To implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council regarding the accelerated cultivation of the data factor market, fully leverage the role of data as a foundational resource and engine of innovation, accelerate the formation of a new type of productive forces driven by data, and promote the high-quality development of the data industry, the following implementation opinions have been formulated in light of Suzhou’s actual conditions.
I. General Requirements
(1) Guiding Principles.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee,fully implement the spirit of General Secretary Xi Jinping’s important speeches on the work of Jiangsu and Suzhou, fully, accurately, and comprehensively implement the new development philosophy, serve and integrate into the new development paradigm, focus on the construction of the “1030” industrial system, take the reform of market-based allocation of data as the main thread, aim to promote high-quality supply, efficient circulation, and diversified application of data, accelerate the construction of a data industry cluster characterized by innovation-driven development, concentration of market entities, strong support, and coordinated development, and provide important support for Suzhou to take the lead and set an example in advancing Chinese-style modernization.
(2) Main Objectives.
By 2027, the value of the city’s data resources will be fully realized, the market system for data as a production factor will be basically established, and the full-chain layout of the data industry will be preliminarily formed.
— Continuously expanding industrial scale. The scale of data-related industries will strive to reach 200 billion yuan, with an average annual growth rate exceeding 20%; 1,000 data industry operators will be attracted and cultivated; and the cumulative transaction volume of data trading institutions will exceed 2 billion yuan.
— Efficient supply of factor resources. Promote the expansion of the open data catalog to 10,000 entries; develop no fewer than 500 exemplary data products; build and establish no fewer than 300 high-quality datasets; and ensure that data trading institutions register a cumulative total of over 2,000 data products.
——Breakthroughs in Data-AI Integration and Innovation. Strive to attract and cultivate one foundational large model at the leading domestic and international level; increase the number of municipal-level large models in vertical fields to over 300; and raise the number of nationally registered generative AI services and deep synthesis service algorithms to over 50.
——Continuously Strengthen Development Support. Coordinate the construction of intelligent computing capacity reaching 20,000 PFLOPS; establish more than 20 new standards and specifications in the data sector; and build no fewer than 10 public service platforms for the data industry.
By 2030, the city’s data element governance system will be further refined, the level of data industrialization and the competitiveness of the industrial chain will be significantly enhanced, and the deep integration of “Data Element ×” and “AI+” will be achieved. This will drive the establishment of a pioneering zone for distinctive data innovation and application, a data industry cluster, and an “AI+” innovative development pilot zone, thereby fully building a “Smart Data City” with global competitiveness and national influence.
II. Main Tasks
(1) Deepen reforms in the market-based allocation of data elements.
1. Improve the foundational institutional framework for data.We will continue to advance the reform of market-based allocation of data elements and vigorously cultivate the data element market. We will strengthen public data governance, refine implementation rules for public data openness, establish sound mechanisms for the authorized operation and management of public data, and promote the development and utilization of public data resources in an orderly manner in accordance with laws and regulations. We will promote the establishment of mechanisms for the development and utilization of enterprise data resources, guide innovation in data usage, and empower urban governance, public services, and industrial development. We will actively explore the establishment of mechanisms for cross-border data flow. While protecting the rights and interests of personal information, we will research and explore mechanisms for the rights confirmation, authorization, and compliant utilization of personal data.
2. Optimize the security and compliance circulation system. Study management rules for data “collection, storage, processing, management, and utilization,” explore inclusive and prudent regulatory measures such as “sandbox regulation,” and promote the compliant and efficient circulation and utilization of data as a factor of production.Strengthen data security governance by establishing and improving mechanisms for data classification and graded protection, risk assessment, monitoring and early warning, and emergency response. Leverage the pioneering advantages of the Suzhou Internet Court and the Suzhou Data Resources Court, deepen the effectiveness of data security and compliance workstations, promote the establishment of the Suzhou Data Resources Procuratorial Office, accelerate the establishment of a Data Resources Arbitration Center, and build a comprehensive judicial and legal service support system for data governance.
