To further promote the upgrading of the city’s tea industry, enhance its overall competitiveness, significantly strengthen the influence and commercial performance of the Yangzhou tea brand, and achieve high-quality development in the tea industry, the following implementation guidelines are hereby formulated in accordance with the actual conditions of our city.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement General Secretary Xi Jinping’s important directives on “agriculture, rural areas, and farmers” (the “Three Rural Issues”), strengthen the leading role of tea culture, promote the upgrading of the tea industry,and the driving force of tea technology. We will promote the deep integration of the tea industry with ecology, tourism, culture, and education to build a tea industry system characterized by distinct regional features, advanced material and technical equipment, reliable quality and safety, a complete industrial chain, and comprehensive functions and capabilities. This will better leverage the important role of the tea industry in economic and social development, the implementation of the “Rural Revitalization” strategy, and meeting the people’s aspirations for a better life, thereby providing strong support for advancing Yangzhou’s new practices in Chinese-style modernization.
II. Main Objectives
Centered on the development goals of “building the tea industry on quality, strengthening it through branding, and revitalizing it through culture,” we will take standardized production as the foundation, quality and safety as the safeguard, innovation and development as the breakthrough, brand cultivation as the key driver, and industrial integration as the priority, to transform the tea industry into a comprehensive modern agricultural sector. Specific objectives will be implemented in a “two-step” approach: by 2026, more than half of the targets will be achieved; by 2030, all targets will be fulfilled to a high standard.
— Optimize production bases to solidify the industrial foundation. Implement the “Garden Consolidation and Foundation Strengthening Project.” By 2030, the city’s tea garden area will reach 38,000 mu, with an output of 900 tons and a primary industry output value of 300 million yuan; renovate and upgrade over 5,000 mu of aging tea gardens; and increase the certified area of organic (green) tea gardens by 5,000 mu, reaching a total of 12,000 mu.
— Expand the coverage of high-quality tea varieties and improve the quality of tea gardens. Carry out the collection, protection, evaluation, and utilization of tea germplasm resources. By 2030, screen 3–5 high-yield, high-quality tea varieties that are adapted to the local climate and suit the characteristics of the “Green Yang Spring” tea style; establish a high-standard tea seedling breeding center to produce over 1 million high-quality tea seedlings annually, with the adoption rate of clonal high-quality varieties reaching 60%;Integrate and promote green, high-quality, and efficient production technologies; accelerate the upgrading of tea garden facilities and equipment; and achieve a tea mechanization rate of 70%.
—Refine processing techniques and strengthen leading enterprises. Construct standardized factory buildings and digital production lines; by 2030, add at least two new intelligent processing lines, with an annual processing capacity of 600 tons of green tea and 300 tons of new tea categories such as black tea and white tea. Develop new tea products, creating at least five series of tea products including matcha, floral and fruit teas, tea-based foods, and tea-related goods.Strengthen tea processing enterprises, fostering at least 6 leading enterprises with annual output exceeding 10 million yuan and at least 60 key enterprises with annual output exceeding 1 million yuan.
— Strengthen brand development and expand brand influence. Intensify efforts to cultivate the “Lüyangchun” regional public brand, implement the Geographical Indication Agricultural Products Protection Project, and promote intangible cultural heritage projects.By 2030, organize more than 50 promotional events, hold more than 6 vocational skills competitions, participate in more than 10 expositions and trade fairs, conduct more than 80 media campaigns, train at least 2 tea-making masters and 3 technical experts, and achieve a brand value of 1.8 billion yuan for “Lüyangchun.”
— Promote the integration of tea and tourism, and improve the industrial chain. Explore the roots of Yangzhou’s tea culture and build the Shugang Tang-Song Dynasty-themed Tea Culture Exhibition and Experience Center.Integrating ecological, tourism, cultural, and wellness elements, and based in Yangzhou’s core tea-producing areas, we will develop the Yizheng Tea Leisure Tourism Scenic Belt. By 2030, we aim to establish at least two tourism routes, create more than 20 tea-themed leisure bases and 20 tea estates, welcome over 1.5 million visitors annually, and achieve a tertiary industry output value of over 500 million yuan.
