To fully implement the innovation-driven development strategy and promote the transfer, transformation, and industrialization of scientific and technological achievements in our province, this Implementation Plan is hereby formulated in accordance with the *Law of the People’s Republic of China on the Promotion of the Transformation of Scientific and Technological Achievements*, as well as the *Regulations of Jiangxi Province on the Promotion of the Transformation of Scientific and Technological Achievements* and the *Decision on Comprehensively Enhancing the Driving Force of Scientific and Technological Innovation* issued by the Standing Committee of the Provincial People’s Congress, and in light of the actual conditions of our province.
I. General Requirements
We will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, adhere to the combination of an effective market and an active government, strengthen systematic planning in key areas and critical links, promote the deep integration and optimal allocation of innovation resources such as technology, capital, talent, and services, and facilitate the capitalization, industrialization, and commercialization of scientific and technological achievements, thereby injecting vigorous momentum into the comprehensive construction of an innovative Jiangxi.
(1) Basic Principles.
Adhere to market-driven principles. Give full play to the decisive role of the market in the allocation of innovation resources, build a technology innovation system with enterprises as the main body, highlight the key role of enterprises in integrating resources such as technology, talent, and capital, and promote collaborative innovation among industry, academia, and research institutions as well as the industrialization of achievements.
Adhere to government guidance. Advance the transformation of government functions and reforms of science and technology systems and mechanisms; strengthen the government’s role in policy formulation, platform development, talent cultivation, and public services; and foster a favorable environment for the transformation and industrialization of scientific and technological achievements.
Adhere to collaborative synergy. Leverage the important roles of provincial and local governments, universities, research institutes, enterprises, and service providers in the transformation and industrialization of scientific and technological achievements, and form an efficient synergy in terms of coordinated objectives, resource allocation, and task advancement.
Adhere to multi-chain integration. Establish and improve mechanisms for the seamless integration of innovation elements, promoting the interconnection of the innovation chain, industrial chain, policy chain, talent chain, capital chain, and service chain to achieve synergistic benefits.
(2) Main Objectives.
During the 14th Five-Year Plan period, we will focus on promoting the industrialization of a batch of major scientific and technological achievements that feature high innovation levels, promising market prospects, strong demonstration capabilities, and Jiangxi’s distinctive characteristics. The market-oriented R&D capabilities of universities and research institutes will continue to improve; specialized technology transfer agencies and talent pools will expand; and the market for technological factors will become more active.the volume of technology transactions will steadily increase, a diversified financial support mechanism will gradually take shape, the institutional environment for the industrialization of scientific and technological achievements will be further improved, and the enterprise-led “government-industry-academia-research-finance-intermediary-application” service system will function more effectively and operate more efficiently.
By 2025, the province will have optimized and established more than 30 market-oriented technology transfer demonstration institutions and built more than 20 provincial-level university science and technology achievement transformation and technology transfer bases; trained 2,300 professional technology brokers, with mid-to-senior-level brokers accounting for more than 5% of the total; implemented more than 60 provincial key innovation industrialization upgrade projects and major science and technology achievement industrialization projects, resulting in more than 100 key industrial products or pieces of equipment;establish a sub-fund for the commercialization of scientific and technological achievements with a fund size of 500 million yuan. Drive the annual growth rate of the province’s technology contract transaction volume to maintain an average of 25% or higher, reaching a scale of 100 billion yuan by 2025. Achieve continuous improvement in key indicators for the commercialization and industrialization of scientific and technological achievements, and promote the advancement of the industrial chain’s value from the low-to-mid range to the mid-to-high range.
II. Key Tasks
Focus on key issues and weak links, strengthen systematic planning and overall strategy, clarify primary objectives, ensure effective implementation of measures, and continuously enhance the overall efficiency of the industrialization of scientific and technological achievements.
(1) Strengthen Foundations and Improve the Quality of Input at the Front End of Technology Commercialization.
