Original Title: Implementation Opinions of the Municipal Government on Promoting the High-Quality Development of the Science and Technology Services Industry
To the People’s Governments of All Counties and Districts, the Administrative Committees of All Municipal Development Zones, New Areas, and Industrial Parks, All Municipal Commissions, Offices, and Bureaus, and All Municipal Directly Affiliated Units:
To establish a science and technology service system that meets the requirements of the new era and the needs of innovative development, further stimulate the vitality of science and technology innovation across the city, better serve the construction of the city’s “Four Modernizations” Synchronized and Integrated Reform Pilot Zone, and fully promote the high-quality economic and social development of our city, these Implementation Opinions are formulated in accordance with the spirit of relevant national and provincial documents on the development of the science and technology service industry, and in light of the actual conditions of our city.
I. General Requirements
(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China, we will fully implement General Secretary Xi Jinping’s important expositions on scientific and technological innovation, adhere to the innovation-driven development strategy,deepen the reform of “delegating powers, streamlining administration, and improving services,” take the cultivation of market entities in the science and technology service sector and the expansion of service platforms as key drivers, innovate service models, optimize the sector’s layout, and focus on promoting the development of the science and technology service sector toward marketization, specialization, scaling, and systematization. We will build a science and technology service system characterized by distinct features, rational layout, and diversified investment, promote the deep integration of the innovation chain and industrial chain, and provide strong support for Suqian’s efforts to build an advanced manufacturing base in the Yangtze River Delta and advance the city’s high-quality economic and social development.
(2) Development Goals. By the end of the 14th Five-Year Plan period, the potential of the city’s science and technology service resources will be fully unleashed, and the capacity to support scientific and technological innovation, the transformation of research outcomes, and industrial development will be significantly enhanced. A science and technology service system that meets the needs of the city’s high-quality development will be basically established.The city will have established a cumulative total of 8–10 science and technology service clusters, created 3–5 provincial-level characteristic bases for the science and technology service industry, and reached 200 science and technology service enterprises above designated size. There will be no fewer than 30 leading enterprises with service revenues exceeding 100 million yuan, and the proportion of science and technology service industry revenue in the city’s GDP will reach the provincial average.
II. Strengthening the Development Positioning of the Science and Technology Service Industry
In accordance with the principles of “market orientation, intensive clustering, and differentiated development,” by the end of the 14th Five-Year Plan period, each county, district, and municipal functional zone will have established a distinct development positioning for the science and technology service industry. Shuyang County will leverage the Shuyang Software Park and Shuyang High-Tech Innovation Park as platforms to vigorously develop the digital economy, information technology, and startup incubation services.Siyang County will rely on the construction of the Lianju Technology Complex, the Xikang Network Entrepreneurship Incubation Base, and township-level network entrepreneurship zones to actively attract professional entrepreneurship incubation institutions and prioritize the development of entrepreneurship incubation services. Sihong County will leverage the Sihong Electronic Information Technology Complex to accelerate the advancement of technology services such as R&D, entrepreneurship incubation, and information technology.Suyu District (Suqian High-Tech Zone) uses the provincial-level Science and Technology Specialized Service Base within the High-Tech Zone as a model to concentrate its strengths on developing R&D and design, technology transfer, and startup incubation services, aiming to create a cluster of science and technology service platforms, a hub for science and technology service talent, and a benchmark area for high-quality science and technology services.Suqian City’s Sucheng District leverages the high concentration of financial institutions in the urban area, the clustering of engineering design institutes in sectors such as housing and urban-rural development, water conservancy, and power, as well as the concentration of technology service intermediaries. In conjunction with the construction of the Xicheng Tower Technology Complex in Sucheng District, the district prioritizes the development of technology finance, professional design, and technology consulting services. Suqian Economic and Technological Development Zone relies on the Industrial Technology Research Institute, the Xi’an Jiaotong University Technology Industrial Park, and the Smart Home Appliance Industrial Park to focus on developing technology R&D, startup incubation, and testing and inspection services.The Municipal Hubin New District, leveraging the construction of the JD Data Center, Insurance Town, and the Santai Mountain Data Application Research Institute, is committed to developing data application services centered on big data. The Suzhou-Suqian Industrial Park, capitalizing on the development of the Suzhou-Suqian Industrial Park Collaborative Innovation Zone within the Suzhou Free Trade Zone and integrating the park’s industrial strengths and characteristics, will focus on developing packaging and testing technologies and specialized design services.The Yanghe New District leverages its industrial foundation in baijiu (Chinese spirits) and packaging to develop ICi creative design, building a distinctive industrial creative design base centered on product R&D, industrial design, and成果展示. Relying on the construction of the Provincial Agricultural High-Tech Zone, it vigorously develops agricultural technology extension services centered on digital agriculture and rural development.
