Jiangsu Province Action Plan for Optimizing the Business Environment (2026 Edition)
This Action Plan is formulated to continuously build a first-class business environment that is market-oriented, governed by the rule of law, and internationalized; to focus on developing the market environment, investment environment, innovation environment, legal environment, and government service environment; and to promote the coordinated improvement of the business environment across the province.
I. Creating a Fair and Orderly Market Environment
(1) Facilitate Equal Access to the Market. Implement the national revised negative list for market access. Focus on issues such as unequal access rules caused by industry barriers and inaction regarding access to new business models and sectors, and routinely eliminate market access barriers. Conduct assessments of market access efficiency.Implement a centralized processing model for business licenses and food operation permits for branches of food retail chain enterprises, adopting uniform provincial standards, unified registration, and unified issuance of licenses and permits. (Led by the Provincial Development and Reform Commission, the Provincial Department of Commerce, and the Provincial Market Regulation Bureau; relevant provincial departments and the people’s governments of all prefecture-level cities shall be responsible according to their respective duties.The following tasks shall be the responsibility of the people’s governments of all prefecture-level cities and will not be listed separately)
(2) Foster a Healthy Competitive Environment. Accelerate the promulgation of the “Jiangsu Province Regulations on Anti-Unfair Competition.” Promote the strengthening of antitrust and anti-unfair competition law enforcement and judicial proceedings; formulate general standards for the protection of corporate trade secrets; and resolutely crack down on illegal and criminal activities such as commercial bribery, coercive transactions, and the use of the internet to damage business reputation.Launch special campaigns to eliminate bottlenecks and obstacles hindering the unified market and fair competition. Strictly implement the joint review mechanism for fair competition reviews of major policy measures and conduct routine online monitoring. Thoroughly address “involutionary” competition to foster a healthy market ecosystem. Focus on key industries such as photovoltaics and new energy vehicles to strengthen risk early warning and compliance guidance.We will intensify efforts to address profit-driven complaints and reports, refine the criteria for their identification, and establish a database of cases involving the abuse of rights related to complaints, reports, administrative reconsideration, and litigation. We will carry out a special campaign to clean up and rectify the order of the human resources market, strictly punishing violations such as “illegal employment agencies” and “employment fraud” in accordance with the law. We will eliminate unreasonable restrictive measures in the consumer sector.Implement a series of “micro-reform” projects for full-chain intellectual property protection and conduct monitoring of key trademark infringements. Continue to advance special initiatives such as the “Anxin” project to build a cluster of outposts for intellectual property protection services across the province. Continue to deepen the revitalization and utilization of state-owned assets, supporting state-owned enterprises in revitalizing existing assets through market-oriented approaches and a variety of measures.(Responsibility lies with the Provincial High Court, Provincial People’s Procuratorate, Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Public Security Department, Provincial Department of Justice, Provincial Department of Finance, Provincial Department of Commerce, Provincial Department of Human Resources and Social Security, Provincial State-owned Assets Supervision and Administration Commission, Provincial Market Regulation Bureau, Provincial Bureau of Letters and Visits, and Provincial Intellectual Property Office, in accordance with their respective duties)
(3) Foster a High-Quality Industrial Ecosystem. Establish platforms for industrial chain and supply chain collaboration and organize approximately 200 industrial chain-related events. Launch the “Hand-in-Hand Initiative” for collaborative innovation among large, medium, and small enterprises, institutionalizing the practice of large enterprises issuing challenges and small and medium-sized enterprises responding to them, and conduct 100 “100 Events, 10,000 Enterprises” matching activities to facilitate collaboration among enterprises of all sizes.Support specialized industrial parks in strengthening the development of proof-of-concept platforms, pilot production platforms, and similar facilities. Promote the application of new products—such as first-of-a-kind equipment and first-batch new materials—in bidding and government procurement activities.(The Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Science and Technology, Provincial Department of Finance, Provincial Department of Commerce, Provincial Data Bureau, and Provincial Intellectual Property Office shall be responsible in accordance with their respective duties.)
