Deepen the integration of “blockchain and the traditional Chinese medicine industry,” supporting enterprises in building high-level digital workshops, green factories, and smart factories through intelligent upgrades, and fostering a group of “digital leaders,” “small lighthouses,” and “smart factories” in the traditional Chinese medicine sector.Promote the renewal and upgrading of advanced equipment, focusing on the upgrading and iteration of leading products in the TCM industrial chain, the advancement of major common technologies, the integration of manufacturing and service systems, and the enhancement of key processes and foundational platforms, to elevate the development level of the TCM manufacturing sector. (Responsibility lies with the Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, the Provincial Bureau of Traditional Chinese Medicine, the Provincial Drug Administration, and other relevant departments according to their respective duties)

(8) Strengthen the cultivation of renowned and high-quality TCM products. Promote the inclusion of authentic medicinal materials in the catalog of fresh-processed TCM materials, aiming to identify more than 30 varieties suitable for fresh cutting and processing. Leverage the province’s strengths in traditional TCM decoction piece processing techniques to promote the inheritance and innovation of distinctive processing technologies such as the “Zhang School” and “Jianchang School.” Support the innovative development of the province’s distinctive processed decoction pieces, and strengthen research, development, production, and application.Encourage the use of new technologies and processes to innovate, improve, and redevelop major traditional and high-quality proprietary Chinese medicine products and exclusive varieties from Jiangxi, thereby enhancing the quality of marketed Chinese medicine products. Continue to promote the research, development, and production of compound preparations based on ancient classic formulas, and apply for the registration of at least three such varieties. (9) Accelerate the cross-sectoral integration of “Traditional Chinese Medicine Plus.” Utilize the “Traditional Chinese Medicine Plus” approach to promote the extension of industrial chains, and support the development and promotion of a range of health and wellness products with distinctive TCM characteristics, including food, daily chemical products, veterinary TCM, and plant extracts. Fully explore the rich cultural connotations of traditional Chinese medicine, encourage the hosting of traditional Chinese medicine cultural night markets, and promote the integration of traditional Chinese medicine culture into the daily lives of the public.Develop premium “Traditional Chinese Medicine Plus” cultural, tourism, and wellness itineraries to organically integrate intangible cultural heritage projects in traditional Chinese medicine—such as herbal processing techniques and heat-sensitive moxibustion—with wellness tourism resources. IV. Strengthening the Value Assessment and Procurement of Traditional Chinese Medicine Drugs

