To thoroughly implement General Secretary Xi Jinping’s important directives on promoting the development of the private sector, fully carry out the decisions and arrangements of the Party Central Committee and the State Council regarding the promotion and expansion of the private sector, and adhere to the work requirements of the Provincial Party Committee and Provincial Government, this Implementation Plan is formulated in light of our city’s actual conditions to fully, accurately, and comprehensively implement the new development philosophy and promote the high-quality development of the private sector.

I. Optimizing the Level of Government Services to Enhance the Sense of Gain for Private Enterprises

(1) Creating a More Convenient Business Environment. We will continue to build the “Zhenheyi” brand for optimizing the business environment, focusing on the needs of private enterprise development. We will coordinate efforts to innovate and upgrade the “five environments”—policy, market, government services, rule of law, and cultural environment—to provide solid support for the growth and expansion of the private economy. We will carefully compile guides for administrative licensing procedures, comprehensively integrate inclusive policies and application processes in areas such as taxation, finance, technology, and talent, and promptly and accurately communicate them to private enterprises.(Responsible Units: Municipal Development and Reform Commission, Municipal Data Bureau; municipal and district Party committees and governments shall assume responsibility according to their respective duties. (2) Enhance the efficiency of project approval services. Continue to optimize the “One-Stop Service for Business Establishment” reform to enable convenient online processing of the entire process for the establishment, modification, and deregistration of business entities.We will continue to improve the functionality of the major project approval platform and routinely promote the “start construction upon land acquisition” and “issue certificates upon handover” initiatives. We will shorten approval timelines and promote diversified service measures such as contactless approval, integrated services, and assistance/proxy services. Continuously optimize the fair competition review mechanism and fully implement the “three-document” system comprising the Fair Competition Review Reminder, Recommendation, and Opinion. When formulating normative documents and specific policy measures involving the economic activities of business entities—such as industrial support policies, government procurement, and business conduct regulations—these must undergo a fair competition review before being issued.Establish a system of social supervisors for fair competition reviews. Policy-making departments shall publicly disclose channels for complaints and reports to the public, and promptly compile and report typical cases that violate fair market competition. Conduct a comprehensive review of existing systems and regulations in the bidding and tendering sector, and resolutely abolish provisions and practices that discriminate against private enterprises. During the bidding and tendering process, no restrictions—whether explicit or implicit—shall be imposed on the fair and equitable participation of private bidders, and tendering entities shall not establish differentiated or discriminatory scoring criteria.Optimize value-added services for bid bond operations and encourage the use of bidders’ credit commitments to replace bid bonds. Investigate and punish, in accordance with the law, serious acts that severely disrupt market order—such as illegal bid-rigging, malicious borrowing of qualifications, and bribing bid evaluation experts—and promptly publicize typical cases. Strengthen the management of market order in the intermediary services sector, establish smooth channels for reporting violations, and resolutely prevent intermediary service agencies from forming interest alliances to inflate service fees charged to private enterprises.Optimize and improve the functional modules of the online intermediary service marketplace, and strictly vet the qualifications and credit ratings of intermediary service providers registered on the platform. (6) Implement transparency in government-imposed charges related to enterprises. Formulate and promptly publish the “three lists” of administrative and public service charges, government funds, and government-priced business service charges related to enterprises; no new administrative or public service charges or government-priced business service charges may be established outside these lists.Fee standards shall not be adjusted without following statutory procedures; fees shall not be collected unless publicly disclosed at the collection site or on the official website of the collecting entity. For fee items subject to government pricing authority, timely policies to reduce fees shall be formulated to alleviate the burden on private enterprises. II. Healthily Guide Private Investment and Improve Expectations for Private Capital Investment

