To implement the work arrangements of the Municipal Party Committee and Municipal Government for advancing the development of new industrialization, foster new productive forces, and promote the innovative development of the embodied intelligent robotics industry, the following measures are formulated in light of the actual conditions of our city.
I. Support the Aggregation of Major Projects. Attract and aggregate a group of major projects in the embodied intelligent robotics industry that play a pivotal role in driving the development of Suzhou’s high-end manufacturing sector, and provide comprehensive support in areas such as spatial allocation, site construction, equipment upgrades, and talent recruitment. (Responsible Units: People’s Governments (or Administrative Committees) of all county-level cities and districts, and the Municipal Bureau of Industry and Information Technology, to be implemented according to their respective responsibilities)
II. Support Enterprise Capital Increases and Production Expansion. Encourage manufacturing enterprises in the embodied intelligent robotics sector to intensify efforts in equipment procurement and upgrading to expand production capacity, enhance production efficiency, and improve product quality. Support will be provided in accordance with relevant policies for the implementation of technical改造 projects aimed at capital increases and production expansion. III. Establish High-Level Innovation Platforms. Encourage enterprises, universities, and research institutes to establish innovative research institutions in the field of embodied intelligent robots in Suzhou. Encourage efforts to establish national key laboratories, and provide support of up to 200 million yuan based on classification and phased implementation.Approved Jiangsu Provincial Key Laboratories, Jiangsu Provincial Joint Engineering Technology Laboratories, Jiangsu Provincial Technology Innovation Centers, Jiangsu Provincial Engineering Research Centers, and Jiangsu Provincial Manufacturing Innovation Centers in the embodied intelligent robotics sector will receive support of up to 20 million yuan, 20 million yuan, 10 million yuan, 5 million yuan, and 5 million yuan, respectively. Suzhou Municipal Key Laboratories in the embodied intelligent robotics sector will receive support of up to 1 million yuan.(Responsible Units: The Municipal Science and Technology Bureau, the Municipal Development and Reform Commission, the Municipal Industry and Information Technology Bureau, and the Municipal Finance Bureau shall implement these measures in accordance with their respective responsibilities)
IV. Strengthening the Cultivation of Technology Innovation Entities. Support R&D and industrialization in key segments of the embodied intelligent robotics industry chain. Encourage enterprises to tackle cutting-edge and core technologies related to key components such as robot-specific chips, integrated drive-and-control joints, high-precision reducers, high-performance controllers, and new types of sensors, as well as the “brain, cerebellum, and limbs” of humanoid robots, and provide support in accordance with relevant policies.Support key enterprises in taking the lead to establish innovation consortia in the embodied intelligent robotics field in collaboration with upstream and downstream enterprises, universities, and research institutes, to jointly tackle a range of common industry technologies. Provide operational funding of up to 2 million yuan to these innovation consortia. (Responsible Unit: Municipal Science and Technology Bureau)
V. Strengthen the Development of Public Service Platforms. Support the establishment of new technology transfer service institutions in the embodied intelligent robotics sector, such as proof-of-concept centers, pilot-scale engineering service platforms, and shared manufacturing centers, to provide solutions for prototype development, manufacturing processes, and the production of high-precision components to robotics enterprises and research institutions. Provide up to 2 million yuan in support based on the service activities of the SME Public Service Platform in the previous year. VI. Accelerate the Cultivation of Market Entities. Support eligible embodied intelligent robotics enterprises in applying for designations such as High-Tech Enterprises, Manufacturing Single Champions, Specialized, Refined, Distinctive, and Innovative SMEs, Gazelle Enterprises, and Unicorn Enterprises. Reward enterprises that obtain such designations from national, provincial, or municipal authorities in accordance with relevant policies. Support the hosting of national-level robotics industry conferences, national-level robotics competitions, and international-level robotics academic conferences in Suzhou, and provide up to 2 million yuan in support for eligible specialized exhibitions.Support industry promotion organizations in providing routine services. Promote the international expansion of robotics enterprises and encourage them to participate in various renowned overseas exhibitions. Provide support in accordance with relevant policies to robotics enterprises engaged in market development activities abroad. VII. Deepen the Implementation of the “Robotics+” Application Initiative. Focusing on fields such as smart manufacturing, smart construction, smart healthcare, smart logistics, smart elderly care, smart commerce, smart agriculture, smart emergency response, and smart culture and tourism, open up a batch of “Robotics+” innovative application scenarios and continuously facilitate supply-demand matching for robotics applications. Each year, select a batch of “Robotics+” model scenarios with outstanding application results and significant influence, and compile and publish the *Suzhou “Robotics+” Model Scenario Application Catalog*.(Responsible Units: People’s Governments (Administrative Committees) of all county-level cities (districts), Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, Municipal Bureau of Housing and Urban-Rural Development, Municipal Health Commission, Municipal Bureau of Commerce, Municipal Bureau of Agriculture and Rural Affairs, Municipal Emergency Management Bureau, and Municipal Bureau of Culture, Radio, Television, and Tourism; to be implemented according to their respective responsibilities)
