Original Title: Implementation Opinions of the CPC Suqian Municipal Committee and the Suqian Municipal People’s Government on Accelerating the Development of the Digital Economy
The digital economy is the primary economic form following the agricultural and industrial economies. Developing the digital economy is a strategic choice to seize new opportunities presented by the new round of technological revolution and industrial transformation, and serves as a vital engine for building a modern economic system. To thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee, and the Provincial Government regarding the in-depth advancement of the digital economy, seize new opportunities, foster new growth drivers, accelerate the digital transformation of the city’s economy and society, and promote high-quality development, the following opinions are hereby put forward in light of the actual conditions of our city.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th CPC National Congress and its subsequent plenary sessions. We will treat the digital economy as a key driver of Suqian’s transformation and development and a vital pillar of high-quality development. Aligning closely with the goals of establishing a demonstration zone for the integrated reform of the “Four Modernizations” and a base for advanced manufacturing in the Yangtze River Delta, we will focus on the digital transformation of industries, the industrialization of digital technologies, and digital governance. We will emphasize innovation-led development, strengthen infrastructure,enhance data-driven empowerment, improve the development ecosystem, and promote the deep integration of the digital economy and the real economy, thereby providing strong support for building a “strong, prosperous, beautiful, and high-quality” new Suqian.
(2) Development Positioning
— Building a Digital Economy Hub City in the Northern Wing of the Yangtze River Delta. We will accelerate the establishment of institutional mechanisms conducive to the development of the digital economy, promote the deep integration of the digital economy with the real economy, facilitate the deep penetration of digital technologies into all sectors of the economy and society, explore and establish a leading model of digital-enabled economic and social transformation, and build a digital economy hub city in the northern wing of the Yangtze River Delta.
— Building a Demonstration Zone for Industrial Digital Transformation in Jiangsu Province. Fully recognizing the current reality that our city’s manufacturing sector remains dominated by traditional industries and that the need for industrial digital transformation is urgent, we will accelerate the implementation of the “Intelligent Upgrading and Digital Transformation” initiative. We will promote the deep integration of next-generation information technology with traditional industries such as high-end textiles, green food, and green home furnishings, driving comprehensive, multi-dimensional, and full-chain digital transformation across industries to establish a demonstration zone for industrial digital transformation in Jiangsu Province.
——Establish a national benchmark for new-type smart city development in small and medium-sized cities. Fully leverage the supporting role of the digital economy in transforming social governance methods, promote the integrated development of online and offline government services, and build a new-type smart city based on the “1334+N” system architecture to high standards. This will enable real-time monitoring, precise services, and refined management, thereby establishing a national benchmark for new-type smart city development in small and medium-sized cities.
(3) Basic Approach
Differentiated Development to Forge Distinctive Features. Grounded in Suqian’s actual conditions, we will focus on key sectors and critical links, identify comparative advantages, and adhere to a strategy of holistic advancement, breakthroughs in key areas, and the cultivation of distinctive features. By pooling resources and concentrating efforts, we will strive to build the “Suqian” brand in select advantageous niche sectors, charting a path for digital economic development with Suqian’s unique characteristics.
Leading-Enterprise Driven, Leveraging Strengths to Build Momentum. We will deepen comprehensive cooperation with JD.com Group and accelerate the development of key projects in e-commerce, logistics, smart cities, intelligent manufacturing, and foundational data. By fully leveraging JD.com’s “strong magnetic field” effect, we will attract more enterprises from critical segments of industrial and supply chains to establish operations here, thereby building momentum and gathering energy for the high-quality development of Suqian’s digital economy.
Focus on integration and comprehensive empowerment. Focus on key areas such as industrial development, transformation and upgrading, public services, and urban governance. Deepen the integration of informatization and industrialization as well as the convergence of the digital and real economies, promoting the comprehensive integration of digital technology with the economy and society to empower high-quality economic and social development through digital technology.
(IV) Development Goals
By 2025, the city’s digital economy will enter a phase of comprehensive expansion. The value added by core digital industries will account for approximately 12% of GDP. New infrastructure will be continuously improved, breakthroughs will be achieved in industrial digital transformation, the capacity of the digital industry will be significantly enhanced, and digital governance capabilities will be markedly strengthened. The digital economy will become a key engine driving high-quality development.