(7) Actively expand investment channels for private capital. Conduct inspections and evaluations of the implementation of the national negative list for market access, and establish a supervision and evaluation system involving industry associations, chambers of commerce, news media, and business entities. Identify projects suitable for private capital investment and establish a regular mechanism for project release and promotion. Compile a list of key industrial projects for private investment in Zhenjiang, and provide preferential policies in accordance with those for major projects at the provincial and municipal levels.Strengthen guidance and support for real estate enterprises, and guide commercial banks to better meet the reasonable financing needs of real estate projects. In accordance with the principle of “purchasing based on need,” acquire a portion of commercial housing units at reasonable prices as appropriate to serve as affordable housing, thereby promoting the stable and healthy development of the real estate market. Closely aligning with the core industrial layout of the “876” Innovation Leadership Project—which focuses on expanding emerging industries, cultivating future industries, and revitalizing traditional industries—we will actively guide private capital participation to jointly promote the improvement and upgrading of industrial chains. (9) Guiding Private Enterprises to Grow Larger and Stronger. Strengthen publicity and guidance on policies regarding land use and taxes/fees, implement tax and fee reduction policies in accordance with regulations, and support private enterprises in expanding investment while focusing on their core businesses. Actively seek national funding support, such as central budgetary investments and ultra-long-term special government bonds, and make full use of central and provincial fiscal special funds to support equipment upgrades in key sectors, consumer goods trade-ins, and the recycling and reuse of waste products by private enterprises.Encourage small and micro enterprises to meet scale criteria, be included in statistical reporting, and improve efficiency; establish a cultivation database for individual businesses; and provide targeted assistance to individual businesses based on their specific types and classifications. (10) Strengthen financial support. Optimize policies supporting the high-quality development of private enterprises. When allocating annual credit quotas, ensure that the growth rate of loans to the private sector exceeds the growth rate of all loans, and that the growth rate of inclusive loans to small and micro enterprises exceeds the average growth rate of all loans.We will continue to publish lists of major projects as well as initiatives in technology finance, green finance, digital finance, inclusive finance, and elderly care finance, and increase financing support for private investment projects. We will explore the establishment of a mutual aid fund for loan rollovers for private enterprises. All types of financial institutions shall not, without just cause, reduce, suspend, or restrict loans to private enterprises facing urgent cash flow needs or temporary operational difficulties.Government-affiliated financing institutions shall leverage their quasi-public nature, ensuring that financing guarantee services for small and micro enterprises—primarily those owned by private enterprises—account for 80% of their total business. Support private enterprises in broadening financing channels through means such as going public and issuing bonds. Promote the “standard land + commitment-based” transfer method for industrial land, and implement supply models such as long-term leasing, lease-to-own, combined lease-and-own, and flexible land transfers for industrial land.For projects within the 16 advanced manufacturing clusters designated by the province, the “7+X” strategic emerging industries, and our city’s “Four Clusters and Eight Chains” initiatives that make intensive use of land, the minimum land transfer price may be set at no less than 70% of the minimum price standard for industrial land of the corresponding grade in the local area. Land needs of small, medium, and micro private enterprises will be guaranteed, and real estate registration fees will be waived for all enterprises listed in the small and micro enterprise directory.Industrial parks are encouraged to prioritize the leasing of high-standard factory buildings to small, medium, and micro private enterprises and to implement rent reduction and exemption policies tailored to the development characteristics of private enterprises. Promote the retention of college graduates in the town for entrepreneurship and employment; strive to increase the retention rate of college graduates in the town to 25% by 2025, and gradually raise it to over 30% by 2030. (13) Strengthen support for project environmental factors and energy supply. In principle, the proportion of new energy consumption allocated to private investment projects each year shall not be less than 70%. Continuously improve coordination mechanisms for project electricity, heating, and gas supply to reduce operational costs for business entities. Deepen regional environmental assessments, explore incorporating environmental impact assessments of private enterprises into regional environmental assessments, and support various industrial parks in implementing centralized pollution control. (14) Assist private enterprises in enhancing their innovation capabilities. Thoroughly implement the “Zhenjiang Action Plan for Science and Technology Innovation to Lead Industrial Development.” Strengthen the deep integration of scientific and technological innovation with industrial innovation, consolidate and enhance the competitive advantages of traditional industries, and foster the development of new productive forces. Support innovative private enterprises in forming innovation consortia by partnering with leading enterprises across the industrial chain, as well as universities and research institutions. Support private enterprises in their intelligent upgrades, digital transformation, and network connectivity. Implement the Zhenjiang Municipal Special Science and Technology Plan for Carbon Peaking and Carbon Neutrality, and encourage private enterprises to develop in the direction of green, low-carbon, and circular economies. Promote the opening of public data to private enterprises after de-identification, and utilize large-scale scientific instrumentation resources to provide open-access and shared services to private enterprises.Actively plan and advance the development of the G312 Industrial Innovation Corridor, carry out cross-regional scientific and technological cooperation, and attract more scientific and technological achievements from outside the city to be implemented and commercialized in Zhenjiang. Encourage private enterprises to leverage their competitive production capacity, actively expand overseas markets, establish overseas production bases and sales networks, participate in the joint construction of the “Belt and Road,” and guide enterprises in effectively mitigating security risks associated with overseas production and operations. Deepen collaborative intellectual property protection and enhance protection in key sectors such as agricultural product geographical indications, optometric products, aromatic vinegar, and automotive parts. Regularly conduct outreach services to guide private enterprises in resolving intellectual property infringement disputes. Intensify criminal crackdowns on intellectual property infringement and establish mechanisms for the rapid filing, trial, and resolution of litigation cases involving private enterprises.Continuously optimize the guidance system for handling overseas intellectual property disputes. Strengthen the management of investment promotion contracts, continue to deepen legal service initiatives for major industrial investment projects, and improve the legal review system for investment promotion contracts. Improve the construction of the public credit information sharing platform, encourage private enterprises to check customer credit information, and prevent credit risks in advance. Continue to advance “double random, one public” regulatory practices and explore the “one industry, one inspection” regulatory model. Fully implement the list of exemptions from penalties for first-time violations and minor credit breaches.For business-related assets involved in cases that are not suitable for seizure, impoundment, or freezing, allow business entities to continue using them reasonably, and promote the bankruptcy reorganization model. Establish a mechanism to prioritize the handling of leads regarding illegal and disciplinary violations that harm the interests of private enterprises, elevating the handling level and placing key leads under special supervision. To comprehensively understand the development status of the private economy, explore the establishment of a statistical monitoring system for evaluation data on private economic development.
