Original Title: Guidelines on Accelerating the Development of Strategic Emerging Industries in Taizhou
To implement the decisions and arrangements of the Municipal Party Committee and Municipal Government regarding “focusing on people’s livelihoods and concentrating efforts on transformation,” further enhance the development level of Taizhou’s strategic emerging industries, establish a modern industrial system where pillar industries, emerging industries, and future industries work in concert, and make every effort to build an industrial growth pole in the central region, these guidelines are formulated in light of Taizhou’s actual conditions.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and all plenary sessions of the 19th Central Committee, thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches and instructions regarding Jiangsu’s work, fully, accurately, and comprehensively implement the new development philosophy, uphold the central role of innovation in modernization, promote the cluster-based, high-end, and distinctive development of strategic emerging industries, accelerate the construction of a modern industrial system, and provide strong support for building a new Taizhou that is “strong, prosperous, beautiful, and high-quality.”
(2) Development Principles
— Innovation-led, integrated development. We will adhere to innovation-driven development, promote industrial transformation and upgrading, focus on enhancing the supply of innovation factors such as science and technology, education, and talent, lead the extension of distinctive industrial chains, value chains, and competitive chains toward high-end sectors, accelerate the industrialization of new technologies and business models, and build a number of strategic emerging industry clusters that are domestically leading and internationally advanced.
— Regional Coordination, Integrated Development. We will work together to create emerging industrial clusters characterized by concentrated enterprises, comprehensive resources, close collaboration, and strong innovation capacity; jointly build strategic emerging industrial clusters; foster a symbiotic ecosystem of large, medium, small, and micro enterprises; and establish a regional industrial base with distinctive features in the Yangtze River Delta.
——Reform-led, Open Development. Adopting a global perspective and benchmarking against international best practices, we will focus on key sectors of strategic emerging industries, actively secure positions in the mid-to-high-end segments of both domestic and international industrial chains, promote the internationalization of key industries and enterprises, and systematically establish a new framework for high-quality development.
——Prioritize Ecology, Pursue Green Development. Adhere to the concept of green development, explore green development models characterized by low resource consumption, minimal environmental impact, and high-quality development, achieve coordinated and optimized development between industry and the ecological environment, and forge a path of ecological economic transformation and industrial greening with Taizhou’s distinctive characteristics.
(3) Development Goals
With innovation-led development as the core, we will implement an innovation-driven development strategy centered on key sectors of strategic emerging industries—including biopharmaceuticals, high-end equipment manufacturing, new materials, next-generation information technology, new energy vehicles, new energy, energy conservation and environmental protection, and the digital economy. We will accelerate the formation of competitive industrial clusters to continuously drive industrial upgrading and high-quality economic and social development. We will promote the advancement of pillar industries toward the high end of the value chain, foster the growth and expansion of emerging industries, and proactively plan for future industries.
By 2025, the output value of the city’s strategic emerging industries will account for more than 45% of the total output value of industrial enterprises above designated size. We will strive to build Taizhou into a distinctive hub for strategic emerging industries with significant influence in the Yangtze River Delta region, thereby better leveraging the role of strategic emerging industries as a key engine for development.
