Park Overview
The Guanhe Peninsula Port-adjacent Industrial Zone is located in the southern wing of Lianyungang’s “One Core, Two Wings” development framework. Bounded by the Yellow Sea to the east, the Guanhe River to the south, the Xinyi River to the north, and National Highway 204 to the west, it forms a peninsula spanning 260 square kilometers. The zone currently comprises a chemical industrial park, a metal precision processing park, a shipbuilding industrial park, and a modern logistics park, and has established four major industrial sectors: chemicals, steel, shipbuilding, and logistics. The Lianyungang Chemical Industry Park was established in 2003 and was approved as a provincial-level chemical industrial park in 2006. With a planned area of 50 square kilometers, 16 square kilometers have been developed to date. The park is fully equipped with supporting infrastructure, including water supply, cogeneration, and wastewater treatment facilities.Over 100 enterprises have established operations here, including renowned domestic and international chemical companies such as Fortune Global 500 firms, enterprises under the State-owned Assets Supervision and Administration Commission (SASAC), and China’s Top 500 Private Enterprises. Notable tenants include Japan’s Teijin, South Korea’s Kosuk, Aivote, Sinochem Chemical, Yabang Industrial Park, and ADI Industrial Park, among others, with a total investment of approximately 15 billion yuan. The Metal Precision Processing Park currently hosts two large steel enterprises: Xingxin Steel, with an annual production capacity of 5 million tons, has commenced mass production, while Yaxin Pipe Manufacturing, with an annual capacity of 10 million tons, is under rapid construction and nearing completion and commissioning. The Jiangsu Guanhe Shipbuilding Industrial Park was established along the prime waterfront of the Guanhe River. It has already attracted ship repair and construction enterprises such as Haizhongzhou Shipbuilding, Mingyang Shipbuilding, and Meirmitu Shipbuilding, with an annual production capacity of up to 2 million deadweight tons. The Modern Logistics Industrial Park leverages the favorable transportation conditions provided by the interconnectivity of sea and river, river and river, and river and land. By fully utilizing the advantages of sea-river intermodal transport, it aims to establish a regional logistics hub for the eastern coastal area of Jiangsu. The park is planned as “One Park, Three Zones,” namely the Guanhe Peninsula Modern Logistics Industrial Park, the Industrial Logistics Zone, the Sea-River Intermodal Transport Zone, and the Commercial Logistics Zone.Currently, major projects such as the Haihe Intermodal Transport Zone, the China Communications Construction Third Navigation Engineering Co., Ltd. (CCCC Third Navigation) large-scale precast concrete components facility, and the China National Grain Reserves Corporation (CNGRC) facility have been completed and put into operation. Through the concerted efforts of the entire county, the Port-adjacent Industrial Zone has now laid the groundwork for rapid growth. During the 12th Five-Year Plan period, we will actively integrate into coastal development, adhere to scientific development, accelerate economic transformation and upgrading, and build an innovative industrial park. Our development orientation is: closely focusing on the “One Zone, Four Parks” development strategy, accelerating the development of the steel industry, standardizing and upgrading the chemical industry, making all-out efforts to achieve breakthroughs in the shipbuilding industry, and rapidly launching the logistics industry. Our development goal is: aiming for a doubling of output, focusing on major projects, and making every effort to build a 100-billion-yuan peninsula. Our action plan is: to attract major projects, cultivate major industries, provide comprehensive supporting services, and pursue large-scale development. During the 12th Five-Year Plan period, the steel industry must achieve a production capacity of 10 million tons and sales exceeding 50 billion yuan, while intensifying efforts to attract large-scale, flagship projects in copper, steel processing, non-ferrous metals, and equipment manufacturing that involve significant imports and exports;The chemical industry must fully cultivate the Yabang 10-billion-yuan industrial park and the ADI Industrial Park, expand and strengthen the dye, pesticide, pharmaceutical, and new chemical materials sectors, accelerate transformation and upgrading, restructure and regulate chemical enterprises, and comprehensively elevate the development level of chemical industrial parks, achieving sales of over 30 billion yuan by the end of the 12th Five-Year Plan;The ship repair and construction industry will primarily intensify efforts in mergers and reorganizations, cultivate 2–3 leading enterprises such as Bohai Shipbuilding Heavy Industry, and increase the introduction of shipbuilding support enterprises, aiming to achieve sales of over 20 billion yuan during the 12th Five-Year Plan period;The modern logistics industry will primarily focus on strengthening supporting infrastructure and increasing the introduction of logistics projects. During the 12th Five-Year Plan period, we aim to construct 4 5,000-ton berths, 4 20,000-ton berths, and 2 30,000-ton berths, achieving an annual throughput capacity of 20 million tons and generating operating revenue of over 20 billion yuan. We firmly believe that with the strong leadership of the County Party Committee and County Government, the steadfast support of the 750,000 people of Guannan, and the tireless efforts of the 200,000 “Peninsula residents,” the goal of “10-billion-yuan industries and a 100-billion-yuan Peninsula” will certainly be achieved.
