Three-Year Action Plan for the High-Quality Development of Jiangxi Province’s Seven Major Agricultural Industries (2023–2025)

To thoroughly implement General Secretary Xi Jinping’s important directives on “agriculture, rural areas, and farmers” and the spirit of his important speech delivered during his inspection tour of Jiangxi, effectively address the current issues of “weakness, small scale, and fragmentation” in the province’s agricultural sector, enhance the quality, efficiency, and competitiveness of agriculture, promote the revitalization of rural industries, accelerate the transition from an agricultural province to an agricultural powerhouse, and provide a solid foundation for building a model region for rural revitalization in the new era, this Action Plan is formulated in accordance with the actual conditions of our province.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will earnestly implement the decisions and arrangements of the Party Central Committee and the State Council. We will adhere to government guidance, market-driven operations, leadership by industry leaders, full-chain development, and ecological priority. Following the principles of industrialization, we will pursue a path of industrialized development, focusing on: cultivating industry leaders through industrialization; establishing large-scale production bases; improving quality through standardization; strengthening processing through refinement; facilitating circulation through networking; expanding channels through marketization; increasing benefits through branding; extending industrial chains through systematization; and promoting openness through diversification.We will concentrate our efforts on cultivating “single-champions” in advantageous and distinctive agricultural industries, accelerating the pursuit of a high-quality development path characterized by comprehensive upgrades across all stages—including production, processing, storage, cold-chain logistics, and sales—value-added throughout the entire industrial chain, and full-scale industrial integration.By 2025, the province will establish five leading industrial chains—each valued at 100 billion yuan—in rice, oilseeds, fruits and vegetables, livestock, and aquaculture, as well as two specialty industrial chains—each valued at 10 billion yuan—in tea and Chinese medicinal herbs (hereinafter referred to as the “Seven Major Industries”). Municipal-level governments will develop approximately 30 leading industrial chains valued at 10 billion yuan each, while county-level governments will develop 100 leading industrial chains valued at 1 billion yuan each. The province will cultivate 50 leading agricultural industrialization enterprises serving as “chain leaders,” with the total comprehensive output value of agriculture reaching 1 trillion yuan.

II. Key Focus Areas

— Rice Industry. Focusing on the requirements of “stable production, high-quality supply, and increased efficiency,” we will ensure the stability of grain cultivation area and output. We will prioritize the promotion of one high-quality rice variety covering over 1 million mu and five varieties covering over 500,000 mu each. Through innovation and R&D, we will launch a range of Jiangxi-specific functional rice products, including no-rinse rice, parboiled rice, rice noodles,rice milk, rice oil, and nutritional meal replacements. We will accelerate the development of rice brands such as Wannian Gongmi, Poyang Lake Rice, Yichun Rice, Yongxiu Fragrant Rice, Jinggangshan Rice, Magu Rice, and Jined Rice, and produce a range of Grade 1 and Grade 2 rice meeting national standards.We aim to achieve a comprehensive output value of 120 billion yuan in the rice industry by 2025, with two new leading enterprises exceeding 5 billion yuan in revenue, 11 new enterprises exceeding 1 billion yuan, and a total of 15 enterprises exceeding 1 billion yuan.

——Oilseed Industry. Focusing on high yield, high oil extraction rate, high quality, high resistance, and multifunctionality, we will establish 10 million mu of rapeseed bases and 10 million mu of high-yield camellia forests. We will conduct joint research on mechanized harvesting varieties and machinery for rapeseed (and camellia), expand and strengthen the multifunctional utilization of rapeseed for oil,floral, culinary, and feed applications; introduce advanced processing technologies such as low-temperature cold pressing; deepen and strengthen deep processing and large-scale processing; enhance the comprehensive development and utilization of oilseed meal; extend the industrial chain; improve overall efficiency; and build and elevate oilseed brands.We aim to achieve a comprehensive output value of 150 billion yuan in the oilseed industry by 2025, with one new leading enterprise exceeding 5 billion yuan in revenue, four new enterprises exceeding 1 billion yuan, and a total of five enterprises exceeding 1 billion yuan.

