To accelerate the high-quality development of our city’s riverside ports, in accordance with the *Outline for the Development of Inland Waterway Transport* (Jiao Guohua Fa [2020] No. 54), the *Plan for the Layout of Ports along the Yangtze River Mainstem and the Protection and Utilization of Port Waterfront Areas* (Jiao Guohua Fa [2022] No. 110),the "Implementation Plan for High-Quality Development of Inland Waterway Transport in Jiangsu" (Su Jiao Gang Hang [2020] No. 23), and the "Guiding Opinions on Further Promoting the Intensive and Efficient Use of Port Waterfront Resources" (Su Gang Guan Wei [2022] No. 2), and in light of the actual conditions of our city, these Opinions are hereby formulated.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly study and implement General Secretary Xi Jinping’s important expositions on promoting high-quality development, fully, accurately, and comprehensively implement the new development philosophy, and build a new development paradigm. With the promotion of high-quality development as the central theme, we will adhere to intensive, innovative, green, smart, and safe development. By focusing on key areas and addressing development shortcomings, we will accelerate the realization of high-quality development for the city’s riverside ports, thereby providing strong support for the city’s high-quality economic and social development.
II. Overall Objectives
We will consolidate and enhance the important hub status of Taizhou Port, actively develop river-sea-river intermodal transport, and strive to promote the development of high-quality port-adjacent industries such as modern logistics, high-value-added port-adjacent manufacturing, and modern shipping services. We will accelerate transformation and upgrading as well as resource integration, comprehensively improve port construction standards and service capabilities, and build a port that attracts high-end resources, supports high-quality industries, and is modern, green, and smart, thereby contributing to the higher-quality economic and social development of the city.
III. Key Tasks
(1) Improving the Management System and Operational Mechanisms
1. Promote the substantive operation of the Port Management Committee. Fully leverage the Port Management Committee’s role in high-level coordination and planning to uniformly coordinate and advance major port planning, major infrastructure construction, the development and utilization of port waterfront areas, and the attraction of key port-adjacent industries, thereby improving the coordination, rationality, and scientific basis of resource utilization. By 2023, the Port Management Committee will be operational, coordinating the advancement of major projects. (Responsible Units: All member units of the Municipal Port Management Committee)
2. Enhance the investment and operational capabilities of state-owned assets and enterprises in the port and shipping sector. Fully leverage the leading and driving role of state-owned port enterprises in the port and shipping sector, highlight the synergies among ports, shipping, and trade, vigorously develop port operations, enhance competitiveness, and seize the initiative. Promote the participation of municipal state-owned enterprises in port investment, construction, and operational management; coordinate the development and protection of existing port resources along the Yangtze River; and uniformly consolidate underutilized port resources.By the end of the 14th Five-Year Plan period, state-owned enterprises will play a core role in improving port functions, revitalizing port resources, and enhancing port operational standards. 3. Establish a dynamic evaluation mechanism for port resource utilization. In accordance with national regulations on the protection and utilization of waterfront resources, as well as the "Jiangsu Province Port Waterfront Management Measures" (Jiangsu Provincial People’s Government Decree No. 115),the "Guiding Opinions on Further Promoting the Intensive and Efficient Utilization of Port Waterfront Resources" (Su Gang Guan Wei [2022] No. 2), and other relevant policy documents, we will promote the intensive and efficient utilization of port waterfront resources by adopting the "efficiency per meter" approach as a key driver. A dedicated "efficiency per meter" task force will be established to develop an evaluation index system for the high-quality development of Taizhou’s riverside ports, conduct assessments of the benefits derived from port waterfront usage, improve the entry and exit mechanisms for resource utilization, and advance the integration of port waterfront resources.Focusing on the resource output and efficiency of enterprises, we will establish indicators such as economic benefits and operational efficiency. By integrating factors including social benefits, ecological and environmental protection, and smart technology levels, we will comprehensively measure the quality and efficiency of enterprise development. The results will serve as a key basis for the differentiated allocation of factors and resources, and will be linked to policy support and industry governance. By June 2023, we will establish the evaluation index system for the high-quality development of riverside ports and complete the assessment.By December 2023, establish a mechanism for the entry and exit of port resource usage. 4. Further strengthen planning guidance and policy support.Accelerate the submission and approval process for the “Taizhou Port Master Plan,” striving to obtain approval from the provincial government by the end of 2023. Improve the “integrated planning” system centered on the high-quality development of Yangtze River ports, and create a “single planning blueprint.” Research and formulate supportive measures to promote the high-quality development of Yangtze River ports, and support the accelerated development of Taizhou Port. (2) Enhancing Port Infrastructure Capacity