III. Development Layout
Based on resource endowments, industrial foundations, and geographical distribution, we will optimize the development philosophy of tea industry integration to meet the requirements of rational functionality, efficient operation, and ecological friendliness, thereby forming a “Two Zones, One Belt, One Center” development pattern.
Core Zone for Premium Tea. Located in the hilly and mountainous areas of northwestern Yizheng City, Yangzhou, this zone includes Yuetang Town and the Zaolinwan Tourism Resort. With its superior natural environment, robust processing capacity, and abundant tourism resources, it serves as the primary concentration of tea gardens in Yangzhou and the largest green tea production base north of the Yangtze River. Covering 25,000 mu, it accounts for 65% of the city’s total tea garden area.The regional development focus centers on building modern, standardized tea gardens with well-developed infrastructure and high output efficiency. This includes establishing a tea production and marketing center, a warehousing and logistics market, a tea industry research institute, a scientific and technological expert workstation, a smart control center, and a processing experience hall. A tea-themed street will also be developed to create a core model zone for an ecological tea village characterized by “distinctive industrial features, highly concentrated resources, advanced facilities and equipment, green production methods, integration of primary, secondary, and tertiary industries, and strong radiating and driving effects.”
Industrial Radiation and Promotion Zone. Located in the southwest and central parts of Yangzhou, this zone includes townships such as Maji, Qingshan, Zhenzhou, and Chenji in Yizheng, as well as Songqiao Town in Gaoyou, Yangmiao Town in Hanjiang, the Shugang-Slender West Lake Scenic Area, and the Eco-Technology New City. With a tea garden area of 13,000 mu, it constitutes a vital component of Yangzhou’s tea industry.The regional development priorities include expanding the scale of the tea industry, improving the quality of tea garden construction and the efficiency of tea production, jointly shaping the regional brand image of Yangzhou tea, and strengthening the distinctive characteristics of the Yangzhou tea regional brand.
Tea-Tourism Integration and Leisure Sightseeing Belt. Located in Yizheng City, Yangzhou, this belt uses Provincial Highway S125 as a connecting artery, linking the riverside area in southern Yizheng, the Zaolinwan Ecological Park in central Yizheng, and the Dengyue Lake Scenic Area in northern Yizheng. It traverses the core zone of premium tea production, clusters key tea gardens and enterprises, and features numerous tourist attractions.The future development direction is to leverage resource advantages, integrate with Beautiful Rural Villages, creative agricultural parks, and cultural tourism sites, vigorously develop scenic tea gardens, improve tourism supporting facilities, and create tea culture leisure tourism projects. This will establish at least two themed tourism routes to drive the development of leisure agriculture and rural tourism along the northern and southern corridors.
Tea Culture Exhibition and Experience Center. Located in the Shugang-Slender West Lake Scenic Area—the birthplace of Yangzhou’s tea culture—this project will leverage the cultural and tourism resources of the Tangzi City Scenic Area. On the original site of the Pingshan Tea Farm, it will create a modern smart tea garden integrating tea garden sightseeing, family-oriented educational tours, leisure and entertainment, and tea art experiences. Supporting facilities will include a Yangzhou Tang and Song Dynasty-themed tea culture experience center, a tea trading center, and a tea cultural and creative district, thereby achieving the integrated development of commerce and tourism.