——Fruit and Vegetable Industry. Focus on high quality, premium products, and market orientation. Accelerate the breeding, revitalization, and introduction of market-responsive fruit and vegetable varieties; continue to advance the construction of protected-culture vegetable facilities and standardized ecological orchards; expand the development of under-forest vegetables; promote the high-quality development of the citrus industry, including navel oranges, sweet pomelos, and honey tangerines; establish a group of integrated fruit and vegetable production, processing, and sales enterprises; and foster the formation of 5 “One City, One Product” initiatives with fruit and vegetable brand values exceeding 10 billion yuan,and 20 “One County, One Product” initiatives with brand values exceeding 1 billion yuan. We aim to achieve a comprehensive output value of 150 billion yuan in the fruit and vegetable industry by 2025, with seven new leading enterprises exceeding 1 billion yuan in output value, bringing the total to 10.

— Livestock Industry. Following a strategy of strengthening the swine sector, expanding cattle and sheep production, and revitalizing the poultry sector, we will establish leading swine production zones, a beef cattle industrial cluster in central and southern Jiangxi, a goat and high-quality local broiler chicken industrial cluster in western Jiangxi, and a national high-quality waterfowl base, while fostering a selenium-enriched poultry and egg industry.Priority will be given to developing modern livestock and poultry slaughtering and processing industries. Support will be provided for the modernization of traditional livestock product processing techniques—such as curing and braising—as well as the development of Chinese and Western-style meat products, including chilled fresh meat, fermented products, and pre-cooked (barbecue) meats. The goal is to establish 20 large enterprises covering the entire industrial chain—from feed, breeding, and slaughter to processing, cold chain logistics, and sales—and to build renowned meat brands.We aim to achieve a comprehensive output value of 350 billion yuan in the province’s livestock industry by 2025, fostering 22 leading enterprises with annual output exceeding 1 billion yuan, including 2 with over 10 billion yuan and 5 with over 5 billion yuan.

——Aquaculture Industry. We will promote the development of the fishery sector by focusing on excellence, specialization, and foreign exchange earnings. We will vigorously advance the “One Million Mu Green High-Standard Pond Renovation Initiative,” accelerate the innovation and promotion of models such as facility-based aquaculture, large-scale ecological aquaculture, and integrated rice-shrimp and rice-fish farming, and vigorously develop specialty aquatic products such as shrimp, crabs, turtles,loaches and eels, and spiny-chested frogs; prioritize the cultivation of export-oriented products such as eel; and strive to achieve a comprehensive output value of 130 billion yuan in the aquaculture industry by 2025, with one new leading enterprise exceeding 5 billion yuan in output value, six new enterprises exceeding 1 billion yuan, and a total of eight enterprises exceeding 1 billion yuan.

——Tea Industry. Under the theme of “Jiangxi Tea Fragrance Across the World,” we will leverage ecological, cultural, and technological strengths to focus on premium teas, promote everyday teas, develop specialty teas, and expand tea exports. We will drive innovation in new tea beverage formats, tea-tourism integration, cultural and creative tea products, and blended tea exports. By 2025, we aim to achieve a comprehensive output value of 20 billion yuan in the tea industry and cultivate 1–2 leading tea enterprises with annual output exceeding 1 billion yuan.

——Chinese Herbal Medicine Industry. Focusing on organization and specialization, we will support pharmaceutical, herbal slice, and distribution enterprises both within and outside the province in establishing contract farming and cooperative bases, thereby driving standardization across the entire process of herbal cultivation, harvesting, processing, storage, and transportation.We will intensify efforts to develop authentic medicinal herbs such as “San Zi Yi Ke” (three seeds and one husk) and medicinal-food dual-use herbs like Polygonatum, dried tangerine peel, raspberry, and mugwort. We will build the “Gan Shi Wei” and “Gan Shi Shi Wei” brands to strengthen the production of authentic Jiangxi medicinal herbs and enhance the competitiveness of the industry.The goal is to achieve a comprehensive output value of 20 billion yuan in the Chinese herbal medicine industry by 2025, with six new leading enterprises exceeding 1 billion yuan in revenue, bringing the total to eight.