3. Continuously improve the standards and regulations system. Actively participate in the development of national and provincial data standards systems, and continue to advance the formulation of standards and regulations for data resources, data technology, data circulation and utilization, and data infrastructure. Encourage research institutions, industry organizations, enterprises, and public institutions to jointly participate in standard formulation, promotion, and application to enhance the level of standardization in data element development.Intensify innovative research on data property rights protection, the distribution of data element benefits, and cross-border data flows to support the development of the data standards system. By 2027, the city will introduce more than 20 new standards and regulations in the data sector, establishing a number of national, local, and industry-level data standard demonstration models.
(2) Strengthen the capacity for data resource supply.
4. Expand the supply of public data resources. Organize and implement a city-wide data initiative to advance the construction of a public data resource system. Compile high-quality data resource catalogs, identify and regularly update lists of high-frequency and key data, promote comprehensive governance, integration, and sharing of public data, and formulate annual public data openness plans. Relying on the construction of an integrated public data foundation, improve the “Su Online” section to facilitate the direct delivery of data to the grassroots level.Deepen pilot initiatives to open credit supervision data to platform enterprises. Conduct authorized operations of public data in accordance with laws and regulations to unlock the value of public data elements and enrich the supply of data products. Actively seek to become a national pilot for the development and utilization of public data. By 2027, promote the expansion of the open data catalog to 10,000 entries.
5. Establish an enterprise data resource system. Guide state-owned enterprises and large enterprises to establish artificial intelligence and data management departments, encourage the appointment of Chief Data Officers, promote the implementation of enterprise data management maturity standards, and explore the implementation of data resource registration within state-owned enterprises. Promote the development and utilization of enterprise data resources by category, support leading enterprises in the industry to explore the construction of enterprise data spaces, guide leading enterprises to open their data resources to small, medium, and micro enterprises, and promote collaborative innovation across the industrial chain.Encourage enterprises to actively explore the creation, sharing, and reuse of high-quality datasets, and develop replicable and scalable models for the development and utilization of data.
6. Foster an industry data resource ecosystem. Explore leveraging the data aggregation and dissemination capabilities of industrial internet platforms and industrial brains to revitalize data resources in key industries. Deepen the development of the Suzhou node for industrial data asset registration and promote the creation of a city-level industrial data space.Encourage data-rich industries—including industrial manufacturing, healthcare, cultural tourism, education and research, transportation, financial services, and sports services—as well as key “Data Element ×” sectors to build industry-specific data resource repositories. Explore the development of industry data spaces and industry data open communities to construct market-oriented, high-quality industry datasets. Focus on large-scale model R&D and vertical applications to explore the creation of a range of general-purpose and specialized corpora, and promote the establishment of a multi-tiered corpus support system.
(3) Promote the Circulation and Conversion of Data Resources.
7. Deepen the circulation and trading of data elements. Increase the application of technologies for trustworthy data circulation to create a low-cost, high-efficiency, and reliable environment for data circulation and trading. Establish and improve mechanisms for matching the supply and demand of data products within the market, and enhance services such as data resource matching, application scenario solicitation, and the release and underwriting of data products. Support enterprises in fields such as smart manufacturing, financial services, healthcare, transportation, and commerce and logistics to participate in market trading, thereby increasing the vibrancy of data circulation and trading.Explore international cooperation through various channels, including data spaces, to promote the secure and orderly cross-border flow of data.
8. Enhance the capabilities of data trading institutions. Implement the provincial data trading system requirements, strengthen coordination between provincial and municipal levels, support data trading institutions in establishing industry-specific trading zones, and encourage over-the-counter data trading platforms and data spaces to connect to these zones, thereby building a multi-tiered data trading system. Promote the listing and trading of diverse data products, including public data products, data products from state-owned enterprises, large models in vertical AI fields, and datasets.Accelerate integration into the national integrated data market and strengthen mutual recognition and connectivity with other domestic data trading institutions and data circulation and trading platforms. By 2027, the city’s data trading institutions will have registered a cumulative total of over 2,000 data products, with cumulative transaction volume exceeding 2 billion yuan, placing the city’s overall development level among the top tier of national data trading institutions.