III. Building a New “242” Science and Technology Service Industry System
Centered on Suqian’s goal of becoming an advanced manufacturing base and an applied innovation demonstration zone in the Yangtze River Delta, the city will focus on supporting the cultivation of key industrial chains, highlight priority sectors and emerging business models in the technology service industry, and establish a new “242” technology service industry system.
(1) Seizing New Opportunities in Technology Transfer and the Digital Economy Technology Service Sector
1. Technology Transfer Services. Centered on the construction of the Yangtze River Delta Advanced Manufacturing Base, we will improve the technology transfer service network, establish a multi-tiered technology (intellectual property) trading market structure with full coverage across cities, counties, and districts, and form a distinctive technology market service system characterized by government support, market guidance, institutional reliance, and industry service.Innovate service models, actively explore internet-based online technology transaction models, and improve both online and offline forms of technology transactions. Provide enterprises with integrated technology transfer services that span sectors, regions, and the entire process. Promote the upgrade of technology transfer service agencies from “point-to-point” services to comprehensive service models, accelerate the evolution of technology achievements from transfer to commercialization, and achieve the industrialization of technology achievements.Cultivate technology transfer service agencies, guide and support third-party social institutions in providing technology transfer services, and encourage universities and research institutes outside the city to establish technology transfer branch centers in Suqian, thereby opening channels for the transfer and commercialization of technological achievements from universities and research institutes to Suqian. 2. Digital Economy Services. In line with the trend of widespread application of digital technologies in regional economic and social governance, we will fully leverage digital technologies in areas such as artificial intelligence, big data analysis, cloud computing, the Internet of Things (IoT), and advanced robotics. We will support enterprises and institutions in deepening the application of information technologies—including IoT, cloud computing, big data, and blockchain—across all operational stages, extending into new forms of digital consumption, digital production, the digital integration of manufacturing and services, digital supply chains, digital industrial ecosystems, and digital resource allocation.Focus on utilizing digital technologies to integrate and open up relevant science and technology service resources, promote the implementation of a batch of digital technology application demonstration projects, and actively develop new forms of science and technology service industries. (2) Building New Competitive Advantages in R&D and Design, Testing and Inspection, Startup Incubation, and Technology-Driven Financial Services
3. R&D and Design Services. Focusing on strengthening knowledge- and technology-intensive services, we will promote the extension of the R&D and design service industry chain toward high-end segments. We will guide renowned domestic and international scientists, high-level talent teams, prestigious universities, research institutes, and scientific research organizations to establish new R&D institutions in our city, thereby strengthening research and services related to generic industrial technologies. We will develop specialized R&D enterprises and actively foster new forms of R&D organizations, R&D intermediaries, and R&D service outsourcing.Guide our city’s innovative leading enterprises to address their own and industry needs by accelerating the separation of core and auxiliary operations, establishing various high-level corporate R&D institutions, promoting the development of offshore R&D facilities, exploring the “enclave” economic model, and fostering collaborative innovation to provide integrated R&D services to the industry. Promote the development of professional service agencies in service outsourcing, industrial design, and engineering technology; encourage the growth of market-oriented R&D and design intermediaries and service outsourcing agencies; and utilize various forms such as crowdfunding and crowdsourcing to deliver R&D and design services.Accelerate the construction of industrial creative design parks, strengthen basic research in design and the development of design tools, support the establishment of public service platforms for industrial design, and enhance the application of industrial design in both traditional competitive industries and emerging industries. 4. Inspection, Testing, and Certification Services. Relying on the Suqian Public Service Platform for Inspection, Testing, and Certification, and focusing on aggregating service providers and extending the service chain, we will promote the evolution of inspection, testing, and certification services from single-function testing, analysis, and certification toward integrated testing technologies covering the entire industrial chain and the full product lifecycle.Encourage testing, inspection, and certification institutions to pursue market-oriented and specialized development, providing services such as observation, analysis, testing, inspection, standardization, and certification throughout the entire process—from design and development to manufacturing and after-sales service; support the development of services including technical standards research and development and information consulting.Efforts will be made to attract a group of domestic and international third-party inspection, testing, and certification institutions to foster the formation of a nationwide, diverse, complementary, and comprehensive inspection, testing, and certification service system. Inspection, testing, and certification institutions are encouraged to actively participate in the formulation of local, industry, national, and international standards, and to promote mutual recognition of qualification standards and inspection and testing results. 