III. Key Tasks

(1) Fostering Leading Enterprises through Industrialization. Strengthen leading enterprises in agricultural industrialization through support for cultivation, acquisitions and restructuring, and IPO financing. Implement ledger-based management and targeted support for leading enterprises to drive growth and quality improvement, and guide them toward listing on the main board. Establish provincial-level demonstration consortia for agricultural industrialization and build organizational mechanisms with clear rights and responsibilities and shared interests.By 2025, 67 new leading enterprises in agricultural industrialization with annual output value exceeding 1 billion yuan will be added, bringing the total to 100; the number of provincial-level leading enterprises will reach 1,100; 30 enterprises will be included in the Top 500 Chinese Agricultural Enterprises; and 3–5 new enterprises will be listed on the main board.(Responsible Units: Provincial Department of Agriculture and Rural Affairs, Provincial Forestry Bureau, Provincial Bureau of Traditional Chinese Medicine, Provincial Department of Industry and Information Technology, and the people’s governments of all prefecture-level cities. (2) Establish large-scale production bases. Promote land transfer and moderate-scale agricultural operations to create large-scale, standardized, and green “raw material production facilities.” Guide leading enterprises to develop contract farming under the “company + base + farmer + market” business model. Deepen the joint Ministry-Province initiative to build Jiangxi into a pilot province for green and organic agricultural product bases, promote green production models such as soil-test-based fertilization, unified pest control, and circular farming, and vigorously develop resource-conserving agriculture that saves land, energy, and water.Accelerate the application of the Internet of Things (IoT) and big data to establish digital agriculture innovation demonstration bases. By 2025, the province will have 6,000 green, organic, GI-certified, and traceable agricultural products,with the areas of high-quality rice, greenhouse vegetables, and integrated rice-fish farming bases reaching 14 million mu, 2 million mu, and 3.5 million mu, respectively. Additionally, 60 new provincial and ministerial-level standardized demonstration farms for livestock and poultry breeding, as well as 50 demonstration zones for healthy and ecological aquaculture, will be established, and the area under high-yield camellia oil tree intercropping will reach 1 million mu. (3) Improving Quality Through Standardization. Relying on enterprises, industry associations, research institutes, and provincial-level specialized standardization technical committees, we will accelerate the formulation and revision of standards and operating procedures in accordance with the principle of “adopting existing standards where available, creating new standards where none exist, and implementing standards throughout the entire process,” thereby promoting production based on established standards, production in accordance with standards, and management in compliance with standards.Promote the standardized production model of “leading enterprises + production bases + farmers,” strictly enforce mandatory national and industry standards, and encourage the formulation of local, industry, or group standards that exceed national standards to enhance the quality of agricultural products. By 2025, a cumulative total of 900 local agricultural standards will be formulated or revised, achieving full standardization coverage for key varieties, key industries, and key production stages. (IV) Refined and Enhanced Processing. Led by leading enterprises, promote the comprehensive development of primary processing, deep processing, and comprehensive utilization of agricultural products.Encourage enterprises to collaborate with farmers to build a range of primary processing facilities, including washing and sorting, preliminary preparation and processing, drying and storage, and pre-cooling and preservation. Innovate and develop advanced processing technologies such as extraction, separation, and purification. Encourage the development of baked goods, snack foods, functional foods, bioproducts, and fermented products. Develop a full range of ready-to-cook meals from Version 1.0 to Version 5.0, and build a nationally influential hub for the ready-to-cook meal industry.Enterprises are encouraged to collaborate with leading national universities and research institutes specializing in food science to jointly tackle key core technologies and accelerate the introduction and application of advanced and applicable technologies. By 2025, the total output value of the province’s agricultural product processing industry will exceed 1 trillion yuan. (5) Facilitating Networked and Smooth Circulation. Accelerate the development of the agricultural product circulation system, focusing on major production areas for fresh agricultural products and regions with advantages in specialty agricultural products, and support the construction of a batch of cold storage and preservation facilities at production sites. Relying on key agricultural product distribution hubs and major sales regions, advance the construction of the province’s urban-rural cold chain logistics backbone network. Promote services such as pre-washed vegetable supply and cold chain delivery. Effectively implement the “green channel” policy to ensure unimpeded transportation channels for agricultural products.By 2025, establish 1–2 national backbone cold chain logistics bases, upgrade approximately 50 origin cold chain distribution centers, and construct or renovate approximately 4,000 origin cold storage and preservation facilities to build an origin cold chain logistics service network. (6) Expanding Channels Through Market-Oriented Approaches. Strengthen the development of agricultural product marketing systems, and actively cultivate and attract agricultural product dealers, agents, and buyers. Vigorously implement the “Internet Plus” initiative to facilitate the movement of agricultural products from rural areas to urban markets, supporting each county in cultivating at least one market entity with online agricultural product sales exceeding 10 million yuan. Enhance cooperation with major e-commerce platforms, guide agricultural production, processing, and distribution enterprises to adopt e-commerce, and develop new business models such as live-streamed sales and direct supply and direct sales of agricultural products.By 2025, we will have preliminarily established an agricultural product marketing system extending to the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta, and the Beijing-Tianjin-Hebei region; built 300 e-commerce model villages; and achieved a provincial rural online retail sales volume of 90 billion yuan. (7) Boosting Benefits Through Branding. Vigorously implement the “Eco-Poyang Lake · Green Agricultural Products” brand strategy and advance the creation of the “Ganpo Authentic Products” province-wide brand. Certify 100 “Ganpo Authentic Products” brands annually, establish a brand directory, and implement dynamic management.Support agricultural brand promotion on mainstream media such as CCTV, and guide the expansion and strengthening of regional public brands including Ganzhou Navel Oranges, Nanfeng Honey Tangerines, Fengxin Kiwifruit, Guangchang White Lotus, Xinyu (Xunwu, Xinggan) Honey Tangerines, Guangfeng Majia Pomelo, Ganzhou Vegetables, Jiangxi Camellia Oil, Ganzhou Tea Oil, “Four Greens and One Red” teas, Chongren Hemp Chicken,Qianshan Red-sprouted Taro, Jinggangshan agricultural products, Poyang Lake fisheries, Junshan Lake aquaculture, and Xianggan Red, among others, to grow and strengthen these regional public brands, and accelerate the construction of a selenium-enriched “1+N+N” brand system covering the entire region, specific areas, and individual enterprises.By 2025, we aim to establish 50 regional public agricultural brands and maintain approximately 300 “Ganpo Authentic Products” certified brands, with the comprehensive output value of selenium-enriched functional agriculture reaching 160 billion yuan. (8) Systematically Extend Industrial Chains. Establish platforms for full-chain industrial development, promote the “one city, one cluster; one county, one park; one town, one industry; one village, one product” model, and create distinctive, high-impact industrial clusters.By 2025, we aim to cultivate and expand 5 leading specialty industrial clusters and approximately 50 National Agricultural Industry Strong Towns, while establishing about 50 new provincial-level modern agricultural industrial parks and approximately 30 green development demonstration zones (pilot counties). We will vigorously develop the agricultural machinery service system and address shortcomings in the mechanized cultivation of rice and oilseeds.By 2025, all agricultural counties will achieve full coverage of comprehensive agricultural service centers for full-process mechanization, while major grain-producing counties and key townships will achieve full coverage of mechanized seedling-raising centers. The comprehensive mechanization rate for the cultivation, planting, and harvesting of major crops will reach 80%, and the mechanized planting rate for rice will reach 56.48%. (9) Promote cooperation through diversification. Intensify efforts to attract investment in agriculture, continuously optimize the business environment, and leverage resources from chambers of commerce such as the Jiangxi Chamber of Commerce. Focus on establishing connections with key enterprises and large conglomerates in regions including Guangdong-Hong Kong-Macao, the Yangtze River Delta, and the Beijing-Tianjin-Hebei region to attract a group of strong and dynamic enterprises to invest in Jiangxi.Strengthen cooperation with provinces strong in agriculture, and promote cooperation between cities and counties in areas such as agricultural industrial technology, park development, and enterprise reform and development. By 2025, the annual actual investment in agriculture and rural areas from investment promotion efforts will reach over 51 billion yuan. IV. Support Policies