1. Establish a demand-oriented approach to organizing scientific research. Focusing on the needs of high-quality development in the province’s key industries, establish a project initiation mechanism for scientific and technological projects that is market-demand-oriented and performance-driven. Guide universities, research institutes, and high-end R&D platforms—such as technology innovation centers, industrial innovation centers, engineering research centers, manufacturing innovation centers, and new-type R&D institutions—to conduct “customized” R&D oriented toward the market, thereby improving the quality of the supply of achievements from the source.Vigorously implement major enterprise-demand-driven “challenge-based” R&D programs, attracting talent from within and outside the province to tackle challenges collaboratively. Provide subsidies to the requesting enterprises equivalent to 20% of the actual R&D investment for each project, with a maximum subsidy of 5 million yuan per project. 2. Leverage the role of innovation consortia in targeted R&D. Strengthen resource integration and capacity building within industrial chain innovation consortia. Guide these consortia to precisely connect with enterprises across the upstream, midstream, and downstream segments of industrial chains, identify technical bottlenecks, compile task lists for tackling these challenges, and carry out “targeted R&D, targeted commercialization, and targeted services.”implementing a batch of R&D projects annually, with each project receiving funding ranging from 1 million to 10 million yuan, to form a “supply chain enhancement” technology cluster. This will facilitate the direct transformation and application of industrial chain scientific and technological achievements, driving the transformation, upgrading, and expansion of industrial chains. 3. Improve the market-oriented evaluation mechanism for scientific and technological achievements. Establish a categorized evaluation system oriented toward the value, performance, and industrial application of scientific and technological innovation achievements. Eliminate the “Four Exclusives” in the review of science and technology projects, platform acceptance, institutional evaluations, talent selection, and award reviews, and emphasize performance targets for industrialization.Establish a system for publicly announcing a directory of third-party evaluation agencies for scientific and technological achievements. Develop an evaluation approach that combines expert assessment of technical standards with market-based evaluation of industrial value, featuring deep participation from the market, users, and third parties, to comprehensively and accurately evaluate the scientific, technological, economic, social, and cultural value of scientific and technological achievements. Establish and improve a ranking system for the commercialization of scientific and technological achievements by universities and research institutes, providing support to those with outstanding industrialization outcomes. (2) Promote multi-stakeholder collaboration to strengthen mid-stage service support for the industrialization of achievements.
4. Establish a high-standard technology market service system. Develop and improve the Jiangxi Provincial Online Permanent Technology Market, the Jiangxi Provincial University and Research Institute Patent Transfer and Commercialization Operation Platform, and the Jiangxi Provincial University Scientific and Technological Achievement Commercialization Service Platform, among others, to provide services such as achievement registration, inquiry, screening, matching, and negotiation. Establish a routine mechanism for the collection, release, and promotion of scientific and technological achievements, expand publicity efforts, and facilitate precise matching between supply and demand.Improve market-based pricing mechanisms such as negotiated pricing, listed trading, auctions, and asset valuation; innovate models for the transaction of scientific and technological achievements; and build the “Ganpai” brand for achievement auctions. Improve the technology transaction service network; strengthen the certification and registration of technology contracts at the provincial, municipal, and county levels; implement tax incentives for technology transfer and development; and promote the accelerated flow of technological factors. 5. Strengthen the development of technology transfer institutions and talent. Support universities, research institutes, and technology enterprises in establishing technology transfer departments and teams. Optimize and upgrade a group of high-level, market-oriented technology transfer institutions; implement dynamic management and establish an exit mechanism; conduct performance evaluations of national and provincial-level technology transfer demonstration institutions every two years; and provide project funding support of 1 million yuan and 500,000 yuan, respectively, to those rated as excellent.Conduct vocational skills training for technology brokers to enhance the capabilities of the technology transfer professional workforce. Explore the establishment of a professional title system for technology brokers and streamline career advancement pathways for technology transfer professionals. Establish an incentive mechanism featuring rankings of technology transfer institutions and technology brokers, with rankings released every two years. 