Jiangxi Province is a major forestry resource province in China, with total output value of its forestry industry ranking among the highest in the country. To thoroughly implement Xi Jinping’s Thought on Ecological Civilization, earnestly carry out the spirit of General Secretary Xi Jinping’s important speech delivered during his inspection tour of Jiangxi, steadily advance the development of Jiangxi as a model province for modern forestry, and establish a high-quality model for the high-quality development of the forestry industry, the following implementation plan has been formulated.
I. General Requirements
(1) Guiding Principles.Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and all plenary sessions of the 19th Central Committee, earnestly practice the concept that “lucid waters and lush mountains are invaluable assets,” and base our efforts on the new stage of development, implement the new development philosophy, and build a new development paradigm. Focusing on the goal of “setting an example and striving to lead” and the important requirements of the “Five Promotions,” we will aim to build a strong forestry province, promote rural revitalization and common prosperity, and take deepening supply-side structural reform as the main thread.using policy guidance, demonstration leadership, and flagship enterprise-driven development as key levers, we will strive to transform Jiangxi’s ecological advantages into industrial, competitive, and developmental advantages. We will optimize and strengthen the five major industries—camellia oil, bamboo, furniture, forest tourism and wellness, and under-forest economy—accelerate the construction of a modern forestry industrial system, and provide the “Jiangxi Model” for achieving high-quality development in the forestry industry.
(2) Basic Principles. We will adhere to the principle of prioritizing ecology, strictly prohibit all development activities that do not align with the province’s primary functional orientation, scientifically and rationally utilize forest resources to develop eco-friendly industries that enrich the people, and accelerate the realization of the industrialization of ecology and the ecologization of industries;Adhere to reform and innovation, thoroughly implement the innovation-driven development strategy, vigorously develop emerging industries and new business models, and explore the establishment of mechanisms for realizing the value of ecological products; adhere to cluster development, accelerate the construction of competitive and distinctive forestry industry clusters, and fully leverage economies of scale and their radiating and driving effects; adhere to integrated development, optimize industrial structures based on local conditions, improve benefit chains, enhance value chains, promote the coordinated development of the industry as a whole, and facilitate the effective linkage between consolidating and expanding the achievements of ecological poverty alleviation and rural revitalization, as well as the pursuit of common prosperity.
II. Development Goals
By 2025, we aim to have a more robust mechanism for realizing the value of forestry ecological products, smoother pathways for transforming “lucid waters and lush mountains” into “mountains of gold and silver,” a total output value of the forestry industry exceeding 700 billion yuan, and the basic establishment of a model province for modern forestry industries.The quality of industrial development will be significantly improved, with more than 80 national-level key forestry leading enterprises cultivated and over five national forestry industrial demonstration zones established. Advantageous and distinctive industries will be further strengthened, creating a number of nationally renowned forest product brands such as “Jiangxi Camellia Oil.” The comprehensive benefits of the forestry industry will become more evident, and its role in ensuring national timber and grain-oil security, effectively linking the consolidation and expansion of poverty alleviation achievements with rural revitalization, and promoting common prosperity will be further highlighted.
III. Overall Layout
Taking into comprehensive consideration the distribution of resources, industrial foundations, and regional economic development levels across different areas, and adhering to the principles of adapting to local conditions, leveraging advantages, and highlighting distinctive features: Northern Jiangxi will focus on developing forest tourism and under-forest economy; Northeast Jiangxi will focus on developing under-forest economy, Lei bamboo, forest tourism, and forest wellness industries;Northwest Jiangxi will focus on developing the under-forest economy and moso bamboo; Central Jiangxi will focus on developing the under-forest economy, forest tourism, and the bamboo industry; and South Jiangxi will focus on developing the furniture industry, the under-forest economy, and the forest wellness industry. Efforts will be made to foster a new pattern of modern forestry industry development across the province that features distinct regional characteristics, a rational layout, and coordinated progress.
IV. Main Tasks
(1) Establish a Pilot Zone for High-Quality Development of the Camellia Oleifera Industry. First, fully utilize suitable forest and orchard lands to develop high-yield camellia oleifera plantations; accelerate the breeding of high-yield camellia oleifera varieties; cultivate and promote high-quality container-grown seedlings of camellia oleifera that are three years old or older; advance the establishment of new camellia oleifera plantations, as well as the renovation and upgrading of low-yield forests, in the province’s 50 key camellia oleifera counties (cities, districts); vigorously promote the construction of camellia oleifera demonstration bases to achieve sustained, high, and stable yields.Second, support key camellia oil-producing counties (cities, districts) in building primary processing bases, warehousing and logistics hubs, and trading markets; establish camellia oil industrial parks and clusters; and fully advance the construction of the National (Jiangxi Ganzhou) Camellia Oil Industrial Park.Third, we will strengthen the development of specialized and organized systems for camellia cultivation and management, and foster and expand leading enterprises. Fourth, we will focus on building the “Jiangxi Camellia Oil” public brand, carry out the integration and rebranding of regional and corporate camellia oil brands, and strive to establish a Jiangxi camellia oil brand system led by the “Jiangxi Camellia Oil” public brand, supported by regional specialty brands such as “Gannan Camellia Oil,” and centered on well-known corporate brands.