(1) Support for Leading Enterprises. For leading enterprises within the province with annual sales revenue of 1 billion yuan or more and an annual growth rate exceeding 20%, a one-time reward of 5 million yuan will be granted to the local government to support loan interest subsidies, technological upgrades, equipment modernization, and the formulation of standards for these enterprises. For enterprises attracted through investment promotion or key technological transformation enterprises within the province with actual annual investment exceeding 1 billion yuan, a reward equivalent to 5‰ of the actual investment amount will be granted to the local government.Support will be provided to help leading enterprises raise capital through initial public offerings (IPOs). Eligible newly listed enterprises will receive listing incentives in accordance with relevant regulations. (2) Support for Cold Chain Logistics. Provide subsidies and grants for the renovation and upgrading of cold chain logistics infrastructure at bases listed as national backbone cold chain logistics bases and origin cold chain distribution centers, as well as those included in the provincial urban-rural cold chain logistics backbone network and product wholesale markets. Additionally, provide support for the construction of origin cold storage and preservation facilities by model family farms and farmers’ cooperatives at the county level and above. These funds shall be used for warehouse capacity expansion, the purchase of cold chain equipment, and facility upgrades.(Responsible Units: Provincial Development and Reform Commission, Provincial Department of Commerce, Provincial Supply and Marketing Cooperative Federation, Provincial Department of Agriculture and Rural Affairs, Provincial Forestry Bureau, Provincial Department of Finance)

