These Measures are hereby formulated to further promote the transformation, upgrading, and distinctive development of municipal-level industrial parks; enhance their capacity to attract and support advanced manufacturing; and establish these parks as key platforms for advanced manufacturing clusters and vital pillars for the high-quality development of the county-level industrial economy.

I. Scope of Comprehensive Evaluation

Yangzhou Key Development-Oriented Industrial Parks and Yangzhou Optimized Development-Oriented Industrial Parks.

II. Content and Scoring Criteria of the Comprehensive Evaluation

The comprehensive evaluation consists of six primary indicators and eight secondary indicators, including scale and efficiency, distinctive development, intensive development, innovative development, project construction, and disqualification criteria, with a total score of 100 points. Additionally, one bonus item and one penalty item are established.

(1) Scale and Efficiency Indicators (20 points)

1. Total Scale Indicator (10 points). This evaluates the annual total invoiced sales of all industrial enterprises within the park and their year-over-year growth. The scoring method is: Ranking score for annual invoiced sales growth × 60% + Ranking score for annual total invoiced sales × 40%. The ranking score is determined by sorting the actual annual values of the same indicator among parks of the same type from highest to lowest; the first place receives 10 points, and each subsequent place receives 0.5 points less than the previous one.

2. Tax Contribution Indicators (10 points). Evaluates the total annual tax revenue collected from all industrial enterprises within the park and the year-over-year growth rate. The scoring formula is: Ranking score for annual tax revenue growth rate × 60% + Ranking score for total annual tax revenue × 40%. The ranking scores are determined by sorting the actual annual values of the same type of indicator among similar parks from highest to lowest; the first place receives 10 points, and each subsequent place receives 0.5 points less than the previous one.

(II) Specialized Development Indicator (20 points)

3. Specialized Development Indicators (20 points). Evaluates the proportion of annual invoiced revenue from specialized industries within the park relative to total invoiced revenue, as well as the year-over-year growth rate. The scoring method is: Ranking score for the annual growth rate of the specialized industry’s share × 60% + Ranking score for the annual share of the specialized industry × 40%. The ranking score is determined by sorting the actual annual achievement values of the same type of indicator across similar parks from highest to lowest; first place receives 20 points, with each subsequent rank receiving 1 point less than the previous rank.

(III) Intensive Development Indicators (20 points)

4. Output per Mu Indicator (20 points). This evaluates the annual invoiced sales per mu and annual tax revenue per mu for all industrial enterprises within the park.The scoring method is: Ranking score for annual tax revenue per mu × 60% + Ranking score for annual invoiced sales per mu × 40%. The ranking score is determined by sorting all industrial enterprises within the same type of industrial park based on their total tax revenue and total invoiced sales, respectively, divided by the total built-up area of each park, from highest to lowest. The first-place park receives 20 points, with each subsequent park receiving 1 point less than the previous one.

(IV) Innovation and Development Indicators (25 points)

5. Enterprise Incubation Capacity Indicator (15 points). This evaluates the park’s ability to foster high-quality development enterprises. The scoring method is as follows: 3 points for each newly added national-level “Specialized, Refined, Unique, and Innovative” (SRUI) “Little Giant” enterprise; 1 point for each provincial-level SRUI SME; 0.5 points for each high-tech enterprise; 0.5 points for each enterprise above a certain scale; and 0.1 points for each technology-based enterprise. The maximum score is 15 points.

6. Talent Attraction Capability Indicator (10 points). This evaluates the park’s ability to attract various types of talent at the municipal level or above.Scoring method: For each national-level talent, provincial “Mass Entrepreneurship and Innovation” team, provincial “Mass Entrepreneurship and Innovation” talent, municipal “Green Yang Golden Phoenix” team, municipal “Green Yang Golden Phoenix” leading talent, or municipal “Green Yang Golden Phoenix” outstanding Ph.D. recruited annually, 3 points, 3 points, 1 point, 1 point, 0.5 points, and 0.25 points are awarded, respectively. Maximum score: 10 points.

(5) Project Construction Indicators (15 points)

7. Industrial Investment Capacity Indicator (15 points). This evaluates the park’s investment in industrial technical upgrades and the status of newly commenced major industrial projects. Scoring method: For each new industrial technical upgrade project that begins production annually with a total equipment investment of 8 million yuan or more, 2 points are awarded; for each newly commenced municipal-level major industrial project, 2 points are awarded. Maximum score: 15 points.

(VI) Disqualification Criteria

8. Parks that experience major or higher-level production safety accidents or major or higher-level sudden environmental incidents during the year will be excluded from the comprehensive evaluation for excellence awards.

(VII) Bonus Points

9. For each newly listed company or enterprise listed on the National Equities Exchange and Quotations (NEEQ) added during the year, 3 points and 2 points will be awarded, respectively.

(VIII) Deduction Criteria

10. For industrial parks where a general-level production safety liability accident occurs during the year, 1 point will be deducted for each such incident.

III. Application of Comprehensive Evaluation Results

The top 6 municipal key development-oriented industrial parks and the top 4 municipal optimized development-oriented industrial parks in the comprehensive evaluation will be commended and rewarded, with a total reward fund of 30 million yuan. Among the municipal key development-oriented industrial parks, one First Prize, two Second Prizes, and three Third Prizes will be awarded, with rewards of 6 million, 4 million, and 2 million yuan, respectively;Among the municipal optimized development industrial parks, one first prize, one second prize, and two third prizes will be awarded, with rewards of 5 million, 3 million, and 1 million yuan, respectively. The industrial park ranked last in the comprehensive evaluation will be subject to a formal interview; for industrial parks that rank last in the comprehensive evaluation for two consecutive years, the county (city, district) shall adjust the positions of their principal responsible officials.

IV. Implementation

The comprehensive evaluation of municipal-level industrial parks shall be conducted under the unified leadership of the municipal government, spearheaded by the Municipal Bureau of Industry and Information Technology, with the participation of relevant departments including the Municipal Party Committee Organization Department (Talent Office), Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Bureau of Natural Resources and Planning, Municipal Ecology and Environment Bureau, Municipal Emergency Management Bureau, Municipal Bureau of Statistics, Municipal Local Financial Supervision and Administration Bureau, and Municipal Tax Bureau.The municipal government has established a special fund for the comprehensive evaluation and rewards of municipal-level industrial parks, with the Municipal Finance Bureau responsible for the budget allocation of this fund. The special fund is primarily used for infrastructure construction and service system development in municipal-level industrial parks. Comprehensive evaluation materials shall be preliminarily reviewed by the industry and information technology departments of the relevant counties (cities, districts) and then submitted to the Municipal Bureau of Industry and Information Technology for comprehensive evaluation. After the comprehensive evaluation results are publicly announced, they shall be submitted to the municipal government for approval.