6. Promote the upgrading of pilot-scale and maturation platforms and facilities.Focusing on the technology transfer needs of key industries, we will strengthen market-oriented operations and continuously optimize the service functions of platforms and facilities such as university science parks, technology business incubators, maker spaces, “Star Innovation Spaces,” university technology transfer and commercialization bases, and industrial technology research institutes. We will provide high-quality services including proof of concept, process validation, pilot-scale testing and refinement, application scenario development, and business model planning to achieve seamless integration of “R&D, pilot testing, commercialization, and industrialization” for scientific and technological achievements.Conduct performance evaluations every two years for provincial-level and above technology enterprise incubators, maker spaces, and "Star Innovation Spaces"; award a project incentive of 200,000 yuan to each facility rated as "excellent." Encourage relevant competent authorities to provide incentives to other pilot-scale optimization platforms and facilities based on their performance in the transformation and application of scientific and technological achievements. 7. Strengthen open cooperation for the industrialization of scientific and technological achievements. Leverage events such as the introduction of industrial technologies and high-end talent from national-level research institutions to Jiangxi, the Jiangxi University Scientific and Technological Achievements Matchmaking Conference, the Tengwang Pavilion Venture Capital Summit, and various innovation and entrepreneurship competitions to attract high-quality domestic and international achievements to meet the province’s industrial development needs. Support the establishment of international science and technology cooperation bases, science and technology innovation outposts, and overseas R&D institutions of enterprises to expand channels for scientific and technological cooperation, exchange, and achievement transformation.Increase efforts to introduce major scientific and technological achievements from outside the province, and encourage the commercialization of such achievements within provincial enterprises through methods such as equity participation. 8. Diversify methods of science and technology finance to support the commercialization of achievements. Leverage the catalytic role of government funds to broaden financial channels for the industrialization of scientific and technological achievements through measures such as loan interest subsidies and risk compensation. For eligible enterprises included in the “Science and Technology Loan Access” reserve pool that are implementing the commercialization of scientific and technological achievements, the maximum loan amount may reach 10 million yuan.Encourage qualified financial institutions to establish specialized entities such as technology-focused branches and technology guarantee companies, develop financial products for the industrialization of scientific and technological achievements, and guide increased investment from social capital. Establish a sub-fund for achievement commercialization under the Jiangxi Provincial Science and Technology Innovation Development Fund, with a fund size of 500 million yuan, focusing on major industrialization projects of scientific and technological achievements implemented within the province. 9. Implement personnel exchange and incentive measures for technology transfer. Improve the “dual appointment” mechanism for researchers between universities and enterprises, as well as research institutes and enterprises. Universities and research institutes shall dispatch scientific and technological personnel to enterprises to serve as “Vice Presidents of Science and Technology,” while enterprises shall dispatch senior engineering and technical personnel or managerial staff to universities and research institutes to serve as “Entrepreneurship Mentors” or “Industry Professors,” thereby establishing channels for the mutual exchange of talent between industry and education.Promote the expansion and enhancement of pilot programs for reforming the rights allocation of scientific and technological achievements generated during employment. Improve the system of exemption from liability for due diligence in the transformation of such achievements, and support researchers in engaging in part-time innovation or taking leave to establish enterprises in accordance with relevant regulations. Increase incentives for the transformation of scientific and technological achievements generated during employment, encouraging project-bearing units to allocate 60%–95% of the net income, shares, or equity stakes derived from the transfer and transformation of achievements as rewards to the research and development teams and the technology transfer and transformation teams.(Responsible Units: Provincial Department of Education, Provincial Department of Science and Technology, Provincial Department of Human Resources and Social Security)
(3) Foster an enabling environment to ensure the successful implementation of the industrialization of scientific and technological achievements.