5. Comprehensively promote the upgrading of port terminals. Focus on optimizing terminal structures, with an emphasis on deep-water and large-scale terminal facilities, to drive the comprehensive upgrading of port terminals.Significantly increase the proportion of deep-water berths capable of handling vessels of 50,000 DWT or larger. Through renovation and expansion projects, upgrade the berthing capacity of terminals to ensure that terminals downstream of the Jiangyin Bridge are routinely capable of handling Cape-size vessels of 100,000 DWT or larger, and that certain terminals in Taixing and Gaogang are routinely capable of handling vessels of 75,000 DWT or larger, thereby further leveraging the functionality of the 12.5-meter deep-water channel.Comprehensively assess the berthing capacity of existing terminals and tap into their potential through capacity evaluations and reduced-load berthing. 6. Promote the specialized upgrading of terminals. Promote the specialized upgrading of terminals through a combination of government guidance and market-driven approaches. Focus on upgrading general cargo berths, general-purpose berths, and multi-purpose berths used for the transport of dry bulk cargoes such as coal, ore, and grain into specialized bulk cargo berths. Actively advance the construction and renovation of container terminals to improve operational efficiency and reduce environmental risks.(Responsible Units: Municipal Development and Reform Commission, Bureau of Industry and Information Technology, Bureau of Ecology and Environment, Bureau of Transportation, and Taizhou Maritime Safety Administration, to be responsible according to their respective duties)
7. Accelerate the completion of a comprehensive green waterborne service area. Select suitable water areas to construct a comprehensive green waterborne service area, equipped with functions such as pollutant reception, fuel and supply provision, services for seafarers, and emergency rescue standby, to meet the production and living needs of vessels at anchor and the broader seafaring community. By 2025, the Taizhou Comprehensive Green Waterborne Service Area will be completed.(Responsible Units: Municipal Transportation Bureau, Taizhou Maritime Safety Administration, and Jiaochan Group, in accordance with their respective responsibilities)
(III) Strengthening the Port Transportation and Distribution System
8. Improve the construction of port access roads. By 2025, the northern extension of the Changtai Yangtze River Bridge, the northern extension of the Jiangyin-Jingjiang Yangtze River Tunnel, and the Jingjiang section of Provincial Highway 232 will be completed and opened to traffic. Construction of the Taizhou-Changzhou Expressway will commence, significantly enhancing the level of interconnectivity and the efficiency of cargo distribution between port areas and river-crossing channels.In the long term, plan and construct projects such as the Jingcheng Yangtze River Crossing Link, the Jiangyin Third Yangtze River Crossing Link, and the Zhangjing Yangtze River Crossing Link to further improve the port road transport system. 9. Improve the port access waterway network. Accelerate the implementation of the Xingdong Line waterway improvement project to enhance the network of waterways connecting to the Yangtze River and the sea. Expedite research on the classification and feasibility of branch waterways, optimize the structure of the inland waterway network, and address the water transport needs of key enterprises and industrial parks along the river.Focusing on the construction of a “three horizontal, two vertical” inland port access channel system (“three horizontal”: Xintongyang Line, Guma Canal, and Ruta Canal; “two vertical”: Yangtze River Diversion Channel and Jiangshi Line), accelerate research on the Jiangshi Line realignment plan. Promote the construction of the Bawei Dedicated Channel to connect with the Fubei Waterway upstream and downstream, thereby significantly enhancing the navigability and competitive advantages of all port areas within Taizhou Port.In 2023, complete the classification and feasibility study for branch waterways and finalize the route plan for the north-south port access waterways. By 2024, complete the preliminary work for the Xingdong Line waterway improvement project and the construction of the Bawei Dedicated Waterway. 10. Conduct in-depth feasibility studies on the construction of port access railways. Intensify market demand research and conduct thorough analysis and evaluation of cargo types, traffic volume, flow directions, transport distances, economic benefits, and construction plans. Based on the findings of the feasibility study regarding the necessity and viability of constructing dedicated railway lines for Taizhou Port, proceed with the construction of dedicated railway lines at an appropriate time.In the long term, in accordance with the relevant requirements of the "Outline of the National Comprehensive Three-dimensional Transport Network Plan" regarding supporting transport modes for container handling areas in major port zones, promote the development of a multimodal transport hub integrating road, rail, and waterway transport. By 2023, complete the feasibility study on the necessity and feasibility of constructing the Taizhou Port dedicated railway line. (IV) Building a High-Level Modern Port