(3) Support for Brand Development. For provincial agricultural regional public brands that rank among the top 100 national regional brands (geographical indication agricultural products), the top 10 brand entities will be awarded 3 to 6 million yuan based on brand value rankings, to be used for brand promotion and market expansion; newly certified “Ganpo Authentic Products” brands will receive appropriate rewards to support brand building and enhancement. (4) Support for Park Development. Focusing on the seven major agricultural industries, industrial towns with a comprehensive output value of the leading agricultural industry reaching 130 million yuan or more and an annual growth rate exceeding 10% will be granted a one-time subsidy of 5 million yuan to the top 10 towns in ranking order; each industrial town may only benefit from national or provincial subsidy policies once;For modern agricultural industrial parks where the comprehensive output value of the dominant agricultural industry reaches 2 billion yuan or more and the annual growth rate exceeds 10%, the top 10 parks will be awarded a one-time subsidy of 5 million yuan in order of ranking. Each modern agricultural industrial park may only receive national or provincial subsidy support once. The subsidy funds shall be used for the development and upgrading of large-scale, standardized production bases and the construction of contract farming bases. (5) Support for Scientific and Technological Innovation. Eligible projects, such as “challenge-based” initiatives and the development of modern agricultural industrial technology systems, will be supported in accordance with relevant standards to promote the research, development, and breakthroughs of major key technologies.Appropriate subsidies will be provided for agricultural standards developed by research institutions, industry associations, and leading enterprises that are elevated to national or provincial standards; for leading crop varieties and leading woody oilseed varieties with cultivation scales reaching 500,000 mu or 1,000,000 mu, subsidies of 500,000 yuan and 1,000,000 yuan will be provided, respectively, with each variety eligible for national or provincial subsidies only once.Comprehensive agricultural service centers for full mechanization that meet provincial Class A and Class B construction standards will receive certain incentives and subsidies to support the purchase of agricultural machinery and equipment. Promote the establishment of science and technology innovation consortia in sectors such as food, the swine industry, modern crop seed industry, modern poultry seed industry, and the oil tea industry; implement the science and technology special envoy system; and organize science and technology training for talent in the “Three Regions.” (Responsible Units: Provincial Department of Science and Technology, Provincial Department of Agriculture and Rural Affairs, Provincial Forestry Bureau, Provincial Department of Finance)