9. Explore the conversion of data element value. Promote the establishment of a data resource valuation service system, continuously expand service capabilities, and support the efficient circulation and value conversion of data elements. In accordance with laws and regulations, explore and advance data asset valuation and balance sheet inclusion. Encourage innovation in products and models such as data asset financing and credit facilities, data insurance, and data trusts to facilitate the development of data element value. Explore the establishment of a fair, efficient, and balanced data element value distribution mechanism that combines incentives with regulation, safeguarding the input-output returns of all participating parties.
(IV) Deepen the Development and Utilization of Data Elements.
10. Expand application scenarios for data elements. Guided by the principle of “intelligent transformation, digital transition, and network connectivity,” promote the integrated and innovative application of industrial big data. Deepen the development of pilot zones for digital credit assessment of small and micro enterprises, and establish a “single gateway” for financial data applications across the city. Strengthen the use of data to empower innovation in government services, supporting the “Efficient One-Stop Service” initiative.Encourage enterprises, public institutions, universities, and research institutes to actively participate in the “Data Element ×” Competition and the Yangtze River Delta Data Open Innovation Application Competition, promoting practical application and the commercialization of results through these competitions. Intensify data mining in key sectors such as commerce and logistics, transportation, healthcare, education and research, market regulation, and government services to create a series of “Data Element ×” application scenarios with strong示范 and driving effects. Support the development and implementation of scenario-based innovative applications, promote the deep integration of real-world data, and facilitate the city-wide digital transformation.
11. Promote data empowerment across all sectors. Deepen the integrated development of “Data Element ×” and “AI+,” fostering two-way synergy between the data industry and the AI industry, and vigorously developing new business models such as “Data as a Service,” “Knowledge as a Service,” and “Model as a Service.” Seize the opportunity presented by the construction of the National New Generation Artificial Intelligence Innovation and Development Pilot Zone to accelerate the establishment of a comprehensive, highly specialized, and practical industry-specific large-model system.Explore the “Data + Technology + Scenarios + Funding” approach to encourage enterprises to develop and apply industry-specific large models, refining and strengthening large models in vertical fields. Accelerate innovation in the application of AI technology within state-owned enterprises to empower industrial transformation and upgrading. By 2027, strive to attract and cultivate one foundational large model at the advanced domestic and international level, increase the number of municipal-level cultivated large models in vertical fields to over 300, and raise the number of nationally registered generative AI service and deep synthesis service algorithms to over 50.
12. Cultivate distinctive brands for data elements. Focus on the integrated application of digital and intelligent technologies to promote the high-quality development of innovation platforms such as the main platform of the National New Materials Big Data Center, the Data Innovation Application Laboratory, the AI Innovation Application Laboratory, and the Key AI Laboratory. Leveraging our early lead in digital finance, we will accelerate the construction of the Jiangsu Provincial Key Laboratory of Digital Finance and the Jiangsu Provincial AI Financial Application Laboratory to foster an ecosystem for the innovative development of digital finance.Actively advance the national comprehensive innovation reform challenge tasks and innovate the development model for data element markets based on scenario applications. Identify distinctive project scenarios such as “small, agile, and flexible” digital applications, and actively recommend them for nomination as national and provincial “Data Element ×” typical cases and key demonstration scenarios. By 2027, create no fewer than 500 typical data products.
(5) Strengthen Foundational Support and Technological Innovation.
13. Advance data infrastructure development. Accelerate the pilot program for the National Data Circulation and Utilization Infrastructure (Data Internet). Actively integrate into the national “East Data, West Computing” strategic layout to build a national-level core computing power hub cluster. Promote the construction of the Suzhou Artificial Intelligence Computing Power Center and the Suzhou Public Computing Power Service Platform, while leveraging the leading role of the National Supercomputing Center in Kunshan and the Yangtze River Delta Industrial Innovation Center for Quantum Technology to facilitate the diversified and coordinated development of general-purpose computing, intelligent computing, supercomputing, and quantum computing.Accelerate the development of information network infrastructure, including national-level Internet backbone direct connection points and “Spark·Chain Network” super (backbone) nodes. Support the Suzhou International Data Port in exploring the construction of a cross-border data space. By 2027, the pilot program for the national data circulation and utilization infrastructure will have achieved positive results, and the city will have coordinated the construction of intelligent computing capacity reaching 20,000 PFLOPS.