II. Key Tasks
(1) Establish an Industrial Innovation System. Relying on leading enterprises, we will increase R&D investment, strengthen collaboration among government, industry, academia, research institutions, end-users, and service providers, and establish a number of national and provincial-level industrial innovation centers, key laboratories, manufacturing innovation centers, engineering research centers, and enterprise technology centers.Focusing on key areas of strategic emerging industry development, we will accelerate breakthroughs in a range of critical core and generic technologies through mechanisms such as “open challenges,” cultivate a cohort of technological innovation sources for emerging industries, solidify the technological foundation for industrial innovation and development, and establish independent brands with core competitiveness.By 2025, we aim to add 3–5 new national-level industrial innovation platforms, 9 national-level incubators, 4 national-level maker spaces, 15 provincial postdoctoral innovation bases, 50 provincial engineering research centers, 28 provincial incubators, and 36 provincial maker spaces.(Responsible Units: Municipal Science and Technology Bureau, Municipal Development and Reform Commission, Municipal Bureau of Industry and Information Technology; People’s Governments of all cities (districts); Taizhou Pharmaceutical High-Tech Zone Administrative Committee. (2) Promote Industrial Agglomeration and Development. Build strategic emerging industrial clusters and accelerate the establishment of a group of industrial growth engines that are distinctive, complementary, and structurally sound. Focus on developing three major industrial clusters with annual output value exceeding 100 billion yuan. A pharmaceutical industry cluster centered on biomedicine and new medical devices in the Taizhou Pharmaceutical High-Tech Zone (Gaogang District), supported by traditional Chinese medicine, active pharmaceutical ingredients, medical devices, health products, and pharmaceutical equipment in Taixing City, Jingjiang City, and Jiangyan District;A high-end equipment manufacturing industrial cluster centered on high-end equipment and high-tech vessels in the Yangtze River Delta region, supported by aviation equipment in the Jingjiang Economic and Technological Development Zone; A new materials industrial cluster centered on chemical new materials in the Taixing Economic Development Zone and special alloy materials in the Xinghua High-Tech Industrial Development Zone, supported by petrochemical derivative materials from the Chemical New Materials Industrial Park in the Taizhou Pharmaceutical High-Tech Zone (Gaogang District).Accelerate the development of four major industrial clusters, each valued at 50 billion yuan. A new energy vehicle industry cluster centered on new energy vehicle assembly and manufacturing, as well as component production in the Taizhou Port Economic Development Zone, and supported by key automotive components from the Jiangyan Economic Development Zone, Hailing New Energy Industrial Park, and Hailing Gangyang Science and Technology Industrial Park;A new energy industry cluster centered on photovoltaic equipment and module manufacturing, as well as next-generation energy storage equipment in the Hailing New Energy Industrial Park, Jiangyan Economic Development Zone, and Taixing High-Tech Industrial Development Zone; an energy conservation and environmental protection industry cluster centered on high-efficiency energy-saving equipment manufacturing in Taixing City and Hailing District; and a next-generation information technology industry cluster centered on computer component manufacturing in the Taizhou Electronic Information Industrial Park. (3) Cultivate and Strengthen Key Enterprises. Foster a group of leading, high-growth enterprises with core technologies, outstanding innovation capabilities, and strong market competitiveness. Industrial enterprises above a certain scale will fully implement “intelligent transformation and digital transition,” establishing a number of national and provincial-level smart manufacturing demonstration factories and workshops, as well as industrial internet benchmark factories and platforms.By 2025, we aim to cultivate 6 industry-leading enterprises with annual output value exceeding 10 billion yuan, 6–7 national “single-champion” enterprises (or products), 40 “specialized, refined, distinctive, and innovative” (SED) “little giant” enterprises, and 60 gazelle and unicorn enterprises citywide.Total R&D expenditure as a percentage of GDP will reach 2.8%, with the output value of the city’s high-tech industry reaching 700 billion yuan, and the proportion of high-tech industrial output value in the total output value of industrial enterprises above designated size reaching 48%. A tiered cultivation structure will be established citywide, comprising more than 50 innovative leading enterprises, more than 1,900 national high-tech enterprises, and more than 5,000 science and technology-based small, medium, and micro enterprises.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, Municipal Science and Technology Bureau)
(4) Implement Major Demonstration Projects. Focusing on key areas of strategic emerging industries, we will seize and make full use of the policy “window period” to clarify project construction objectives, tasks, and priority directions. While prioritizing growth in investment volume, we will place even greater emphasis on optimizing investment structure and enhancing investment quality.We will thoroughly implement the “Three Comparisons and One Improvement” initiative. Following the approach of “attracting a batch, reserving a batch, commencing construction on a batch, and bringing a batch into production,” we will streamline and optimize the layout of project investments and vigorously advance the construction of strategic emerging industry projects. We will attract a batch of strategic emerging industry demonstration projects characterized by high technological content, significant driving force, and strong exemplary value, adding more than 100 new projects annually.Establish a project database for strategic emerging industries and dynamically maintain a reserve of key industrialization projects. Include strategic emerging industry projects in