IV. Construction Tasks
(1) Garden Consolidation and Foundation Strengthening Project
1. Establish Standardized Ecological Tea Gardens. Guided by the development philosophy of “high-quality varieties, standardized facilities, mechanized production, intelligent management, and ecological parks,” formulate modern tea garden construction and management standards, and implement integrated planning for mountains, water, forests, gardens, roads, and landscapes. Identify and consolidate available land resources to expand tea cultivation areas. Strengthen infrastructure development by introducing smart devices such as IoT and remote sensing technologies to enhance the tea gardens’ disaster resilience and modern management capabilities.In line with the concept of scenic tea gardens, explore composite intercropping models such as tea-fruit, tea-flower, and tea-forest combinations to create ecological, standardized, and smart tea gardens, thereby increasing the comprehensive economic benefits of tea plantations.By 2026, with Yue Tang Town in Yizheng City and the Zaolinwan Tourism Resort serving as core tea-growing areas, the city’s total tea plantation area will be expanded to over 37,000 mu. 2. Strengthen the renovation of aging tea gardens. Accelerate the construction of standardized tea gardens using clonal superior varieties and the annual renewal and renovation of aging tea gardens. Implement scientific management and maintenance measures for tea gardens; revitalize aging tea gardens of 50 mu or more with still-viable tree growth by strengthening fertilizer and water management, canopy training, and integrating harvesting with cultivation, thereby transforming low-yield tea gardens into high-yield ones.For old tea gardens located in prime geographical areas with relatively high resource endowments but showing signs of tree decline, implement replanting and variety replacement. Introduce high-yield, high-quality, and efficient tea varieties suitable for local cultivation, and focus on creating modern tea gardens that integrate production, experiential activities, and tourism. 3. Promote green production technologies. Apply green production technologies such as soil improvement with organic matter, biological pest control, and weed suppression through cover cropping, and integrate and promote a set of advanced, applicable, cost-effective, high-efficiency, green, and low-carbon new models.Focusing on the goal of full mechanization, with an emphasis on tea harvesting machinery, promote practical equipment and supporting technologies for key processes such as tea garden cultivation, tea tree pruning, pest, disease, and weed control, and mechanical harvesting of premium tea varieties. Prioritize the promotion and use of facilities and equipment such as cultivators, pruning machines, and tea harvesters to accelerate the pace of “replacing manual labor with machinery.”Priority will be given to establishing a high-standard demonstration tea garden of at least 500 mu around Nanshan in Yuetang Town to accelerate the upgrading of tea garden facilities and equipment. 4. Breeding and Propagation of High-Quality Tea Tree Varieties. Intensify efforts to collect and preserve superior tea tree resources; introduce and screen breeding resources for early-maturing, mid-maturing, high-yielding, and mechanization-friendly tea tree varieties (lines); and establish a tea tree germplasm resource nursery. Strengthen the breeding of local specialty varieties; select and breed a group of highly resistant, high-quality, and distinctive varieties suitable for cultivation in the Yangzhou region and compatible with mechanized operations; and identify key recommended varieties.Conduct research on new technologies for tea seedling propagation and establish a first-class tea variety propagation base within the province to build up resource and technical reserves for variety renewal and quality improvement.By 2026, establish a high-standard tea seedling center covering at least 2,000 square meters, capable of producing over 1 million high-quality tea seedlings annually, and screen at least two high-yielding, high-quality tea varieties suitable for the “Lüyangchun” style. 5. Improve and implement industry standards. Strictly adhere to the requirements of “Lüyangchun” tea-making techniques to refine the tea production standard system and technical specifications. Accelerate the development of tea garden construction standards, promote the implementation of the “Lüyangchun Tea Processing Technical Procedures,” establish and improve the tea standardization system, strengthen the extension of standards, and refine the tea processing quality control system.Cultivate and strengthen leading enterprises and tea industry alliances. In accordance with the "Administrative Measures for Food Safety in Import and Export," accelerate the development of a group of bases, cooperatives, and enterprises that meet export standards to build capacity for expanding overseas