(10) Pilot clinical value assessments. Using evidence-based medicine and other methods, and in accordance with the development patterns of TCM, collect and organize evidence from existing usage experiences of TCM products to facilitate the transformation of practical experience into clinical evidence.Select 5–10 distinctive TCM varieties from Jiangxi to be included in clinical application guidelines, providing evidence to support their inclusion in the National Essential Medicines List and the National Medical Insurance Centralized Procurement Drug List. Strengthen capacity-building for post-market re-evaluation of TCM varieties, encourage qualified enterprises to conduct comprehensive clinical evaluations of major TCM varieties, and elevate the level of clinical value evidence. (11) Support the Procurement and Use of Traditional Chinese Medicine. Improve guiding standards such as clinical application guidelines for essential medicines and prescription compendia to strengthen their guidance role in clinical practice. Standardize and enhance the capacity for TCM services in hospitals at all levels, and strengthen the application of clinical diagnosis and treatment standards and guidelines for TCM and integrated traditional and Western medicine. Support the participation of TCM in joint procurement, centralized procurement, and national negotiations; encourage medical institutions to prioritize the use of selected varieties; and facilitate direct settlement between medical insurance funds and the manufacturers of selected varieties.Encourage the establishment of regional TCM formulation centers and support medical institutions with distinctive strengths in the lawful dispensing and use of TCM formulations. (12) Promote the development of the thermosensitive moxibustion industry. Establish 3–5 high-quality, high-yield main production areas for mugwort cultivation to enhance mugwort supply capacity. Promote the integration of mugwort cultivation with processing and manufacturing, guide the digital transformation of thermosensitive moxibustion device manufacturers, and extend the thermosensitive moxibustion industrial chain. Expand the appropriate application scenarios for thermosensitive moxibustion products, broaden the scope of thermosensitive moxibustion technical services, and accelerate the market application of thermosensitive moxibustion robots.Establish and improve comprehensive thermosensitive moxibustion service zones at the grassroots level; provide thermosensitive moxibustion services in community nursing homes and home-based elderly care service centers; strengthen the training of thermosensitive moxibustion professionals; enhance the knowledge base and operational skills of relevant personnel; and raise the profile of the Jiangxi thermosensitive moxibustion brand. (13) Enhance scientific and technological innovation capabilities. Improve the collaborative innovation system integrating government, industry, academia, research, and application in traditional Chinese medicine; encourage cross-provincial cooperation; and promote the commercialization of scientific and technological achievements. Focus efforts on supporting the National Key Laboratory for the Development of Modern Chinese Medicines Based on Classic Formulas, the National Key Laboratory for New Drug Target Discovery and Development for Major Diseases,the Institute of Traditional Chinese Medicine Health Industry at the China Academy of Chinese Medical Sciences, the Ganjiang Traditional Chinese Medicine Innovation Center, and the Key Laboratory of Quality Evaluation of Proprietary Chinese Medicines under the National Medical Products Administration. Conduct performance evaluations of provincial-level key laboratories in the field of traditional Chinese medicine, optimize the development of provincial clinical medical research centers in this field, and plan for the establishment of provincial technology innovation centers in traditional Chinese medicine.Strengthen the role of TCM enterprises as the main drivers of scientific and technological innovation. Encourage and guide enterprises to establish off-site innovation hubs. Support the exploration of enterprise-led mechanisms for selecting major TCM research topics through novel organizational approaches such as “open challenges.” Enhance capabilities in technological breakthroughs, pilot-scale validation, and industrialization, and accelerate the advancement of green manufacturing and the R&D and application of key equipment. (14) Strengthen innovation and R&D in traditional Chinese medicine. Actively participate in major national strategies and seek support from national science and technology programs. Support provincial-level science and technology projects in the field of traditional Chinese medicine, advance breakthroughs in key technologies, and accelerate the production of a series of landmark achievements. Strengthen the R&D of traditional Chinese medicine preparations in medical institutions, promote the exploration and application of traditional health products such as traditional Chinese medicine ointments and decoctions, excavate proven formulas from renowned physicians of medical schools such as the Runjiang School, research and establish a database of famous Jiangxi herbal medicine formulas, and promote their transformation into new drugs.(Responsibility lies with the Provincial Development and Reform Commission, Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Health Commission, Provincial Forestry Bureau, Provincial Bureau of Traditional Chinese Medicine, Provincial Drug Administration, and other relevant departments according to their respective duties)

(15) Promote digital and intelligent upgrades across the entire industry chain. Promote the application of next-generation information technologies such as the Internet of Things (IoT), blockchain, and artificial intelligence (AI), and establish a traceability system covering the entire industry chain—from the cultivation, processing, production, distribution, to the trading of Chinese herbal medicines. Encourage the exploration of AI-based disaster early warning systems and promote the evolution of Chinese herbal medicine cultivation from experience-based methods to scientific practices. Utilize AI to optimize production processes and expand typical application scenarios for digital and intelligent technologies in the Chinese medicine industry. Explore new AI-enabled models for drug R&D to enhance the efficiency of innovative drug development.Develop a specialized corpus for evaluating the clinical efficacy of traditional Chinese medicine, and utilize big data and real-world studies to strengthen the assessment of clinical value. Map out a knowledge graph for traditional Chinese medicine to promote the integration of heritage and innovation. Encourage the establishment of shared traditional Chinese medicine pharmacies at the grassroots level to facilitate the development of an intelligent traditional Chinese medicine service system. VI. Strengthening Quality Supervision of Traditional Chinese Medicine