VIII. Support the Development and Application of Large-Scale Robot Models. Support embodied intelligent robot enterprises in participating in evaluations for key vertical-domain large-scale AI models, and provide up to 500,000 yuan in support for approved projects. For eligible users of AI computing power, provide annual support of up to 2 million yuan, equivalent to 20% of the actual AI computing power costs paid.Encourage enterprises to conduct training and data collection for embodied intelligent robots and strengthen the construction of data infrastructure. For embodied intelligent robot large models with over 10 billion parameters and at least five typical application scenarios, provide annual support of up to 3 million yuan for a maximum of three years to the model developers, covering 50% of the project’s computing power usage costs. IX. Promoting the First-Time Testing and Adoption of Innovative Products. Enterprises are encouraged to actively apply for national insurance compensation for the first-of-a-kind major technical equipment, accelerating the promotion and application of such equipment. For the first-of-a-kind embodied intelligent robot equipment recognized by Suzhou City or higher-level authorities, support of up to 1 million yuan will be provided per unit. For products in the humanoid robot sector that meet the above conditions, the support amount will be increased by 20%.Encourage humanoid robot enterprises to establish partnerships with application partners for the initial testing and adoption of innovative products during the pre-production phase to facilitate product iteration and refinement. For enterprises that did not receive relevant policy support during the development of innovative products, encourage them to apply for the Suzhou-Wuxi-Changzhou First-of-a-Kind Major Equipment program after the commercialization and finalization of the innovative products. X. Strengthen the Standardization System. Adhere to the principle of “standards first” and support the establishment of a provincial-level technical standardization organization for humanoid robots. Encourage research institutions, industry associations, industrial alliances, and enterprises actually engaged in relevant business activities in Suzhou to formulate (or revise) international, national, industry, and local standards in the field of embodied intelligent robots. Upon recognition by the competent authorities, support will be provided in accordance with relevant policies to entities that lead or participate in the formulation (or revision) of such standards, as well as to standardization technical organizations.Focus on the embodied intelligent robotics sector to continuously cultivate high-value patents, providing support in accordance with relevant policies to foster a portfolio of high-value patents with core competitiveness. Promote the integration of intellectual property and standards, providing support in accordance with relevant policies to establish a number of industrial intellectual property and standards collaborative innovation centers. Enhance the standardization of proprietary intellectual property achievements, explore effective pathways for the integrated application of patents and standards, and help comprehensively enhance corporate core competitiveness and industry influence, thereby accelerating the formation of new-quality productive forces. XI. Strengthen Financial and Capital Support. Leverage the guiding role of industrial funds to mobilize social capital to support the embodied intelligent robotics industry through various means, such as direct investment and financial leasing. Support the establishment of an embodied intelligent robotics industry fund, and guide and promote existing funds to support investment in robotics industry projects. Support the listing of enterprises in the embodied intelligent robotics sector and encourage them to utilize capital markets to optimize and strengthen their operations. XII. Strengthen Industrial Talent Support. In accordance with the requirements for advancing the high-level construction of the “AI+” Innovation and Development Pilot Zone in Suzhou, attract top-tier and leading talents in the embodied intelligent robotics sector to Suzhou for innovation and entrepreneurship, and provide support in accordance with relevant policies. Encourage embodied intelligent robotics enterprises to collaborate with universities and vocational colleges to jointly build municipal-level industry-education integration platforms, provide teaching equipment, and participate in curriculum development. Encourage embodied intelligent robotics enterprises to open innovation verification platforms, establish practical training bases, and provide internship and practical training opportunities for educational institutions.Support the construction of public training bases for the embodied intelligent robotics industry; those that are recognized will receive up to 1 million yuan in support. This policy shall take effect on June 1, 2025, and remain valid until December 31, 2027. Where a single entity qualifies for multiple support policies of this city, the “higher-value, non-duplicative” principle shall apply. Funds involved in this policy shall be allocated in accordance with existing channels and fiscal system requirements.
