Several Measures for Promoting the Development of the Pre-cooked Meal Industry in Nanchang (Trial)

To thoroughly implement the spirit of the “Notice of the People’s Government of Jiangxi Province on Issuing the Three-Year Action Plan for High-Quality Development of Jiangxi’s Seven Major Agricultural Industries (2023–2025)” and earnestly fulfill the requirements of the “Nanchang City Two-Year Action Plan for the Green Food Industry (2023–2024),” the following measures are hereby established to accelerate the cluster-based, large-scale, and integrated development of the prepared meal industry.

I. Cultivating Leading Enterprises in the Pre-cooked Meal Industry. Launch a tiered cultivation initiative for high-quality pre-cooked meal enterprises and establish a categorized enterprise cultivation database. Adopt a “one-enterprise-one-policy” approach to foster and strengthen anchor enterprises, driving key pre-cooked meal enterprises to excel and grow stronger. Guide enterprises in agricultural and sideline product processing, food processing, livestock and poultry slaughtering, and catering to leverage their advantages in raw materials, technology, talent, equipment, and distribution channels to actively expand into new business models for pre-cooked meal processing.We will intensify efforts to attract investment in the prepared meal industry, drawing top-tier or listed companies from across the country to establish operations in Changchun. We will improve the incubation system for small and medium-sized enterprises (SMEs) in the prepared meal sector, strengthen support for micro and small enterprises, and establish a tiered development framework that facilitates the transition from individual businesses to enterprises, the growth of small enterprises to meet scale requirements, the transformation of scaled enterprises into shareholding companies, and the listing of shareholding companies. We aim to cultivate more than 20 municipal-level or higher leading enterprises in agricultural industrialization within the prepared meal sector by 2025.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Bureau of Small and Medium-sized Enterprises, Municipal Bureau of Commerce, Municipal Bureau of Agriculture and Rural Affairs, Municipal Supply and Marketing Cooperative; People’s Governments of all counties and districts, Management Committees of Development Zones, and Wanli Administration Bureau)

Support Policies:

1. For introduced or key-cultivated prepared meal projects, if fixed-asset investment exceeds 5 million yuan, a reward of 10% of the production equipment investment will be granted, up to a maximum of 3 million yuan; if fixed-asset investment exceeds 50 million yuan, a reward of 8% of the production equipment investment will be granted, up to a maximum of 8 million yuan.

2. Leading pre-cooked meal processing enterprises whose annual revenue first exceeds 100 million yuan, 500 million yuan, 1 billion yuan, 3 billion yuan, or 5 billion yuan will be granted one-time rewards of 100,000 yuan, 500,000 yuan, 1 million yuan, 2 million yuan, or 3 million yuan, respectively. For the same enterprise within the policy’s validity period, the “step-up and top-up” principle will apply.

3. For pre-cooked meal enterprises eligible for agricultural industrialization loan interest subsidies, interest subsidies will be provided for loans incurred in the previous year for normal production and operations. The subsidy standard shall not exceed 50% of the one-year Loan Prime Rate (LPR) at the end of the previous year.

Funding for the incentives under items 1 and 2 will be allocated from relevant special funds under the Ministry of Industry and Information Technology (MIIT) and disbursed in accordance with the current funding allocation methods for MIIT-administered industrial policies. Funding for the incentives under item 3 will be allocated from relevant special funds for agricultural and rural development.

II. Building Pre-cooked Meal Industry Clusters. In accordance with the Nanchang City Green Food Industry High-Quality Development Plan, and leveraging the city’s existing foundation, resource endowments, and locational advantages in the pre-cooked meal sector, a number of modern agricultural industrial parks for pre-cooked meals will be established in key counties and districts such as Nanchang County, Qingshanhu District, and Anyi County. This initiative aims to guide pre-cooked meal enterprises and supporting businesses across the industrial chain to concentrate within these parks, thereby radiating and driving development in surrounding cities and counties within the province to create a clustering and agglomeration effect for the pre-cooked meal industry.The goal is to establish at least five prepared meal industrial parks by 2025. Support Policies:

4. For counties and districts that establish prepared meal industrial parks with a land area of 300 mu or more and attract at least five enterprises from the prepared meal industry chain, the municipal government will provide a subsidy equivalent to 1% of the park’s total investment, with a maximum subsidy of 20 million yuan per park.

