Original Title: Several Policies on Supporting a New Round of High-Quality Development in the Suqian High-Tech Industrial Development Zone

To implement the spirit of relevant documents issued by the State Council and the Provincial Government regarding the promotion of high-quality development in high-tech industrial development zones,to further stimulate the vitality of innovation and development in the Suqian High-Tech Industrial Development Zone (hereinafter referred to as “Suqian High-Tech Zone”), build a first-class industrial development ecosystem and innovation and entrepreneurship ecosystem, strive to establish it as a demonstration zone for innovation-driven development, a cluster for emerging industries, a leading zone for transformation and upgrading, and a pioneer zone for high-quality development, form a new growth pole for our city’s regional economy, and provide strategic support for the construction of our city’s demonstration zone for the integrated reform of the “Four Modernizations” and the Yangtze River Delta advanced manufacturing base,and to rank among the top 100 national high-tech development zones by 2025, the following policies are hereby proposed.

Article 1: Optimize the Structural Layout of Suqian High-Tech Zone. Develop a spatial planning framework for Suqian High-Tech Zone, adhering to the principles of adapting to local conditions and orderly development, to establish a spatial layout for innovative development characterized by “one zone, five parks, and one belt.”Fully leverage the leading role of the Suqian High-Tech Zone as the core innovation area; concentrate major science and technology innovation platforms and carriers within this zone to make it a key source of scientific and technological innovation and a hub for high-tech enterprises and industries; enhance the collaborative and supporting capabilities of the “Five Parks”—including the Suqian Eco-Chemical Technology Industrial Park, Suqian Shuangxing Color Plastic Industrial Park, Zhangjiagang Suyu Industrial Park, Suqian E-commerce Industrial Park, and Suqian Digital Economy Industrial Park—to build specialized high-tech industrial parks with complementary functions;Develop the Canal Industrial Belt (including the Beijing-Hangzhou Grand Canal, the Suqian-Lianyungang Waterway, and the towns of Lailong and Xinzhuang, as well as Caojí Township and Luji Subdistrict). Connect the “One Zone” and the “Five Parks” through transportation hubs and green corridors to strengthen region-wide coordination and integrated development. Support Suqian High-Tech Zone in establishing “partner park” cooperative relationships with various parks that have high industrial relevance, achieving resource sharing, complementary advantages, and mutual benefits to expand industrial development space.Support Suqian High-Tech Zone in coordinating the management of other adjacent development zones with complementary industries to drive the upgrading of related industrial sectors. By 2025, Suqian High-Tech Zone will feature a more optimized layout, significantly enhanced independent innovation capabilities, a markedly improved environment for innovation and entrepreneurship, and more refined mechanisms for the generation, transformation, and industrialization of high-tech achievements, thereby forming a distinctive model of high-quality development.(Responsible Units: People’s Government of Suyu District; Municipal Science and Technology Bureau; Municipal Commerce Bureau; Municipal Bureau of Natural Resources and Planning; Administrative Committee of the Municipal Hubin New District)

Article 2: Enhance the Development of the Innovation Core Zone. Support Suqian High-Tech Zone in accelerating the construction of an innovation core zone that integrates knowledge creation, technological innovation, and the cultivation of distinctive strategic industries. Major national, provincial, and municipal innovation platforms shall be prioritized for development within Suqian High-Tech Zone. For platforms with the potential to become national or provincial-level platforms, or those of particularly significant importance, support will be provided on a case-by-case basis.In accordance with the principles of industrial incubation, support the establishment of a full-chain technology enterprise incubation and nurturing system comprising “co-working spaces + technology enterprise incubators + accelerators + technology industrial parks.” Accelerate the construction of the Beijing Road Science and Technology Innovation Corridor, the High-Tech Smart Valley Technology Park, and the JD Smart Manufacturing Industrial Park, and promote the joint development of a university science and technology park with Suqian University. Support the enhancement of service capabilities for technological innovation platforms in industrial sectors such as functional composite materials, low-carbon materials, and electronic information.Support the construction of the Suqian High-Tech Zone Intellectual Property Big Data Platform and the establishment of the Provincial Digital Trading Center Public Service Platform. Support the improvement of modern public services and supporting infrastructure, build future communities, and create resilient smart parks characterized by industry-city integration, work-life balance, ecological livability, and convenient transportation. Article 3: Cultivate and Expand High-Tech Industrial