To the People’s Governments of all counties and districts; the Administrative Committees of all municipal development zones, new districts, and industrial parks; and all relevant municipal departments and units:
To thoroughly implement the guiding principles of the “Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry” (State Council General Office Document [2017] No. 19) and the “Opinions of the Provincial Government on Promoting High-Quality Development of the Provincial Construction Industry” (Jiangsu Provincial Government Regulation [2023] No. 14), accelerate the transformation and upgrading of the city’s construction industry, explore innovative development pathways, gather momentum for development, and better leverage the important role of the construction industry in the city’s economic and social development,and in accordance with the actual development conditions of our city, the following implementation opinions are hereby put forward.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China. Focusing on the new circumstances and challenges facing the development of the construction industry, we will comprehensively employ measures such as policy incentives, project-driven development, market cultivation, technology-led innovation, and financial support to promote the industrialization, digitalization, and green development of the construction industry. We will optimize the industrial structure of the construction sector, enhance the quality and strength of construction enterprises, comprehensively strengthen engineering quality and safety management, further stimulate market vitality, and accelerate the high-quality development of the city’s construction industry.
II. Overall Objectives
We will firmly establish the new development philosophy and, centered on the goal of building a “strong, prosperous, beautiful, and high-quality” modern Xinjian, vigorously promote the industrialization, digitization, and intelligent upgrading of the construction industry. We will accelerate the transformation of construction methods, enhance the core competitiveness and innovation capabilities of construction enterprises, and drive the transformation, upgrading, and high-quality development of the construction industry.
By the end of 2025, the total output value of the construction industry will strive to exceed 130 billion yuan, with the output value of construction projects outside the city exceeding 30 billion yuan; there will be 2 construction enterprises with an annual output value exceeding 10 billion yuan and more than 5 enterprises exceeding 5 billion yuan; more than 10 leading engineering general contracting enterprises will be cultivated; and the number of construction enterprises with qualifications at or above the statistical reporting level will strive to exceed 650.
In approximately five years, the strength of construction enterprises will be significantly enhanced. We aim to add 1–2 construction enterprises with Special Class EPC qualifications and increase the total number of enterprises with Class I EPC qualifications citywide to 50. We aim to achieve a tax contribution from the city’s construction industry exceeding 5 billion yuan. We will implement initiatives to create exemplary projects and strive to win 3–5 awards, including the “Luban Award” and national-level awards for high-quality engineering projects.
III. Key Tasks
(1) Promote development through government-led projects and improve construction contracting models.
1. Expand the scope of business operations.Guide construction enterprises to enhance their traditional construction capabilities in housing and municipal facilities while actively expanding their qualifications in bridge engineering, tunnel engineering, port and waterway engineering, railway engineering, highway engineering, water conservancy and hydropower, rail transit, power and energy, new building materials, environmental protection engineering, and electronics and intelligent systems. 2. Explore the “consortium” bidding model.Support local construction enterprises in partnering with high-quality contractors from outside the city to undertake large-scale infrastructure projects with stringent performance requirements through consortium bidding. Municipal departments such as Housing and Urban-Rural Development, Transportation, and Water Resources, as well as state-owned enterprises including the Municipal Transportation Investment Group, Water Resources Investment Group, Urban Development Investment Group, Culture and Tourism Investment Group, and Industrial Development Investment Group, along with all counties and districts, shall allocate a certain proportion of projects and contract sections in their annual plans for key government-invested construction projects. This will support enterprises in participating in infrastructure construction bidding through consortia, provided they meet the relevant qualification requirements.Encourage central state-owned enterprises and construction firms from outside the city to actively form consortia with high-quality local enterprises to participate in project bidding, thereby enhancing the construction capabilities of local construction enterprises. 3. Promote the Engineering, Procurement, and Construction (EPC) Model. For government-invested projects and projects where state-owned capital holds a controlling stake that are suitable for the EPC model, the adoption of EPC is encouraged provided it complies with relevant provincial and municipal regulations; projects involving steel-structured prefabricated buildings and those utilizing Building Information Modeling (BIM) technology shall, in principle, adopt the EPC model.Private investment projects are encouraged to adopt the EPC model; design firms and general construction contractors are encouraged to enhance their qualification systems and actively engage in EPC business. 4. Promote full-process engineering consulting. Government-invested projects and projects where state-owned capital holds a controlling stake shall take the lead in implementing full-process engineering consulting services; socially-invested projects are encouraged to adopt such services.In sectors such as housing construction, municipal works, transportation, and water conservancy, accelerate the cultivation of a group of full-process consulting firms covering stages including investment decision-making, construction implementation, and operation and maintenance; for full-process engineering consulting firms that effectively improve engineering quality, shorten construction schedules, and reduce investment costs, encourage project owners to provide rewards based on a certain percentage of the benefits generated. (2) Promote a shift in construction methods and facilitate green transformation and upgrading.