(2) Establish a Demonstration Zone for Innovative Development of the Bamboo Industry. First, implement classified management of bamboo forests, strengthen the cultivation of high-quality bamboo varieties suitable for bamboo shoots—such as Lei bamboo, Bai Puji bamboo, Mao Jin bamboo, Gao Jie bamboo, and Fang bamboo—accelerate the revitalization and renovation of low-yield, low-efficiency bamboo forests, incorporate the restoration of degraded bamboo forests into the Precision Forest Quality Improvement Project, and continuously improve management standards and the output of bamboo shoots and timber.Second, promote the use of bamboo as a building material, with a focus on developing outdoor reconstituted bamboo and engineered bamboo products, and comprehensively promote the application of bamboo building materials in provincial 3A-rated and higher tourist attractions, scenic spots, forest parks, and wetland parks.Third, we will strengthen the promotion and application of technologies for scar-free bamboo flattening, bamboo sap extraction, and the utilization of bamboo residues. We will vigorously develop industries for bamboo daily necessities, bamboo handicrafts, bamboo activated carbon, and bamboo shoot food products, and support bamboo shoot and bamboo enterprises as well as social organizations in applying for well-known trademark protection and registering geographical indication products.Fourth, integrate resources from government departments, research institutes, leading enterprises, and other stakeholders to establish a bamboo industry research and innovation center that fosters collaboration among government, industry, academia, and research. Accelerate the R&D and pilot testing of innovative bamboo-based materials such as bamboo dissolving pulp, bamboo cellulose membranes, nano-bamboo cellulose, and bamboo cellulose fibers, with the goal of commercializing a batch of research outcomes by 2025.
(3) Establish a cluster for the transformation and upgrading of the furniture industry. First, focus on building the Nankang furniture industry into a core growth pole, establish the Nankang National Industrial Design Center, and continue to host the China (Ganzhou) Furniture Industry Expo.We will accelerate the development of the Nancheng school furniture and gazebo industrial cluster and the Ruichang Central China Wood Industry Park, while expanding and strengthening industrial clusters such as Guangfeng’s rosewood, Yujiang’s wood carving, and Xingan’s timber processing. We will establish five provincial-level forestry industry demonstration zones with wood and forest products as their leading industries. Second, we will strengthen the application of industrial internet in the furniture industry, promote the transformation of processing and manufacturing toward automation, digitization, networking, and intelligence, and accelerate the construction of the Nankang Home Furnishings Industry Smart Network Platform.Select enterprises with a solid foundation to take the lead in upgrading production lines, and build a number of “digital factories” and “smart workshops.” Third, vigorously promote the research and application of formaldehyde-free engineered wood panel technology, intelligent wood processing equipment technology, and clean and safe production equipment technology for wood and bamboo processing, thereby improving the quality and environmental performance of engineered wood panels. Encourage enterprises to establish new circular economy projects, such as the utilization of logging and processing residues, to increase the comprehensive utilization rate of timber.
(4) Establish an integrated development zone for forest tourism and forest wellness industries. First, elevate the “Jiangxi’s Scenery Is Unparalleled” brand by continuing to host events such as the “Poyang Lake International Birdwatching Week” and the “Jiangxi Forest Tourism Festival.” Accelerate infrastructure development at birdwatching sites such as Wucheng Migratory Bird Town and Wuxing White Crane Town, and advance the creation of ecological landmarks such as Nanchang International Wetland City and Wugong Mountain World Geopark.Increase support for the development of tourism infrastructure in forest parks, wetland parks, and state-owned forest farms. Second, launch the upgrading and renovation of the Luoxiao Mountain, Wuyi Mountain, Tianmu Mountain, and Nanling National Forest Trails and their connecting routes; strengthen the construction of infrastructure such as forest wellness trails; establish a number of national and provincial-level forest wellness bases; and promote new business models such as nature education, forest-based medical care, and forest sports.Third, we will carry out the construction of rural scenic forests, rural greenways, forest villages, rural forest parks, and small-scale wetlands in a manner suited to local conditions. We will strengthen the management of national forest villages and create a number of “Ancient and Famous Trees Theme Parks,” “Rural Forest Parks,” and “Forest Oxygen Bars.” We will tap into the multiple functions of specialty industries such as camellia oil, moso bamboo, forest medicinal herbs, essential oils and spices, and nursery plants and flowers to develop rural tourism and support rural revitalization.