5. For newly approved National Engineering Research Centers, National Enterprise Technology Centers, National Key Laboratories, National Technology Innovation Centers, National Manufacturing Innovation Centers, and National Industrial Design Centers in our city, a one-time funding support of 5 million yuan will be provided; for newly approved Provincial Engineering Research Centers, Provincial Enterprise Technology Centers, Provincial Key Laboratories, Provincial Technology Innovation Centers, Provincial Manufacturing Innovation Centers, and Provincial Industrial Design Centers, a one-time funding support of 500,000 yuan will be provided;Newly approved municipal-level engineering and technology research centers, municipal-level enterprise technology centers, and municipal-level key laboratories will receive a one-time funding support of 200,000 yuan. Industrial enterprises with annual revenue of 300 million yuan or more that establish R&D institutions will receive a one-time funding support of 100,000 yuan following assessment and evaluation, and efforts will be made to gradually promote the widespread establishment of R&D institutions among industrial enterprises with annual revenue of 100 million yuan or more.

6. Strengthen intellectual property protection for the prepared meal industry. Provide a one-time reward of up to 100,000 yuan for recognized high-value patent (portfolio) cultivation projects.

Funding for the incentives under Item 4 will be allocated from relevant special funds under the Department of Industry and Information Technology; funding for Item 5 will be allocated from the Municipal Talent Special Fund (Innovation Platforms under the Development and Reform Bureau) and relevant special funds under the Department of Industry and Information Technology and the Department of Science and Technology; funding for Item 6 will be allocated from relevant special funds under the Market Regulation Bureau.

III. Establish Standardized Raw Material Production Bases for Pre-cooked Meals. To expand the supply of high-quality ingredients for pre-cooked meals, accelerate the construction of a number of grain and oil production bases, standardized orchards, vegetable, and mushroom gardens, standardized demonstration farms for livestock and poultry breeding, and demonstration farms for healthy aquaculture. Create standardized “raw material processing facilities” and encourage pre-cooked meal enterprises to establish or jointly build ingredient supply bases. Encourage qualified catering enterprises to establish distribution centers for raw and auxiliary materials to enhance the organization, scale, standardization, and specialization of raw material supply.By 2025, the city will have cultivated and established more than 50 direct-supply bases for prepared meal ingredients with annual sales exceeding 10 million yuan. Support Policies:

7. Support the designation of raw material supply bases for pre-cooked meal enterprises as Nanchang City “Vegetable Basket” Emergency Supply Production Bases, and implement dynamic monitoring and management. Each newly designated base will receive a grant of 200,000 yuan, and each base that passes monitoring will receive a grant of 50,000 yuan.

Funding for these awards and subsidies will be allocated from relevant special funds for agricultural and rural development.

IV. Improve Cold Chain Logistics Facilities for Pre-cooked Meals.Guide pre-cooked meal manufacturers to collaborate with warehousing and cold chain logistics enterprises, accelerate the construction of national backbone cold chain logistics bases, and promote the development of cold chain logistics bases such as the Nanchang Southeast Logistics Industrial Park, Nanchang West Logistics Industrial Park, and China-Nanchang International Agricultural Products Trading Center. Establish a closed-loop cold chain logistics model for pre-cooked meals spanning the entire “raw materials—production—table” process, and improve the cold chain logistics system from farm to table.Support cold chain storage enterprises in developing specialized equipment for prepared meals, cultivate a group of leading enterprises in the prepared meal cold chain storage and logistics sector, and improve facilities such as automated multi-level cold storage warehouses, low-temperature primary processing facilities, production pre-cooling facilities, cold chain processing and distribution centers, and central kitchens. By 2025, construct more than 200 cold chain facilities for preserving freshness at agricultural product production sites.(Responsible Units: Municipal Bureau of Commerce, Municipal Development and Reform Commission, Municipal Supply and Marketing Cooperative, Municipal Bureau of Transportation, Municipal Bureau of Agriculture and Rural Affairs; People’s Governments of all counties and districts, Management Committees of Development Zones, and Wanli Administration Bureau)

Support Policies:

8. Enterprises newly certified as national five-star, four-star, or three-star cold chain logistics enterprises will receive one-time rewards of 1 million yuan, 600,000 yuan, and 300,000 yuan, respectively.