5. Actively promote smart construction. Focusing on the goal of high-quality development in the construction industry, we will use the vigorous development of construction industrialization as a vehicle and digital and intelligent upgrades as a driving force to carry out research, development, and the application of smart construction technologies, thereby promoting the integrated development of construction industrialization, informatization, and intelligentization.Taking smart construction pilot projects as an opportunity, support enterprises in researching, developing, and applying key smart construction technologies, including construction robots and intelligent equipment, intelligent production of building components, and intelligent construction management. Encourage the inclusion of smart construction-related costs in the total investment budget of construction projects during the investment estimation phase. Provide financial subsidies to enterprises that participate in the construction of smart construction pilot projects and invest in production and research. 6. Promote the sustainable development of prefabricated construction. Improve the mechanism for advancing prefabricated construction by specifying the required proportion of prefabricated buildings and the prefabrication rate in planning conditions and project approval documents.Areas with seismic fortification level 7 shall be prioritized for promotion. Among residential buildings, government-invested projects such as affordable housing, talent apartments, and rural revitalization initiatives must adopt prefabricated construction with an assembly rate of no less than 50%. For commercial residential and apartment projects with a total floor area of 50,000 square meters or more, the allocation ratio must be no less than 30% and the assembly rate no less than 50%;For public buildings, projects such as schools, hospitals, and office buildings with a single-building floor area of 10,000 square meters or more shall adopt prefabricated construction with an assembly rate of no less than 45%; commercial buildings are encouraged to adopt steel structures with an assembly rate of no less than 45%. 7. Accelerate the development of the green building materials industry chain. Focusing on the goal of establishing a national-level demonstration zone for the clustered development of the green building materials industry, vigorously develop new building materials such as prefabricated buildings, new wall panel materials, eco-friendly decorative materials, and new functional materials for green buildings, striving to exceed 25 billion yuan in output value by 2025.Expand and strengthen competitive and distinctive products such as prefabricated components, energy-saving and insulating wall panels, and energy-efficient doors and windows, continuously improving product versatility, prefabrication rates, and seismic resistance. Accelerate the development of nanoscale home decoration materials, green wall materials, and functional building materials to enhance their intelligence, environmental friendliness, and health benefits.Expand into cutting-edge green building materials such as smart home materials, smart shading materials, and new energy building materials. Projects utilizing green building materials will be given priority recommendation in various award and excellence evaluation programs. 8. Vigorously promote green construction. Intensify efforts to apply and promote new green technologies, and drive the comprehensive adoption of green construction techniques. Continuously improve building safety, durability, health, comfort, resource conservation, and environmental livability; enhance building health performance indicators; and consistently elevate the quality of green buildings. All new urban civilian buildings must fully comply with green building standards, with residential buildings achieving an energy-saving rate of 75%. By 2025, all government-invested public buildings must fully comply with national green building standards of two stars or higher.Government-invested projects will lead by example; efforts to build ultra-low energy consumption pilot projects will be intensified, and the large-scale development of ultra-low energy consumption and near-zero energy consumption buildings will be advanced. The “Green Building+” initiative will be implemented to promote the deep integration of technologies such as prefabricated construction, BIM, and smart buildings with green building practices. 