II. Key Tasks
(I) Prioritizing Digital Empowerment to Create a Powerful Engine for Industrial Upgrading 1. Accelerate the digital transformation of manufacturing. Fully implement the three-year action plan for “intelligent upgrading and digital transformation,” carry out the four major initiatives of “leading enterprises driving growth, 100 enterprises adopting smart manufacturing, 1,000 enterprises moving to the cloud, and 10,000 enterprises connecting to the internet,” and promote the accelerated digital, networked, and intelligent transformation of traditional industries, striving to build a demonstration zone for industrial digital transformation in Jiangsu Province.By 2025, the industrialization-digitalization integration index will reach 65. Implement the Leading Enterprise Drive Project. Support leading enterprises in industrial chains to build industrial internet platforms, cultivate a group of provincial-level industrial internet benchmark factories, advance the construction and promotion of second-level identifier resolution nodes, and promote the integrated development of “5G + Industrial Internet.” By 2025, the number of provincial-level industrial internet platforms will reach 10, and the number of enterprises connected to second-level industrial internet identifier resolution nodes will reach 40,000.Implement the “100 Enterprises Smart Manufacturing” Project. Accelerate the intelligent transformation of workshops and factories, establish a number of provincial-level smart manufacturing demonstration factories and workshops, and comprehensively enhance the level of intelligent production in enterprises. By 2025, the number of provincial-level smart manufacturing demonstration factories and workshops will reach 18 and 60, respectively. Implement the “1,000 Enterprises Cloud Migration” Project. Focusing on enterprises above a certain scale, promote the “cloud migration, data utilization, and intelligent empowerment” of industrial enterprises.By 2025, the number of provincial-level star-rated cloud-based enterprises will reach 1,800. Implement the “10,000 Enterprises Online” Project. Encourage small, medium, and micro enterprises to accelerate their connection to the consumer internet and industrial internet, and actively integrate into industrial chains by leveraging platform functions such as online procurement, warehousing and consolidation, distribution and circulation, and supply chain finance. 2. Promote the digital development of the service sector. Focusing on the “343” modern service industry system, we will promote the comprehensive penetration of next-generation information technology into the service sector, accelerate the digital transformation of the service sector, and cultivate new drivers for its development. We will vigorously promote the digital transformation of production-oriented service industries such as modern logistics, modern finance, technology services, and information services; expand digital application scenarios; optimize management and service models; improve the quality and efficiency of the service sector; and drive production-oriented service industries toward the high-end of the value chain.By 2025, the value added by production-oriented services will account for 50% of the total value added by the service sector. Vigorously develop new business models such as digital tourism, digital elderly care, digital education, digital healthcare, digital entertainment, and digital mobility; enrich digital lifestyle service scenarios; promote the effective integration and utilization of online and offline resources; and drive the digital upgrade of lifestyle services.Focusing on leading industries such as electromechanical equipment, high-end textiles, green food, and green home furnishings, we will encourage manufacturing enterprises to utilize digital technologies to develop service businesses including personalized customization, supply chain management, shared manufacturing, full lifecycle management, and turnkey integration and contracting. This will facilitate the transition of manufacturing enterprises from merely providing products to offering “smart products + value-added services,” and promote the integrated development of advanced manufacturing and modern services.Encourage service enterprises to leverage their strengths in information, marketing channels, technology, branding, and creativity to develop new products and equipment, thereby driving innovation in product and service supply and achieving reverse customization and integration from the service sector into the manufacturing sector. 3. Promote the Digital Transformation of Agriculture. Deepen the integrated application of digital technologies across the entire agricultural industry chain to enhance the digitalization of agricultural production, processing, sales, logistics, and other stages. Accelerate the construction of digital agriculture and rural development bases. Promote the outcomes of the National Agricultural Internet of Things Regional Pilot Program, expand IoT coverage to the six major agricultural production regions, elevate the standards of the National Digital Agriculture Pilot in Siyang County, and advance the development of the Yanghe Smart Agriculture Demonstration Zone.By 2025, the proportion of IoT applications in the city’s facility agriculture will reach over 30%, and the number of provincial-level digital agriculture and rural development bases will reach 12. Establish and operate an agricultural and rural big data platform. Adhering to the principles of overall planning, phased implementation, resource integration, and a focus on practical results, fully establish an agricultural big data platform featuring a “six-in-one” system encompassing agricultural data management, command and dispatch, safety supervision, information services, public opinion monitoring, and data visualization.We will optimize module design, strengthen