Clusters. We will expand and strengthen distinctive leading industries. Focusing on the development of the “6+3+X” modern industrial system and key industrial chains, we will support the Suqian High-Tech Zone in prioritizing the new materials sector. We will enhance the coordination of industrial development and the allocation of innovation resources to accelerate the growth of innovative industrial clusters. These clusters will be led by leading enterprises, supported by independent brands, and centered on key products in industrial chains and key technologies in innovation chains, fostering integrated development among large, medium, and small enterprises.Actively build emerging industrial clusters. Support Suqian High-Tech Zone in planning and cultivating forward-looking industries such as artificial intelligence, future networks, blockchain, big data, and the Internet of Things (IoT). Construct diversified application scenarios, promote the deep integration of next-generation information technology with traditional industries, accelerate the intelligent upgrading and digital transformation of manufacturing, and develop new technologies, products, business formats, and models. Support the clustering of science and technology service industries, and develop specialized service institutions in research and development, technology transfer, testing, inspection, and certification, venture capital, and intellectual property.Support the creation of National Innovative Industrial Clusters and Torch Specialized Industrial Bases. By 2025, the Torch-related operating revenue of Suqian High-Tech Zone will exceed 100 billion yuan, and the output value of high-tech industries will account for 65% of the total output value of industrial enterprises above designated size. Article 4: Vigorously Cultivate Technology-Based Enterprises. Strengthen the recruitment of technology-based enterprises and support the exploration of new investment promotion models. High-tech industrial projects, specialized, refined, distinctive, and innovative (SED) projects, and strategic emerging industry projects shall be prioritized for establishment in Suqian High-Tech Zone.For newly introduced major advanced manufacturing projects with a total investment of 3 billion yuan (inclusive) or more, or 30 million USD (inclusive) or more, that align with the High-Tech Zone’s core industrial positioning, Suqian High-Tech Zone shall provide a subsidy equivalent to 10% of the paid-in registered capital, with an annual cap of 10 million yuan. The subsidy funds shall be jointly borne by the municipal and district governments in a 5:5 ratio.For newly introduced projects with a total investment of 10 billion yuan (inclusive) or more, or 100 million USD (inclusive) or more, a “case-by-case” approach will be adopted.Support Suqian High-Tech Zone in implementing the “Small to High-Tech” initiative to cultivate high-tech enterprises, increase investment in fostering high-tech enterprises, implement preferential tax policies for science and technology, and accelerate the growth of science and technology-based small and medium-sized enterprises into high-tech enterprises, gazelle enterprises, unicorn enterprises, manufacturing single-champion enterprises, and specialized, refined, distinctive, and innovative “little giant” enterprises, thereby creating a cluster of high-tech enterprises.Support enterprises within the park in establishing R&D institutions such as key laboratories, engineering (technology) research centers, and enterprise technology centers, and support leading enterprises in spearheading the formation of industrial innovation consortia. Article 5: Promote the Aggregation of Talent Resources.Establish a coordinated mechanism for investment promotion and talent recruitment, support Suqian High-Tech Zone in introducing differentiated talent support measures, and adopt a “talent + project” model to attract and cultivate talent. Give priority to Suqian High-Tech Zone in the approval of municipal-level talent projects. Support university-local and university-enterprise cooperation with “Double First-Class” universities, build talent information matching platforms, and provide support on a case-by-case basis for innovation and entrepreneurship talent (teams) urgently needed for industrial development.Support Suqian High-Tech Zone in exploring more flexible talent recruitment methods and advancing the “dual settlement” system, whereby high-level talent settles at Suqian University and starts businesses in the park. Support key enterprises in Suqian High-Tech Zone in conducting “order-based” training for high-skilled talent in collaboration with Suqian Technician College and Huaihai Technician College. Coordinate city-wide efforts to ensure housing, medical care, school enrollment for children, and employment and social security for accompanying spouses for high-level talent engaged in innovation and entrepreneurship in Suqian High-Tech Zone.Open up to global innovation and support the park and enterprises in establishing innovation centers and offshore incubation bases in regions with vibrant innovation resources. By 2025, the number of talents in Suqian High-Tech Zone included in provincial-level or higher talent programs shall not be less than 500. Article 6: Optimize the allocation of land resources. Clarify the positioning of the High-Tech Intelligent Manufacturing Cluster within