(6) Strengthen Financial Support. Optimize and refine financial services through the “Jin Nong Yi Dai” direct service zone to enhance the convenience of financing for agricultural business entities. Improve the “Cai Nong Credit Link” working mechanism, aiming to leverage approximately 10 billion yuan in bank loans annually, with a cumulative total exceeding 30 billion yuan.Vigorously promote the “Government-Bank-Guarantor” model for agricultural financial support, and expand and strengthen agricultural credit guarantee services. From 2023 to 2025, strive to increase the number of guaranteed households to over 90,000 and the amount of guaranteed loans to 40 billion yuan. Implement pilot programs for comprehensive rice cost insurance, provincial-level local specialty agricultural insurance, agricultural catastrophe insurance, and specialty agricultural price (income) insurance for small-scale farmers to enhance the agricultural sector’s risk resilience.While strengthening financial support, further optimize the risk compensation mechanisms for various agricultural support loan models, accelerate the speed of risk compensation, and improve the efficiency of risk compensation. (7) Strengthen Land Use Support. Implement preferential land use policies for the integrated development of rural industries. Newly compiled county- and township-level spatial planning documents shall allocate no less than 10% of construction land quotas, and local annual land use plans shall allocate no less than 5% of new construction land quotas to ensure reasonable land use needs for projects related to the integration of rural primary, secondary, and tertiary industries, infrastructure, and livelihood projects. Priority shall be given to meeting land use demands for industries and projects such as germplasm resource conservation, agricultural product processing, warehousing and preservation, agricultural machinery sheds,agricultural service centers, seedling nurseries, livestock manure treatment and utilization, and centers for the safe disposal of dead livestock and poultry.At the beginning of each year, the Provincial Department of Agriculture and Rural Affairs shall coordinate and compile the land use needs of leading enterprises, consult with the Provincial Department of Natural Resources to promote the implementation of land use policies, and work with the Provincial Development and Reform Commission to support the inclusion of eligible projects in the province’s list of major projects requiring increased central government support for construction land, as well as the list of major projects requiring separate site selection, to actively seek national land use plan quotas. V. Support Measures

(1) Strengthen Organizational Leadership. The high-quality development of the province’s seven major agricultural industries shall be designated as a key component of the Provincial Party Committee’s Leading Group on Rural Work (Rural Revitalization). All cities, counties (districts) shall establish organizational coordination mechanisms, form dedicated task forces, and refine work plans, assigning responsibilities for the high-quality development of specific industries to designated entities to create a top-down, multi-level, coordinated advancement system.

(2) Strengthen Talent Support. Fully leverage the roles of universities and research institutions; improve the education system, training system, support policies, and incentive mechanisms; and establish a system where leading officials and scientific experts maintain close ties with key industries, key regions, and key enterprises. Focusing on the entire agricultural industrial chain, intensify efforts to attract talent and expertise, and cultivate and expand the ranks of rural entrepreneurs and scientific and technological professionals.Cultivate practical rural talent by conducting full-industry-chain training primarily for leaders of new agricultural business entities—such as family farms, farmers’ cooperatives, and agricultural machinery service organizations—as well as local talent. Strengthen training for leading and grassroots cadres in the agriculture, rural areas, and farmers sector to enhance their capacity to develop the agricultural industrial economy.

(3) Strengthen Coordination Across All Levels. Departments including finance, agriculture and rural affairs, forestry, rural revitalization, and traditional Chinese medicine management shall coordinate agricultural funds to provide key support for the development of the seven major industries. All departments must enhance collaboration; departments such as development and reform, industry and information technology, natural resources, ecological environment, and forestry shall establish “green channels” for agricultural project approvals, land approvals, and environmental impact assessments.Departments including Commerce, Science and Technology, Market Regulation, Local Financial Regulation, and Statistics shall intensify efforts in investment promotion, technological innovation, market cultivation, financial support for agriculture, and data-driven decision-making. Detailed implementation rules for relevant support policies shall be separately formulated by the Provincial Departments of Agriculture and Rural Affairs and Finance. Each prefecture-level city shall, based on local strengths and characteristics, select several of the most competitive industries from the seven major sectors, introduce supporting three-year action plans, and cultivate “single-champions” in these advantageous industries.

(4) Strengthen Supervision and Evaluation. The Provincial Party Committee’s Leading Group on Rural Work (Rural Revitalization) shall convene a special briefing once a year to conduct a comprehensive assessment of the development of the seven major industries; the governments of all prefecture-level cities shall report annually to the provincial government on the progress of these industries.The Provincial Department of Agriculture and Rural Affairs, in collaboration with member units, will conduct monthly coordination meetings and quarterly briefings. The development of the seven major industries will be incorporated into the performance evaluation for the comprehensive advancement of rural revitalization. Performance monitoring and the application of evaluation results will be strengthened. Municipalities and counties with excellent evaluation results will be publicly commended, while those ranking at the bottom will be subject to public reprimands and formal interviews. For projects with poor results, the provincial finance department will reduce or cancel funding allocations in accordance with regulations.