5. Startup Incubation Services. Vigorously promote the upgrading of innovation and entrepreneurship platform services, and guide startup incubation institutions toward specialized and refined development. Focusing on the city’s leading industries, support localities and industrial parks in attracting specialized startup incubation institutions to establish and operate private or mixed-ownership specialized maker spaces and incubators. Encourage startup incubation institutions to provide innovation and entrepreneurship incubation services centered on high-tech, precision, and cutting-edge industrial sectors.Encourage eligible large and medium-sized enterprises to fully leverage their advantages—such as high-caliber management teams, strong professional mentoring capabilities, and substantial financial resources—to take the lead in jointly establishing enterprise incubators with local governments and research institutes. Establish a virtuous operational model featuring idea solicitation, resource sharing, and platform support to attract talent, strengthen innovation, and extend industrial chains.Explore and promote innovative models such as crowdsourcing, crowdfunding, co-creation, and mutual support to accelerate the rapid development of new technologies, services, products, and industries. Encourage startup incubation institutions to engage in international cooperation. Optimize startup training and guidance services, innovate incubation models, and continuously enhance service capabilities. 6. Science and Technology Financial Services. Establish a science and technology financial services platform, optimize and integrate existing science and technology-related loans, and innovate financial service products. Encourage financial institutions to explore new financing services such as intellectual property pledge loans, technology guarantees, technology insurance, and industrial chain financing. Support angel investment and venture capital in making direct equity investments and providing value-added services to local science and technology enterprises, and explore financing models that integrate investment and lending.Encourage private enterprises to utilize equity, debt, and securitized financing; support innovative enterprises with strong growth potential but not yet profitable to list on the Jiangsu Equity Exchange Center. (3) Promoting New Developments in Science and Technology Consulting and Popularization
7. Science and Technology Consulting Services. Vigorously develop specialized services such as strategic consulting, management consulting, engineering consulting, and information consulting, and actively foster new business models such as management service outsourcing and project management outsourcing. Encourage science and technology consulting agencies to continuously innovate service models, explore the application of new technologies, methods, and models, and carry out networked and integrated science and technology consulting and knowledge services to provide high-quality consulting services for economic and social development.(Lead Department: Municipal Science and Technology Bureau; Responsible Units: All counties, districts, and functional zones of the city; relevant municipal departments and units)
8. Science and Technology Popularization Services. Focus on promoting the regularization and branding of science popularization activities to enhance the level of public science popularization services. Promote the construction of science education bases in various forms. Strengthen the creation of science popularization works, advance multi-channel, full-media science communication, and successfully organize thematic science popularization events such as National Science Popularization Day and Science and Technology Activity Week. IV. Implementation of the Action Plan for Quantitative and Qualitative Improvement
Guided by the approach of “building platforms, cultivating entities, focusing on services, and fostering an ecosystem,” we will establish clusters for the science and technology service industry, expand and strengthen leading enterprises (institutions), build platforms to support industrial development, enhance the cultivation of the service industry chain, optimize the development environment for the science and technology service industry, and promote high-quality development of the sector.
(1) Implement the Key Industrial Chain Empowerment Plan. Addressing the pain points, difficulties, and bottlenecks in the cultivation and development of key industrial chains, we will leverage the specialized and systematic advantages of science and technology services to implement an empowerment plan for high-quality industrial development. We will provide R&D and design services at the front end of industrial chains, offer full-chain design services, and enhance product technology levels. We will strengthen technology transfer services to facilitate the commercialization of technological achievements. We will improve testing and inspection capabilities, conduct comprehensive testing and inspection services across all sectors, and elevate product quality and safety standards.Provide specialized incubation and operational services to foster a citywide atmosphere of innovation and entrepreneurship. Improve science and technology financial products and services to support industrial innovation and development. Vigorously develop digital technology services to drive the digital transformation of manufacturing through digital economy services. Focus on cultivating key industrial chains, using the technology services sector to catalyze innovation and development in manufacturing, and promote the deep integration of the technology services sector with the real economy. (2) Implement the Science and Technology Services Cluster Development Plan. Adhering to the principles of “concentrating related functions, clustering specialized industries, intensifying land use, and promoting coordinated regional development,” we will ensure rational layout and effective development. By combining cultivation with enhancement, we will form a group of science and technology services clusters characterized by distinct features, comprehensive functions, and rational layout.Focusing on the creation of provincial-level and above science and technology service industry clusters and specialized bases, we will strengthen the guiding role of industrial planning. Taking areas with relatively concentrated science and technology resources in each county (district) and municipal functional zone as the primary carriers, and combining local science and technology complex construction with the development of the science and technology service industry, we will highlight distinctive features and pursue differentiated development. We will plan and construct 8–10 science and technology service industry clusters from a high starting point in fields such as R&D transformation services, startup incubation services, and industrial creative design.Suqian High-Tech Zone shall enhance the substance of its specialized science and technology service bases, strengthen the construction of public science and