To fully leverage the supporting, leading, and exemplary roles of industrial enterprises in industrial transformation, upgrading, expansion, and quality improvement, and to promote the effective qualitative enhancement and reasonable quantitative growth of the industrial economy, this Action Plan has been formulated in light of the actual conditions of the city’s industrial economic development.
I. Objectives and Requirements
In recent years, Wuxi has accelerated the advancement of new industrialization, with high-quality development in the manufacturing sector continuously reaching new heights, and the industrial economy’s role as a “stabilizing force” becoming increasingly prominent. However, the supporting and driving role of large industrial enterprises remains insufficient; the number of enterprises with output value exceeding 10 billion yuan has decreased, while the growth in the number of enterprises with output value exceeding 5 billion yuan and 1 billion yuan has slowed.In 2024, the city had 27 industrial enterprises with an output value exceeding 10 billion yuan, 70 enterprises exceeding 5 billion yuan, and 438 enterprises exceeding 1 billion yuan.To accelerate the development of the real economy, fully leverage the leading and exemplary role of large industrial enterprises in advancing new industrialization and developing new-quality productive forces, and promote the expansion of scale and improvement of quality among the city’s industrial enterprises, a comprehensive assessment has been conducted based on the growth in the number and scale of above-scale industrial enterprises over the past three years. A group of enterprises has been selected for support. Through database establishment and cultivation, dynamic management, and targeted measures, these enterprises will be supported in expanding their scale through mergers and acquisitions, capital increases and capacity expansion, and business model innovation.The goal is to ensure that by 2027, the number of industrial enterprises in the city with annual output value exceeding 10 billion yuan, 5 billion yuan, and 1 billion yuan reaches at least 35, 100, and 600, respectively, thereby effectively supporting the high-quality development of the city’s industrial economy.
II. Key Tasks
(1) Establish a Dynamic Cultivation and Service Mechanism
1. Dynamic Database Development and Cultivation. Establish a database of enterprises for the "Growth Promotion Initiative" and update it dynamically. Set criteria for inclusion in the database; for the first batch of enterprises to be included in the 10 billion yuan, 5 billion yuan, and 1 billion yuan categories in 2025, their 2024 output value should generally reach at least 7.7 billion yuan, 3.9 billion yuan, and 500 million yuan, respectively.Implement a system of “annual evaluation and update + real-time dynamic adjustment.” In principle, the cultivation database will be evaluated and adjusted in the first quarter of each year. Enterprises experiencing explosive growth or those involved in newly attracted major projects that have commenced production will be promptly added to the database upon meeting output value thresholds. 2. Fully leverage policy support. Integrate enterprise support policies at the national, provincial, and municipal levels in accordance with laws and regulations, and coordinate various industrial development special funds at all levels to provide targeted empowerment to target enterprises, ensuring policies reach them directly and are quickly accessible. Intensify efforts in policy dissemination, application guidance, and securing funding from higher-level authorities to support target enterprises in fully utilizing relevant policies, while strengthening the alignment of new policies with their needs. 3. Provide Targeted Services to Enterprises. Establish a tiered tracking and service mechanism: municipal leaders will be assigned to oversee enterprises with a scale of 10 billion yuan; municipal-level departments will provide cluster- and sector-specific support to enterprises with a scale of 5 billion yuan, delivering “point-to-point” services to resolve business development challenges; and local districts will be specifically responsible for tracking and nurturing enterprises with a scale of 1 billion yuan.Strengthen financial support and labor service guarantees for enterprises under cultivation, and ensure the provision of resource elements such as land, energy consumption quotas, and environmental capacity in accordance with laws and regulations. Provide support and guarantees for major industrial projects in areas such as project attraction, resource allocation, construction commencement, and completion and commissioning. (2) Implement the Action Plan for Expanding and Strengthening Enterprises
1. Promote enterprise scale expansion. Guide and support enterprises to fully leverage their capital and technological advantages, implement capital increases and capacity expansion, and reinvest profits to achieve scale expansion and industrial chain extension, thereby facilitating the transition from single production bases to “production + headquarters” models.Support target enterprises in integrating upstream and downstream enterprises along the industrial chain through market-oriented approaches such as capital increases, share expansions, mergers and reorganizations, and equity swaps to rapidly scale up their operations. Encourage these enterprises to acquire overseas R&D facilities and brand marketing networks, establish overseas supply chain networks, and optimize resource allocation on a global scale. 