Suqian High-Tech Zone, comprehensively consider the zone’s short- and long-term spatial development needs, and ensure sufficient land for the implementation of major projects. Adhere to the principle that “land resources follow projects,” and prioritize land allocation for projects listed as municipal key projects in Suqian High-Tech Zone.When allocating annual new construction land quotas, the municipal government shall provide Suqian High-Tech Zone with 200 mu of special land quotas each year for major science and technology projects, science and technology innovation platforms, talent apartments, and headquarters economy development.Support Suqian High-Tech Zone in implementing flexible-term land concession models and annual land rent systems for industrial land. Promote the comprehensive upgrading of contiguous low-efficiency industrial zones. Continuously increase support for “industrial-to-industrial” conversion in terms of land prices and floor area ratios. Utilize methods such as lease-to-own, equity participation, off-site land swaps, joint factory construction, and the development of low-efficiency and idle land to unlock development space and enhance per-mu economic efficiency.By 2025, the average investment intensity per mu in Suqian High-Tech Zone will exceed 4 million yuan per mu, and the average tax revenue per mu will exceed 150,000 yuan per mu. Article 7: Increase Fiscal Investment. Through coordinated efforts between the municipal and district levels, special funds from science and technology, industry and information technology, development and reform, and talent development departments will be prioritized to support Suqian High-Tech Zone. Efforts will be intensified to secure funding from provincial-level programs, including key R&D initiatives, technology transfer programs, strategic emerging industry development projects, industrial and information technology transformation and upgrading projects, and special rewards for high-tech zones.Suqian High-Tech Zone is encouraged to diversify and expand its total foreign trade volume. Upon achieving the annual foreign trade targets, a reward of 1 million yuan will be granted for the portion exceeding the target by 10% or more; for the portion exceeding the target by 20% or more, a reward of 300 yuan will be granted for every 10,000 USD, with a total cap of 10 million yuan. The reward and subsidy funds will be jointly borne by the municipal and district finances in a 5:5 ratio.Support Suqian High-Tech Zone in striving for excellence. In the annual comprehensive evaluation of national high-tech zones, for every one-rank improvement compared to its historical best ranking, the municipal government will award a 2 million yuan incentive, with an annual cap of 10 million yuan.Within the boundaries of Suqian High-Tech Zone, the municipal government will waive the collection of land transfer fees for research, commercial, and office use (excluding real estate development) from the 200 mu of land transferred for commercial purposes each year over the next three years. These funds will be used to support the construction of projects such as headquarters economy, public services, and science and technology innovation platforms within the High-Tech Zone.Suqian High-Tech Zone is supported in establishing an annual special fund for the high-quality development of industrial enterprises, equivalent to 20% of its general budget revenue. This fund will be used for corporate R&D investments, IPO preparation, and transformation and upgrading, with rewards provided to key enterprises. Article 8: Strengthen Financial Service Support.Support the Suqian High-Tech Zone in operating state-owned companies as group-based and entity-based entities to further improve their credit ratings. Support the issuance of bonds by state-owned platforms in the Suqian High-Tech Zone; municipal state-owned enterprises shall provide financing guarantees to the zone, with a total guarantee limit of no more than 1 billion yuan for bond issuances by the zone’s state-owned platforms. The municipal and district governments shall increase the matching funds for the Suqian High-Tech Zone’s government investment funds; based on development needs, additional industrial funds shall be established following the completion of investments in the smart manufacturing fund.Support the Suqian High-Tech Zone’s financing platforms in upgrading their credit ratings, and support state-owned enterprises in the Suqian High-Tech Zone in achieving a rating of 2A+ or higher. Support the Suqian High-Tech Zone in exploring intellectual property securitization to alleviate financing difficulties for technology-based enterprises. Implement a plan to cultivate technology enterprises for listing, and support high-growth enterprises in the Suqian High-Tech Zone in utilizing the capital market to list on stock exchanges. Encourage financial institutions, guarantee companies, and others to collaborate with the Suqian High-Tech Zone on technology-finance initiatives such as the “One Body, Two Wings” and “Ten-Hundred-Thousand” programs, as well as government-bank guarantee business.By 2025, Suqian High-Tech Zone will cultivate at least 8 enterprises as candidates for listing. Article 9: Deepen the reform of streamlining administration, delegating powers, and improving government services. Promote the upgrading of management and services, and support Suqian