9. Improve the mechanism for supporting key enterprises. With the goal of supporting the growth and expansion of construction enterprises, establish a tiered guidance list of key partner enterprises, strengthen tiered guidance, implement categorized measures, and foster development through a stepwise approach, exploring effective pathways for high-quality development in the construction industry on a broader scale.Establish a routine liaison and service system for construction enterprises to promptly understand their needs, guide them in effectively utilizing business-friendly policies, coordinate solutions to problems encountered in market operations, and provide support in areas such as qualification applications, technological innovation, and project excellence initiatives. Promote the extension and expansion of enterprises into upstream and downstream industries, and provide comprehensive, integrated guidance and services in fields including investment and financing, design consulting, engineering construction, engineering testing, green building materials, production of building components and parts, and operation and maintenance.Strictly enforce enterprises’ primary responsibility for managing operational risks, shift away from extensive production and management models, focus on core businesses, build core competitiveness, and enhance corporate management standards and risk resilience. Align with national development strategies such as the “Belt and Road” Initiative, Yangtze River Delta regional integration, the Grand Canal Cultural Belt, and the Huai River Ecological Economic Belt to encourage leading enterprises in our city to expand into external markets and implement the “Going Global” strategy. Leverage the leading and driving role of demonstration projects by including projects outside the city in the selection process for the city’s “Xiang Yu Cup” Quality Engineering Award.Strengthen exchanges and strategic cooperation with sister cities. Relying on overseas offices to build platforms, regularly organize promotional events for Suqian construction enterprises to facilitate their expansion into external markets.Encourage local construction enterprises to form consortia with high-quality domestic and international contractors to jointly undertake large-scale engineering projects, striving to achieve a breakthrough in overseas markets. Project owners may, based on the actual circumstances of the project, include provisions regarding excellence and innovation in the tender documents and construction contracts. 12. Focus on promoting technological innovation in enterprises. Encourage construction enterprises to increase investment in scientific research, establish technological innovation platforms and R&D institutions, participate in the formulation of national, industry, and local standards, apply for invention patents and construction methods, and carry out the transformation and application of scientific and technological achievements. Vigorously promote the application of new technologies, encourage construction enterprises to adopt 10 new technologies—including new construction technologies, techniques, and processes—to improve project quality, increase the technological content of projects, and actively create demonstration projects for new technology applications.Tax incentives, such as additional pre-tax deductions, shall be granted in accordance with regulations for actual R&D expenditures incurred by enterprises. 13. Strengthen efforts to attract and cultivate talent. Encourage and support construction enterprises to recruit and retain a pool of management talent skilled in business operations and capital management, as well as highly specialized, highly educated frontline technical personnel. Encourage industry associations at all levels to collaborate with universities and training institutions to regularly organize training programs for entrepreneurs, thereby enhancing their overall quality and capabilities and promoting high-quality enterprise development.Support qualified institutions in establishing new majors such as smart construction, and encourage enterprises to collaborate with institutions on joint education programs and the establishment of training bases to build a relatively stable workforce of construction industry workers. All types of talent recruited by enterprises shall, upon confirmation by relevant municipal departments, be eligible for policy benefits regarding household registration, housing, and children’s education for talent introduced by industrial enterprises. Increase the supply of public vocational skills training for construction industry workers, and provide vocational training subsidies to eligible individuals in accordance with regulations.Enterprises are reminded to set aside funds for employee education and training, not exceeding 8% of total wages and salaries, to be included in operating expenses and deducted before taxes in accordance with the law. Research and formulate talent evaluation methods and professional title appointment systems tailored to the characteristics of frontline technical personnel in the construction industry.Vigorously promote the integration of work and study and the Chinese-style apprenticeship system, guiding enterprises to establish a relatively stable in-house workforce of skilled workers. 14. Strengthen Support, Rewards, and Incentives.
(1) Qualification Upgrade Incentives. Construction enterprises that are upgraded to Special Grade qualification will receive a one-time reward of 5 million yuan; those successfully upgraded to Grade 1 General Contracting qualification will receive a one-time reward of 1 million yuan. After the Ministry of Housing and Urban-Rural Development releases the new qualification standards, rewards will be implemented in accordance with the correspondence between the old and new qualifications.
