The Jiangning Economic and Technological Development Zone is located in the southern part of Nanjing’s urban core, at the intersection of the Yangtze River Delta G60 Science and Technology Innovation Corridor and the Yangtze River Economic Belt. It was upgraded to a national-level economic and technological development zone in November 2010. After more than three decades of development, it has grown from an obscure county-run “self-funded” zone into a powerhouse “national team” among China’s national-level economic and technological development zones.Positioned as a “pioneer zone for integrated urban-rural development in the Nanjing Metropolitan Area” and a “demonstration zone for regional industrial and technological innovation,” the park is committed to building a “World Smart Electric Valley” with global influence and a modern industrial park that is advanced nationally and world-class. This is achieved through a “3+3+1” high-quality industrial development framework.
Location and Transportation
The Jiangning Economic and Technological Development Zone is situated along the “golden axis” formed by Nanjing South High-Speed Railway Station and Lukou International Airport. It serves as a core transportation hub connecting the Yangtze River Delta urban cluster from north to south and linking east and west. The zone has established a five-in-one, multi-modal transportation network integrating aviation, rail, ports, highways, and metro, making it the core gateway for the Nanjing Metropolitan Area’s opening to the outside world.
Air: Just 7 kilometers from Nanjing Lukou International Airport, with convenient direct access via metro and the airport expressway.
Rail: Only 2 kilometers from Nanjing South Station, one of the five major departure stations of the Beijing-Shanghai High-Speed Railway. As a comprehensive rail hub connecting Central, East, and North China, Nanjing serves as the convergence point for major rail lines such as the Beijing-Shanghai, Nanjing-Hangzhou, Nanjing-Anqing, and Nanjing-Xi’an lines, forming a high-speed rail commuter network that radiates across the country.
Ports: Located 30 kilometers from Xinshengwei Port and 35 kilometers from Binjiang Port, the area boasts excellent conditions for water transport logistics.
Highways: Thirteen first-class highways connecting to all parts of the country converge here. Expressways such as the Shanghai-Nanjing, Nanjing-Hangzhou, Nanjing-Ma’anshan, and Ring Expressways traverse the zone, forming a high-grade transportation system comprising eight horizontal and five vertical routes. The accessibility of the road network ranks among the top in Jiangsu’s industrial parks.
Subway: The completed Nanjing Subway Lines 1, 3, and 5, along with the Airport Line, serve over 20 stations within the park. The planned Line 17 will traverse the district, ensuring seamless connectivity with the entire Nanjing metropolitan area.
Industrial Layout
The park focuses on the real economy and has established a mature “3+3+1” high-quality industrial development system. This has formed an industrial structure featuring three pillar industries, three emerging industries, and a tiered development of future industries. It is Nanjing’s largest smart manufacturing equipment industrial base and the nation’s most concentrated hub for the smart grid industry.
Three Pillar Industries
New Power System Industry: The zone has attracted over 200 large-scale enterprises, including NARI Group and Guodian Nanzi, establishing a complete industrial chain covering “generation, transmission, transformation, distribution, consumption, and dispatch.” By 2030, the plan is to create a 100-billion-yuan industrial ecosystem and build a national demonstration hub for new power systems.
Green and Smart Automotive Industry: As a key automotive industrial base in Jiangsu Province, it has formed a complete industrial chain comprising over 140 enterprises. It clusters leading companies such as Changan Mazda, SAIC Times, and China Automotive Innovation, and has established a comprehensive ecosystem covering “vehicle manufacturing + core components + intelligent connectivity + mobility services.”
High-End Equipment Manufacturing Industry: The sector is undergoing a profound transformation from “Jiangning Manufacturing” to “Jiangning Innovation,” gathering industry leaders such as Estun, Phoenix Contact, Hengli Hydraulics, and Inovance. It has cultivated 16 national “Single Champion” enterprises in manufacturing and 103 “Specialized, Refined, Unique, and Innovative” (SRUI) “Little Giant” enterprises.
Three Major Emerging Industries
Aerospace Economy: Launching a three-pronged offensive in aviation, aerospace, and low-altitude flight, the district has implemented major projects such as Nanshan Feizhuo Aerospace, AVIC Nanjing Electromechanical, and AECC Nanjing Light Engine, aiming to build a core aerospace economic cluster in the Yangtze River Delta.