(IV) Regulate the market order for bidding and government procurement. Promote remote and off-site bid evaluation; by the end of the year, more than 50% of projects required by law to undergo bidding shall implement remote and off-site bid evaluation.Accelerate the province-wide pilot application of artificial intelligence in key scenarios such as tender document verification, intelligent bid evaluation assistance, and the detection of bid-rigging and collusion. Relying on the provincial “e-Road Sunshine” platform, strengthen the identification and early warning of issues, as well as the referral and investigation of leads. Formulate guiding opinions on preferential evaluation policies for micro and small enterprises in government procurement, and optimize the reserved quotas for small and medium-sized enterprises and price deduction measures.Conduct in-depth special rectification campaigns in the fields of bidding and government procurement. (The Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Finance, Provincial Department of Housing and Urban-Rural Development, Provincial Department of Transportation, Provincial Department of Water Resources, Provincial Department of Commerce, and Provincial Data Bureau shall be responsible in accordance with their respective duties.)
(5) Further reduce institutional transaction costs. Promote the pilot experience of the “single-bill, single-container” system; implement transportation models such as “consolidation and transshipment” for bulk cargo, rail containers transported by water, and rail-sea express lines; and support the pilot implementation of coastal piggyback transport for foreign trade containers in Lianyungang.Strengthen oversight of fee-charging practices by intermediary service providers for administrative approvals, industry associations and chambers of commerce, and natural monopoly sectors. Prohibit the designation or disguised designation of intermediary agencies in policy applications, and reinforce the implementation of mechanisms for constraining and punishing bad-faith conduct in intermediary services.Standardize the implementation of tax and fee preferential policies, deepen targeted information dissemination and interactive services between tax authorities and taxpayers, and ensure that all eligible taxpayers “fully enjoy” tax and fee benefits. Optimize the intelligent pre-fill function for tax returns such as the water resources tax, accelerate the promotion of the “joint use” model for enterprises and tax authorities, and expand the application scenarios for “invoice issuance upon payment.”Improve the dynamic adjustment mechanism for invoice quotas and optimize the process for adjusting invoice quotas. (The Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Finance, Provincial Department of Transportation, Provincial Market Regulation Bureau, and Provincial Tax Bureau shall be responsible in accordance with their respective duties.)
(6) Improve the exit mechanism for business entities. Through measures such as assistance and guidance, mandatory deregistration, and optimized exit procedures, promote the exit from the market of enterprises and individually owned businesses that have been inactive for a long time or have ceased operations, in accordance with laws and regulations. Build an information verification system for mandatory deregistration to achieve data interoperability, online verification, and objection feedback for tax-related information, social security contributions, and medical insurance payments.Explore bankruptcy rescue mechanisms for micro and small enterprises, improve bankruptcy rescue mechanisms for large and medium-sized private enterprises, coordinate efforts to facilitate the bankruptcy reorganization and rescue of listed companies, and deepen pilot reforms that “function equivalently to the personal bankruptcy system.” Promote the establishment of enterprise reorganization service centers.Crack down, in accordance with the law, on criminal and illegal activities occurring during corporate bankruptcy reorganization, such as malicious debt evasion, fraudulent litigation, obstruction of liquidation, embezzlement of corporate assets, and misappropriation of funds.(Led by the Provincial High Court and the Provincial Market Regulation Administration; the Provincial Public Security Department, the Provincial Department of Human Resources and Social Security, the Provincial Medical Insurance Bureau, the Provincial Tax Bureau, the People’s Bank of China Jiangsu Branch, and Nanjing Customs shall assume responsibility in accordance with their respective duties)
II. Creating an Open and Convenient Investment Environment
(7) Strengthen services to ensure the availability of land resources. Support “land grants with development plans” and comprehensive evaluation-based land grants; promote mixed-use land development and reasonable conversion of land use; implement the supply of “standard plots” for industrial land; and advance the “land-for-data” initiative.Establish a “single-code linkage” working mechanism for real estate unit codes, and promote the “preliminary registration” and “quantitative registration” models for real estate. Advance reforms to “integrate multiple reviews, certificates, surveys, and inspections,” thereby reducing the number of project approval procedures for land-using entities.(The Provincial Department of Natural Resources and the Provincial Department of Housing and Urban-Rural Development shall be responsible in accordance with their respective duties)