(5) Establish premium zones for the under-forest economy. First, in line with Jiangxi’s strategy to become a strong province in traditional Chinese medicine, select a range of species suitable for ecological cultivation under forests, wild tending, and semi-wild cultivation, prioritizing the development of plantain seeds, gardenia, evodia,trifoliate orange peel, Polygonatum, and raspberry, as well as precious forest medicinal herbs such as Huoshan Dendrobium and Ironclad Dendrobium. Support counties (cities, districts) with planting areas exceeding 10,000 mu for species like Polygonatum and Pterocarpus in establishing deep-processing bases for forest medicinal herbs.Second, strengthen the breeding of aromatic plant varieties such as Cinnamomum camphora, Cinnamomum camphora var. borneol, and Litsea cubeba, as well as the construction of demonstration bases, to steadily expand the area of raw material forests. Relying on the Jinxi National Forestry Aromatic Bio-industry Base, build the Jinxi Fragrant Valley Town.Vigorously develop deep-processed products using raw materials such as rosin and turpentine; encourage the development of forest chemical products with independent intellectual property rights, such as terpenoid resins; and support the construction of specialty flavor and fragrance industrial parks in Xinyu, Ganzhou, Ji’an (Jishui), and other areas.Third, accelerate the development of native and precious tree species and seedlings, strengthen support for demonstration and security nurseries as well as flower seedlings for key projects, and encourage the implementation of integrated “seedling-tourism” operations. Strive to maintain the province’s flower and tree planting area at 1.5 million mu or more.
V. Support Measures
(1) Jiangxi Province will increase investment in forestry funds and encourage the use of land transfer revenues for forestry development in accordance with laws and regulations. Municipal and county forest vegetation restoration fees will be earmarked specifically for afforestation and forest vegetation restoration.
(2) Support the cultivation of national key forestry leading enterprises, national forestry industry demonstration zones, and national under-forest economy demonstration bases to enhance the level of intensive industrial management.
(3) Financial institutions will be encouraged to strengthen innovation, promote insurance for distinctive forestry species, establish a compensation fund for forest rights mortgage loans, and increase credit support for major forestry industry projects and infrastructure construction projects.
(4) Support the construction and maintenance of supporting and ancillary projects in forest areas, such as production access roads, storage facilities, irrigation infrastructure, and management and maintenance buildings; increase support for the construction of supporting facilities for primary processing of forest products, cold-chain storage facilities, and trading markets (platforms).
(5) Launch pilot programs for forest land compensation and balancing. Include newly added forest land resulting from mine restoration and the reclamation of idle rural land in the forest land management database, and utilize it as compensation and balancing indicators for forest land used in construction projects.
(6) Explore the establishment of mechanisms to realize the value of forest ecological products; develop evaluation systems, accounting mechanisms, and development mechanisms for such products; accelerate the development of forest carbon sinks; and explore regional forest carbon trading.
(7) Establish major science and technology projects for forest and grassland resources such as camellia, camphor trees, and moso bamboo; build innovation platforms such as the National Forestry and Grassland Equipment Science and Technology Innovation Park and the National Forestry Science and Technology Park; improve the protection system for forest and grassland germplasm resources; and establish a forestry think tank.
(8) Revitalize idle assets in state-owned forest farms, support the renovation of infrastructure such as roads, sites, and buildings within the farms, and utilize these resources for the development of forest tourism and forest wellness programs.
(9) Promote the prioritized procurement of green building materials primarily made from bamboo and wood in government procurement projects, in accordance with laws and regulations.
(10) Establish a two-way talent exchange mechanism between the National Forestry and Grassland Administration and Jiangxi Province.
VI. Implementation
(1) Strengthen organizational guarantees. Establish the Leading Group for the Construction of Jiangxi as a Model Province for Modern Forestry Industry (hereinafter referred to as the Leading Group), with the principal officials of the National Forestry and Grassland Administration and the People’s Government of Jiangxi Province serving as co-chairs. The Office of the Leading Group shall be housed within the Jiangxi Provincial Forestry Bureau and shall be specifically responsible for organizing the construction of Jiangxi as a Model Province for Modern Forestry Industry.
(2) Strengthen Oversight and Implementation. The People’s Government of Jiangxi Province shall earnestly assume primary responsibility and vigorously advance the implementation of all measures outlined in this implementation plan. In principle, the Leading Group shall convene a meeting once a year to study and deploy work related to the construction of the Jiangxi Modern Forestry Industry Demonstration Province. The Office of the Leading Group shall convene meetings as needed to formulate specific measures for advancing the work, supervise the implementation of tasks, and ensure the smooth progress of the construction efforts.
(3) Strengthen Communication and Evaluation. Establish a monitoring and evaluation system that objectively reflects the progress of the construction of the Jiangxi Modern Forestry Industry Demonstration Province, and conduct annual evaluations of the construction status. Timely summarize experiences and practices to develop a set of “Jiangxi experiences” that are replicable, referenceable, and scalable, thereby playing a leading and exemplary role.
