To thoroughly implement the spirit of the Provincial Conference on High-Quality Development of the Construction Industry, accelerate the transformation and upgrading of the city’s construction industry, promote high-quality development, and better leverage the role of the construction industry as a pillar, wealth-generating, and competitive industry in Yangzhou, the following guidelines are hereby formulated in light of the city’s actual conditions.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the new goals, approaches, and requirements set forth by the Central Committee of the Communist Party of China and the State Council regarding the development of the construction industry. Taking high-quality development of the construction industry as the main focus, transformation and upgrading as the key driver, and innovative development as the driving force, we will further promote industrial restructuring, enhance the core competitiveness of enterprises, expand the scale of industrial development, optimize the industry’s development environment, comprehensively elevate the value of the “Construction Power City” brand, and continuously consolidate and amplify Yangzhou’s leading advantage within the broader provincial construction industry landscape.
II. Main Tasks
(1) Optimize the Construction Industry Structure and Broaden Business Scope
1. Establish industrial cooperation platforms. Fully leverage the government’s guiding role to support and encourage local construction enterprises in establishing strategic partnerships with central state-owned enterprises and large enterprises outside the city through the creation of cooperation platforms. 2. Expand the scope of construction activities. Adjust the current construction industry structure, which is dominated by residential building construction, and actively support the transformation and development of construction enterprises toward large-scale infrastructure projects. All localities and departments shall designate a specific proportion of projects and contract sections within their annual infrastructure construction plans to encourage qualified construction enterprises to participate in bidding independently. They shall also support participation in infrastructure construction bidding through consortia, primarily including:(1) Rail transit projects: civil engineering, electromechanical installation, and interior finishing works for station sections in newly commenced rail transit projects; (2) Large-scale infrastructure projects: government-invested municipal infrastructure projects, or those where state-owned capital holds a controlling or dominant stake, with a project cost of 50 million yuan or more; (3) Other large-scale infrastructure projects: major infrastructure projects such as ports and waterways, local railways, highways, and water conservancy projects.Construction performance records obtained by enterprises through consortia may be used for qualification applications and participation in relevant project tenders once the portion actually undertaken by the enterprise has passed final acceptance. Enterprises that have participated in two or more infrastructure construction projects as part of a consortium may independently participate in tenders for relevant engineering projects, provided they meet the qualification requirements.For infrastructure projects with long construction cycles undertaken by an enterprise, performance may be recognized as valid for participation in bidding and qualification applications after passing acceptance inspections for each phase or section. 3. Promote Engineering General Contracting and Full-Process Engineering Consulting. Projects in which state-owned capital participates as a controlling or dominant investor shall take the lead in implementing engineering general contracting and full-process engineering consulting. For engineering general contracting projects with clearly defined construction scope and delivery standards, as well as mature technical solutions, lump-sum contracts are recommended. For specialized engineering works where certain construction details remain undetermined at the time of bidding, provisional estimates may be included in the project cost.Enterprises engaged in design, supervision, and cost consulting are encouraged to develop full-process engineering consulting services through means such as mergers and reorganizations. (2) Promote New Construction Methods and Enhance the Application of Technology
4. Accelerate the advancement of smart construction. Provide financial subsidies to enterprises participating in pilot and demonstration projects for smart construction and those making research and development investments. Encourage large construction enterprises to establish R&D centers and build construction industry internet platforms. Promote the integrated application of BIM technology throughout the entire process of construction project planning, surveying, design, construction, and operation and maintenance, and include related costs in the total investment budget of construction projects.Support Class A and Class 1 general contracting enterprises, as well as other qualified enterprises, in researching, developing, and promoting key smart construction technologies, including construction robots and intelligent equipment, intelligent production of building components, and intelligent construction management. 