(8) Facilitate financial and financing services. Further deepen the operation of the coordination mechanism for financing small and micro enterprises, and integrate the Jiangsu One-Stop Financing System for Small and Micro Enterprises with the Provincial Financing Credit Service Platform. Strengthen and make effective use of financial service points for private enterprises, and organize over 100 special events focused on financial services for the real economy. Optimize the interest subsidy policy for accounts receivable factoring financing.Guide financial institutions to set reasonable deposit and loan rates, eliminate unreasonable financial service fees, standardize financing intermediary services, and crack down on professional and cross-regional illegal loan intermediaries across the entire chain. Continue to implement classified and tiered management of accounts, further optimize business processing procedures related to non-counter transaction limits for corporate accounts, and enhance the convenience of corporate account services.Promote the establishment of a mechanism for clarifying litigation-related information and a mechanism for the shared governance and data sharing of judicial credit information. (Responsibility lies with the Provincial Party Committee’s Financial Affairs Office, the Provincial High Court, the Provincial Development and Reform Commission, the Provincial Public Security Department, the People’s Bank of China Jiangsu Branch, and the Jiangsu Financial Regulatory Bureau, in accordance with their respective duties)
(9) Optimize human resources services. Launch pilot programs for the integrated development of the human resources service industry and the manufacturing sector. Implement a large-scale vocational skills enhancement training initiative, strengthen training for young people in new skills such as artificial intelligence, and provide on-the-job and career transition training for workers affected by artificial intelligence. Optimize the “Right Here in Jiangsu” smart employment service platform and regularly organize “Skills Night School” and “Talent Night Market” activities.Establish a cross-regional collaborative mechanism for resolving labor and personnel disputes in key cities in Southern Jiangsu. (Responsibility lies with the Provincial Department of Human Resources and Social Security)
(10) Improve public infrastructure services. Promote in-depth coverage of “dual-gigabit” networks and guide industrial parks and other entities with such needs to upgrade to 10-gigabit optical networks and 5G-A.Deepen integrated services for water, electricity, gas, and internet, and implement time-limited electricity connection services throughout the entire process. Establish a Green Electricity and Green Certificate Service Center, promote the use of the “Service Work Order” application, and provide services such as policy consultation, demand assessment, and transaction consultation. Promote the moderate, forward-looking, and coordinated planning of computing power facilities; by the end of the year, increase the province’s total intelligent computing power capacity to approximately 95 EFlops.Advance the establishment of a classification review and management mechanism for construction project drawings. Promote the application of technologies such as BIM and AI in design, review, and other stages. (Responsibility lies with the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Department of Housing and Urban-Rural Development, the Provincial Data Bureau, the Provincial Communications Administration, and the Provincial Power Company, in accordance with their respective duties)
(11) Facilitate the “inflow” of enterprises. Implement the “Invest in Jiangsu” brand enhancement campaign and organize more than 300 events in the “Multinational Corporations Visit Jiangsu” and “Visiting Multinational Corporation Headquarters” series. Revise and improve the new version of the policy for foreign-invested corporate headquarters. Formulate an implementation plan for the new import tax policy for foreign-invested R&D centers and carry out tax exemption and refund assessments for such centers.Advance the pilot program for comprehensive supporting reforms in services and safeguards for foreign talent. Implement 11 measures under the overseas talent recruitment policy and pilot the pre-acceptance process for permanent residence in China for foreign nationals in the Nanjing Jiangbei New Area, Suzhou Industrial Park, and Jiangyin City, Wuxi.(Responsibility lies with the Provincial Development and Reform Commission, Provincial Department of Commerce, Provincial Department of Science and Technology, Provincial Public Security Department, Provincial Department of Finance, Provincial Tax Bureau, and Nanjing Customs, in accordance with their respective duties)