14. Explore technological innovation in data elements. Strengthen research and application of digital and intelligent technologies such as blockchain, privacy-preserving computing, artificial intelligence algorithms, data spaces, the Data Internet, and data annotation. Leverage the role of major innovation platforms—including the Suzhou Laboratory, national key laboratories, and national technology innovation centers—as sources of innovation, and promote the early validation, pilot testing, and commercialization of original achievements in the data field within enterprises.We will continue to deepen the “challenge-based” mechanism, fully leverage the leading role of enterprises, and encourage collaboration with universities and research institutes to promote integrated innovation across industry, academia, research, and application. We will support qualified leading technology enterprises in taking the lead to form systematic, mission-oriented innovation consortia to drive breakthroughs in key technologies and extend industrial chains.
15. Improve the comprehensive service support system. Support banks, insurance institutions, and local credit reporting agencies in conducting targeted industry-finance matchmaking with data enterprises, and promote innovation in business scenarios such as science and technology innovation finance and green finance.Accelerate the construction of the National Next-Generation Artificial Intelligence Open Innovation (Service) Platform for Language Computing and Intelligent Computing to promote technology empowerment and industrial applications. Increase targeted support for enterprises supplying high-performance computing power and those utilizing such power, thereby reducing costs on both the supply and demand sides. Actively advance local pilot programs for data intellectual property rights; leveraging the green channel for preliminary examination at the Suzhou Intellectual Property Protection Center, facilitate the rapid authorization of high-value patents in the data sector to enhance the level of data intellectual property protection.
(6) Optimize the spatial layout of the data industry.
16. Coordinate the planning and layout of the data industry. Building on the industrial foundations and resource endowments of each county-level city (district), guide industrial parks to focus on artificial intelligence, software, and information technology services, as well as data elements; Xiangcheng District to focus on intelligent vehicle networking, smart construction, and digital finance; Kunshan City to focus on the metaverse and advanced computing; Wujiang District to focus on the industrial internet and computing power economy; and Wuzhong District to focus on industrial software and “robotics + artificial intelligence.”the High-Tech Zone on cloud computing and general-purpose intelligence; Gusu District on digital culture and tourism and digital content; and Zhangjiagang City, Changshu City, and Taicang City on key areas such as intelligent manufacturing, smart logistics, cross-border e-commerce, and digital trade. We will accelerate the development of distinctive data industry clusters and promote the establishment of a full-chain industrial development pattern characterized by high concentration, strong synergy, and broad influence.By 2027, the city aims to achieve a data-related industry scale of 200 billion yuan, with an average annual growth rate exceeding 20%.
17. Enhance the service capabilities of industrial platforms. Strengthen supporting infrastructure for the data industry, support the development of public service platforms such as data industry incubators and data annotation platforms, and improve the operational efficiency of public service platforms like the Suzhou Big Data Developer Innovation Center.Accelerate the planning and construction of artificial intelligence and digital economy industrial parks to cluster a group of upstream and downstream enterprises in the data industry and create a high-level industrial innovation ecosystem. Support eligible regions in developing data industry parks and encourage them to take the lead in piloting initiatives regarding industrial clustering, technological breakthroughs, industry applications, talent cultivation, and institutional innovation. By 2027, establish no fewer than 10 public service platforms for the data industry.
18. Build the Suzhou International Data Port to high standards. Focusing on promoting and regulating cross-border data flows, accelerate the construction of the Suzhou International Data Port. Support the development of platforms such as the International Data Trading Zone and the Cross-Border Data Service Center to provide convenient, efficient, and secure cross-border data services. Leverage the advantages of the “Suzhou Data Connect” cross-border data public service platform and the “Trade in Services Connect” cross-border data dedicated line to develop “data processing” services and explore the construction of offshore data centers and “International Data Processing Zones.”Leveraging the Suzhou International Data Port’s role as a pilot zone for cross-border data flow, we will drive practical innovations such as Sino-German cross-border data flow. We will actively advance the construction of the China-Singapore Digital Trade Cluster in the Industrial Park to enhance its示范 effect in openness and collaboration.