11. Promote the consolidation of underutilized port waterfronts. Adhering to the principles of ecological priority, green and safe development, and orderly growth, we will consolidate existing waterfronts to enhance utilization efficiency and benefits, thereby promoting sustainable port development. We will identify projects with low resource efficiency, extensive but inefficient use, or those outside port planning, and formulate a work plan to advance the consolidation and upgrading of port waterfronts. In the Gaogang Port Area, we will focus on promoting the specialization of certain general-purpose berths, improving waterfront utilization through consolidation, optimization, and cargo category adjustments;The Taixing Port Area will focus on integrating and optimizing certain chemical terminals and opening them for public services, while encouraging the consolidation of some underperforming shipbuilding terminals and phasing out waterfront areas with poor port development conditions; the Jingjiang Port Area will focus on phasing out small, scattered, and disorganized terminals as well as projects with severe spatial utilization conflicts, and integrating them to form a large-scale, specialized bulk cargo transshipment base.By 2025, the Taizhou Port will have essentially achieved the large-scale, intensive, specialized, and green and safe utilization of its waterfront areas, establishing itself as a benchmark for high-quality development among ports along the Yangtze River in Jiangsu Province. 12. Building Green Ports. We will continue to deepen efforts to prevent and control pollution from port vessels, promote the construction of enclosed silos and enclosed conveyor corridors at all dry bulk terminals of a certain scale across the city that meet the necessary conditions, promote the application of new and clean energy sources, and organize a new round of initiatives to create green ports.Advance the construction (and retrofitting) of shore power facilities at terminals and vessel power reception facilities; accelerate the normalization of shore power usage by vessels during berthing; standardize the construction of dust control facilities at port terminals; and achieve 100% coverage of online dust monitoring, 100% system operational availability, and 100% reporting of abnormal data.Develop modern demonstration projects for green ports, advance the construction of LNG refueling and unloading stations to meet regional LNG transportation needs, integrate into the “Gasification of the Yangtze River” initiative, and contribute to the ecological protection of the Yangtze River. In 2023, add two new star-rated green ports. 13. Build Smart Ports. Promote the intelligent renovation of port facilities and the digital upgrade of port operations and management. Develop and promote the application of the Taizhou Port and Shipping Integrated Information System, and support Jingjiang in establishing a comprehensive dispatch and command center for port and shipping integration along the northern bank of the Yangtze River.Promote the construction of smart port demonstration projects, including the Jiangsu Provincial Coal Logistics Jingjiang Base Smart Port, the Jingjiang Xingwang Logistics Smart Port, and the Taixing Port Smart Port, among others. Based on these projects, develop construction guidelines and standard specifications. By 2025, the aforementioned smart port demonstration projects will be fully completed, and the experience gained from their construction and operation will be gradually extended to the Port of Taizhou. 14. Building Safe Ports. Enhance port facility security capabilities, increase efforts in the construction and maintenance of safety facilities, advance the establishment of a port dangerous goods supervision platform, establish and improve the emergency rescue system, and construct an emergency equipment depot for Taizhou’s riverside ports. Urge port enterprises to improve their emergency response plans for work safety accidents and the allocation of emergency supplies, formulate response plans for various types of accidents, and conduct regular drills. During the 14th Five-Year Plan period, the rate of production-related safety accidents at ports will decrease significantly, and the work safety situation at ports will remain stable.(Responsible Units: Municipal Transportation Bureau, Emergency Management Bureau, Transportation and Industry Group, and Taizhou Maritime Safety Administration, in accordance with their respective responsibilities)
(5) Promoting the Integrated Development of Ports, Industry, and Urban Areas