(12) Support enterprises in “going global.” Further improve the comprehensive overseas service system and develop Version 2.0 of the “All-Process Companion” Jiangsu Going Global Comprehensive Service Platform mobile app. Support eligible localities in establishing comprehensive service hubs (stations) for going global, providing services such as policy and regulatory guidance, market information, and legal consultation.Organize specialized training and outreach sessions on legal support for “Jiangsu Enterprises Going Global.” Leveraging the “Tax Road Pass · Su Service Delivery” cross-border tax and fee service brand, formulate international tax compliance plans and update public knowledge resources such as country-specific investment guides.Introduce several measures to strengthen overseas patent portfolio development, establish a directory of key enterprises expanding overseas, and provide tailored follow-up guidance on a “one enterprise, one policy” basis, benefiting no fewer than 200 enterprises. Establish a provincial legal service center for foreign-related intellectual property and create a priority protection list for foreign-related trademarks prone to infringement.(Responsibility lies with the Provincial Development and Reform Commission, Provincial Department of Commerce, Provincial Department of Justice, Provincial Intellectual Property Office, and Provincial Tax Bureau, in accordance with their respective duties)
(13) Facilitate international trade channels. Continue to advance the “confirmation upon departure from port” model; support ports that meet the conditions and have the need to implement “coordinated unloading”; and further promote the “rapid railway customs clearance” model.We will continue to expand the scope and improve the quality of pilot programs for high-level opening-up in cross-border trade, guide banks to include more eligible high-quality private enterprises in these pilot programs, and enhance the efficiency of enterprises’ cross-border fund settlements. We will promote the inclusion of eligible private enterprises in the list of high-quality and trustworthy enterprises for cross-border RMB transactions, and continue to expand the use of the RMB in cross-border transactions and the coverage of relevant policies.Fully utilize the integrated domestic and foreign currency cash pool policy to facilitate the allocation of funds both domestically and internationally for multinational corporate groups. Expand the scope of pilot enterprises and products on the “whitelist” for the import of items used in biopharmaceutical R&D. Reduce the sampling rate, the frequency of on-site inspections, and the inspection ratio for AEO enterprises, and shorten the filing time.Continue to advance the integrated development of smart ports and smart customs; promote the expansion of the collaborative network for remote cargo terminals on the aviation logistics public service platform; and achieve intelligent integration between the “Single Window” Suzhou dedicated portal and the Suzhou Port integrated platform. (Responsibility lies with the Provincial Department of Commerce, the People’s Bank of China Jiangsu Branch, Nanjing Customs, and the Provincial Drug Administration Bureau, in accordance with their respective duties)
III. Creating an Inclusive and Empowering Innovation Environment
(14) Strengthen support for innovation and entrepreneurship. Increase financing support for seed-stage and early-stage technology-based enterprises; promote the “Science and Technology Financial Services Express Lane”; optimize products such as the “Suzhou Innovation Points Loan”; and expand the scale of the “Suzhou Science and Technology Loan,” with new disbursements exceeding 15 billion yuan for the year.Implement provincial-level policy-based technology insurance programs. Host in-depth integration and matching conferences on technology and finance, aiming to secure over 330 billion yuan in new specialized loans for the technology sector province-wide. Leverage the guiding role of the Provincial Strategic Emerging Industries Mother Fund to accelerate the establishment and implementation of industry-specific funds and sub-funds.Encourage state-owned venture capital institutions to collaborate with market-oriented venture capital institutions, leading industrial enterprises, and property rights trading platforms to increase investment in technology-based enterprises and asset-light enterprises. Increase the proportion of digital yuan loans extended to science and technology innovation enterprises. Guide venture capital institutions and incubators to carry out “incubation-investment linkage” and establish early-stage hard technology investment funds.Optimize and refine the computing power voucher policy, and support localities in introducing differentiated schemes based on their industrial positioning. (15) Strengthen talent recruitment and development. Intensify efforts to attract high-end talent, make full use of support policies for attracting, cultivating, retaining, and utilizing talent, and establish talent recruitment (labor service) stations outside the province.Improve supporting public services such as high-quality education and healthcare; implement the “Talent + Housing Voucher” initiative; guide localities to expand the selection of housing units available for purchase with vouchers; and create a talent employment environment conducive to both living and working. Promote the joint construction of collaborative talent training platforms by universities, research institutes, and leading enterprises focused on industrial frontiers, and make full use of the “dual appointment” model between universities and enterprises.Establish rapid-response mechanisms for talent evaluation in new fields such as intelligent connected vehicles and quantum information. (The Provincial Party Committee Talent Office, the Provincial Department of Education, the Provincial Department of Science and Technology, the Provincial Department of Human Resources and Social Security, the Provincial Department of Housing and Urban-Rural Development, the Provincial Health Commission, and the Provincial Medical Insurance Bureau shall be responsible in accordance with their respective duties.)
