In order to deeply implement the fourth plenary session of the Inter-ministerial Joint Conference on the Development of Trade in Services of the State Council and the spirit of the 14th Party Congress of the province, conscientiously implement the "Guiding Opinions of the Jiangsu Provincial People's Government of the CPC Jiangsu Provincial Committee on Comprehensively Enhancing the Level of Development of Jiangsu's Digital Economy" (SUFA [2022] No. 7), explore the construction of a development path for the characteristics of the digital trade, and promote the accelerated development of the province's digital trade, we now propose the following measures .
One, the overall requirements
To Xi Jinping new era of socialism with Chinese characteristics as a guide, the full implementation of the spirit of the 19th CPC National Congress and the 19th Plenum, adhering to the combination of market-driven and government-led, based on the new development stage, complete and accurate full implementation of the new development concept, services to build a new development pattern, seize the opportunity to build a strong network province, Digital Jiangsu, Smart Jiangsu, based on industrial digitization and digital industrialization, digital technology as the core drive, give full play to the advantages of trade in services and service outsourcing, and promote the accelerated development of digital trade.
By 2025, cultivate a batch of digital trade platforms with great influence and wide radiation in key areas; build 30 digital trade bases, cultivate 10 leading digital trade enterprises that are in the national leading position in subsectors, and more than 50 digital trade enterprises with more than 100 million US dollars in annual exports. The province's digital trade development level to maintain the forefront of the country, the formation of digital trade with the development of the digital economy in Jiangsu to match, and high international standards of economic and trade rules connected to the digital trade open cooperation ecosystem, basically built with global competitiveness of the digital trade plateau.

(1) Deepen the integration and improve the diversified industrial chain of digital trade.
1. Accelerate the integration of service outsourcing and manufacturing development. Based on the foundation of advanced manufacturing industry in Jiangsu, seize the opportunity of intelligent transformation and digital transformation, give full play to the advantages of service outsourcing industry in Jiangsu, and promote the accelerated development of industrial digitalization. Explore new modes and mechanisms for the transformation and trading of digital scientific and technological achievements. Support the import, digestion and innovation of key technologies. Support the promotion of technologies and standards in countries and regions along the "Belt and Road". Organize digital cultural theme activities. Strengthen the protection, development and utilization of digital copyrights. Support the construction of national cultural export bases, national digital publishing bases, national copyright trade bases, and the East China Regional Center for National Cultural Big Data. Promote the construction of national or Yangtze River Delta regional-level audiovisual industrial parks (bases) with national influence and Jiangsu logo. In the fields of R&D and design, industrial interconnection, information services and other digital trade, introduce a number of platform-type head enterprises with strong resource integration, new business models, and international influence and competitiveness. Actively attract the headquarters of multinational companies and functional organizations in the field of digital trade to settle in Jiangsu. Focus on supporting innovative enterprises, cultivating a number of key enterprises in the integration of two industries and two-chemicals, and supporting small and medium-sized enterprises to take the road of "specialization, specialization and innovation". Guiding the backbone enterprises of digital trade to "go out to sea", and leveraging leading enterprises in foreign cooperation and major foreign investment projects to "go out". It will establish a hierarchical catalog of digital trade public service platforms in Jiangsu Province, and carry out dynamic assessment and evaluation of digital trade public service platforms. 1. Build a diversified international market pattern. Focusing on the key areas of digital trade, we will strive to develop the traditional markets of digital trade in Europe, the United States, Japan and Hong Kong, China, and encourage enterprises to strengthen in-depth cooperation with developed countries and regions through mergers and acquisitions, the establishment of branches or R&D centers, and so on. Taking the construction of the "Belt and Road" intersection as a whole, and the efficient implementation of the Regional Comprehensive Economic Partnership Agreement (RCEP) as an opportunity, we will strengthen cooperation with ASEAN countries in the fields of science and technology innovation, culture, professional services, etc., as well as cooperation with African countries in the fields of network communications, financial services, etc., so as to deeply cultivate the local market.