markets. Select tea enterprises with solid foundations, significant potential, and strong growth prospects to apply for Green Food and organic agricultural product certification, and prioritize the development of national Green Food raw material (tea) standardized production bases. Promote the implementation of product quality and safety traceability systems, origin labeling, and barcode systems.Urge and guide producers and sellers of “Lüyangchun” tea to strictly fulfill their primary responsibility for food safety, strictly enforce food production licensing and small workshop registration requirements, use inspections to safeguard tea quality, strengthen daily supervision of production processes, standardize production and processing practices, and severely crack down on illegal activities such as unlicensed production.Focusing on the implementation of systems such as incoming goods inspection, documentation verification, and purchase and sales ledgers, we will intensify inspections targeting illegal activities such as the sale of expired, substandard, or counterfeit products. 7. Accelerate the quality upgrade of tea products. Support leading enterprises in gradually establishing digital and intelligent processing production lines and upgrading outdated and obsolete equipment. Accelerate the optimization and enhancement of the production process parameters for “Green Willow Spring” tea, strengthen research and development of mechanized production processes for black and white teas, and develop new products across multiple tea categories.Increase efforts in the research and development of new Chinese-style tea products and technological innovation, and support the development of new tea products such as tea bags, small-can tea, and instant tea. In line with modern consumer demands, develop deep processing of tea, apply modern extraction technologies, and develop tea-derived products such as beverages, food, health supplements, and daily chemical products to extend the industrial chain and enhance added value.By 2026, the core zone will add at least three new smart processing production lines, with an annual green tea processing capacity reaching 600 tons. Mass production of new tea categories such as black tea and white tea will be achieved, and at least three new series of tea products will be developed. Based on the requirements of different tea categories, varieties, qualities, and brands, integrate Yangzhou’s intangible cultural heritage features—such as paper-cutting and woodblock printing—to create innovative packaging designs that establish a unified image with strong external recognition and a distinct brand identity. Accelerate the integration of the tea industry’s primary, secondary, and tertiary sectors to foster new momentum for the industry’s development.By leveraging government support and integrating cross-border e-commerce development, we will intensify efforts to export Yangzhou tea and expand overseas markets. Guide industry associations to implement standardized management of the “Lüyangchun” product trademarks, service trademarks, and the “Yizheng Lüyangchun Tea” geographical indication agricultural product.implement the principle of “voluntary application and free use,” optimize management measures for authorized use and brand supervision standards, and ultimately achieve a “five unifications” management and promotion model—unified management, unified standards, unified specifications, unified packaging, and unified promotion. Establish a product traceability system to ensure full traceability and supervision throughout the entire production, distribution, and consumption process.Promote the application for the “National Geographical Indication Certification Trademark,” guide the industry to enhance awareness of intellectual property protection, intensify the investigation and handling of trademark infringement cases, and severely crack down on infringement and counterfeiting activities. Further intensify promotion of the “Lüyangchun Tea-Making Techniques,” with a focus on launching promotional campaigns featuring “Lüyangchun” tea-making masters and intangible cultural heritage inheritors engaged in handcrafted tea production to expand the brand’s influence.Leveraging the influence of famous attractions such as Slender West Lake, the Grand Canal, and Dongguan Street, display products and promotional materials in visitor centers and cultural and creative shopping malls. Drawing on the marketing models of brands like Tea颜悦色 and Heytea, establish offline chain stores and experience shops for local tea consumption in Yangzhou’s landmark areas, and guide market entities to build premium platforms for live-streamed sales online, thereby expanding the social recognition and reputation of Yangzhou tea.Prioritize the opening of specialty stores for tea brand promotion and display at well-known tourist attractions. Produce a series of promotional videos and short clips, and disseminate them through official