Four, construction types
(A) New high-quality oil tea forests

Plains and hills with slopes of less than 10 degrees can be fully reclaimed. Hills and low mountains with slopes of 10-25 degrees should be banded. Large holes in the ground (60cmX60cmX50cm), adequate fertilizer, plant spacing should be 3 meters × 4 meters, the selection of provincial Forestry Bureau designated oil tea nursery cultivated oil tea grafted seedlings planting.
(B) low-yield oil tea forest renovation
1. Foster renovation (forest age 12 to 50 years). Specific measures refer to the provincial bureau (revised) guidelines.
(C) Low-yield oil tea forest enhancement (forest age 6 to 11 years)
Oil tea forests that have entered the fruitful and productive period, but whose tea oil production has not reached the expected target for two consecutive years due to excessive initial planting density and mixed good seeds, etc., are made to fully release the high-yield potential through enhancement measures such as density regulation, tree management and good seed replacement.

(2) Independent management: the implementation of independent management by forest land use right holders. (3) entrusted contract: forest land use rights voluntarily entrusted to others or companies contracted implementation. Take this implementation mode of commissioning the two sides must sign a "letter of entrustment" (see Annex 2 for details), the project subsidies in the letter of entrustment must have a clear agreement.

Six, support policies
(a) subsidy policy
Incentives for the majority of forest farmers, oil tea and oil tea enterprises to develop high-yield oil tea, promote the high-quality development of the oil tea industry in our region, the implementation of the oil tea new low-yield oil tea forest renovation, upgrading and the main body of the newly created oil tea forests, the use of provincial funds mainly, the district funds to make up for the principle of the subsidy. The implementation of the main body of the operation of the main input, the principle of the combination of award and subsidy funds, first made after the subsidy, to accept the qualified area for the award.
1. Low-yield oil tea forest renovation and upgrading. Low-yield oil tea forest renovation subsidies 400 yuan / mu, low-yield oil tea forest upgrading subsidies 200 yuan / mu.
2. Oil tea new planting. For no illegal behavior, in line with the technical requirements of high-quality development and effective care for three years of new oil tea forests, according to the standard of 1,000 yuan / acre subsidies, that is, the first year of the new 400 yuan subsidies, the second year, the third year, respectively, 300 yuan subsidies. For the existence of forest logging without approval in accordance with the law, the existence of unapproved first occupation, the approval of the east occupies the west, the approval of the less occupies more illegal behavior, planted in the non-forest land or not in line with the technical requirements of high-quality development of the newly planted oil tea forests, will not be declared to the subsidy funds. At the same time, the subsidy funds shall not be stacked with other afforestation project funds to enjoy repeatedly.
3. Subsidy program. In line with the oil tea high-quality development of technical requirements of the project, by the township (town, street) self-inspection and acceptance and the district agricultural office verification and acceptance, through the social security "card" directly to the main body of the operation.

Focus on supporting the oil tea forest area of more than 200 acres of oil tea new forests, more than 100 acres of oil tea low-yield forests of infrastructure construction, support for the construction of the necessary production and operation of roads and water-saving irrigation facilities.
Seven, project management
Implementation of the three types of construction of oil tea new planting, low conversion and upgrading must fulfill the operational design (project declaration), self-inspection and acceptance, district-level acceptance, quality control, file management and other project management procedures.

(2) Self-inspection and acceptance
