To implement the “1269” Action Plan for the Modernization of Key Manufacturing Industrial Chains in Jiangxi Province (2023–2026) and promote the healthy, orderly, and sustainable development of the province’s lithium battery and new energy industry, the following measures are hereby proposed:
I. Continuously Strengthen the Industrial Chain. Strengthen and refine competitive sectors such as basic lithium salts, anode materials, separators, and electrolytes. Enhance the strategic layout in key areas including cathode materials, power batteries, and energy storage batteries, and improve supporting capabilities in cell and module manufacturing as well as battery management systems. Cultivate and introduce new lithium battery industrial chains, such as solid-state batteries, to capture cutting-edge markets.Fully leverage the guiding role of the Provincial Industrial Development Special Fund to select a batch of key projects in foundational industrial sectors, such as critical basic materials for the industrial chain. In accordance with the "Jiangxi Provincial Industrial Development Special Fund Management Measures," provide financial subsidies ranging from no less than 2 million yuan to a maximum of 10 million yuan.Establish and improve a mechanism for advancing major lithium-ion battery and new energy projects, implementing a three-tiered (provincial, municipal, and county) classification and promotion system. For major lithium-ion battery industrial projects with an investment of 1 billion yuan or more and actual fixed-asset investment of 500 million yuan or more, relevant provincial departments and industry task forces will track and advance the projects; all other projects will be managed by municipal and county authorities at their respective levels. II. Accelerate the Development of Advanced Manufacturing Clusters. Support Yichun, Xinyu, and Ganzhou in establishing core industrial development zones, promoting the concentration of resources—including projects, technology, capital, and talent—within these zones. Strive to have these zones included in the National Strategic Emerging Industry Cluster Development Program to build a national advanced manufacturing cluster in the lithium battery sector. Yichun will expand and strengthen its industrial chain, ensure the security of supply for key resources such as lithium, and build a nationally significant base for lithium salts, anode and cathode materials, separators, and lithium batteries.Xinyu shall consolidate and enhance its competitive edge in the lithium salt sector while expanding into areas such as solid-state batteries and energy storage batteries, thereby establishing a nationally influential industrial base for lithium salts and batteries. Ganzhou shall leverage its advantages in resource-based industries such as rare earths, focus on key products including the “three-electric” systems for new energy vehicles and ternary cathode materials, and cultivate core competitiveness in the new energy vehicle industry.Support Nanchang, Fuzhou, Shangrao, and other areas in vigorously cultivating and expanding specialized industrial parks for the lithium battery and new energy sector, fostering coordinated development with core industrial zones. III. Strengthening Technology Innovation as a Driving Force. Reinforce the role of enterprises as the main drivers of scientific and technological innovation, and encourage large-scale lithium battery enterprises to establish R&D centers and conduct R&D activities in Jiangxi. Relying on the production bases of leading industry enterprises in Jiangxi, introduce or establish high-level innovation platforms.Continue to carry out initiatives to bring leading national research institutions to Jiangxi, and vigorously attract central state-owned enterprises to establish public service platforms in the province, such as power battery testing centers, traceability and comprehensive utilization platforms, and new energy testing centers, to enhance public support capabilities. Deepen scientific and technological cooperation with major research institutions such as the Chinese Academy of Sciences and the Chinese Academy of Engineering; make effective use of provincial-level special funds for science and technology, industry, and other relevant sectors; and adopt various approaches, including “competitive selection” and ““open challenge”” and other approaches to strengthen comprehensive utilization technologies—such as the full-element separation of lithium-bearing kaolinite, the high-value utilization of feldspar powder, and the harmless and resource-efficient treatment of lithium smelting residues—as well as to tackle key technological challenges in fields such as lithium-ion batteries, solid-state batteries, new energy storage batteries, and their materials. IV. Promote Circular and Tiered Utilization. Consolidate and enhance the capacity for tiered utilization and recycling of waste power batteries from new energy vehicles, and actively guide relevant enterprises to apply for certification under the “Industry Standards for the Comprehensive Utilization of Waste Power Batteries from New Energy Vehicles.”Improve recycling and processing technologies and refine workflows to establish a comprehensive industrial chain covering the full spectrum of end-of-life power battery recycling services, battery pack disassembly, module testing and screening, battery reassembly and reuse, and the recovery of materials such as lithium, cobalt, nickel, and manganese. Strengthen comprehensive resource management across the entire lifecycle of the lithium battery industry to build a circular lithium battery industrial chain.Further improve the management system for power battery recycling and utilization, strengthen traceability management, clarify the responsibilities of relevant parties and regulatory measures, and provide institutional safeguards for the development of the lithium-ion battery secondary utilization industry. V. Expand Applications and Strengthen Driving Forces. Support cities within the province in establishing national pilot zones for the comprehensive electrification of vehicles in the public sector. Expand the application of new energy vehicles in public service sectors such as urban public transportation, freight, sanitation, logistics, postal and express delivery, transportation hubs, and scenic areas. Encourage the use of electric heavy-duty trucks in mining machinery, particularly for mining transport vehicles, to increase the electrification rate of mining machinery and foster close cooperative relationships between lithium battery enterprises and application enterprises.Promote