Original Title: Notice on Issuing the "Several Measures to Support the Implementation of the 'Seven Major Standardization Projects' to Drive High-Quality Industrial Development in Suzhou (2025–2027)"
I. General Requirements
Thoroughly implement the "National Standardization Development Outline" and the "Suzhou Action Plan for Implementing the 'Seven Major Standardization Projects' to Lead High-Quality Industrial Development (2025–2027)." Comprehensively advance the in-depth implementation of the standardization strategy, using high standards to support high-tech innovation, promote high-level openness, and lead high-quality development, thereby providing standardization support for Suzhou’s high-quality economic and social development.
II. Working Principles
To ensure the effective implementation of key tasks and the efficient use of funds, this policy is guided by the following principles.
(1) Clarify Key Areas of Support
Funding will focus on supporting key areas such as the development of international standards, leadership in national standard-setting, the cultivation of standardization platforms, and the enhancement of standardization services. Funding for municipal-level projects will be allocated from the municipal market supervision special fund, while funding for projects at the county-level city (district) level will be arranged by local governments based on their own financial resources.
(2) Strengthening City-County Collaborative Advancement
A standardized policy framework will be established featuring policy coordination between the municipal and county (district) levels and tiered implementation. The municipal level will focus on implementing innovative and leading-edge projects, while each county-level city (district) will focus on implementing foundational and widespread projects.
(3) Strict Government Approval Processes
All municipal-level policies and funding allocation plans must undergo strict government approval or obtain explicit support from relevant national policies prior to formal implementation to ensure the legality and compliance of fund usage.
III. Key Tasks
(1) Strengthening the Supporting and Leading Role of Standards
1. Promote enhanced leadership in standard development.Encourage enterprises to increase their participation and influence in the standard-setting process. The municipal government will provide support of 500,000 yuan per item to entities that lead the development of national and industry standards, and 200,000 yuan per item to enterprises that are major contributors to such standards. For other entities leading or participating in the development of national, industry, local, or group standards, funding support will be provided by each county-level city (district) based on actual conditions.
2. Accelerate the upgrading of standards. Support enterprises in leading and participating in standard revision efforts, using standard upgrades to drive the optimization and upgrading of industrial and supply chains. The municipal government will provide support of 200,000 yuan per item and 80,000 yuan per item, respectively, to enterprises that lead the revision of national and industry standards. For other entities that lead or participate in the revision of national, industry, or local standards, funding support will be provided by each county-level city (district) based on actual conditions.
(II) Promoting Advancement in International Standardization
3. Strengthen the international standardization strategy. Encourage enterprises to fully leverage their technological strengths to lead or participate in the formulation and revision of international standards. The municipal government will provide support of 1 million yuan per item to enterprises that lead the formulation of international standards published by ISO, IEC, or ITU, and 400,000 yuan per item to those that lead the revision of such standards; support of 500,000 yuan per item will be provided to enterprises that participate in the formulation of such standards, and 200,000 yuan per item to those that participate in the revision.
4. Strengthen the Development of International Standardization Platforms. Encourage enterprises to assume leadership roles in international specialized standardization technical organizations within their areas of strength to promote international exchange and cooperation. The municipal government will provide support of 2 million yuan per item to entities serving as secretariats for international specialized standardization technical committees, 1 million yuan per item for subcommittees, and 500,000 yuan per item for working groups.
5. Accelerate expansion in the field of international standardization. Enterprises are encouraged to actively participate in regional standardization activities, using standards to drive the global expansion of products and services. The municipal government will provide 300,000 yuan per project to entities serving as the lead unit for technical committees of influential international standardization organizations or regional standardization organizations other than ISO, IEC, and ITU;Enterprises that lead or participate in the development of international standards published by influential international or regional standardization organizations other than ISO, IEC, or ITU will receive support of 200,000 yuan per project and 100,000 yuan per project, respectively. For entities serving as secretariats for other international or regional standardization organizations, as well as those leading or participating in the development of international standards published by such organizations, funding support will be provided by each county-level city (district) based on actual circumstances.
6. Strengthen the cultivation of international standardization innovation. Targeting enterprises, research institutes, universities, and other entities, a selection of high-quality projects will be identified to implement the International Standardization Cultivation Program.with the municipal government providing 500,000 yuan in funding per project. This initiative aims to guide enterprises in exploring new models, mechanisms, and pathways for advancing international standardization work in key sectors. Through exploratory research, resource matching, project incubation, and talent development, it will encourage enterprises to actively participate in international standardization activities, deepen standardization exchanges and cooperation, and gradually refine a working mechanism for international standardization characterized by government guidance, enterprise leadership, and collaboration among industry, academia, and research institutions.
(3) Promoting the Development and Aggregation of Standardization Services
7. Accelerate the introduction and cultivation of high-level platforms and carriers. Support enterprises in actively leveraging their strengths to secure the role of secretariats for specialized standardization technical organizations at all levels.The municipal government will provide support of 500,000 yuan per project to entities serving as secretariats for national specialized standardization technical committees and 300,000 yuan per project to those serving as secretariats for subcommittees; 100,000 yuan per project to entities serving as chair or lead units of working groups under national specialized standardization technical committees (or subcommittees); and 100,000 yuan per project to entities serving as secretariats for local specialized standardization technical committees.
8. Promote the Enhancement of Standardization Services. Focusing on the development directions of our city’s key industries, implement the Standardization Service Guidance Plan to foster and expand the standardization service sector and enhance its overall capabilities. A selection of high-quality projects will be chosen, with the municipal government providing 200,000 yuan in funding per project. This support will guide the implementing entities to lead upstream and downstream enterprises in the industrial chain to jointly develop standards, strengthen the formulation of standards in key core technology fields, and promote technology sharing and industrial cooperation.
This document shall take effect upon issuance and remain valid until December 31, 2027. The Suzhou Municipal Market Supervision Administration is responsible for interpreting this document. Specific disbursement amounts may be adjusted appropriately based on the annual budget. Where the policies stipulated in this document are similar to or duplicate those in relevant policy documents, the provisions of this document shall prevail.
