Chapter I General Provisions

Chapter II Pre-construction Management

Article 4: The Yichun Economic and Technological Development Zone Management Committee invests in major infrastructure projects. Construction projects need to be determined by the district party working committee meeting or the district director's office meeting.

Article 5 The Yichun Economic and Technological Development Zone Management Committee to invest in the project, research, planning and design of the project by the District Economic Development and Science and Technology Innovation Bureau (Construction Bureau).

Article 6 Yichun Economic and Technological Development Zone Management Committee investment projects, including engineering construction, BT project investment, survey, consulting, design, supervision, etc. should be strictly implemented bidding management system. Article VII of the project contracting methods for public bidding, invitation to tender and direct commissioning. Article 8 The District Economic Development and Science and Technology Innovation Bureau (Construction Bureau) is responsible for organizing public tenders and invitations to bid for projects to prepare project budgets, bidding announcements, pre-qualification documents, bidding documents, develop bidding control prices, fill in the "government investment project bidding documents validation form" (Annex 1) reported to the District Audit Bureau, the Bureau of Finance for audit and implemented with the consent of the district management construction leaders.

Article IX of the public tender shall be required in the city bidding administrative department of the newspaper, website, and the Yichun Economic and Technological Development Zone government website to publish the tender notice.

Article 10 Public tendering and invitation to tender approved by the municipal government or relevant documents of the district management committee shall be conducted in the Yichun Public Resources Trading Center. Invitational bidding for construction projects costing less than 4 million yuan; and for projects costing less than 1 million yuan for survey, consulting, design and supervision will be conducted in Yichun Economic and Technological Development Zone.

Chapter III Construction Stage Management

Article 16 The construction unit of the substitute construction, supervision and construction unit shall be strictly in accordance with the requirements of the relevant specifications for construction Management. The District Economic Development and Science and Technology Innovation Bureau (Construction Bureau) shall supervise and inspect the quality, safety, progress and dust management of the construction works.

Article 17 For the problems found in the various supervision and inspection, the agency shall give a written reply within 2 working days after receiving the notice and order the relevant units to rectify the problems within the specified time.

Article 20 Design changes must be reported before the principle of change. Article 21 on behalf of the unit must be strictly design change management, the need for design changes should be made by the change unit to explain the reasons for the unit, on behalf of the unit to organize an expert demonstration. Indeed, the original design can not guarantee the quality of the project or functional requirements, design omissions, errors, and the site can not be constructed must be changed, or after the change is conducive to the optimization of the structure, functional improvement and reasonable shortening of the construction period can apply for design changes, but the design changes shall not be lower than the original design standards.

Article 22 The parties responsible for the main body should be carefully familiar with the drawings and site conditions, before the implementation of the project shall be the design and drawing review, and the formation of the design and review documents, to avoid changes in construction.

Article 23 All design changes in the construction project must be completed in accordance with the requirements of the "construction project engineering design change report form" (Annex 3), after the expert verification and consent of the construction unit on behalf of the unit, the design unit issued by the design changes and fill in the requirements of the "construction project engineering design change order" (Annex 4). Approved change drawings and instructions need to be built on behalf of the unit stamped confirmation, design changes are completed within 5 working days after the completion of the District Economic Development and Science and Technology Innovation Bureau (Construction Bureau), the Audit Bureau for the record. All changes in drawings and instructions, without the record shall not be used as the basis for final accounts.

Article 24 of the project visa should implement the principle of reporting before visa. On behalf of the construction unit must conscientiously fulfill the management responsibility for the authenticity and timeliness of the construction visa.

Article 25 All engineering visas for construction projects, the construction unit must first fill out the requirements of the "construction project on behalf of the construction project engineering visa report form" (Attachment 5), the reason for the visa and the proposed visa project to the on behalf of the construction unit for the report, approved and agreed to fill out the "construction project on behalf of the construction project engineering visa form" (Attachment 6), need to have a specific project, the number and the number of visas. Article 26 of the visa project cost in principle shall not be greater than 10% of the total project cost. When the visa project is greater than 10% of the total cost of the project, the construction unit to explain the reasons and sign a supplementary agreement.

Article 27 It is strictly prohibited to dismember a single visa to avoid verification, once found, not recognized, and reported to the District Commission for Discipline Inspection, to pursue accountability.

Article 28 When it is difficult for the parties to reach agreement on the amount of work, or on-site measurement is difficult, the construction unit commissioned by the measurement team to carry out on-site surveying and mapping, the team must ensure the authenticity of the results of the surveying and mapping and the accuracy of the results, and bear the corresponding responsibility.

Article 29 After the completion of all on-site visas, on behalf of the construction unit should be within two weeks of the collection and organization of the visa documents, film and television graphics, and other original information, stamped with the official seal of the construction, supervision, on behalf of the construction, surveying team, and other units, sent to the District Audit Office for the record.

