To thoroughly implement General Secretary Xi Jinping’s important directives on new-type industrialization, earnestly carry out the spirit of the “Notice of the General Office of the Provincial Government on Issuing the Three-Year Action Plan for Deepening the Intelligent Transformation, Digital Transformation, and Networked Connectivity of the Manufacturing Sector in Jiangsu Province (2025–2027),” promote the deep integration of the real economy and the digital economy, and advance the high-quality development of Nantong’s manufacturing sector, this Action Plan is hereby formulated.

I. Objectives and Tasks

With the deep integration of next-generation information technology and the manufacturing sector as the main focus, smart manufacturing as the primary direction, and new infrastructure such as the Industrial Internet as the key foundation, this plan adheres to the principles of enterprise-led initiatives, demand-driven approaches, and tailored measures. It aims to continuously deepen the intelligent transformation, digital transformation, and networked connectivity of the manufacturing sector (hereinafter referred to as “Intelligent Transformation, Digital Transformation, and Networked Connectivity”), thereby injecting strong momentum into the accelerated development of Nantong as a renowned modern industrial city.

Over the next three years, the plan aims to ensure that all enterprises above designated size in the city have basically completed intelligent upgrades, that small and medium-sized enterprises have fully implemented digital transformation, and that production factors are fully networked.By 2027, the city’s foundation for "Smart Transformation, Digital Transition, and Networked Connectivity" will be further improved, with a cumulative total of 38 provincial-level or higher industrial internet platforms established; supply capacity will be further enhanced, with over 30 new service providers added; development levels will be further elevated, with the integration of informatization and industrialization reaching 75%; and achievements will be further consolidated, with over 100 provincial-level or higher smart factories established.

II. Key Tasks

(1) Implement the Quality Improvement Initiative through Diagnosis and Rectification

1. Encourage enterprises above designated size to obtain standard compliance certification. Strengthen the promotion and implementation of national standards such as the Smart Manufacturing Capability Maturity Model and the Information Technology-Industrial Integration Management System, and encourage enterprises to actively conduct self-assessments and pursue standard compliance certification. By 2027, no fewer than 150 new enterprises will have obtained standard compliance certification. 2. Support enterprises above designated size in promoting reform through diagnosis. Building on the existing full coverage of diagnostic assessments for enterprises above designated size, adopt multiple measures to assist enterprises in transformation and reform. Establish a “file tracking system” for enterprises that have been diagnosed but have not yet implemented reforms, and “cross them off the list one by one” through measures such as investment subsidies, loan interest subsidies, and supply-demand matching.By 2027, the comprehensive conversion rate of diagnosed enterprises will exceed 60%. 3. Strengthen monitoring of the status of enterprises above designated size. (2) Implement the Equipment Upgrade Acceleration Initiative

4. Accelerate the enhancement of equipment supply capacity. Encourage smart equipment service providers to increase the supply of industrial robots, smart inspection equipment, and other devices, and to provide innovative products and services in areas such as production monitoring and safety assurance. Implement the “Challenge-Based” breakthrough plan to strengthen the R&D, innovation, and promotion of first-of-a-kind major technical equipment.Leveraging the “Huiqitong” platform, regularly organize a series of supply-demand matching events. Driven by the replacement of outdated production capacity, add more than 200 new “first-of-a-kind” major equipment sets by 2027. 5. Accelerate the replacement of outdated and inefficient equipment. Prioritize the replacement of equipment that has exceeded its service life. 6. Accelerate the upgrade of high-end advanced equipment. Prioritize the replacement of advanced equipment characterized by high technology, high efficiency, and high reliability. Promote the replacement of high-line-speed, short-pitch multi-wire saws and all-in-one coating equipment in the photovoltaic industry; and the replacement of integrated die-casting equipment and automated welding robots in the new energy vehicle and parts industry.Strengthen the planning and reserve of equipment upgrade and renovation projects in key industrial sectors funded by ultra-long-term special government bonds. By 2027, implement more than 600 equipment upgrade-related technical renovation projects annually. 7. Promote the digital transformation of small and medium-sized enterprises (SMEs). Strive to become a national pilot city for SME digital transformation, and encourage innovative SMEs to migrate their equipment and operations to the cloud, achieving full coverage of digital transformation at the initial level or above by 2027.Promote provincial-level specialized, refined, distinctive, and innovative SMEs to enhance their digital capabilities across multiple scenarios, achieving full coverage of the “Standard” level or higher by 2027. Encourage national “Little Giant” enterprises to serve as transformation models, achieving full coverage of the “Integration” level or higher by 2027. 8. Promote synergy across industrial chains and clusters. Support leading enterprises, industrial chain Party-building alliances, and industry associations in piloting initiatives to build intelligent, collaborative, green, and efficient industrial and supply chains. Enhance capabilities in data collection and analytical application for key processes, as well as in collaborative R&D and product delivery among terminal manufacturers. 9. Promote the Transformation and Upgrading of Industrial Clusters and Parks.Focus on provincial-level and higher-level development zones and high-tech zones to facilitate the integration of data chains, innovation chains, industrial chains, and supply chains within these zones. Prioritize the “chain-park integration” of the electronic information manufacturing sector in Rugao City and Tongzhou District; the high-end equipment manufacturing sector in Hai’an City, Qidong City, and the Nantong Development Zone; and the high-end textile industry in Tongzhou District, Haimen District, and the Tongzhou Bay Demonstration Zone. (4) Implement the Smart Factory Upgrade Initiative