collaborative development and interoperability with the “Sunan Cloud” ecosystem, integrate application systems across business departments, expand data resources, and refine multi-layered spatiotemporal information maps. We will also build a Beidou-based agricultural machinery information management system and a “Su You Qian Xiang” brand big data system.We will deepen the implementation of the "Information to Villages and Households" initiative. Efforts will focus on enhancing the "four-service" capabilities of the Yinnong Information Centers to create a new "Internet Plus" information service platform that satisfies farmers. By 2025, the proportion of Yinnong Information Centers operating sustainably will reach over 80%. We will advance pilot demonstrations of the "Internet Plus" initiative for agricultural products moving from villages to cities.Vigorously develop e-commerce in agriculture and rural areas, accelerate the cultivation of local e-commerce platforms, and encourage business models such as new retail, online food delivery, and online tourism to participate in the rural e-commerce “ecosystem.” Guide agricultural production and operation entities to engage in direct online sales and develop the “cloud economy.” By 2025, the city’s annual online sales of agricultural products will exceed 25 billion yuan. 4. Promote the digital transformation of industrial parks. Guide various types of parks—including development zones, high-tech zones, North-South Joint Development Zones, and specialty parks—to actively adapt to the demands of the digital age. Build digital infrastructure such as 5G, the Internet of Things (IoT), the Industrial Internet, and data centers with a moderate degree of foresight to lay a solid foundation for the parks’ digital transformation. Encourage parks to build digital management service platforms such as “Park Brain” and “Smart Brain,” utilizing digital technologies to enhance operational management, industrial services, and decision-making capabilities, thereby empowering the parks’ digital transformation.Accelerate the construction and operation of projects such as the Suqian Eco-Chemical Technology Industrial Park Smart Park Platform, the Sucheng Economic Development Zone Smart Park Information Platform, and the Su-Su Park Intelligent Hub, establishing a set of benchmarks for the construction of digital management platforms in industrial parks. Strengthen support for industrial parks in all aspects—including policies for “intelligent transformation and digital transition,” finance, technology, and public infrastructure platforms—to lower the barriers and costs of digital transformation for enterprises.Actively explore joint operation models between platform enterprises and industrial parks to enrich the supply of services—including technology, data, platforms, and supply chains—and enhance the level of resource sharing through integrated online and offline channels, thereby guiding the accelerated aggregation of various factors within the parks. Conduct in-depth research on industrial digitalization to accurately grasp its essence and characteristics. Develop new standards, mechanisms, and strategies for project attraction tailored to these needs. Establish investment promotion systems and mechanisms suited to the digital economy context. (2) Emphasize Strengthening Foundations to Build a Solid Foundation for the Digital Industry
6. Strengthen the foundational industries of the digital economy. Building on Suqian’s industrial foundation and identifying the right direction for industrial development, we will focus on sectors within the digital industrial chain such as electronic components, integrated circuits, and “Big Data+.” We will thoroughly implement the “Ten-Point” work mechanism for cultivating key industrial chains, accelerate efforts to strengthen, supplement, and extend industrial chains, empower leading enterprises, improve supporting infrastructure, and address weaknesses in the industrial chain. This will propel Suqian’s foundational digital industries toward the mid-to-high end of the value chain, with a focus on developing several competitive industries with distinct Suqian characteristics.For the electronic components industry chain, we will address the development needs of next-generation information technology by accelerating the enhancement of technological advantages in basic components and assembled products. We will expand and strengthen the production of optical components, structural parts for mobile phone and tablet casings, 5G antennas, stepper motors, capacitors, inductors, and other products.By 2025, the output value is expected to reach 35 billion yuan. The integrated circuit industry chain will focus primarily on the packaging and testing segments, actively develop the manufacturing segment, strive for breakthroughs in the design segment, and extend the development of supporting materials for integrated circuits, with the goal of building a new integrated circuit industrial base in Jiangsu. By 2025, the output value is expected to reach 15 billion yuan.Big Data + Industrial Chain: Leveraging the rich data resources of the JD Big Data Center, we will encourage market forces to unlock the value of commercial data. We will focus on data collection, cleaning, annotation, analysis, trading, and application to foster and expand the big data industry, and actively build a “central kitchen” for the basic data services industry. By 2025, the output value is expected to reach 20 billion yuan.Focusing on emerging industries such as cloud computing, artificial intelligence, blockchain, the Internet of Things (IoT), 5G, the Industrial Internet, and cybersecurity, we will strengthen industry tracking and research, increase efforts to attract and incubate projects, explore the development of a range of emerging industries suitable for Suqian, and strive to enrich the scope of the “X” component within