Special-Class qualification enterprises in our city that are operating normally and have annual invoiced revenue of 10 billion yuan or more shall be granted a one-time reward of 5 million yuan; General Contracting Class I qualification construction enterprises with annual invoiced revenue of 5 billion yuan or more shall be granted a one-time reward of 1 million yuan.
(2) Excellence and Innovation Incentives. Construction enterprises that win national-level awards such as the “Luban Award,” “Dayu Award,” “Lichun Award,” or “Zhan Tianyou Award” in the current year will receive a 2 million yuan reward; those winning the “National Quality Engineering Award” will receive a 1 million yuan reward; and those winning the provincial “Yangzi Cup” will receive a 200,000 yuan reward;Local construction enterprises that win a provincial-level Quality Engineering Award for projects outside the city will receive a reward of 200,000 yuan. Construction enterprises that achieve a provincial-level three-star standardized construction site designation in the current year will receive a reward of 100,000 yuan. Construction enterprises selected for the Jiangsu Construction Industry “Top 100 Enterprises” list in the current year will receive a reward of 100,000 yuan. Construction enterprises selected for the Suqian City Construction Industry “Top 10 Enterprises” list in the current year will receive a reward of 100,000 yuan.
(3) Scientific and Technological Innovation Incentives. Construction enterprises that are approved in the current year for a National (Enterprise) Key Laboratory, National Engineering (Technology) Research Center, National Enterprise Technology Center, or National Industrial (Manufacturing, Technology) Innovation Center shall receive a reward of 500,000 yuan. Construction enterprises that are approved in the current year for a Provincial Enterprise Technology Center or Engineering (Technology) Research Center shall receive a reward of 100,000 yuan.Construction units approved for provincial-level smart construction pilot projects will receive a reward of 500,000 yuan. Enterprises recognized as high-tech enterprises at the provincial level or above (including provincial level) will receive a reward of 100,000 yuan; enterprises awarded provincial-level or higher (including provincial level) government quality awards or science and technology awards will receive a reward of 100,000 yuan.
(4) Rewards for Scaled Operations. Construction enterprises with invoiced revenue reaching 1 billion yuan in the current year will receive a reward of 100,000 yuan, with an additional 100,000 yuan awarded for each subsequent 1 billion yuan milestone achieved; construction enterprises with invoiced revenue exceeding 50 million yuan in the current year and a year-on-year growth rate exceeding 10% will receive a reward of 50,000 yuan.For newly registered construction enterprises in our city, a reward of 200,000 yuan will be granted if invoiced revenue reaches 1 billion yuan in the year of registration; an additional 200,000 yuan will be awarded for each subsequent 1 billion yuan milestone achieved.
(5) Modernization of the Construction Industry Incentives. Construction enterprises approved as Jiangsu Provincial Demonstration Bases for the Modernization of the Construction Industry will receive a reward of 200,000 yuan. Construction enterprises whose projects are approved as Jiangsu Provincial Demonstration Projects for Construction Industrialization will receive a reward of 100,000 yuan. New-type modernized construction enterprises with annual invoiced revenue from their main business operations reaching 100 million yuan will receive a reward of 50,000 yuan, with an additional 50,000 yuan awarded for each subsequent 100-million-yuan milestone achieved.
(6) Out-of-City Expansion Incentives. Construction enterprises with invoiced revenue from projects outside the city of 1 billion yuan or more in the previous year shall be recognized as outstanding enterprises in Suqian’s construction industry expansion and receive incentives.Construction enterprises with invoiced revenue from projects outside the city reaching 1 billion yuan in the previous year will receive a 100,000 yuan reward, with an additional 100,000 yuan awarded for each subsequent 1 billion yuan milestone. Construction enterprises selected as one of the “Top Ten Enterprises” for Suqian’s construction industry expansion outside the city will each receive a 100,000 yuan reward.
(7) Incentives for Consortium Bidding. Construction enterprises are encouraged to participate in large-scale project construction by forming consortia. For consortia that demonstrate significant effectiveness and outstanding achievements during project implementation, a reward of 1‰ of the contract value will be granted to each member unit of the consortium. (IV) Regulate the Construction Market Order and Optimize the Development Environment.
