I. General Requirements

Focusing on innovation, the construction of carriers and platforms, the cultivation of market players, the integration of business models, the enhancement of trade facilitation, and the optimization of the development environment, we can accelerate the construction of comprehensive pilot zones for cross-border e-commerce, promote the high-quality development of cross-border e-commerce, help improve the quality of foreign trade in a stable manner, and provide a strong support for the promotion of the opening up of Jiangsu to the outside world at a high level.

Second, the development goals

Three key tasks

(a) Nurturing cross-border e-commerce industrial ecology. Increase the attraction of domestic and foreign cross-border e-commerce head enterprises, the introduction of radiation driven ability, industry influence of cross-border e-commerce platform-based, trade-oriented, service-oriented enterprises, set up regional headquarters in Jiangsu and operation centers, innovation centers, distribution centers, and other functional institutions, the development of cross-border e-commerce headquarters economy, the local focus on key projects, "a matter of discussion "The local government will support the key projects on a case-by-case basis. By 2025, the province will build more than 120 cross-border e-commerce industrial parks with more than 6,000 enterprises. Build a professional exhibition platform for cross-border e-commerce, expand the influence of the Yangtze River Delta Cross-border E-commerce Trade Fair and Nantong Cross-border E-commerce Selection Expo, and enhance the effectiveness of the exhibition. Support strong enterprises and institutions to build research centers and actively participate in cross-border e-commerce technological innovation, industry integration and standard setting.

(E) Promote the integration and development of "industrial zone + cross-border e-commerce". Encourage import enterprises to set up cross-border e-commerce retail import center warehouses in comprehensive bonded zones, bonded logistics centers (B-type), etc., and develop new modes such as "bonded warehouse + live" and "experience store + live". Steady expansion of "online bonded imports + entity new retail" pilot, improve supervision, enhance the consumer experience. (viii) Promote cross-border e-commerce independent brand overseas. Support cross-border e-commerce enterprises to carry out overseas trademark registration and international certification, apply for domestic and foreign patents, carry out global promotion of brands, and expand the export of independent brands. By 2025, the province will focus on cultivating and developing more than 100 cross-border e-commerce export brands with certain international influence. Guiding localities to establish key brand enterprise cultivation library, organizing brand promotion activities, setting up benchmark enterprises, and playing a demonstration effect.

(ix) strengthen the application of digital marketing promotion. Support enterprises to apply search engines, social media, big data analysis and other ways to carry out digital marketing promotion, through digital means and Internet tools to support the product overseas precision marketing and supply and demand matching. Encourage enterprises to build their own independent stations, cultivate private domain traffic, and strengthen their own channels, and strengthen policy support for enterprises whose construction and operation of independent stations reach a certain scale. Encourage cross-border e-commerce enterprises to actively participate in domestic and foreign exhibitions and cross-border e-commerce professional exhibitions, online and offline to jointly develop the international market.

(10) Use and build good overseas warehouses. Encourage enterprises to set up overseas warehouses in the traditional main sales markets and emerging markets such as the "Belt and Road" and the main node cities of the China-Europe liner. Guide the overseas warehouse to improve service capacity, improve warehousing and distribution, marketing display, cargo consolidation and other functions, to expand the "live in the warehouse", "before the exhibition after the warehouse" and other business models. (xiii) Innovative foreign exchange management services. (xiv) Strengthen financial and insurance services. Strengthen government-bank-enterprise cooperation, encourage financial institutions in the risk-controllable premise, the use of e-commerce supply chain logistics, capital flow and other information, the development of cross-border e-commerce enterprises of innovative financial products, the promotion of the Nanjing "overseas warehouse outbound financing", Suzhou "sea trade loan", Changzhou's "cross-border logistics credit guarantee loan", Zhenjiang's "cross-border e-commerce business loan" and other innovative practices to alleviate the problem of enterprise financing difficulties. (xv) Strengthen the construction of talent team. Improve the talent cultivation system linking the government, universities, enterprises and associations, deepen the integration of industry and education, and promote cooperation between schools and enterprises. Encourage local entrepreneurs to carry out digital literacy enhancement actions and various types of resource docking, policy advocacy, business training, experience sharing and other activities, the province's annual organization of high-quality docking exchanges more than 500 times. Give full play to the role of industry organizations and business associations, organize cross-border e-commerce product selection contests, innovation and entrepreneurship contests, cross-border live broadcasting contests and vocational skills contests at multiple levels, carry out various forms of practical cross-border e-commerce training, carry out the recognition of the vocational skills level of cross-border e-commerce talents, and hold double-selection and docking sessions for talents. Organize various cross-border e-commerce talent training more than 50,000 times a year.

(p) Strengthen risk prevention and control capacity building. Guiding localities to make full use of special funds at all levels to support the development of cross-border e-commerce, strengthening the assessment of funding policy compliance and performance management, and shall not be used for prohibited subsidies. Guiding enterprises to enhance awareness of laws, rules and intellectual property protection, and emphasize the construction of a compliant risk control system. Four, organizational safeguards

(a) Strengthen organizational leadership. (ii) Compact main responsibility. The cross-border e-commerce pilot zones should press the main responsibility, further improve the municipal working mechanism, highlight the development focus, refine the tasks and initiatives, and promote the implementation of the work. The first five batch of cross-border e-commerce pilot zones should be benchmarked to find the difference, strengthen the exploration and innovation, and accelerate the reduction of the gap with the advanced regions in the scale of business, the construction of overseas warehouses, and the cultivation of the main body. The sixth batch of cross-border e-commerce pilot zones should absorb and learn from the good experience and practices of the first pilot zones, accelerate the construction of the "six systems and two platforms", and consolidate the foundation for development.

(c) Increase policy support. Various departments around the world to strengthen the linkage, regular organization of policy advocacy, policy counseling, to expand the coverage of various enterprise-related policies to benefit enterprises.