(7) Strengthen the Cultivation of Diverse Market Entities.
19. Cultivate and strengthen market entities. Focusing on key links in the industrial chain—such as data collection and aggregation, computing and storage, circulation and trading, development and utilization, security governance, and data infrastructure construction—we will support the development of a cohort of new digital economy enterprises in the data and artificial intelligence sectors, including technology-based small and medium-sized enterprises, high-tech enterprises, “specialized, refined, distinctive, and innovative” enterprises, gazelle enterprises, “unicorn” candidate enterprises, and listed companies.Innovatively establish a “6+1” data enterprise cultivation matrix to vigorously attract and nurture market entities in data resources, data technology, data services, data applications, data security, data infrastructure, and comprehensive data enterprises, while conducting data enterprise certification and evaluation. Support leading internet companies, foundational large-model enterprises, and comprehensive data enterprises such as data companies or research institutes affiliated with central and state-owned enterprises in commercializing their achievements in Jiangsu. By 2027, the number of cultivated data industry entities will reach 1,000.
20. Develop Third-Party Professional Service Providers.Focusing on areas such as data brokerage, data consulting, compliance certification, security auditing, quality evaluation, asset valuation, risk assessment, and education and training, we will cultivate and develop a group of third-party professional service providers to enhance the level of specialized support services and promote the healthy development of the data industry. We will support intellectual property service providers in improving their capabilities in data and artificial intelligence applications to provide intellectual property data transactions and data services for corporate mergers and acquisitions, equity investments, and corporate R&D. We will support organizations such as data industry associations and industrial alliances to actively play their roles, promote exchange and mutual learning, and contribute to the development of the industry.
(8) Foster a Thriving Ecosystem for the Data Industry.
21. Integrate into the Yangtze River Delta Digital Ecosystem. Actively implement the Yangtze River Delta integrated development strategy and explore the establishment of a collaborative mechanism for the coordinated development of the data industry among cities in the region. Deepen cooperation on the interconnection of data circulation and utilization infrastructure with cities such as Shanghai, Nanjing, Hangzhou, and Wenzhou. Strengthen in-depth collaboration with data trading institutions in the Yangtze River Delta region, such as the Shanghai Data Exchange, and actively explore breakthroughs in core technologies for data trading as well as the orderly cross-regional flow and allocation of data elements.Leverage platforms such as the Suzhou Science and Technology Innovation Voucher Service (R&D Resource Sharing Service) to facilitate the interconnection of scientific and technological resources and the integration of data elements across the Yangtze River Delta. Continue to deepen the promotion and application of the “Yangtze River Delta Credit Chain” platform to promote the interconnection, sharing, and application of credit data in the region, striving to achieve full coverage of local credit reporting agencies across the Yangtze River Delta.
22. Optimize the business environment for industrial development. Leverage the innovative achievements of the comprehensive financial services system to guide financial institutions in enhancing “data finance” and investment credit services to support enterprise development, and support data enterprises in growing and strengthening their operations through major domestic and international capital markets such as the Main Board, Growth Enterprise Market (GEM), Science and Technology Innovation Board (STAR Market), and Beijing Stock Exchange. Improve the efficiency of value-added services in the data sector to provide enterprises with more convenient one-stop services.Strengthen talent support by thoroughly implementing top-tier and leading talent programs, and ensuring that talent in the data sector is included in the city’s directory of professional talent needs for key industries; intensify efforts to attract talent and expertise, introduce a group of major scientific and technological innovation teams in the data sector, and build a high-level, multi-tiered talent梯队 system.
III. Support Measures
Establish and improve a coordinated mechanism for the data industry, strengthen collaboration between the municipal and county levels, and jointly promote industrial development.Explore the establishment of a database of data enterprises and a data industry map, and conduct regular monitoring and analysis of the data industry. Coordinate resources from various investment funds to establish investment funds or guiding funds related to the data industry. Increase policy support for the data industry and actively seek funding from the central government’s budgetary funds. Encourage localities and organizations to explore innovative practices tailored to local conditions, proactively undertake national and provincial pilot projects in the data sector, and foster a range of replicable and referenceable innovative outcomes, distinctive application scenarios, and exemplary practice cases.
