To thoroughly implement the spirit of the “Opinions of the State Council on Promoting High-Quality Development of Service Consumption” (State Council Document [2024] No. 18), accelerate the diversification of service consumption in our city, focus on optimizing and expanding service supply, continuously unleash the potential of service consumption, and better meet the people’s demand for a high-quality life, this Implementation Plan is formulated in light of our city’s actual conditions.

I. General Requirements

Adhering to the principles of government guidance, market-driven development, and institutional innovation, this plan emphasizes project clustering, business model upgrading, and scenario-based support. It aims to promote consumption upgrading through the “first-release economy” and drive industrial upgrading through consumption upgrading. By creating distinctive brands from multiple perspectives and cultivating the consumption industry through diverse channels, the plan seeks to comprehensively enhance the brand concentration, commercial vitality, and consumer convenience of Nantong’s service consumption. It will continue to polish the city’s “Nantong Fun” consumption brand, providing strong support for the high-quality economic development of our city.

II. Key Tasks

(1) Refine Accommodation and Dining Services. (2) Enrich Cultural Consumption. Make full use of cultural exchange platforms such as the Nantong Grand Theatre and the Nantong Art Museum to provide high-quality artistic performances. Expand the influence of the Zilang Culture brand series; organize music events to create a music and cultural brand with significant influence within the province and across the Yangtze River Delta; organize theatrical performances to attract market-driven opera, plays, dance dramas, and musicals;organize events such as animation exhibitions to expand consumption opportunities for the youth demographic and drive the growth of the "二次元" (anime and manga) economy beyond its traditional circles; integrate themes such as film, performing arts, cultural creativity, and exhibitions to support key commercial districts and neighborhoods in introducing new business formats like live performances and light shows; encourage institutions such as the Nantong Museum and the Fumei Hat Museum to launch more high-quality cultural and creative products, and promote the development of nighttime shopping formats such as "Guochao" (Chinese-inspired fashion) revival markets and flea markets.Support the hosting of traditional rural markets and guide localities to open night markets at rural tourism sites, urban-rural fringe areas, and traditional gathering spots. Prioritize the protection and transmission of intangible cultural heritage by developing key cultural and creative projects such as the Blue-Printed Cloth Base and the Tie-Dye Intangible Cultural Heritage Art Museum. Deeply explore new consumption points in tourist resorts such as Wushan, Yuantuojiao, and Xiaoyangkou; continue to amplify the traffic effects of emerging tourist attractions such as the Nantong Forest Wildlife Park and the Nantong Bihai Yinsha Scenic Area; and accelerate the advancement of key cultural tourism projects such as the Zhang Jian Historical and Cultural Memory Axis, Qitang City,Bangcha Ancient Town, Dongbuzhou Citizen Farmstead, Longwan Water Town, Sutong Yangtze River Ecological and Cultural Park, and Tongzhou Bay RV Camping Base. Centered on the “Colorful Hundred-Li” River and Sea Tour, launch products and itineraries such as “The First Ray of Sunlight at the Yangtze River Estuary,” “Evening Glow Along the River,” and “Night Cruise on the Hao River.”Promote “City Walk” premium tours, focusing on cultural and tourism venues such as museums, libraries, art galleries, popular online destinations, and specialty cafes. Promote “Good Tong Tour” premium itineraries through bundled packages and integrated chains, and create brand projects such as “Travel with Museums” and “Travel to Savor Local Cuisine.”Organize events such as the Nantong Jianghai International Culture and Tourism Festival and the Nantong Culture, Tourism, and Shopping Carnival, and continue to carry out a series of activities including “Enjoy Jianghai? Explore Nantong” and seasonal tourism promotions. Support the construction or renovation of community “public fitness centers” and pocket parks within easy reach of residents to improve the 10-minute fitness circle in urban communities.Focusing on the concept of “Sports + Rural Areas + Culture + Tourism,” we will create distinctive national fitness project brands and develop diversified integrated culture, sports, and tourism IPs that embody Nantong’s regional characteristics and possess unique commercial value. We will encourage social entities to organize their own branded sports events, enhance the quality of professional competitions such as soccer and basketball, and successfully host well-known domestic and international events including marathons, the Hao River Dragon Boat Race, and the World Beach Volleyball Tour.Establish