9. For prepared meal enterprises and cold chain logistics enterprises that newly purchase refrigerated or frozen transport vehicles meeting policy requirements, a subsidy of 20% of the vehicle’s base price will be provided per vehicle, with a maximum of 50,000 yuan.

10. For prepared meal enterprises that construct (or renovate) frozen and refrigerated warehouses or purchase end-user refrigeration equipment with a total investment of 10 million yuan or more, a reward of 5% of the actual investment amount will be granted, not to exceed 5 million yuan.

Funding for these incentives and subsidies will be allocated from relevant commerce-related special funds.

V. Establishing the Nanchang Brand for Pre-cooked Meals. Intensify efforts to cultivate the overall brand of Nanchang’s pre-cooked meal industry, deeply explore the stories behind Nanchang cuisine and culinary culture, strengthen cultural empowerment, effectively tell brand stories, and enhance the added value and soft power of our city’s pre-cooked meal brands. Include pre-cooked meal enterprises and their products within the scope of municipal regional public brands and “Nanchang Gifts,” and support the creation of high-end provincial and municipal brand enterprises as well as well-known agricultural product brands.Encourage renowned chefs and master craftsmen to draw on Nanchang’s regional characteristics and traditions to develop Nanchang-style ready-to-cook dishes, launch “Top Ten Famous Dishes of Nanchang” ready-to-cook products, and create a clustering effect for ready-to-cook dishes. Build a group of Nanchang ready-to-cook brands with national influence.By 2025, the city aims to certify more than 15 pre-cooked meal enterprises under the “Ganpo Authentic Products” label, with over 100 pre-cooked meal varieties, thereby establishing a comprehensive series of Nanchang specialty dishes. 11. For prepared meal enterprises newly awarded the China Quality Award, the China Quality Award Nomination Prize, or the Jiangxi Jinggang Quality Award, a one-time grant of 500,000 yuan, 300,000 yuan, or 200,000 yuan, respectively, will be provided in addition to provincial-level rewards; for prepared meal enterprises newly awarded the Nanchang Mayor’s Quality Award, a one-time grant of 500,000 yuan will be provided.

12. For pre-cooked meal products newly certified as China Geographical Indication Products, a one-time reward of 300,000 yuan shall be granted.

Funding for these awards and subsidies will be allocated from relevant market supervision special funds.

VI. Facilitating Marketing Channels for Pre-cooked Meals. Establish a promotional platform for pre-cooked meals and organize activities such as exhibitions, product showcases, and supply-demand matching events. Deeply explore the pre-cooked meal market, widely promote the flavors and culinary techniques of Nanchang’s pre-cooked meals, and facilitate the entry of renowned products into supermarkets, tourist hotels, A-rated scenic spots, airports, and high-speed rail stations.Encourage Nanchang’s prepared meal enterprises and industry associations to participate in culinary brand festivals, trade fairs, cooking demonstrations, competitions, and other exchange activities to enhance the visibility and reputation of Nanchang’s prepared meals. Promote deeper production-to-sales cooperation between prepared meal enterprises and fresh food e-commerce platforms such as Tmall Fresh Supermarket, JD.com, Meituan, and Hema Fresh to establish online marketing channels for prepared meals and improve convenience for end consumers.By 2025, a comprehensive marketing network for Nanchang’s prepared meals—integrating online and offline channels and bridging production and sales—will be essentially established. 13. Provide corresponding support in accordance with existing policies to prepared meal enterprises participating in international and national prepared meal exhibitions.

14. For “blockbuster products” with annual sales exceeding 30 million yuan, 50 million yuan, and 100 million yuan, respectively, and with a growth rate of over 20% for two consecutive years, awards of 300,000 yuan, 500,000 yuan, and 1 million yuan will be granted.