15. Enhance the level of construction market regulation. Establish a construction market credit evaluation system centered on ensuring quality and safety, implement the collection of basic integrity information, and strengthen the linkage between credit evaluations and administrative approvals, bidding and tendering, supervision and inspection, commendations and awards, project guarantees, and environmental protection. Increase credit evaluation scores for construction enterprises that have received commendations from municipal-level or higher industry authorities.Comprehensively carry out special rectification campaigns in the construction market covering enterprise qualifications, personnel credentials, and professional conduct. Strictly crack down on bid-rigging, illegal contracting, subcontracting, illegal sub-contracting, and the lending of qualifications. Enterprises that cause severe negative impacts due to wage arrears for migrant workers, are involved in major or above-level engineering quality and safety accidents, or maliciously damage the ecological environment shall be included in the list of seriously dishonest entities in the construction market and designated as key supervision targets. 16. Improve the bidding and tendering management system. Establish and improve internal control systems for tenderers regarding bidding and tendering, standardize the setting of conditions in tender documents in accordance with the law, and ensure that tenderers fulfill their primary responsibility in bidding and tendering activities. Standardize the setting of conditions in tender documents regarding personnel, performance, awards, and credit; such conditions must not deviate from the main characteristics and actual needs of the project, nor should they set excessively high or unreasonable bidding conditions, bonus criteria, or award criteria. Fully leverage the positive guiding role of credit evaluations and increase the application of credit evaluation results.Encourage the use of joint ventures to participate in construction project bidding, thereby increasing participation in projects and enhancing the competitiveness of construction enterprises. Strengthen the supervision and management of bid evaluation experts; conduct targeted training and assessments for them; continuously enrich their professional knowledge; improve their professional ethics; and effectively enhance the quality of bid evaluation. 17. Strengthen financial support. Increase financing support for construction enterprises; encourage financial institutions to innovate products and expand credit allocation to construction enterprises to alleviate urgent cash flow needs. For construction enterprises with sound management and good credit standing but facing temporary difficulties, financial institutions must not blindly suspend, reduce, withdraw, or cut off loans. Promote in-depth cooperation between construction enterprises and financial institutions to continuously improve supply chain financial services for construction enterprises, expand financing channels, and reduce financing costs.Guide financial institutions to increase credit support for eligible construction enterprises and provide personalized financial services. Support construction enterprises undertaking projects by allowing them to apply for loans based on construction contracts and construction permits. Support the establishment of a construction industry supply chain finance platform to reduce costs for construction enterprises. 18. Strengthen the responsibilities of local governments. Improve relevant policies and measures, and ensure the timely implementation of relevant incentive and subsidy policies. The competent authorities for each engineering sector shall fully play their leading role, strengthen coordination, and work with relevant departments to effectively ensure the implementation of all tasks. 19. Improve the engineering quality and safety assurance system.Deeply advance the standardization of engineering quality and safety management, further clarify the boundaries of responsibility, and establish a system of primary responsibility for quality and safety with the construction unit as the primary accountable party. Strictly enforce the lifetime responsibility system for engineering quality, and implement the systems for letters of authorization from legal representatives, lifetime quality responsibility commitment letters, and permanent plaques. Improve the mechanism for handling complaints regarding engineering quality defects, increase the coverage of public disclosure of residential engineering quality information, and strive to build a new model of engineering quality supervision featuring collaboration among the government, the market, and society.Continue to carry out special campaigns on construction safety, strengthen the management of high-risk projects, establish a dual-prevention mechanism combining risk classification control and hidden hazard identification and rectification, and improve the all-staff safety production responsibility system for construction enterprises. Strengthen coordination between the construction market and construction sites, and implement dynamic management of safety education, skills training, wage guarantees, and staffing at construction sites. 