15. Establish a Commodity Trading Center. Promote the “port + logistics base + trading center” development model. Relying on the Xingang Operation Area within the Jingjiang Port Zone, develop and expand the Taizhou Port coal and ore transshipment bases to enhance coal and ore trading functions, thereby forming a comprehensive coal and ore trading center for the Yangtze River Economic Belt;Leveraging the sand and gravel distribution center in the Qiwu Operation Area of the Taixing Port Zone, vigorously develop sand and gravel logistics, trade, and processing operations to establish a sand and gravel trading center for the Yangtze River Economic Belt; leveraging the “National Designated Port for Imported Grain” status of Gaogang and Taixing, attract more nationally renowned grain, oil, and food processors and traders to set up operations, develop grain and oil processing and trade businesses, and establish a grain trading center.In 2023, construction of the coal, ore, sand and gravel, and grain trading centers will commence in full. By 2025, these trading centers will be fully completed and put into operation, yielding positive results. 16. Promote the transformation and upgrading of existing traditional port-based industries toward high value-added sectors. Building on support for the clustering and expansion of competitive port-based industries, we will drive the extension of industrial chains, promote the transformation and upgrading of industrial structures, and establish a port-based industrial system of higher level and quality.Specifically, with the Pharmaceutical High-Tech Zone as the core area and the Taixing Economic Development Zone as the supporting zone, we will establish a national-level centralized production base for active pharmaceutical ingredients (APIs); consolidate and enhance Jingjiang’s status as the nation’s largest private shipbuilding base and a national-level ship export base, establish the Jiangsu Provincial Shipbuilding Industry Technology Research Institute, and vigorously develop the research, development, and construction of high-tech, high-value-added ship types;Relying on the Taixing Economic Development Zone, we will promote the transition of basic chemicals toward high-end fine chemicals, extend into strategic new materials and daily-use chemicals, and build a world-class fine chemicals industrial base; relying on the Grain Logistics Industrial Park, we will develop grain transshipment, distribution, storage, and deep processing of grain and oil, and build an industrial cluster for river-sea combined transport and deep processing of grain and oil. 17. Scientifically plan and attract new, major, high-quality port-adjacent industrial projects. Aligning with Taizhou’s industrial layout, focus on distinctive sectors such as the healthcare industry, offshore engineering equipment and high-tech shipbuilding, automotive parts and precision manufacturing, chemicals and new materials, as well as photovoltaic and lithium battery industries. Implement targeted investment promotion along industrial chains to attract new, major, high-quality port-adjacent industrial projects to developable shoreline areas. Leverage the leading role of flagship enterprises to extend industrial chains and achieve industrial clustering.By 2025, a batch of high-quality major projects will be introduced to the 2.2-kilometer shoreline area of the Yong’an Operation Zone in the Gaogang Port Area, and an industrial cluster will be preliminarily formed. 18. Build a Regional Shipping Center. Leveraging the advantages of Taizhou Port as a transshipment hub for bulk commodities, we will actively expand modern shipping service functions to establish a Taizhou Shipping Center that serves the Yangtze River Economic Belt and faces the international market. We will vigorously develop the shipping economy; building upon existing services such as shipbuilding, ship repair, shipbreaking, and ship supply, we will expand to provide value-added supporting services including ship appraisal, certification, brokerage, survey, and payment.Increase efforts to attract large shipping enterprises with advanced management standards and market competitiveness, and encourage external shipping enterprises to register and establish headquarters or branches in Taizhou; encourage existing shipping enterprises to upgrade and transform, accelerate mergers and reorganizations among shipping enterprises, and foster, develop, and consolidate a group of headquarter enterprises.Accelerate the clustering of shipping services by establishing a Shipping Service Center that integrates the functions of customs, maritime affairs, border inspection, maritime courts, and port management departments (units), creating a “one-stop” comprehensive service platform that combines government services, port clearance, and shipping transactions; expand the scale of basic shipping services such as ship agency, freight forwarding, and ship supply, and actively cultivate leading enterprises with strong competitiveness;Vigorously develop high-end shipping services such as shipping finance, insurance, information, legal services, trading, consulting, and maritime arbitration, and attract various well-known domestic and international shipping service enterprises, shipping organizations, and functional institutions to cluster in Taizhou. (6) Building a High-Level Gateway for Opening Up