10. Implement major science and technology achievement industrialization projects. Focusing on the needs of high-quality development in the province’s key industries, vigorously implement provincial key innovation industrialization and upgrading projects to produce a range of key products or equipment, strengthen a group of leading enterprises, and drive the development of new technologies and industries. Select a batch of major science and technology achievement industrialization projects and recommend them for inclusion in the investment project databases of the Jiangxi Modern Industry Guidance Fund, the Jiangxi Science and Technology Innovation Development Fund, and their sub-funds, providing support for industrialization projects through market-oriented mechanisms.(Responsible Units: Provincial Department of Industry and Information Technology, Provincial Development and Reform Commission, Provincial Department of Science and Technology, Provincial State-owned Assets Supervision and Administration Commission)
11. Increase support for the industrialization of enterprise scientific and technological achievements. Select and prioritize support for a number of major scientific and technological achievement maturation and engineering research projects within provincial-level science and technology plan projects focused on technological innovation guidance. Provide key support to projects involving the local implementation and transformation of major scientific and technological achievements—those that have won National Science and Technology Awards or first-class provincial or ministerial-level science and technology awards—within enterprises in the province.Revise the “Measures for Subsidizing Technology Transactions in the Jiangxi Provincial Online Permanent Technology Market” to increase subsidies for enterprises undertaking the commercialization of scientific and technological achievements, with the annual subsidy limit for a single enterprise reaching up to 2 million yuan. Enterprises implementing the industrialization of scientific and technological achievements that meet statutory requirements may enjoy tax incentives such as deferred taxation, additional deductions for R&D expenses, and reductions or exemptions from value-added tax and corporate income tax.For projects with massive industrialization scale and significant capacity to drive industrial chains, relevant policy support will be provided in areas such as land use, energy consumption, environmental impact assessments, and production license approvals, along with high-quality and efficient services. 12. Facilitate the commercialization and market entry of science and technology innovation products. For enterprises in our province that commercialize scientific and technological achievements, eligible innovative products and services will receive “first-purchase” policy support. When using fiscal funds to procure the first unit (set) of major technical equipment, the first version of software, the first batch of new materials, and innovative products, non-tender procurement methods may be adopted in accordance with laws and regulations.We will continue to deepen the development of the “First-of-a-Kind Zone” on the Jiangxi Provincial Government Procurement E-Marketplace to showcase information on first-of-a-kind products and encourage their priority procurement under equal conditions. III. Organizational and Implementation Guarantees
(1) Strengthen Organizational Leadership. Establish the Jiangxi Provincial Leading Group for Promoting the Industrialization of Major Scientific and Technological Achievements, headed by a provincial government leader in charge of the relevant portfolio, with responsible officials from relevant provincial departments serving as members. The group will be responsible for formulating policies and working mechanisms related to the industrialization of major scientific and technological achievements, coordinating major matters, and resolving significant issues.
(2) Strengthen Monitoring and Oversight. All responsible units shall enhance coordination and cooperation, optimize work measures, and follow up on all tasks in a timely manner according to the established timeline. Units that fail to make sufficient progress or exhibit slow advancement shall be urged to rectify the situation. Supervision and inspection of matters related to the industrialization of major scientific and technological achievements shall be strengthened, with increased risk prevention and control throughout the entire process and proactive follow-up services to ensure that all objectives and tasks are fully implemented.
(3) Intensify Publicity Efforts. Significantly increase efforts to publicize and interpret policies, raise public awareness, and foster a favorable environment for jointly promoting the industrialization of scientific and technological achievements. Strengthen the coordination of supporting policies related to the transformation and industrialization of scientific and technological achievements, and advance their implementation in a coordinated manner. Identify and highlight exemplary cases of the industrialization of major scientific and technological achievements, establish benchmarks and create models across the province, summarize and promote successful practices, and guide the broader society to participate more actively in the transformation and industrialization of scientific and technological achievements.