(16) Strengthen the development, utilization, and orderly circulation of data resources.Focusing on sectors such as healthcare, finance, and urban governance, data source units will increase data supply; public data authorization operators will be encouraged to attract data product developers; a collaborative mechanism involving “data source units + developers + data users” will be established; efficient platforms for matching data supply and demand will be built; high-quality datasets will be provided to enterprises; and a comprehensive service system covering the entire data development and utilization process will be established.Organize national comprehensive pilot regions for the expansion of service sector opening-up, such as Nanjing and Suzhou, to formulate and implement a list of regulations governing the cross-border transfer of data (negative list), and provide guidance to relevant regions on strengthening the development of cross-border data service centers.(Led by the Provincial Data Bureau; the Provincial Cyberspace Administration Office, the Provincial Financial Affairs Office, the Provincial Department of Commerce, the Provincial Health Commission, the Jiangsu Financial Regulatory Bureau, and the People’s Bank of China Jiangsu Branch shall assume responsibility in accordance with their respective duties)
(17) Promote the efficient transformation of scientific and technological achievements. Advance comprehensive empowerment reforms across all universities and research institutions in the province, and strengthen the National Regional Technology Transfer and Transformation Center for Universities (Jiangsu).Focusing on the development of strategic emerging industries and the cultivation of future industries, we will plan and construct a number of proof-of-concept centers. We will establish a joint R&D mechanism where “enterprises pose the problems and research institutions provide the solutions,” support leading enterprises in spearheading the formation of innovation consortia, encourage industrial enterprises above designated size to establish R&D institutions, and publish “two lists” detailing innovation achievements from universities and research institutions and the technical needs of enterprises.Deeply advance the commercialization and application of patents, utilizing artificial intelligence technology to facilitate the transfer of “Double Five-Star” patents from universities and research institutes to enterprises. Build the Jiangsu Intellectual Property Digital and Intelligent Innovation Empowerment Center, and attract and cultivate internationally competitive brand service agencies. (Responsibility lies with the Provincial Department of Education, the Provincial Department of Science and Technology, the Provincial Department of Industry and Information Technology, and the Provincial Intellectual Property Office, in accordance with their respective duties)
(18) Improve the tiered cultivation system for business entities. Intensify cross-departmental data sharing, continue to classify individual businesses and conduct the application and certification of “Famous, Special, Superior, and New” enterprises, and further advance the transformation of individual businesses into enterprises. Actively explore the OPC model to empower the artificial intelligence industry and support eligible regions in building OPC startup communities.Cultivate a new batch of provincial-level “Specialized, Refined, Distinctive, and Innovative” SMEs, as well as national “Little Giant” enterprises and single-champion enterprises. Launch applications for the “green channel” for technology-based enterprises seeking IPO financing to break through key core technologies; establish a provincial-level recommendation and matching mechanism for outstanding enterprises seeking IPO; and optimize and improve the construction of the provincial-level database of enterprises preparing for IPO.(Responsibility lies with the Provincial Party Committee’s Financial Affairs Office, the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Market Regulation Bureau, and the Jiangsu Securities Regulatory Bureau, in accordance with their respective duties)
IV. Creating a Fair and Transparent Legal Environment
(19) Continue to standardize administrative law enforcement involving enterprises. Improve the long-term mechanisms for standardizing administrative law enforcement involving enterprises, and strengthen institutional development and mechanism refinement. Optimize methods for administrative inspections of enterprises, promote the refinement of measures such as “comprehensive inspections conducted once” and “enterprise entry via QR code scanning,” and deepen the intelligent application of off-site law enforcement.Deepen “Credit+” incremental law enforcement and conduct targeted supervision based on credit risk monitoring and early warning information. Establish graduated scales for reduced penalties in key sectors such as food safety, create a system of guiding cases for administrative penalties in market regulation, and strengthen the standardization and normalization of law enforcement.Strengthen oversight of practices such as failing to file cases when warranted, substituting fines for management, and imposing excessive penalties for minor offenses; conduct routine monitoring of anomalies in fines and confiscations; continue to deepen specialized oversight of non-compliant cross-regional law enforcement and profit-driven law enforcement and judicial practices; and intensify legal oversight of issues such as the use of criminal measures to interfere in economic disputes and illegal “seizure, detention, and freezing” of assets.