technology service platforms, prioritize the recruitment and training of specialized science and technology service professionals, deepen technology transfer services, and propel the science and technology service industry to new heights. (3) Implement the Science and Technology Service Enterprise Attraction and Cultivation Plan. Focusing on the eight major business models of the science and technology service sector, intensify efforts to attract enterprises. Conduct targeted investment promotion in conjunction with major events such as the Green Investment Fair, science and technology enterprise investment promotion conferences, and innovation and entrepreneurship competitions. Vigorously attract science and technology service enterprises (institutions) above a certain scale, and support the establishment of headquarters and regional headquarters of well-known domestic and international science and technology service brands, as well as key enterprises (institutions) with independent legal person status, within science and technology service clusters.Implement the Excellence Cultivation Plan for Key Technology Service Enterprises (Institutions). Establish a cultivation database for technology service enterprises (institutions) above a certain scale, increase policy support, and prioritize the cultivation of enterprises (institutions) in the database that demonstrate significant development potential, strong R&D capabilities, and favorable market prospects. Provide continuous, rolling support to help enterprises (institutions) achieve scale in revenue and elevate their service standards, thereby fostering a group of key technology service enterprises with core competitiveness, distinctive service features, and immense development potential;By 2025, the city will have 200 science and technology service enterprises above a certain scale, with no fewer than 30 key enterprises generating service revenue exceeding 100 million yuan, and will strive to have 10 institutions ranked among the provincial “Top 100” in the science and technology service sector. (4) Implement the Service Platform Doubling Plan. Strengthen categorized guidance to support and regulate market-oriented functional platforms—such as technology transfer, business incubation, testing, inspection, and certification, technology consulting, and technology finance—in providing specialized technology services. Establish several highly efficient, open, and shared professional technology service platforms to build a new framework for technology services.Accelerate the construction of application scenario platforms for cutting-edge technologies. Focusing on the R&D of key products and industry application needs in fields such as next-generation information technology, new materials, and high-end equipment manufacturing, we will plan and build open service platforms. Support the expansion of application scenarios in the real economy to foster the growth of new business models and formats. Guided by the core concept of “innovation services + innovation resources” and supported by technologies such as big data, cloud computing, and artificial intelligence, we will establish an integrated online-offline, specialized, collaborative, and standardized science and technology innovation cloud service platform.Accelerate the opening of major scientific research facilities and large-scale instruments and equipment to social users, including universities, research institutes, enterprises, and social R&D organizations. Establish a shared service platform for large-scale scientific research facilities and instruments, and encourage managing entities to explore socialized management models by entrusting the management and public access of these facilities and instruments to professional service agencies. Encourage enterprises and social forces to participate in the construction of scientific research infrastructure through various means, thereby promoting the socialization of scientific instrument usage services.By 2025, the city will have established no fewer than 30 public science and technology service platforms of various types. V. Support Measures
(1) Establish a Promotion Mechanism. Establish a municipal science and technology service industry promotion mechanism comprising the Municipal Cyberspace Administration Office, Development and Reform Commission, Science and Technology Bureau, Industry and Information Technology Bureau, Finance Bureau, Human Resources and Social Security Bureau, Market Regulation Bureau, Statistics Bureau, Big Data Administration, Agriculture and Rural Affairs Bureau, Taxation Bureau, Local Financial Regulatory Bureau, and the Association for Science and Technology. This mechanism will coordinate the resolution of major issues in the reform and development of the science and technology service industry, achieving the optimization and integration of resources as well as the coordinated implementation of supporting policies.The Municipal Science and Technology Bureau shall be responsible for the overall coordination, inspection, and supervision of the technology service industry. All localities shall establish corresponding implementation mechanisms, formulate specific local work plans, and ensure that tasks and requirements are fully implemented.
(2) Strengthen Policy Support. Provide supporting measures in areas such as land, talent, and rent to foster a favorable environment for the development of the technology service industry. Coordinate relevant industrial policy funds to support and reward key initiatives, including the construction of technology service industry clusters, the introduction of technology service enterprises (institutions), the cultivation of leading enterprises (institutions), the development of innovation platforms, and the enhancement of the technology service industry’s capabilities.
(3) Optimize the statistical system. Implement a statistical system that combines statistical work conducted by statistical departments in accordance with the law with research-based statistics from relevant departments, and improve statistics on various business models within the technology services sector. Establish a quarterly statistical monitoring and reporting system to promote the sharing of statistical data and resources, thereby enhancing timeliness and accuracy.
(4) Strengthen Assessment and Evaluation. Incorporate the development goals of the technology service industry into the city’s overall science and technology innovation assessment system. Establish a quarterly reporting system for technology service development, conduct annual assessments of the service industry, and promote the high-quality development of the technology service industry.