Third-Generation Semiconductor Industry: By clustering dozens of leading related enterprises such as Guobo Electronics and Guosheng Electronics, we have preliminarily established a complete industrial chain. Leveraging the National Third-Generation Semiconductor Innovation Center, we achieved mass production of silicon carbide chips within six months to replace imports, creating a leading domestic R&D and industrialization base for third-generation semiconductors.
Advanced Communications Industry: Relying on the Purple Mountain Laboratory, we have established the industry’s first comprehensive 6G laboratory, achieving more than 10 “world-firsts” in 6G terahertz real-time wireless transmission. We have gathered over 100 upstream and downstream enterprises in the fields of future networks and 6G communications, forming a full-chain layout from basic R&D to industrialization.
Future Industries
Prioritize the development of future industries such as future healthcare, future materials, artificial intelligence, and future networks. Relying on the Jiangsu Software Park, build specialized bases for computing power, intelligent driving, and aerial vehicles; construct the “Photon Port” precision optics industrial park; and, centered around leading enterprises such as Maolai Optics and Tianmei Instruments, create supporting industrial clusters for core components like special lightweight materials and micro-motors to accumulate new momentum for the park’s long-term development.

The park covers an area of 186.48 square kilometers, with a core zone of 66.4 square kilometers. It has formed a spatial development matrix characterized by “one park, one specialty; differentiated yet collaborative development,” establishing diversified, high-quality industrial facilities. Its level of land-use efficiency ranks among the top national-level economic and technological development zones in China.

Purple Mountain Science and Technology City, leveraging the Purple Mountain Laboratory, has established itself as a hub for the network communications and cybersecurity industries;
Jiulonghu International Corporate Headquarters Park focuses on high-end modern service industries, promoting the clustering and development of corporate headquarters and R&D enterprises.
Support Services
Government Services: The Park’s Government Service Center was completed and put into operation in 2018. With a total area of approximately 2,500 square meters and 30 service counters, it enables a closed-loop approval process for government services.
Approval Services: A dedicated team has been established to provide “one-on-one” full-process tracking services for major projects. The “full-chain approval” mechanism is implemented, with green channels opened for key industrial projects; customized approval services are provided to significantly reduce administrative costs for enterprises.
Financial Services:Major domestic commercial banks have established branches in the park. Financial institutions such as Hengfeng Bank, along with over 20 venture capital firms, have been introduced. A comprehensive range of financial institutions—including banks, insurance companies, trust firms, guarantee agencies, and venture capital firms—that support economic development and entrepreneurship is continuously expanding.
Talent Services: The surrounding area is home to more than 40 higher education institutions. A series of talent support policies has been introduced, offering comprehensive services such as talent apartments, school enrollment for children, medical coverage, and relocation subsidies. Several high-quality international schools and top-tier hospitals have been established.
Lifestyle Amenities: The park features the Baijiahu commercial district, multiple high-end commercial complexes, star-rated hotels, talent apartments, dining and entertainment venues, and public transportation—offering a complete range of lifestyle amenities. This achieves a deep integration of “industry, city, people, and culture,” creating a modern industrial new town that is both livable and conducive to business.
Policy Support
“Jiangning Development Zone Support Policies to Boost the Growth of Technology Enterprises”
Support is provided on a case-by-case basis for enterprises constructing major science and technology innovation platforms or establishing R&D headquarters. For enterprises approved to establish national-level or provincial-level major R&D platforms, the Development Zone will provide one-time rewards of 500,000 yuan and 250,000 yuan, respectively, in addition to the rewards from Nanjing City. Support is provided for enterprises to develop new products; for Nanjing City-recognized innovative products with single-item sales revenue reaching 2 million yuan, a subsidy of up to 500,000 yuan will be granted, equivalent to 3% of the sales revenue.
Support is provided for enterprises to independently develop innovative products that align with emerging industry trends and possess independent intellectual property rights. For certified Nanjing innovative products with individual sales revenue reaching 2 million yuan, a subsidy of up to 1 million yuan will be provided, equivalent to 5% of the sales revenue.
Support is provided to enterprises to increase R&D investment in weak links of the industrial chain, adopt new technologies, and implement technological upgrades. Enterprises are encouraged to engage in technology commercialization and technology transfer. For buyers (technology purchasers), priority will be given in recommending them to apply for provincial and municipal major science and technology achievement commercialization projects. For sellers (technology providers), in addition to provincial and municipal reward funds, a bonus of 0.5‰ of the annual technology contract value will be awarded to enterprises with annual technology contract values exceeding 5 million yuan, up to a maximum of 150,000 yuan.