(16) Accelerate the development of the TCM standards system. Comprehensively advance the construction of the TCM standards system. Actively participate in the formulation of international pharmacopoeias and international regulatory rules for TCM, and promote the development of ISO international standards for authentic medicinal materials produced in Jiangxi. Actively participate in the revision and improvement of international, national, and industry standards, and explore the establishment of a regularized mechanism for coordination and alignment with local standards of other provinces.Support enterprises, social organizations, educational institutions, and research institutes in the field of traditional Chinese medicine to develop standards for authentic medicinal materials, prepared herbal slices, and digitalization of traditional Chinese medicine, thereby promoting high-quality, high-value medicinal materials and prepared herbal slices. (17) Advance the development of the TCM regulatory system. Strengthen specialized regulatory capabilities for TCM and gradually implement full-lifecycle supervision. Improve the tiered regulatory mechanism for drug production and establish a system for tiered and categorized supervision of drug manufacturing. Increase technical guidance services and optimize the review and approval processes for post-marketing changes to drugs. Urge enterprises to improve safety information in TCM package inserts in accordance with regulations. VII. Promoting the International Development of Traditional Chinese Medicine

(18) Deepen international exchange and cooperation. Successfully host relevant conferences such as the Shanghai Cooperation Organization Forum on Traditional Medicine to promote international exchange of TCM and international cooperation among industry, academia, and research institutions. Promote the establishment of overseas TCM centers and branches of the Re-Min Moxibustion Institute. Facilitate the international registration and market expansion of TCM products, and advance the “going global” strategy of TCM with high quality. Actively support TCM enterprises in participating in renowned domestic and international exhibitions such as the China Import and Export Fair to enhance the international influence of TCM brands.Comprehensively utilize patents, trademarks, geographical indications, plant variety rights, classification of scientific and technological secrets, trade secrets, protection of TCM varieties, and protection of traditional knowledge to improve the protection system in the TCM sector. (19) Strengthen Coordinated Leadership. Improve the working mechanisms for promoting the high-quality development of the TCM industry, guide counties (cities, districts) to identify exemplary cases of TCM industry development with distinctive features, and establish replicable and scalable best practices. Strengthen leadership and supervision over social organizations in the TCM sector and actively promote industry self-regulation. (20) Strengthen talent development. Increase efforts to cultivate talent for the traditional Chinese medicine industry; support universities in establishing first-class disciplines, majors, and courses in the field of traditional Chinese medicine; advance the establishment of master’s and doctoral programs in traditional Chinese medicine; and encourage the establishment of postdoctoral research stations and workstations in traditional Chinese medicine-related fields. Improve mechanisms for flexible personnel mobility between universities, research institutes, and traditional Chinese medicine enterprises.Support the establishment of master craftsman inheritance studios and continue to advance the development of national TCM processing technology inheritance bases, such as those at Jiangxi University of Traditional Chinese Medicine, to cultivate a cohort of inheritors of distinctive TCM processing traditions like the “Zhang School” and “Jianchang School.” Organize various forms of labor and skills competitions in the TCM field to accelerate the cultivation of high-quality TCM industry workers. (21) Strengthen Financial Support. Coordinate multi-channel funding to support the development of the traditional Chinese medicine industry. Encourage financial institutions to innovate financial services—such as intellectual property pledge financing and special loans for high-level talent entrepreneurship—in line with the characteristics of the industry. Leverage the provincial modern industry guidance fund matrix to support the development of the traditional Chinese medicine industry. Support small and medium-sized enterprises in applying for “Finance-Park Credit Link” loans.Continue to promote the listing of TCM enterprises and support companies in expanding their financing scale through diversified tools such as share issuances, mergers and acquisitions, and corporate bond issuance. Coordinate the use of various financial and fiscal support policies. Increase insurance coverage for key areas such as the cultivation of TCM herbs and the research and development of new drugs.