19. Promote the opening of terminals to foreign trade. Orderly advance the opening of terminals to foreign trade, further increase the number of terminals open to foreign trade, alleviate pressure on the shortage of berths at these terminals, enhance port capacity, and provide strong support for the development of an open economy. Develop annual terminal opening plans and organize reviews and acceptance inspections for terminal openings. 20. Accelerate the Construction of Pilot Stations. Accelerate the construction of the Taizhou Pilot Station under the Yangtze River Pilot Center, support the development of the Jingjiang Pilot Station under the Yangtze River Pilot Center, optimize pilot service procedures, strengthen pilot technical and service capabilities, and contribute to the development of Taizhou’s open economy. 21. Improve the container shipping route network. Expand domestic and international shipping routes and frequencies; utilize international feeder routes to Shanghai Port to meet deep-sea transport needs; deepen cooperation with well-known shipping companies and ports in the middle and upper reaches of the Yangtze River to strive for the establishment of direct short-sea international shipping routes; and, building on existing domestic feeder routes, prioritize the development of direct domestic container routes to coastal ports in South China and North China.Increase route capacity, integrate freight forwarding and barge resources, and through multi-party cooperation among terminals, freight forwarders, and shipping companies, consolidate cargo sources to operate a daily service between Taizhou and Shanghai, ensuring tight coordination between schedules and cargo supply. Ensure the stable and efficient operation of existing international trade routes to further meet customer needs.Promote port-to-port cooperation. Building on the expansion of our city’s port container transport volume and our enhanced capacity for negotiation and collaboration, we will pursue strategic partnerships with the Jiangsu Port Group, the Port of Shanghai, the Port of Taicang, and the Ningbo-Zhoushan Port to attract them to call at Taizhou and establish shipping routes here. 22. Build distinctive service platforms. Deepen the integration and facilitation of customs clearance, increase investment in the “Electronic Port” initiative, accelerate the development of the “Single Window” for international trade, and enhance the level of cross-border trade facilitation.Leveraging the Bonded Logistics Center (Type B), provide bonded warehousing, logistics, distribution, and processing services to support industrial development. Relying on the Taizhou Comprehensive Bonded Zone, promote the leapfrog development of the China (Taizhou) Cross-Border E-Commerce Comprehensive Pilot Zone, and establish a demonstration and leading zone for the import of health food via cross-border e-commerce that serves the East China region. Actively explore the application to become a port for the import of complete vehicles, and accelerate the formation of a high-value-added industrial chain covering all stages of automobile import, sales, customs clearance, agency services, and logistics transportation.(Responsible Units: Municipal Development and Reform Commission, Finance Bureau, Transportation Bureau, Commerce Bureau, Taizhou Customs, Jingjiang Customs, Taizhou Maritime Safety Administration, and Taizhou Border Inspection Station, to be responsible according to their respective duties)
IV. Support Measures
(1) Strengthen Organizational Leadership. Fully leverage the coordinating role of the Municipal Port Management Committee, convene regular thematic meetings to study major issues concerning the development of Taizhou Port, coordinate the resolution of major cross-regional, cross-departmental, and cross-sectoral issues, and promote the implementation of key measures for high-quality port development.
(2) Strengthen Resource Support. Enhance policy support: municipal departments including Development and Reform, Finance, Natural Resources and Planning, Ecology and Environment, and Water Resources shall prioritize policy support in areas such as project land use, planning and construction, and investment and financing. Strengthen financial support: actively seek funding support from the national and provincial governments for energy conservation, emissions reduction, and port transformation and development, while improving municipal-level support policies.
(3) Enhance Coordination and Collaboration. Relevant municipal departments must, based on their respective functions, closely coordinate, actively support, and proactively serve the high-quality development of ports along the Yangtze River. The governments of cities (districts) along the Yangtze River and the Taizhou Medical High-Tech Zone Administrative Committee must formulate specific implementation plans to ensure that all key tasks are effectively carried out.
(4) Strict Supervision and Inspection. In accordance with work tasks, a dynamic tracking and evaluation mechanism shall be established to analyze and assess the implementation of annual work objectives and key tasks for high-quality port development. High-quality port development shall be incorporated into the city’s comprehensive evaluation system for high-quality development, with strengthened supervision and assessment.