10. Expand the scope of application scenarios. Guide enterprises above designated size to focus on product design, production operations, warehousing, and logistics, among other areas, to build more application scenarios and promote the expansion and upgrading of smart factory construction.By 2027, a cumulative total of more than 2,000 application scenarios will be established. Encourage enterprises above designated size to comprehensively undertake the construction of basic-level smart factories, and strengthen the integrated application of smart equipment, industrial software and operating systems, and industrial network devices. By 2027, the coverage rate of enterprises above designated size reaching the basic-level or higher smart factory standard will exceed 50%.Support enterprises with a solid foundation to enhance their digital and networked integration capabilities by building upon existing scenarios. 12. Establish Smart Manufacturing Benchmarks at a Higher Level. Key enterprises are encouraged to benchmark against industry-leading standards and the requirements for building "Excellence-level" smart factories to carry out higher-level digital and intelligent transformation and upgrading. By 2027, the coverage rate of enterprises above designated size reaching the "Excellence-level" or higher smart factory standard will exceed 5%, with 10 new national "Excellence-level" smart factories added.Support leading enterprises in accelerating the deep integration of digital and intelligent technologies, such as next-generation artificial intelligence, throughout the entire manufacturing process, and actively explore future manufacturing models. 13. Accelerate the transformation of enterprise internal and external networks. Promote the construction of 10-gigabit optical networks, maritime 5G networks, and 5G-A low-altitude base stations, and expand 5G network coverage in sectors such as the marine industry and the low-altitude economy. Support industrial enterprises in flexibly deploying 5G private networks, Industrial PON, and other technological applications to build enterprise intranets. Plan the layout of intelligent computing centers in a moderately forward-looking and orderly manner, and encourage key parks and sectors to build inclusive intelligent computing projects. Accelerate the establishment of a citywide computing power coordination and dispatch mechanism, build the Nantong Public Computing Power Service Platform, and guide the integration of various public and market-based computing resources. Encourage leading enterprises in various industries to distill industry-specific mechanisms, develop standardized and modular products and solutions, build industry- and region-level industrial internet platforms, and deepen the development of cross-industry and cross-domain capabilities for “dual-cross” industrial internet platforms.By 2027, a cumulative total of 20 provincial-level enterprise-grade industrial internet platforms, 15 industry- and regional-level platforms, and 3 “dual-cross” platforms will be cultivated, including one “dual-cross” platform with annual revenue exceeding 500 million yuan. Implement the “Interconnection” plan for the industrial internet identifier resolution system, accelerate the integration of industrial and supply chains, and fully empower the “Three Initiatives” strategy for consumer goods;Deepen applications across design, production, and service stages, and promote the integrated development of the identifier resolution system with industrial internet platforms and industrial apps. By 2027, the monthly active user rate of secondary nodes will quadruple. 16. Accelerate the supply and application of data as a production factor. Promote the authorized operation of public data, explore the development and utilization of enterprise and personal data, enhance capabilities in data acquisition, analysis, and application, and unlock the value of data as a production factor. Build trusted data spaces for industries such as home textiles, guiding leading enterprises to collaborate with upstream and downstream partners to share data resources, thereby forming data space solutions that foster value co-creation and mutual benefit.Support the construction of high-quality datasets and industry-specific vertical models, and foster a group of data enterprises specializing in data collection, aggregation, and technological R&D and innovation. By 2027, attract and cultivate 100 data-driven enterprises. Encourage leading enterprises in various industries and AI companies to collaborate on joint research and development, exploring the creation of industry-specific large models for manufacturing, operations management, and other processes.Strengthen scenario-specific development and application expansion, improve the adaptability of large models to industrial scenarios, and foster a group of “specialized, refined, distinctive, and innovative” enterprises in vertical AI sectors. By 2027, attract and cultivate 30 enterprises in the AI sector. By 2027, strive to create three provincial-level or higher exemplary application cases of AI-enabled new industrialization. 19. Strengthen the institutional framework for industrial information security.Systematically conduct cybersecurity training and regularly organize cybersecurity emergency drills. Routinely carry out initiatives such as cultivating star-rated enterprises for industrial information security protection and implementing classified and graded management of industrial enterprise cybersecurity. By 2027, aim to have 45 or more enterprises newly certified as star-rated protection enterprises. Focusing on key industries, encourage enterprises to develop “end-to-end” integrated cybersecurity solutions. Support the Chongchuan Development Zone in participating in the construction of the National Cybersecurity Industrial Park. Leverage the resource advantages of Chongchuan District, Tongchuang District, and other areas to foster leading software enterprises, key software enterprises within the provincial planning framework, and provincial “specialized, refined, distinctive, and innovative” software enterprises. Encourage local service providers to expand their service teams, enrich their product portfolios, and enhance their service capabilities.By 2027, the pool of service providers for intelligent transformation, digital transformation, and network connectivity will exceed 100 enterprises, and we will strive to establish a number of National Manufacturing Digital Transformation Promotion Centers. 22. Attract outstanding domestic and international service providers. By 2027, more than 30 new service providers will be added. 23. Accelerate the upgrading of industrial software. Support applications for inclusion in the Provincial Guidance Catalog for the Application and Promotion of First-Edition Software Products. 24. Strengthen talent development. The Municipal Joint Conference on Building a Strong Manufacturing City will establish “six major mechanisms”—coordinated promotion, dynamic management, benchmark-led guidance, technology-driven development, resource assurance, and shared promotion—to effectively strengthen organizational implementation. We will make full use of support policies at all levels to guide the participation of various forms of social capital and support enterprises in intensifying their transformation efforts. We will leverage the supporting role of service providers to organize sector-specific activities such as supply-demand matching, scenario demonstrations, and experience exchanges.