5. Actively Promote Green Construction. Strengthen the concept of green construction, promote the development of interdisciplinary green planning, design, construction, delivery, and operation and maintenance models, and gradually establish a green construction management system and technical standards system covering the entire life cycle. Facilitate research and industrial application of key core technologies for green construction. Leverage the innovative demonstration and leading role of government-invested projects, prioritize the use of recycled construction waste products, create a number of green construction demonstration projects, and, in conjunction with urban renewal, simultaneously implement energy-saving and green retrofits of existing public buildings.Actively promote green construction methods, popularize new construction approaches such as prefabricated construction, effectively apply new green construction technologies, advance the adoption of green building materials, and promote the recycling of building materials and the reduction of construction waste at construction sites.Actively promote the development of green and smart construction sites, and expand the demonstration and application of new energy sources—such as pure electric and fuel cell technologies—in dump trucks, concrete mixers, and construction machinery. (3) Strengthening the Foundation of Industrial Development and Enhancing the Core Competitiveness of Enterprises
6. Promote technological innovation in enterprises. Encourage construction enterprises to strengthen technological innovation, guide them to increase R&D investment in new technologies, materials, products, and processes, and support their participation in the certification of high-tech enterprises. Support construction enterprises in establishing national and provincial engineering research centers and enterprise technology centers, and encourage them to apply for invention patents and construction methods, as well as participate in the formulation of national, industry, and local standards.Tax incentives, such as additional pre-tax deductions, will be granted in accordance with regulations for actual R&D expenditures incurred by enterprises. Support Jiangsu Huajian and Yangjian Group in taking the lead to establish the Yangzhou Construction Science Research Institute. 7. Strengthen Talent Development. Incorporate construction industry talent development into city-wide initiatives such as the “Green Yang Golden Phoenix Plan,” “Talent Cultivation Plan,” and “Master Teacher Studios.” Implement programs to enhance the quality of construction entrepreneurs and improve the academic qualifications of technical professionals. Elevate the caliber of enterprise talent through initiatives such as the “Young Entrepreneur Development Navigation Plan.”Provide rental and home purchase subsidies to eligible talent recruited in the construction industry. Newly recruited talent in the city’s construction industry who are under 35 years of age may enjoy policies such as rental subsidies, home purchase subsidies, and “Attraction, Retention, and Return” subsidies in accordance with the 15 provisions of the “New Talent Policy” and local implementation rules.Vigorously advance the development of the construction industry workforce, strengthen the supply of vocational skills training for construction workers, leverage the leading role of construction enterprises, and enhance vocational skills training and talent evaluation for urgently needed and scarce trades. Provide vocational training subsidies to eligible personnel in accordance with regulations. 8. Increase financial support. Regularly organize multi-party joint meetings involving the government, relevant departments, financial institutions, investment institutions, and construction enterprises to promote cooperation among government, banks, investors, and enterprises. Stably increase credit limits for key backbone enterprises and encourage qualified construction enterprises to raise funds in the capital market.For local construction enterprises undertaking government-invested (or predominantly government-invested) projects within or outside the city, those meeting credit policies and loan eligibility requirements may apply for loans by presenting construction contracts and construction permits. Financial institutions are encouraged to develop products tailored to the construction industry’s specific needs, and construction enterprises are supported in securing loans using construction materials, engineering equipment, accounts receivable, trademark rights, and other assets as collateral or pledges;For high-quality construction enterprises with normal operations but facing temporary liquidity difficulties, financial institutions shall not blindly withdraw or reduce loans, nor impose additional collateral requirements, thereby ensuring continuous and stable financing for these enterprises. Active support shall be provided for loan renewals to small and micro construction enterprises that meet the criteria. The systems for bank guarantees and surety insurance shall be promoted, and all banking and insurance institutions are encouraged to actively provide guarantee letters and surety insurance services to construction enterprises.For financially strong and creditworthy construction enterprises undertaking overseas engineering projects, provide medium- to long-term RMB loans and foreign exchange working capital loans. 