These Evaluation Measures are hereby established to implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important speeches on Jiangsu’s work, further refine the enterprise evaluation system, accurately reflect the development status and contributions of enterprises, and foster a strong atmosphere for accelerating the advancement of new industrialization and promoting high-quality development of the industrial economy.
I. Evaluation Scope
Industrial enterprises (including enterprise groups) of a certain scale throughout the city, excluding those that have experienced major environmental, safety, or quality incidents during the current year, or those identified as having committed serious acts of bad faith in accordance with laws, regulations, or relevant national documents.
II. Evaluation Categories
Each year, the following seven evaluation categories are established based on enterprise scale, innovation capacity, tax contributions, tax revenue per mu, investment, and invention patents.
(1) Top 100 Industrial Enterprises. Refers to the 100 industrial enterprises selected in accordance with the “Yangzhou Top 100 Industrial Enterprises Evaluation Rules” (Appendix).
(2) Top 50 Innovative Enterprises. Refers to the top 50 manufacturing enterprises, primarily high-tech enterprises, selected by the Provincial Institute of Science and Technology Development Strategy based on factors such as innovation investment, innovation output, innovation performance, and innovation management.
(3) Top 10 Manufacturing Enterprises by Tax Revenue. Refers to the top 10 manufacturing enterprises ranked by total actual tax revenue deposited in the treasury for the current year (excluding tax exemptions, withheld taxes, taxes collected through audits, and back taxes from previous years).
(4) Top 10 Industrial Enterprises by Tax Revenue per Mu. These are the top 10 enterprises ranked by tax revenue per mu for the current year (enterprise tax revenue per mu = total actual tax revenue deposited in the current year ÷ actual land area of the enterprise).
(5) Top 10 Industrial Enterprises by Investment. Refers to the top 10 enterprises ranked by the actual investment amount recorded in the statistics for the current year.
(6) Top 10 Enterprises by Invention Patents. Refers to the top 10 enterprises ranked by the number of invention patents granted and the number of invention patents held in the current year, weighted at a ratio of 7:3.
(7) Industrial Benchmark Enterprises. Refers to enterprises that received the China Industrial Award, the China Industrial Award Commendation, the China Industrial Award Nomination, or were selected as National Manufacturing Single-Champions in the current year.
III. Application of Results
(1) The municipal government shall announce the evaluation results annually, award certificates and plaques, and publicize them in the media.
(2) Led by the Municipal Bureau of Industry and Information Technology, in collaboration with statistics, tax, and power supply departments, a mechanism for regular enterprise monitoring and service coordination will be established and improved to promptly track enterprise production and operational dynamics, providing data for decision-making by the Municipal Party Committee and Municipal Government.
IV. Organizational Guarantees
(1) Under the unified leadership of the municipal government, the evaluation work shall be led by the Municipal Bureau of Industry and Information Technology and implemented in collaboration with the Municipal Development and Reform Commission, Science and Technology Bureau, Tax Bureau, Market Supervision Bureau, Ecology and Environment Bureau, Emergency Management Bureau, Bureau of Natural Resources and Planning, and Bureau of Statistics.
(2) The Municipal Bureau of Industry and Information Technology is responsible for leading the evaluation of the following four categories: “Top 100 Industrial Enterprises,” “Top 10 Industrial Enterprises by Tax Revenue per Mu,” “Top 10 Industrial Investment Enterprises,” and “Industrial Benchmark Enterprises.” It is also responsible for compiling the lists of enterprises recommended by various departments and units, and submitting them to the Municipal Government for approval and issuance of a circular. The Municipal Science and Technology Bureau is responsible for leading the evaluation of the “Top 50 Innovative Enterprises.”The Municipal Taxation Bureau is responsible for leading the evaluation of the “Top 10 Manufacturing Taxpayers”; it is responsible for providing relevant indicator data on candidate enterprises’ invoiced sales and tax revenue collected. The Municipal Market Supervision Bureau is responsible for leading the evaluation of the “Top 10 Enterprises in Invention Patents”; it is responsible for reviewing disqualification criteria related to major quality incidents involving candidate enterprises. The Municipal Development and Reform Commission is responsible for reviewing disqualification criteria related to serious acts of bad faith involving candidate enterprises.The Municipal Ecology and Environment Bureau is responsible for reviewing disqualification criteria regarding major environmental accidents involving candidate enterprises. The Municipal Emergency Management Bureau is responsible for reviewing disqualification criteria regarding major safety accidents involving candidate enterprises. The Municipal Bureau of Natural Resources and Planning is responsible for providing relevant data on the actual land area occupied by candidate enterprises. The Municipal Bureau of Statistics is responsible for providing relevant data on the actual investment volume recorded in the treasury for candidate enterprises.