Funding for these rewards and subsidies will be allocated from relevant commerce-related special funds.

VII. Promote the Development of a Prepared Meal Standards System. Guide social organizations, research institutes, and key enterprises to accelerate the establishment of a foundational and general standards system covering the definition and classification of prepared meals, production specifications, quality evaluation, flavor categorization, testing and inspection, and food safety. Based on Nanchang’s local characteristics and in conjunction with local natural conditions, customs, and dietary preferences, expedite the formulation of local standards for prepared meals to promote the standardized and scaled development of the prepared meal industry.By 2025, a set of local and group standards will be issued, and Nanchang’s prefabricated meal standards system will be fundamentally established. 15. Pre-cooked meal enterprises that take the lead in formulating national, industry, local, or group standards will be awarded one-time grants of 300,000 yuan, 200,000 yuan, 150,000 yuan, and 100,000 yuan, respectively.

16. Pre-cooked meal enterprises that are approved for the first time to establish a provincial or municipal-level academician workstation will receive a subsidy of 500,000 yuan.

The funding for the incentives under Item 15 will be allocated from relevant market supervision special funds, while the funding for the incentives under Item 16 will be allocated from the Municipal Talent Special Fund (Science and Technology Association Innovation Platform).

VIII. Strengthen supervision across the entire pre-cooked meal industry chain. Fully implement the commitment-based compliance certification system, adopt a combined “blockchain traceability + compliance certificate” issuance model, and promote the establishment of a mechanism where production bases issue compliance certificates for market release and markets conduct incoming goods inspection and management.Improve the traceability system for prepared meals, strengthen inspection and testing, and ensure that traceability information covers all stages—pre-production, in-production, and post-production—to gradually establish a comprehensive regulatory system for prepared meals from farm to table. By 2025, all entities involved in edible agricultural products for prepared meals will be fully integrated into the Provincial Smart Agricultural Product Quality and Safety Supervision Platform, and comprehensive supervision of the entire process for prepared meals will be essentially achieved.(Responsible Units: Municipal Bureau of Agriculture and Rural Affairs, Municipal Market Regulation Bureau, Municipal Bureau of Industry and Information Technology, Municipal Supply and Marketing Cooperative; People’s Governments of all counties and districts, Management Committees of Development Zones, and Wanli Administration Bureau)

17. For pre-cooked meal production enterprises purchasing rapid screening and quantitative testing equipment and facilities for product quality and safety, a subsidy of 10% of the relevant equipment and facility purchase costs will be provided, with a maximum subsidy of 100,000 yuan per enterprise.

Funds for these grants and subsidies will be allocated from relevant market supervision special funds.

IX. Improve the Support Mechanism for the Development of the Prepared Meal Industry. Establish a Municipal Joint Conference System for Promoting the High-Quality Development of the Prepared Meal Industry (hereinafter referred to as the Joint Conference). The Joint Conference shall be chaired by the Vice Mayor of the Municipal People’s Government in charge of this area, with relevant municipal departments serving as members. It shall study major issues concerning the development of the prepared meal industry, guide and coordinate the construction of key projects and the development of key enterprises in the sector, and ensure the implementation of all decisions and policies. The Office of the Joint Conference shall be housed within the Municipal Bureau of Agriculture and Rural Affairs, which shall be responsible for the daily operations of the Joint Conference.All counties, districts (development zones, and the Wanli Administration Bureau), and relevant departments shall prioritize the development of the prepared meal industry on their agendas and refine specific support measures.All counties, districts (development zones, and the Wanli Administration Bureau), and natural resources departments at all levels shall prioritize the allocation of land quotas to meet the needs of prefabricated meal industrial park construction and key projects. Financial departments at all levels shall coordinate funding arrangements to support the development of the prefabricated meal industry. Financial institutions at all levels are encouraged to increase specialized financing support for key enterprises in the prefabricated meal industry. These policy measures shall take effect on June 15, 2024, and remain valid for two years. They shall be implemented in accordance with the principle of selecting the highest available subsidy without duplication.