9. Vigorously Cultivate Key Enterprises. Establish a routine liaison and service system for construction enterprises to assist in resolving issues and difficulties encountered during market operations, and provide support in areas such as capital raising and project guarantees. Actively guide construction enterprises to accelerate transformation and upgrading through equity swaps, mergers and reorganizations, and institutional innovation, fostering a group of industry-leading enterprises with core competitiveness.Foster the accelerated development of 1–2 key enterprises, encouraging them to expand into upstream and downstream sectors such as investment and financing, design consulting, construction, production of building components, and operation and maintenance. Over the next 3–5 years, aim to develop these into leading construction enterprises with a scale of 100 billion yuan; promote enterprises in fields such as steel structures, mechanical and electrical engineering, and building materials to specialize and excel, and recommend the best among them for evaluation as “Specialized, Refined, Unique, and Innovative” enterprises. Eligible “Specialized, Refined, Unique, and Innovative” enterprises may be selected as municipal-level advanced construction enterprises.Encourage private enterprises to participate in the mixed-ownership reform of state-owned enterprises, leveraging their respective strengths to achieve complementary advantages.Strengthen enterprise risk prevention and control, guide enterprises to comprehensively deepen reforms of the modern enterprise system, improve corporate governance structures, organizational frameworks, and incentive-constraint mechanisms in the construction sector, and enhance corporate management capabilities and risk resilience. 10. Support enterprises in upgrading to higher-level qualifications. Strengthen professional guidance and actively support construction enterprises in applying for Special Class (Comprehensive) qualifications. The municipal government will award one-time grants of 500,000 yuan and 300,000 yuan, respectively, to enterprises that successfully upgrade to Special Class (Comprehensive) General Contracting qualifications or Class A Comprehensive Engineering Design qualifications.Encourage construction enterprises to expand their business into key national infrastructure investment sectors such as transportation, water conservancy, power and telecommunications, and railways. The municipal government will grant a one-time reward of 100,000 yuan to enterprises that obtain Grade 1 (Class A) general contracting qualifications in municipal engineering, water conservancy and hydropower engineering, highway engineering, mechanical and electrical engineering, petrochemical engineering, power engineering, or port and waterway engineering during the current year. (IV) Incentivizing Enterprises to Expand Markets and Accelerate the “Going Global” Pace of the Construction Industry
11. Encourage enterprises to strive for high-quality projects and undertake key engineering projects.Carrying forward the fine tradition of Yangzhou’s construction industry—“building one project, erecting one monument”—we will further strengthen quality management, firmly establish a mindset of lean construction, and create masterpieces of our time. Enterprises that undertake projects (excluding those merely participating) and win the “Luban Award” or “Zhan Tianyou Award” in the same year will receive a one-time reward of 200,000 yuan from the municipal government; enterprises that win the “National Quality Engineering Award” will receive a one-time reward of 100,000 yuan from the municipal government.Support Yangzhou construction enterprises in undertaking state-funded key projects in transportation, water conservancy, municipal works, and power and telecommunications. The municipal government will grant a one-time reward of 500,000 yuan to enterprises that newly sign general contracting projects approved by the National Development and Reform Commission; and a one-time reward of 100,000 yuan to enterprises that newly sign general contracting projects approved by the Provincial Development and Reform Commission. 12. Establish the “Yangzhou Construction Merit Award.” Focus on building a team of construction entrepreneurs who possess both strategic planning capabilities and market development capabilities.The Municipal Government shall confer the “Yangzhou Construction Merit Award” upon the chairman or general manager of a construction enterprise registered in Yangzhou who meets any of the following criteria: First, the enterprise (excluding subsidiaries with independent legal person status) has paid 100 million yuan or more in taxes to the Yangzhou treasury during the current year; Second, the enterprise (excluding subsidiaries with independent legal person status) has paid 50 million yuan or more in taxes to the Yangzhou treasury during the current year, with a year-on-year increase of 20% or more;Third, the enterprise has been approved for Special Class (Comprehensive) qualification during the current year; Fourth, a project undertaken by the enterprise in Yangzhou has won the “Luban Award” during the current year. A candidate’s enterprise will be automatically disqualified if it has experienced a major or higher-level quality or safety incident during the current year, or if it has caused severe adverse effects due to wage arrears owed to migrant workers.Recipients of the “Yangzhou Construction Merit Award” shall be recommended by the people’s governments of each county (city, district) and the administrative committees of functional zones. After review by the Municipal Housing and Urban-Rural Development Bureau, the Municipal Government shall confer the award (there is no limit on the number of recipients; all eligible candidates may be selected, with each receiving a reward of 60,000 yuan; recipients may not be selected more than once within a three-year period).Recipients of the “Yangzhou Construction Merit Award” shall be given priority for recommendation as candidates for municipal-level Model Workers and Advanced Workers. 