the application of “electrification + intelligentization” scenarios, such as electric aircraft and electric vessels, to advance energy conservation and carbon reduction in the aviation and shipping sectors. Advance the application of new energy storage technologies, and encourage new energy projects to enhance grid compatibility and capacity support through new energy storage solutions. VI. Strengthen Financial Support. Encourage and guide banking institutions to provide targeted support to the lithium battery and new energy industry in terms of credit limits, loan terms, and interest rates. Actively develop products such as “order-based loans” and “inventory-backed loans” that meet the actual needs of enterprises to better satisfy the financing demands of lithium battery companies. Expand the coverage of government-backed financing guarantees and guide provincial guarantee institutions to actively serve the development of lithium battery enterprises. Increase support for models such as financial leasing and supply chain finance, and provide customized services.Deeply implement the upgraded “Azalea Action” initiative for enterprise listings to facilitate the IPO of eligible lithium battery and new energy enterprises. Support lithium battery enterprises in actively participating in the futures market and effectively utilizing futures and derivatives for risk management. Leveraging the Provincial Modern Industry Guidance Fund, promote models such as “chain leader + fund” and joint provincial-municipal initiatives to support the establishment of a lithium battery and new energy industry development fund. VII. Strengthen Standardized Project Development. Ensure the scientific and forward-looking nature of industrial development plans, coordinate horizontal and vertical planning, and reinforce the guiding and regulatory role of these plans. Led by provincial-level commerce and industry and information technology departments, explore the establishment of a coordinated investment promotion mechanism to strengthen guidance on lithium battery project recruitment across regions and guide the scientific and rational layout of projects.Strengthen supervision and inspection of the implementation of systems regarding project approval, safety assessments, environmental impact assessments, water conservation approvals, and energy conservation reviews, and resolutely prevent construction from commencing without prior approval. VIII. Ensuring the Safe Development of the Industry.We will continuously track developments in the lithium battery industry and strengthen monitoring of operational conditions such as production capacity and investment. We will guide upstream and downstream enterprises to enhance supply-demand coordination and promote the formation of a stable and efficient collaborative development mechanism. We will strengthen forecasting of international lithium ore resource trends and risk early warning, rationally allocate overseas mineral resources, and diversify the concentration of imported resources. We will encourage capable enterprises to “go global” and support enterprises in investing in key resources such as lithium, cobalt, and nickel, as well as smelting projects, both domestically and internationally.Intensify the survey and exploration of lithium mineral resources across the province to enhance the province’s supply capacity for lithium mineral resources. Guide mining enterprises to improve mining recovery rates, ore dressing recovery rates, and comprehensive utilization rates, and strengthen the comprehensive utilization of associated and by-product mineral resources. IX. Strengthen Ecological and Environmental Protection. Strengthen environmental protection in the lithium-based new energy industry, further reinforce enterprises’ primary responsibility for environmental protection, increase investment in environmental protection, and elevate the level of green and low-carbon development. Effectively strengthen ecological protection in the field of lithium resource development and utilization, and ensure that mining enterprises fulfill their responsibility to conduct restoration concurrently with extraction.Vigorously promote the construction of green mines; new mines must be planned, designed, constructed, and operated in strict accordance with green mine standards, and efforts to upgrade and modernize existing mines must be intensified. Implement enterprises’ primary responsibility for preventing and controlling soil erosion; urge enterprises to fully implement soil and water conservation plans during project construction and to complete self-inspection and filing of soil and water conservation facilities prior to production (mining) commencement.Enterprises involved in lithium mining, beneficiation, and smelting must ensure the harmless treatment and comprehensive utilization of tailings and lithium smelting residues. In accordance with the requirements of “production determined by disposal capacity,” formulate and implement relevant plans or measures for the disposal of lithium smelting residues. Implement classified management of lithium smelting residues from both provincially sourced lithium mica mines and those from external mines to prevent environmental pollution risks posed by thallium,beryllium, mercury, arsenic, and fluoride. X. Strengthen the Coordinated Provision of Key Resources. Coordinate the allocation of construction land and environmental capacity across industrial parks throughout the province to support the development of a number of major lithium battery projects. Give priority to ensuring the provision of key resources for high-quality lithium battery projects featuring advanced technologies and processes and energy efficiency that meets benchmark standards.Make every effort to ensure the electricity supply for major projects; support lithium battery enterprises in meeting their green electricity needs through means such as green electricity and green certificate trading; and guide enterprises to reduce electricity costs through measures such as “shifting peak loads to off-peak hours” and self-generation and self-consumption of photovoltaic power. Orderly conduct pilot programs for upstream gas suppliers to directly sign natural gas purchase and sale contracts with enterprises with high gas consumption, striving to reduce enterprises’ gas costs.Promote the development of new energy industry-education integration consortia, municipal-level industry-education consortia in cities such as Yichun and Xinyu, and industry colleges, and strengthen talent cultivation and workforce development at all levels within the lithium battery industry.