the “6+3+X” industrial system. Guided by the integrated development of online and offline channels, support the personalized and diversified development of services and products, and actively cultivate new business models and formats such as the platform economy, sharing economy, experience economy, and micro-economy. Focusing on all aspects of production and daily life, prioritize e-commerce service platforms, industrial internet platforms, and supply chain management platforms to actively attract and nurture platform-based enterprises. Connect data channels between upstream and downstream enterprises in the industrial chain to build a platform ecosystem capable of empowering businesses and multiplying benefits.Focusing on building a renowned Chinese e-commerce city, we will seize the opportunity presented by the development of the China (Suqian) Cross-Border E-Commerce Comprehensive Pilot Zone, further leverage the leading role of the JD.com ecosystem, and vigorously develop new e-commerce models such as platform e-commerce, cross-border e-commerce, community e-commerce, and live-streaming e-commerce. By 2025, the total volume of e-commerce transactions will reach 300 billion yuan.Promote innovation in production-oriented sharing economy models. Explore new approaches such as the sharing of innovation resources, production equipment, and production capacity. Support the establishment of technology resource sharing platforms, smart manufacturing service platforms, and pilot production platforms to facilitate the high-quality supply and efficient allocation of services and production factors. Using the “Individual, Ten, Hundred, Thousand” Investment Promotion Project as a key initiative, we will intensify efforts to attract digital industry projects, using a steady stream of new projects to support the continuous expansion of the digital industry’s scale.Optimize the evaluation criteria for investment promotion, making the attraction of digital industry projects a key indicator of performance. Prioritize project quality, focusing on high-tech content, significant development potential, and broad market prospects as the core criteria for attracting digital industry projects. Efforts should target leading digital enterprises in sectors such as Fortune 500 companies, state-owned enterprises,“state-owned” enterprises, and the top 100 private enterprises, and focus on attracting a batch of flagship and base-building projects; at the same time, we will pay attention to growth-oriented enterprises still in their nascent or startup stages, actively introducing a batch of projects featuring new technologies, business models, and formats that represent future development trends, have broad market prospects, and possess strong vitality.Prioritize investment promotion along industrial chains. Focusing on key digital industrial chains such as electronic components, integrated circuits, and “Big Data+,” we will strengthen tracking and research on upstream and downstream sectors, critical links, and supporting projects. We will actively work to strengthen, supplement, and extend industrial chains, vigorously attract high-quality projects with strong interconnections, and comprehensively address gaps and critical links to build robust industrial chains.Prioritize investment promotion in key regions. Focus on areas with developed digital economies such as the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Beijing-Tianjin-Hebei region. Encourage leading digital economy enterprises to grow stronger, larger, and more competitive through technological innovation, technical upgrades, mergers and acquisitions, and equity restructuring and listing, accelerating their development into “chain-leading” enterprises capable of building ecosystems. Support “chain-leading” enterprises in facilitating precise matching and deep interconnection among upstream and downstream enterprises in the industrial chain, fostering an ecosystem of integrated development among large, medium, and small enterprises.Continue to carry out the “Small to High-Tech” initiative for high-tech enterprises and the high-tech enterprise benchmarking and quality improvement plan. Vigorously cultivate technology-based small and medium-sized enterprises (SMEs), hidden champions, and “Little Giant” enterprises in the digital industry. Encourage enterprises to refine their core businesses and expand their markets, growing into industry-specific champions, gazelle enterprises, and unicorn enterprises.Strengthen the attraction and establishment of micro and small enterprises in the digital industry, combining incubation and cultivation with investment promotion to increase the concentration of digital economy incubation projects. Advance the construction of digital economy innovation platforms; support core digital economy enterprises in establishing national and provincial-level industrial (technology, manufacturing) innovation centers, engineering (technology) research centers, and enterprise technology centers; plan the establishment of several new-type R&D institutions and laboratories in the digital economy sector; and build a multi-tiered, highly efficient collaborative innovation platform system.Focusing on key industrial chains such as electronic components, integrated circuits, and big data, as well as emerging fields including artificial intelligence, cloud computing, and the Internet of Things, compile a list of core industrial technologies (and equipment). Pool superior innovation resources and explore approaches such as “open challenges” to concentrate efforts on tackling key challenges, thereby fostering a batch of landmark innovative achievements and core products, and enhancing the capacity of key core technologies to support industrial development.Optimize the institutional environment for the transfer and commercialization of scientific and technological achievements. Adhering to the principle