13. Cultivating “Yangzhou Outstanding Project Managers (Construction Engineers).” Efforts will be made to foster the growth of on-site management personnel into Yangzhou Outstanding Project Managers (Construction Engineers). Project managers whose on-site management projects meet any of the following criteria shall be awarded the title of “Yangzhou Outstanding Project Manager (Construction Engineer)”: First, projects that have won the Luban Award; second, projects that have won the Zhan Tianyou Award; third, projects that have won the National Quality Engineering Award;fourth, projects that have received the highest national awards in the fields of highways or water conservancy. Recipients of the “Outstanding Project Manager” title shall be recommended by the People’s Governments of each county (city, district) and the Administrative Committees of functional zones. Following review by the Municipal Bureau of Housing and Urban-Rural Development, the Municipal Government shall confer the award (in principle, 1–3 individuals annually, with a reward of 50,000 yuan per person; the award shall not be repeated within three years).Outstanding Project Managers (Construction Engineers) may be given priority for nomination as candidates for municipal-level Model Workers and Advanced Workers. 14. Improve the incentive mechanism for “going global” initiatives. The municipal government shall establish the Overseas Market Development Award. The principal responsible person of the enterprise with the highest annual overseas construction output value in the city shall be publicly recognized in the same manner as recipients of the Construction Merit Award and shall receive a reward of 60,000 yuan (based on construction contracts and foreign currency settlement documents).Project managers of construction enterprises that successfully enter a new overseas market in a country or region with an output value of 50 million USD or more (as verified by construction contracts and commencement certificates), or that secure a new single general contracting project worth 20 million USD or more (as verified by construction contracts and commencement certificates), shall be publicly commended by the Municipal Government.To support enterprises participating in construction projects in countries along the “Belt and Road” route, the municipal government will award 50,000 to 200,000 yuan (with a maximum of 200,000 yuan per project) for newly signed and implemented overseas general contracting projects with a contract value of 20 million USD or more. Enterprises that obtain the Ministry of Commerce’s foreign aid qualification, win the Luban Award for overseas projects, or are ranked among the top 250 in the Engineering News-Record (ENR) Global Top 250 list in the current year will receive a one-time award of 100,000 yuan from the municipal government.If an independent overseas general contracting project wins the highest architectural award from the host country’s government, it shall be deemed equivalent to winning the “Luban Award” for an independently constructed project within the city and shall be eligible for relevant preferential policies. (5) Focus on Key Areas of Industry Regulation to Standardize the Construction Market Order
15. Strengthen management of project payment. Standardize the implementation by construction units of systems for advance payments, wage payments, progress payments, and final settlement. Advance payments shall not be less than 10% of the total contract value; the failure to complete settlement audits shall not be used as a justification for delaying project settlement or withholding survey, design fees, and project payments. Those responsible for causing mass incidents or quality and safety accidents due to failure to make timely and full payments shall be held accountable in accordance with the law.For the contracting and subcontracting of state-invested projects, the Bill of Quantities pricing method shall be adopted, and the construction process settlement system shall be fully implemented. The proportion of progress payments shall not be less than 80%; contractors shall not be required to advance funds for construction; and the audit results of audit authorities shall not be used, either directly or indirectly, as the basis for project payment settlements.Strictly enforce the settlement audit cycle regulations set by the Provincial Department of Housing and Urban-Rural Development. 16. Advance reforms in engineering bidding and tendering. Safeguard the autonomy of tendering entities and ensure they fulfill their primary responsibilities. Promote the “separation of evaluation and award” in all state-invested housing construction and municipal infrastructure projects across the city. Establish and improve internal control systems for bidding and tendering within tendering entities, standardize the setting of conditions in tender documents, and prohibit the establishment of unequal bidding conditions for enterprises of different ownership types or from different regions, as well as the inclusion of unreasonable clauses that deviate from project realities. Fully leverage the positive guiding role of credit evaluations and standardize the application of credit evaluation results.Strengthen the supervision and management of bid evaluation experts; conduct targeted training and assessments for them; enhance their professional integrity; and effectively improve the quality of bid evaluation. 