amateur competition systems for badminton, table tennis, volleyball, and other sports, and promote the organization of urban sports leagues. Encourage industry associations to establish domestic service platforms and advance the standardization, professionalization, and digitalization of domestic service agencies.Encourage industry associations to organize vocational skills competitions to enhance the skill levels of home service workers and ensure the proper implementation of vocational skill grading evaluations for this workforce. Promote a system requiring certified home service workers to provide in-home services, implement an electronic “Home Service Certificate,” and guide and support home service enterprises in adopting an employee-based management model. Accelerate the development of the silver economy and support Rugao in applying to establish a provincial-level silver economy industrial park. Include products and services for the elderly within the scope of consumption-promotion policies, and support localities in issuing silver economy consumption vouchers and experience vouchers.Actively align with the elderly care service needs of the Yangtze River Delta region and introduce high-quality elderly care service brands. Promote the construction of community-embedded elderly care service institutions, accelerate the deployment of village-level elderly care service centers (stations), enhance the service capacity of township (subdistrict) regional elderly care service centers, and foster the development of services such as meal assistance, bathing assistance, medical assistance, and mobility assistance.Innovate services for chronic disease rehabilitation and convalescence, health monitoring, and maternal and infant care; encourage the chain and group-based operation of health examination centers. Deepen international educational exchanges, advance the Jiangsu-Hong Kong-Macao Basic Education Alliance project, support overseas Chinese language education, increase the number of paired sister schools, and enhance the internationalization of Nantong’s education. Encourage higher education institutions, research institutes, and social organizations to open up high-quality educational resources to meet the public’s diverse and personalized learning needs.Relying on the Nantong Community Education Service Guidance Center, guide counties (cities, districts) in advancing community education. Create more innovative digital consumption scenarios and build new consumption hubs such as smart commercial districts, smart neighborhoods, smart stores, and smart property management. Accelerate the deployment of new business formats such as unmanned retail stores, self-pickup lockers, and cloud lockers.Support the development of esports, social e-commerce, and live-streaming e-commerce. Promote the research, development, production, and promotion of “Internet+consumer goods” in sectors such as smart wearables, smart home devices, smart connected vehicles, and intelligent robots.Explore the implementation of the “Convenience Map” project within the “Palm Nantong” app, providing residents with convenient and efficient search and navigation services through interactive electronic maps. Accelerate the construction of a waste recycling system, deepen the recycling of waste household appliances, automobiles, and electronic products, and launch trade-in and recycling services. Continuously expand the scale of consumption for green products—such as energy- and water-saving products and new energy vehicles—as well as related services.Encourage enterprises to enhance their technological innovation capabilities and accelerate the research and development of green and healthy products. Refine work measures item by item in accordance with this implementation plan, clarify annual targets, and formulate a work checklist. Strengthen process management to ensure “deployment at the beginning of the year, supervision during the year, and implementation by year-end.”Leverage various media platforms to enhance policy publicity and interpretation, summarize and promote exemplary cases, advocate for a consumption philosophy centered on health, intelligence, convenience, and sharing, and foster a positive public opinion environment. Effectively strengthen the attraction of projects in the service consumption sector and make every effort to build a range of mid-to-high-end, internationally oriented service consumption venues in culture, sports, entertainment, and other fields. Focus on expanding the scope and enriching the substance of existing service consumption offerings;emphasize the cultivation of new service consumption business models, create customized and diversified service consumption patterns, strive to develop new growth points for consumption, and continuously improve the supply of high-quality services. Accelerate the construction and improvement of the standardization system for relevant service industries, strengthen specialized division of labor and collaboration, leverage economies of scale, and enhance industry supply efficiency.