High-Tech Zone in assuming more administrative powers and public service responsibilities. For matters that are temporarily difficult to assume, measures such as stationing personnel from relevant departments, delegating authority for initial review and acceptance, and providing full-process agency and assistance services may be adopted. Implement multiple convenience-oriented reforms, including market access, inter-departmental coordination, and “one-stop online services,” to ensure the smooth and efficient implementation of various approval and service matters.Support reforms for high-frequency matters throughout the full lifecycle of legal entities and natural persons, such as “one-stop” approval for major projects and “one-stop” talent services, to achieve “construction commencement upon land acquisition,” “certificate issuance upon land handover,” and “delivery upon completion,” thereby making government services more convenient and efficient. Prioritize designating Suqian High-Tech Zone as a city-wide pilot for comprehensive service window reform, implementing a system of “front-desk comprehensive document receipt, back-office categorized approval, and unified window issuance.”Support the exploration of “self-approval” reforms for legal entity-related business, using a “user-centric approach” to integrate the entire administrative approval service chain and further amplify the effectiveness of the “streamlining administration, delegating powers, and improving services” reform. Article 10: Optimize the management system and mechanisms of Suqian High-Tech Zone. Emphasize core responsibilities and primary functions, strengthen economic development capabilities, and support Suqian High-Tech Zone in implementing “large-department” reforms under the “Party Working Committee (Management Committee) + Company” model. Adopt flat management structures and strengthen the development of functional institutions responsible for scientific and technological innovation, economic management, investment promotion, and business environment optimization, without establishing a one-to-one correspondence with local Party and government departments.Support Suqian High-Tech Zone in optimizing cadre and personnel management, establishing a more flexible and efficient competitive recruitment and appointment mechanism, and implementing classified management and coordinated utilization of various staffing quotas, resources, and personnel. Support Suqian High-Tech Zone in exploring “quota-based” reform to establish a personnel management system that allows for the flexible entry and exit of personnel and the upward and downward mobility of positions.Support Suqian High-Tech Zone in refining a differentiated performance incentive system. Within the scope permitted by national policies, it shall autonomously determine staff compensation levels and distribution methods, implementing a system where pay is determined by position and rewards are based on performance, with total compensation linked to economic development, tax growth, and the zone’s radiating and driving effects. Article 11: Strengthen Organizational Leadership. At the municipal level, establish a joint conference mechanism for the high-quality development of Suqian High-Tech Zone, with the principal leader of the municipal government serving as the chief convener. The office of this mechanism shall be housed within relevant municipal functional departments. The mechanism shall regularly hear reports on the development of Suqian High-Tech Zone and deliberate, study, and coordinate solutions to major challenges encountered by the zone during its development.Suqian High-Tech Zone shall be granted the authority to attend as an observer at working meetings of the municipal development and reform commission, science and technology bureau, industry and information technology bureau, finance bureau, natural resources and planning bureau, ecological environment bureau, commerce bureau, state-owned assets commission, administrative approval bureau, market regulation bureau, and local financial regulatory bureau.The People’s Government of Suyu District shall further strengthen the implementation of responsibilities and enhance overall coordination, providing Suqian High-Tech Zone with adequate policy support in areas such as finance, land use, and finance, particularly ensuring the timely disbursement of special funds. The construction of a national top-100 high-tech zone shall be incorporated into the city’s assessment of high-quality development in Suyu District. All requirements of environmental protection laws and regulations shall be fully implemented; the concept of green development shall be thoroughly practiced; and active efforts shall be made to establish a green and low-carbon demonstration zone. The work safety responsibility system shall be strictly enforced, and supervision over work safety shall be strengthened.Strengthen performance evaluations of Suqian High-Tech Zone’s high-quality development. Establish differentiated assessment indicators for Suqian High-Tech Zone within the city-wide economic development evaluation of development zones, emphasizing metrics such as innovation capacity, industrial upgrading, and sustainable development. Enhance the application of evaluation results; after annual verification of task completion, submit findings to the municipal government for implementation.