17. Strengthen management of engineering quality, safety, and market conduct. Implement “Internet Plus Regulation” to enhance the interconnection and sharing of regulatory data in the construction sector, and gradually advance digitalized, integrated supervision linking the construction market with project approval and on-site project management. Deepen the standardization of engineering quality and safety management, and explore regional assessments of construction project quality levels. Fully implement the engineering quality responsibilities of all parties, reinforcing the primary responsibility of construction units and the principal responsibilities of survey, design, construction, and supervision units.Strictly control the quality of equipment and materials entering the site, construction processes, and project acceptance procedures. Explore the establishment of an engineering quality insurance system and increase the coverage of public disclosure of residential project quality information. Strengthen supervision and management of engineering quality testing agencies and severely crack down on acts such as issuing false test reports. Enhance pricing supervision of safety and civilized construction measures fees, establish the concept of “quality and safety, cost-based,” and ensure that construction enterprises are “willing to invest, genuinely invest, and see a return on their investment” during construction.We will continue to carry out special campaigns on construction safety, strengthen the dual-prevention mechanism of risk classification control and hidden hazard identification, and improve the all-staff safety production accountability system for construction enterprises.We will continue to crack down on bid-rigging, illegal contracting, subcontracting, illegal sub-contracting, and fronting, as well as wage arrears for migrant workers, and impose legal restrictions in areas such as market access, qualifications, and bidding. We will promote the centralized construction of government-invested projects, strictly control quality, investment, safety, and integrity, eliminate the occurrence of “three excesses” (exceeding scale, standards, and budget), and improve the efficiency of construction fund utilization.Establish a new credit-based regulatory mechanism for the construction market, implement credit-based grading and classification management, and apply differentiated supervision in matters such as bidding, administrative approvals, and inspections based on the credit status of market entities. (6) Strengthen Performance Evaluation and Incentives to Create a First-Class Business Environment
18. Conduct annual special performance evaluations for the construction industry. Incorporate construction industry target management into the city’s comprehensive evaluation system, and conduct annual target evaluations and award incentives to county (city, district) governments, Economic and Technological Development Zone Management Committees, and the Yangzhou Construction Engineering Holding Group.The annual target management assessment for the construction industry will award first, second, and third prizes. The allocation of quotas for each tier will be determined based on the assessment results, adhering to the principle of fairness. The Municipal Housing and Urban-Rural Development Bureau will submit the allocation plan to the Municipal Government for approval before its public announcement. 19. Encourage enterprises to strive for excellence. The municipal government shall annually announce a list of “Yangzhou Advanced Construction Enterprises” and “Yangzhou Advanced Individuals in the Construction Industry” to effectively demonstrate leadership and foster a positive development environment. Enterprises that have not incurred any wage arrears for migrant workers within the past three years may be exempted from paying the migrant worker wage guarantee deposit for the current year. 20. Optimize the business environment for enterprises. Establish dedicated task forces for the development of the construction industry at both the municipal and county levels to operate as substantive entities. These task forces will coordinate the resolution of operational challenges faced by enterprises and provide robust support in areas such as overall coordination, policy implementation, problem-solving, financial services, and wage arrears management.Establish a system of “quality-based pricing,” whereby construction projects are charged fees commensurate with the quality grade achieved. Continue to deepen reforms of the construction project approval system, implement classified management of construction projects, and vigorously advance the “pile foundation first” approach, allowing construction permits to be issued separately for pile foundation works in housing construction and municipal infrastructure projects.Eliminate regional and industry market barriers resulting from various illegally established requirements, such as verification, filing, grading, obtaining credit manuals, and mandating the establishment of branch offices. Conduct a comprehensive review of overdue construction payments and other accounts receivable in government-invested, state-funded construction projects, and real estate development projects. The people’s governments of all counties (cities, districts), management committees of functional zones, and relevant municipal departments shall formulate specific policy measures to implement this opinion within one year of its issuance. Where the incentive policies stipulated in this opinion are similar to or overlap with other preferential policies, enterprises may apply to enjoy the most favorable terms without duplication; for preferential support measures not covered herein, the city’s current relevant preferential support policies for industrial enterprises shall apply.
These guidelines shall take effect on March 10, 2024, and remain valid until December 3, 2028.