(3) These Measures shall take effect upon issuance. The “Notice of the Municipal Government Office on Issuing the ‘Opinions on Conducting the “Striving for Excellence” Competition for High-Quality Development Among Industrial Enterprises in Yangzhou’ and the ‘Measures for the Recognition of Yangzhou’s Top 100 Industrial Enterprises’” (Yangfu Banfa [2018] No. 54) is hereby repealed.

Detailed Rules for the Evaluation of Yangzhou’s Top 100 Industrial Enterprises
To accelerate the cultivation and development of large enterprises and corporate groups with core competitiveness, promote the growth, strengthening, and optimization of industrial enterprises, and advance the high-quality development of the industrial economy, these evaluation rules are formulated in accordance with the "Yangzhou Municipal Measures for the Evaluation of High-Quality Development of Industrial Enterprises."
I. Evaluation Scope
Industrial enterprises (including enterprise groups) of a certain scale throughout the city.
II. Evaluation Content
(1) Determination of Base Score for Candidate Enterprises. The top 150 enterprises ranked by actual invoiced sales performance for the current year shall be selected as candidates for the Top 100 Industrial Enterprises. Invoiced sales and tax revenue collected shall be converted to a specific ratio and scored with a 5:5 weighting, i.e., Base Score = (Invoiced Sales (in billions of yuan) / 1 billion yuan) × 50% + (Tax Revenue Collected (in tens of millions of yuan) / 10 million yuan) × 50%.
(2) Bonus Points.
1. Bonus for Scale Upgrades: Enterprises whose invoiced sales in the current year exceed 3 billion, 5 billion, 10 billion, 20 billion, or 30 billion yuan for the first time shall be awarded 0.3, 0.5, 1, 2, or 3 points, respectively. For the same enterprise, the highest applicable score shall be applied.
2. Growth Contribution Bonus: Enterprises whose invoiced sales growth rate for the year exceeds the citywide industrial average growth rate will receive a 0.5-point bonus; those exceeding 50% will receive 1 point; and those exceeding 100% will receive 1.5 points. Enterprises whose tax revenue growth rate for the year exceeds the citywide industrial average growth rate will receive a 0.5-point bonus; those exceeding 50% will receive 1 point; and those exceeding 100% will receive 1.5 points.
3. Bonus for Intensive Resource Utilization: Enterprises whose per-mu tax revenue in the current year exceeds the citywide industrial average receive 0.5 points; those exceeding it by 50% receive 1 point; and those exceeding it by more than 100% receive 1.5 points. Enterprises whose per-mu sales in the current year exceed the citywide industrial average receive 0.5 points; those exceeding it by 50% receive 1 point; and those exceeding it by more than 100% receive 1.5 points.
4. Major Project Bonus: Enterprises that implement new major technological transformation projects in the current year and meet the city’s recognition standards will receive 3 points.
5. Bonus Points for Technological Innovation: Enterprises possessing national-level “Two Stations and Three Centers” or national key laboratories shall receive 2 points each; those holding the titles of National Intellectual Property Demonstration Enterprise, National Intellectual Property Advantage Enterprise, or National Technological Innovation Demonstration Enterprise shall receive 2 points each;if the enterprise wins a National Science and Technology Award or a Provincial Science and Technology Award in the current year, 2 points and 1 point are added, respectively; if it possesses provincial-level “Two Stations and Three Centers” or provincial key laboratories, 1 point is added for each; if it holds the title of Provincial Technological Innovation Demonstration Enterprise, 1 point is added. Scoring within the same category follows the “higher-value” principle, and the total bonus points for this item shall not exceed 4 points.
6. Quality and Brand Bonus: Enterprises holding the China Quality Award (including the Nomination Award) or the National Quality Benchmark designation shall each receive 2 points; those holding the Provincial Governor’s Quality Award (including the Nomination Award) or the Jiangsu Quality Excellence designation shall each receive 1 point. The total bonus for this category shall not exceed 3 points.
7. Specialized, Refined, Unique, and Innovative (SRUI) Bonus: Enterprises holding the titles of "Manufacturing Single-Champion Demonstration Enterprise (Product)," "SRUI Little Giant," or "Provincial SRUI SME" shall be awarded 3 points, 3 points, and 2 points, respectively. For the same enterprise, the highest score shall apply.
8. Smart Transformation, Digitalization, and Network Integration Bonus: Enterprises that have obtained national-level pilot or demonstration status in smart manufacturing or IT-industrial integration in the current year shall be awarded 2 points each; those that have obtained provincial-level pilot or demonstration status in the same categories in the current year shall be awarded 1 point each. For the same category, the higher score shall be applied.