(Responsibility lies with the Provincial People’s Procuratorate, the Provincial Department of Justice, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Ecology and Environment, the Provincial Department of Emergency Management, and the Provincial Market Regulation Bureau, in accordance with their respective duties)
(20) Strengthen the development of the social credit system. Thoroughly investigate cases of government agencies breaching trust and promote credit-based supervision of government contract fulfillment. Optimize credit repair rules by establishing a “two-tier review” mechanism comprising initial and re-examination stages to help business entities efficiently and conveniently rebuild their credit. Guide financial institutions to make effective use of the People’s Bank of China’s one-time credit repair policy.Expand the scope and application scenarios of specialized credit reports; replace the verification of legal and compliance information for corporate IPOs with “credit-based certification”; and promote mutual recognition of specialized credit reports within the Yangtze River Delta region. (Led by the Provincial Development and Reform Commission; the People’s Bank of China Jiangsu Branch and other relevant provincial departments are responsible according to their respective duties)
(21) Continue to advance efforts to clear overdue payments owed to enterprises. Improve the long-term mechanism for clearing and preventing overdue payments to enterprises; establish a “one-to-one” supervision and assistance mechanism for high-priority and difficult-to-resolve arrears; resolutely curb new instances of arrears; and increase the cost of default for government departments and state-owned enterprises.Encourage state-owned enterprises to intensify efforts to settle and resolve debts. Step up efforts to address wage arrears. (Responsibility lies with the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Department of Human Resources and Social Security, and the Provincial State-owned Assets Supervision and Administration Commission, in accordance with their respective duties)
(22) Promote the improvement and upgrading of legal services. Deepen the “Industrial Chain + Legal Services” brand and regularly conduct activities to bring legal services to enterprises and industrial parks. Strengthen the development of the International Commercial Arbitration Center at the Nanjing Arbitration Commission and support the establishment of specialized arbitration platforms in fields such as new energy, maritime commerce and maritime affairs, intellectual property, and e-commerce.Deepen the service operations of the Jiangsu (Nanjing) Foreign-Related Legal Service Center and accelerate the development of the Suzhou Foreign-Related Legal Service Platform. Strengthen the development of industry-specific and specialized mediation organizations, steadily advance the establishment of commercial mediation organizations, and support private enterprises in setting up people’s mediation organizations. (Responsibility to be shared by the Provincial High Court, the Provincial Department of Industry and Information Technology, and the Provincial Department of Justice according to their respective duties)
V. Creating an Efficient and Convenient Government Service Environment

(28) Facilitate communication channels between government and enterprises.Establish a regular mechanism for government-business roundtable discussions; effectively organize activities such as private enterprise symposiums, foreign-invested enterprise roundtables, and face-to-face meetings between foreign enterprises and government departments; implement the “Put Yourself in Their Shoes, One Visit” initiative; conduct enterprise visits and surveys through a combination of online and offline methods; and promote tailored solutions for individual enterprise issues while systematically addressing common challenges.Establish and improve a mechanism for assigning liaison officers and service specialists to key enterprises. Closely monitor key industries and sectors, and punish illegal and non-compliant acts—such as online rumors involving enterprises and malicious speculation regarding enterprise information—in accordance with the law.Targeted crackdowns will be conducted on business-related crimes—such as those disrupting production order or infringing upon enterprise rights—in areas including environmental impact assessments, bidding and tendering, and labor practices.