accounts such as “Yangzhou Culture and Tourism” and “Intangible Cultural Heritage of Yangzhou,” as well as new media platforms like Bilibili and Douyin, to increase brand visibility and influence, fostering a positive environment that “promotes, supports, develops, and protects” the brand.By 2026, organize more than 25 promotional events, hold at least three vocational skills competitions, participate in at least five trade fairs, and cultivate at least one tea-making master and two vocational technical experts. Through government guidance, enterprise development, departmental promotion, and collaboration with research institutions, conduct research on Yangzhou’s tea culture and foster artistic creation. Uncover and preserve cultural foundations such as the Guangling tea and fruit of the Jin Dynasty and the tribute tea of Yangzhou from the Song Dynasty, effectively telling the story of Yangzhou’s tea culture.Revitalize the Pingshan Tea Plantation within scenic areas and develop high-standard tea culture heritage sites embodying the charm of the Tang and Song dynasties, represented by the “Green Willow Spring” tea. Establish a Yangzhou Tea Culture Exhibition and Experience Center that integrates tea culture displays, tea tasting, tea art performances, and tea-making workshops.We will intensify efforts to identify and promote exemplary figures in the tea industry, conduct training for skilled tea industry personnel and intangible cultural heritage inheritors, and provide skill enhancement subsidies to eligible certified individuals. Collaborate with leading tea houses such as the Welcome Hotel, Yechun, and Quyuan to promote the use of locally produced tea and customize a series of “Lvyangchun” and “Yangzhou Black Tea” products exclusively for “Yangzhou Morning Tea.” Partner with renowned restaurants and hotels to develop product lines, launch specialty tea gift sets featuring “tea + intangible cultural heritage pastries,” and drive cross-industry integration of “tea + dining.”We will continue to enhance the application of initiatives such as the Yangzhou Morning Tea Culture Week and the Yangzhou Morning Tea Map. This will foster the interactive development of multiple industries and create tourism products that incorporate tea.Focusing on the area surrounding Nanshan Mountain, creatively plan agritourism integration projects such as “Farm Work, Rural Living, Tea Origins, Tea Merchants, Tea Innovation, and Tea Fun.” With the Yue Ma Wan Premium Leisure Agriculture Zone in Yizheng City as a priority, plan and construct sightseeing routes that integrate production, ecology, leisure, and cultural tourism, combining tea industry development with the construction of beautiful rural villages and urban agriculture.By 2026, the tea-tourism integration demonstration zone, anchored by S125, will be fully established. V. Organizational Guarantees
(1) Improve the Working Mechanism. Establish a working mechanism characterized by “government leadership, departmental coordination, local initiative, association collaboration, and corporate participation.” Promote coordinated action among multiple departments—including the Bureau of Agriculture and Rural Affairs, the Municipal Market Supervision Bureau, the Bureau of Commerce, the Bureau of Culture, Radio, Television, and Tourism, the Bureau of Natural Resources and Planning, the Finance Bureau, Customs, and the relevant county (city, district) governments and state-owned enterprises—to study and resolve key challenges and bottlenecks in the development of the tea industry. Ensure city-county coordination and departmental synergy,with each entity fulfilling its respective duties to form a cohesive force, ensuring the full implementation of all policy measures for the development of the tea industry chain.
(2) Strengthen the supply of key resources. Enhance land security by exploring ways to identify, integrate, and utilize land resources to support the expansion and growth of tea plantations. Strengthen financial support by allocating municipal and county funds to support tea plantation construction, technology promotion, product development, brand building, and integrated development.Strengthen financial and insurance support. Innovate in policy-based agricultural insurance by establishing financial products such as tea tree cultivation and tea weather index insurance to enhance risk management capabilities. Strengthen technical support by deepening cooperation with renowned tea research institutes and expert teams. Strengthen talent support by implementing the “Local Talent” cultivation program for the tea industry, building a pool of practical and highly skilled professionals, nurturing national-level masters, and cultivating and expanding the ranks of a new generation of tea artisans and representative intangible cultural heritage inheritors.
(3) Strengthen Publicity and Mobilization. Promote and implement the importance and urgency of developing a modern tea industry chain.