of “seeking utilization rather than ownership,” we will closely align with digital hubs such as Shanghai and Southern Jiangsu, explore innovative models like “offshore R&D and onshore incubation,” and actively introduce advanced digital technologies and achievements from developed regions for commercialization in Suqian. We will promote intellectual property (IP) pledge financing and encourage the exploration of IP securitization and technology insurance to facilitate the capitalization and industrialization of digital technology achievements.Regularly organize digital technology exchange events to accelerate the aggregation of innovation factors and the commercialization of digital economic achievements. Intensify efforts to attract and establish projects, accelerate the construction of digital infrastructure, innovation incubation spaces, and application scenarios, and strengthen innovation in digital technology applications. Focus on building a series of platforms for digital economic development to promote the clustering of digital industries.Accelerate the construction of digital economy platforms such as the JD Cloud Town, JD Smart City, JD Smart Manufacturing Industrial Park, and JD (Suqian) Data Service Base to create a landmark digital industry cluster centered on JD. Focus on emerging digital industries such as e-commerce, big data, cloud computing, and artificial intelligence, and build a number of specialized digital economy industrial parks using platforms such as the Suqian E-commerce Industrial Park, the Municipal Software and Service Outsourcing Industrial Park, and the Shuyang Software Park.Seize the opportunity presented by the high-quality development and innovation pilot program for the Su-Su Industrial Park to strengthen cooperation between Jiangsu and Suqian in the digital economy sector, and promote the development of jointly built parks such as the Su-Su Industrial Park into the main platforms for digital economy cooperation between the two regions. (3) Focus on Enhancing Quality and Shaping New Benchmarks for Smart Governance
12. Promote the digital transformation of urban governance. Centered on the overarching goal of “monitoring the entire city on a single screen, managing the entire city through a single network, and benefiting the entire city via a single platform,” we will deeply integrate new-generation information technologies—such as the Internet of Things (IoT), big data, and 5G—with urban development,accelerate the construction of a new type of smart city based on the “1334+N” system architecture to achieve fine-grained perception of urban conditions, precise management of urban operations, efficient handling of emergencies, and highly efficient and intelligent public services. We will strive to establish a distinctive national benchmark for smart city development among small and medium-sized cities. We will deepen the construction of a “1+9+N” social governance and integrated command system that features three-tier coordination (city, county, and township levels), scientific management, integration of routine and emergency operations, and seamless vertical connectivity.Further improve the “City Brain” to advance informatization and digitization across multiple sectors including community governance, transportation, healthcare, and ecological environment. Establish an integrated comprehensive social governance system, prioritizing the development of four application scenarios: smart public security, smart justice, smart petition handling, and smart communities. Build a refined and intelligent urban management system, focusing on seven application scenarios: smart planning, smart construction, smart utility networks, smart property management, smart power supply, smart market regulation, and smart ecology.We will build a data-driven large-scale transportation governance system, with a focus on advancing the development of six application scenarios: smart transportation maps, smart traffic management, smart public transportation, smart transit hubs, key vehicle monitoring, and smart logistics. Standardize market activities involving data elements, continuously improve regulatory methods and approaches for the data element market, explore the establishment of intellectual property management systems for data assets and data property rights protection systems, and accelerate the formulation of rules regarding the identification, transfer, use, and protection of data property rights.Gradually improve the construction of a multi-stakeholder governance system for the data element market, promote the joint participation and collaborative governance of diverse entities including the government, enterprises, social organizations, and individuals, standardize the data resource utilization practices of various market entities, and ensure fair competition and the healthy operation of the market. 24. Strengthen Organizational Leadership. Establish a Municipal Leading Group for Digital Economy Work, with the Municipal Party Secretary serving as First Group Leader, the Mayor as Group Leader, relevant municipal leaders in charge serving as Deputy Group Leaders, and the principal officials of relevant municipal units and departments as members, to coordinate and advance the city’s digital economy development.The Office of the Leading Group shall be housed within the Municipal Development and Reform Commission. It shall be responsible for spearheading the implementation of major policy decisions and deployments regarding digital economic development at the national, provincial, and municipal levels; handling and supervising the implementation of matters decided by the Leading Group; and researching and formulating policy measures for the city’s digital economic development. Enhance dynamic monitoring and analytical research on the development of the digital economy, and regularly release digital economy data and development trends.