20. Optimize the process for settling project payments. For all government and state-owned investment projects in the city, the bill of quantities pricing method shall be adopted, and interim settlement during construction shall be fully implemented. The proportion of progress payments shall not be less than 80%; construction units shall not be required to advance funds for construction; audit conclusions from audit authorities shall not be used as the basis for project settlement; and project owners shall not refuse or delay project settlement and payment on the grounds that the final settlement audit has not been completed.Establish and improve a mechanism that integrates interim settlement with contract performance evaluation and mediation of payment disputes to effectively resolve “settlement difficulties.” Hold accountable, in accordance with the law, those responsible for mass incidents or quality and safety accidents caused by failure to make timely and full payments. 21. Deepen the real-name registration system for construction workers. Streamline complaint handling channels, fully utilize the Suqian Migrant Worker Wage Payment Monitoring and Early Warning System and the Construction Worker Real-Name Registration Management Platform, strengthen online early warning mechanisms, and intensify offline inspections to ensure 100% coverage of the real-name registration system for migrant workers and 100% implementation of wage disbursement through dedicated accounts by the end of 2025.Continue to address wage arrears issues for migrant workers in the construction sector and effectively safeguard their legitimate rights and interests; further ensure lawful and compliant employment practices to promote construction safety. 22. Effectively reduce the burden on enterprises. Strictly implement the measure that the deposit amount for the migrant worker wage guarantee fund in the fields of housing construction and municipal infrastructure construction shall not exceed 800,000 yuan.A differentiated deposit approach will be adopted for migrant worker wage guarantees: enterprises that have not incurred wage arrears in the past three years and strictly implement real-name employment management may be exempted from depositing migrant worker wage guarantees. We encourage a reasonable reduction in the retention ratio of construction quality guarantees; construction units that have already provided performance guarantees or paid performance guarantees prior to project completion shall no longer be required to retain construction quality guarantees.The project guarantee insurance system shall be fully implemented; regarding all types of guarantees related to construction projects, no department (or unit) may refuse an enterprise’s choice to use insurance or a letter of guarantee. IV. Support Measures
(1) Strengthen Organizational Leadership. The Municipal Government is responsible for the organizational leadership and overall coordination of the city’s construction industry development, including researching and formulating major policies and coordinating the implementation of key tasks.The people’s governments of each county and district shall strengthen their sense of responsibility and make every effort to ensure the implementation of all tasks and the achievement of performance targets. The Municipal Bureau of Housing and Urban-Rural Development shall be responsible for task allocation, comprehensive coordination, and annual performance evaluations. Other relevant municipal departments shall fulfill their respective duties and responsibilities, fully leverage their professional expertise, and ensure the thorough implementation of all tasks. (2) Optimize the Market Environment. Further streamline the approval processes for qualifications and certifications, simplify various certification requirements, and achieve integrated processing and “one-stop online services” for enterprise qualifications and personnel certifications. Establish a platform to clear overdue payments for state-invested projects, regularly publicize cases of project payment arrears, and safeguard the legitimate rights and interests of construction enterprises.State-invested projects must pay construction payments in full and on time. Conduct a comprehensive investigation into overdue construction payments and other accounts receivable in government-invested, state-funded construction projects, and real estate development projects, and urge the timely payment of undisputed construction arrears. (3) Strengthen Financial Support. Municipal and county (district) finance departments shall establish a special fund for the high-quality development of Suqian’s construction industry, and shall allocate these funds to reward construction enterprises for quality improvement and upgrading, excellence and innovation, technological innovation, scaled operations, expansion into external markets, and consortium bidding. For district-level enterprises (projects), the funding source for rewards shall be paid in a 1:1 ratio between municipal and district finances;for county-affiliated enterprises (projects), the funds shall be allocated in a 2:8 ratio between the municipal and county treasuries. The municipal construction administrative department shall be responsible for organizing project applications, reviewing them, and proposing a preliminary allocation plan for the special fund. These guidelines apply to construction enterprises and modernized new construction industry enterprises registered in Suqian City.
These guidelines shall take effect on July 6, 2024, and remain valid until July 5, 2029. The “Implementation Opinions on Promoting the Reform and Development of the Construction Industry” (Su Zheng Fa [2019] No. 66) is hereby repealed.