Article 30 All visas, without the District Audit Bureau for the record shall not be used as the basis for final accounts.

Article 31 The construction unit is responsible for organizing the acceptance of the project's divisions, sub-divisions and hidden works.

Article 32 Before the acceptance of the project divisions, the construction unit shall prepare the relevant information to fill in the "Notification of Acceptance of Construction Project Divisions on behalf of the construction project" (Attachment 7), and notify the Bureau of Economic Development and Science and Technology Innovation (Bureau of Construction) 1 working day in advance, in order to be prepared for the spot check.

Before covering the hidden works, the substitute construction unit must carry out on-site acceptance in accordance with the relevant provisions, and fill in the "Record of Acceptance of the Hidden Works of the Substitute Construction Project" (Attachment 8), and make timely acceptance records and image data, reported to the District Economic Development and Science and Technology Innovation Bureau (Construction Bureau), Audit Bureau for random checks.

Article 33 The construction agent must report the progress of each project in a timely manner as required. Acceptance of the progress of the project is carried out by the construction agency in accordance with the contract, and the acceptance is reported to the District Economic Development and Science and Technology Innovation Bureau (Construction Bureau) for the record.

Article 34 Before the payment of construction money, on behalf of the construction unit must strictly verify the image of the progress of the project, the completion of the contract percentage of investment and progress of performance, according to the contract to pay for the project. If the construction money is paid directly through the financial treasury, it must be reported to the district finance and financial leaders in charge for approval.

Article 35 The construction unit must have a person in charge of project data management and information statistics.

Article 36 The construction unit should be in accordance with the relevant provisions of the project data management work, the District Economic Development and Science and Technology Innovation Bureau (Construction Bureau) on behalf of the construction unit of data management to carry out random checks.

Article 37 The construction unit shall report timely and accurate statistics on the construction of the project and related information as required.

Chapter IV Post-Project Management

Article 38 The Economic Development and Science and Technology Innovation Bureau of the district (the Construction Bureau) is responsible for organizing the Completion and quality assurance acceptance of the project. On behalf of the construction unit is responsible for organizing the project warranty acceptance.

Article 39 The construction unit shall prepare the acceptance information according to the relevant provisions of the completion and acceptance, and organize the initial inspection. After recognizing the preliminary inspection, the representative construction unit shall fill in the "Application Form for Acceptance of Completion of Construction Works" (Annex 9). District Economic Development and Science and Technology Innovation Bureau (Construction Bureau) is responsible for organizing on behalf of the unit, design units, survey units, supervision units, construction units, the five parties responsible for the acceptance of the completion of the acceptance of the acceptance of technical difficulties, invite a third-party professional institutions to participate in the acceptance of the acceptance of acceptance, acceptance of the units signed acceptance opinions and fill out the "Yichun Economic and Technological Development Zone Engineering Completion and Acceptance Report" (Annex 10).

Article 40 on behalf of the construction unit according to the warranty requirements of the project contract, the expiration of the warranty in a timely manner to organize warranty acceptance. And fill out the "construction project warranty acceptance form" (Annex 11), after approval and consent "construction project warranty acceptance form" as a warranty payment basis.

Article 41 Within two months after the acceptance of completion, the construction unit is responsible for supervising the construction unit to prepare the completion settlement information, including the final account of the project, construction drawings, as-built drawings, design changes, additions and deletions, on-site visas and claims and other information. Supervisory unit of the completion of the settlement information audit, reported to the construction unit for internal audit, completed and reported to the District Audit Bureau final final audit.

Article 42 Within three months after the completion and acceptance, the construction unit will prepare the construction drawings, as-built drawings, handover checklist, warranty information and other relevant documents, and fill out the "Project Handover Form for the Construction Project" (Appendix 12) and report it to the District Bureau of Economic Development and Science and Technology Innovation (Construction Bureau) to apply for the handover of the project.

Article 43 The Economic Development and Science and Technology Innovation Bureau (Construction Bureau) is responsible for coordinating or supervising the transfer of work in accordance with relevant regulations.

Chapter V Supplementary Provisions

Article 44 The agency shall strictly manage the quality and safety of the project. The District Economic Development and Science and Technology Innovation Bureau (Construction Bureau), on behalf of the District Management Committee, is responsible for accepting complaints about the quality and safety of the construction projects and coordinating and dealing with them together with the relevant departments.

Article 45 The representative unit shall supervise each responsible main unit to deal with complaints about quality and safety issues in a timely and proper manner.

Article 46 These rules shall be implemented from the date of issuance, and the "Yichun Economic and Technological Development Zone government investment projects on behalf of the construction management rules (for trial implementation)" issued on March 11, 2020, "Yichun District Management Office word [2020] No. 11 shall be repealed at the same time.

Article 47 These rules shall be interpreted by the Bureau of Economic Development and Science and Technology Innovation (Construction Bureau) of Yichun Economic and Technological Development Zone.