9. Work Safety Bonus: Enterprises designated as Level 1 Work Safety Standardization Enterprises will receive 2 points; those designated as Level 2 Work Safety Standardization Enterprises will receive 1 point.
10. Bonus Points for High-Quality and Full Employment: Enterprises with a year-on-year increase of 5% or more in the number of insured employees receive 0.5 points; those with an increase of 10% or more receive 1 point. Enterprises that hire 5 or more individuals facing employment difficulties receive 0.5 points; those hiring 10 or more receive 1 point. Enterprises recognized as national-level or provincial-level “Harmonious Labor Relations” enterprises receive 2 points and 1 point, respectively. The total bonus points for this category shall not exceed 3 points.
(III) Points Deducted.
1. If an enterprise’s year-on-year growth in invoiced sales and tax revenue collected is lower than the citywide industrial average, 0.5 points shall be deducted; if the growth rate declines year-on-year, 1 point shall be deducted.
2. If an enterprise’s per-mu tax revenue and per-mu sales for the current year are lower than the citywide industrial average, 0.5 points shall be deducted for each.
3. If an enterprise violates environmental protection laws and regulations during the current year and is penalized by the ecological environment authorities, 0.5 points shall be deducted for each violation, with a cumulative deduction not exceeding 2 points.
4. If major safety hazards are identified during an inspection by safety regulatory authorities in the current year and the enterprise fails to rectify them as required, 0.5 points shall be deducted for each item, with a cumulative deduction not exceeding 2 points.
5. If an enterprise fails to pay various social insurance premiums on time as required during the current year, 1 point will be deducted; if an enterprise is found to have violated labor laws and regulations and is penalized by the labor administration department, 0.5 points will be deducted for each violation, with a cumulative deduction not exceeding 2 points.
6. If an enterprise violates energy conservation laws and regulations during the current year, is ordered to rectify the violation, but fails to fully rectify it as required, 0.5 points shall be deducted for each instance, with a cumulative deduction not exceeding 2 points.
7. If an enterprise has historical cases of illegal land use that have not been fully rectified, 1 point shall be deducted.
(IV) Disqualification Criteria. An enterprise shall be disqualified from evaluation if any of the following circumstances apply:
1. The enterprise has caused an environmental pollution incident in the current year that constitutes a serious violation;
2. The enterprise bears responsibility for a production safety accident resulting in one or more fatalities during the current year;
3. The enterprise has incurred a major quality incident during the current year, or has been investigated and penalized by relevant authorities for the serious production and sale of counterfeit or substandard products;
4. The enterprise has been subject to administrative penalties by tax authorities during the current year for major tax violations;
5. The enterprise’s layoff rate for the current year reaches or exceeds the national urban surveyed unemployment rate control target (excluding cases where layoffs are conducted to enhance overall labor productivity through technological upgrades, intelligent transformation, digital transformation, and network integration); the enterprise is involved in a malicious collective wage arrears incident (affecting 10 or more employees); the enterprise is subject to special supervision by the Ministry or provincial authorities (included in the joint disciplinary action list) for violating labor laws and regulations, or has triggered a mass petitioning incident;
6. Enterprises that have committed other major violations of laws and regulations or acts of severe dishonesty as defined by laws, regulations, or relevant national documents during the current year.
III. Evaluation Procedure
(1) Preliminary Evaluation. At the beginning of each year, the Municipal Bureau of Industry and Information Technology, in conjunction with the Municipal Tax Bureau, conducts a preliminary evaluation of enterprises meeting the relevant criteria for that year. The top 150 enterprises based on actual invoiced sales performance are selected as candidates. Opinions are solicited from relevant municipal functional departments, and a joint review is conducted with the Municipal Development and Reform Commission, Science and Technology Bureau, Bureau of Natural Resources and Planning, Emergency Management Bureau,the Bureau of Ecology and Environment, the Bureau of Human Resources and Social Security, the Tax Bureau, and the Market Supervision Bureau to confirm bonus points, penalty points, and disqualification criteria regarding enterprise scale and contribution, development potential, technological innovation, energy conservation and environmental protection, work safety, and social responsibility. Based on this, they issue review opinions and recommend the top 100 enterprises by comprehensive score as the city’s Top 100 Industrial Enterprises for the year.
(2) Review and Submission. Based on the joint departmental evaluation, the Municipal Bureau of Industry and Information Technology shall propose a recommended list of the Top 100 Industrial Enterprises based on the preliminary review results and submit it to the Municipal Government for deliberation and approval.