2. Promote the extension of enterprise value chains. Encourage nurtured enterprises with a solid foundation to play a leading role in the industrial chain, driving the accelerated clustering and coordinated development of upstream and downstream enterprises. Encourage nurtured enterprises to upgrade from single-product manufacturing to a “product + service” model, promoting the transformation of raw material and component enterprises into providers of products and specialized service solutions, and the transformation of equipment manufacturing enterprises into providers of system integration and comprehensive smart equipment solutions, thereby enhancing the added value of the industrial chain.Guide enterprises to establish overseas and out-of-region production bases, raw material supply bases, distribution centers, and R&D centers under the “headquarters + base” model, thereby promoting cross-regional development. 3. Accelerate the release of new project capacity. Deepen the implementation of “business-to-business” and “supply chain-based” investment promotion strategies to attract a batch of major and high-quality projects, particularly terminal product and finished equipment manufacturers with ecosystem leadership and industrial chain control capabilities.Make every effort to attract a group of leading industrial projects characterized by strong innovation capabilities, large investment scales, high industrial standards, and significant growth potential, thereby enhancing the long-term momentum of industrial economic development. Promote the detailed review and tracking of ongoing projects, establish reverse schedules for key milestones, promptly identify and address project challenges, and make every effort to accelerate the pace, improve efficiency, and enhance the quality of ongoing projects to speed up the release of production capacity. (3) Implement the Enterprise Quality Improvement and Capacity Expansion Initiative
1. Encourage enterprises to innovate in product R&D. Guide and foster the formation of innovation consortia among enterprises, universities, research institutes, and upstream and downstream businesses to tackle core technological challenges and develop industrialization projects, thereby creating a portfolio of key core technologies with independent intellectual property rights.Encourage financial institutions to provide risk mitigation products and services for R&D to enterprises, and improve the risk-sharing mechanism for R&D projects. Support the inclusion of eligible industrial products in the provincial catalog of new technologies and products for priority promotion and application. Make full use of support policies such as those for the first-of-a-kind major equipment and first-batch new materials to promote the first-time purchase and use of industrial products. 2. Guide enterprises to accelerate transformation and upgrading. Focusing on high-end, intelligent, green, and integrated development, guide and support enterprises in implementing technological upgrades, equipment renewal, process optimization, digital empowerment, and business model innovation. Actively seek policy funding support, such as ultra-long-term special government bonds, for “Two New” projects.Deeply advance the construction of a “AI+” benchmark city and promote the phased development of smart factories. Encourage enterprises to apply AI technologies and products in production scheduling, quality control, equipment operation and maintenance, warehousing, and logistics to enhance the intelligence of perception, analysis, decision-making, and execution in production processes. Guide enterprises to actively pilot the application of large-scale AI models and strengthen research on the adaptability of these models to industrial scenarios. 3. Support enterprises in strengthening quality development. Emphasize the leading role of quality standards, actively seek to establish industry leadership, and encourage enterprises to take the lead in or participate in the formulation and revision of international and national standards. Accelerate the examination of patents for key technologies in priority fields and promote the industrialization of patent outcomes. Support enterprises in collaborating to tackle common quality challenges across industrial and supply chains, and guide enterprises in establishing quality benchmarks.Deeply implement the Quality and Brand Excellence Promotion Project, support enterprises in applying for the China Quality Award and the Provincial Governor’s Quality Award, encourage participation in national and provincial quality chain enhancement projects, and strive to become leading enterprises in the construction of a quality-driven nation. III. Support Measures
The Municipal Leading Group for Building a Strong Manufacturing City and Modern Industrial Clusters will coordinate and advance the work of fostering key industrial enterprises to increase output value. Each district and region will determine its own plan for fostering key enterprises based on local conditions. A coordination and collaboration mechanism among departments and regions will be established to regularly discuss and coordinate major matters, and jointly resolve difficulties and issues faced by the fostered enterprises. A sound tracking and evaluation mechanism will be established to promptly analyze and assess implementation progress, ensuring that the fostering work proceeds effectively and in an orderly manner.Regularly collect data on the development achievements of the enterprises under cultivation, and increase publicity efforts regarding exemplary cases, outstanding enterprises, and outstanding entrepreneurs to foster a favorable environment for enterprise development.