the “Three Comparisons and One Improvement” performance evaluation, ensuring that more than 100 new strategic emerging industry projects with an investment of 100 million yuan or more are started annually, and more than 80 projects are completed and put into production. (5) Strengthen the Guarantee of Resources and Factors. Comprehensively utilize fiscal, land, financial, scientific and technological, and intellectual property policies to promote the development of strategic emerging industries. Include municipal-level key strategic emerging industry projects in the science and technology innovation credit system, giving them priority in the allocation of energy consumption quotas, land, and environmental capacity to ensure project implementation. When balancing energy consumption quotas and formulating orderly power consumption plans, localities must prioritize meeting the energy needs of key strategic emerging industry projects and enterprises.Deepen the “output-per-mu” reform, advance pilot programs for “dual-certificate land” and “standard land,” and, through comprehensive evaluation of output-per-mu efficiency and differentiated allocation of resources, prioritize land quotas for strategic emerging industry projects. For projects with intensive land use, the minimum land transfer price may be set at no less than 70% of the minimum industrial land price standard corresponding to the local land grade.Leverage the policy advantages of the National Pilot Zone for Financial Support of Industrial Transformation, Upgrading, and Innovation—including serving the real economy, supporting industrial transformation, and aggregating financial resources—to further strengthen financial innovation, attract more equity investment funds to Taizhou, and provide greater financial support for strategic emerging industries. (6) Foster a favorable industrial ecosystem. Strengthen institutional innovation in key areas and critical stages of strategic emerging industries, and introduce policies to advance scientific and technological innovation, talent incentives, and intellectual property protection.Vigorously cultivate market entities for industrial development, continuously increase efforts to attract management talent, actively foster and develop a team of outstanding entrepreneurs, optimize the environment for industrial growth, and build a sound industrial ecosystem. Advance the streamlining of administration and delegation of powers in accordance with the principle of “reducing as much as possible and delegating as much as possible,” continuously deepen the reform of “delegating powers, improving regulation, and upgrading services,” further relax restrictions on the registration of business names for strategic emerging industries, and thoroughly advance the reduction of approval procedures, documentation requirements, and processing times.Improve the system for disseminating business-friendly policies for strategic emerging industries to ensure policies reach enterprises directly, and vigorously promote the “automatic eligibility without application” approach. III. Organizational Guarantees
(1) Strengthen Organizational Coordination. The Municipal Leading Group for Promoting the Development of Strategic Emerging Industries shall comprehensively coordinate the development of strategic emerging industries across the city, guide the formulation of major strategies, plans, and policies for the sector, and coordinate the resolution of major issues arising during industrial development and the implementation of related work. The Office of the Municipal Leading Group for Promoting the Development of Strategic Emerging Industries shall be responsible for advancing the implementation of plans and policies, organizing and implementing various special support programs, managing the use of special funds, and conducting performance evaluations.Relevant municipal departments shall, in accordance with their respective responsibilities, formulate corresponding action plans and supporting measures for key tasks related to strategic emerging industries to ensure the effective implementation of the relevant provisions of this opinion. (2) Improve the Promotion System. Fully implement the “Taizhou City 14th Five-Year Plan for the Development of Strategic Emerging Industries,” carry out key tasks such as rationally optimizing industrial layout, strengthening the leading role of scientific and technological innovation, enhancing the modernization of industrial chains, and promoting the attraction of major projects. Focus on establishing a full-chain work promotion model for strategic emerging industries comprising “development plans + guiding opinions + action plans + project cultivation + performance evaluation,” and coordinate the advancement of strategic emerging industry work across the city.(Responsible Units: Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Industry and Information Technology Bureau, Municipal Commerce Bureau)
(3) Strengthen Policy Guidance. Include municipal-level funds for the development of strategic emerging industries in the Science and Technology Innovation Credit Program, increase fiscal support for key projects in strategic emerging industries, and actively seek support from central and provincial governments for such projects in our city.Financial institutions shall establish a multi-tiered guarantee system, comprehensively utilize financial policies such as risk compensation, and build platforms for cooperation between banks and enterprises. They shall shift financing concepts, broaden financing channels, and actively introduce direct financing methods such as equity investment funds to provide multi-tiered financial support for the development of strategic emerging industries. (4) Implement Monitoring and Evaluation. Establish and improve performance evaluation and supervision mechanisms, clarify primary responsibilities, and strengthen incentives and constraints. Further refine the statistical accounting system for key areas of strategic emerging industries to accurately assess the scale, structure, and growth rate of these industries. Effectively monitor and reflect the development status of our city’s strategic emerging industries, thereby providing support for decision-making, supervision, and evaluation regarding their development.
